Dear All,
It is our honour and privilege to invite you to the inaugural Queen’s Model United Nations Invitational in Kingston, Ontario, Canada. The conference will be held from November 7th to 10th, 2013 – the weekend of Remembrance Day in Canada and Veteran’s Day in the United States. The conference weekend is particularly significant to Queen’s and Kingston because of the critical role that the university and city have played in both World Wars.
We are ecstatic to present committees with wide- ranging time periods, topics, and interests that be simulated at QMUNi 2013. In honour of the conference weekend, two of the historical committees will feature a General Assembly on drafting the Treaty of Versailles and a Joint Crisis pitting the German Occupation against the French Resistance in 1940 Occupied France. Beyond this, the crisis committees include Last of the Samurai set in feudal Japan, the Guerra Civil Española simulating a contemporary Spanish Civil War, Protocol S.21 an emergency meeting of representatives from global intelligence agencies, and the enigmatic Ad-Hoc Committee of the President. Standard General Assemblies will include the fantasy Council of Elrond committee and a traditional UN General Assembly First Committee: Disarmament and International Security.
Facilitated by the Queen’s International Affairs Associated (QIAA) and the Queen’s MUN Team, QMUNi will provide an intimate atmosphere where delegates can get to know one another within the framework of what promises to be the premier Fall conference in Canada.

CommitteesDisarmament and Security: UNGA First CommitteeWar has been an unavoidable component of the human experience. It will undoubtedly be a part of our future. In the 2013 Queen’s Model United Nations Invitational Disarmament and International Security Committee, delegates representing the various countries of the United Nations will come together and debate the future of international warfare. As the reach of man extends into the Arctic and outer space, agreement concerning land ownership and militarization must be decided. Furthermore, as the use of drones in battle increases, the international community must come together to determine if war is still war when the aggressor is removed from battle, or if at that point it is simply a violation of human rights. Decisions made in this committee will have gross implications, as both the battlegrounds and tools of war are debated.
From the Ashes: Rewriting the Treaty of VersaillesAt 11AM on November 11th, 1918, the guns fell silent on the European continent for the first time in four years. The war to end all wars had ended and diplomats soon converged on Paris to draft a peace treaty that would officially bring the conflict to a close. As a delegate on this committee, you will have the opportunity to literally redraw the map of Europe. Will your efforts bring about a lasting peace on the continent or will they merely result in an uneasy armistice that will spark future conflict?
The Council of ElrondThe world has changed. We feel it in the water. We smell it in the air.Representatives of the free peoples of Middle-Earth – Men, Elves, Dwarves – gather at Rivendell to address the growing darkness and the Ring of Power. What can they do against such reckless hate? While they work their plans and attempt to draw support from the minor nations, dark influences instill distrust and despair. Who will win the Ring? Who will win the war? Take part in the Council on the side of good or evil; the fate of Middle-Earth is at stake.
Last of the SamuraiIt is the late 19th century in Japan. Following US Admiral Perry’s forced opening of Japan to foreign influence, the people of Japan are increasingly unhappy over the perceived corrupting influence of Western powers. You are a member of the Meiji oligarchy, or Genrō, an advisor to Emperor Meiji, and one of the most influential figures in Japan. With your oligarchy’s combined military, economic, and political expertise you must win the Boshin War, overthrow the Tokugawa Shogunate, and reassert the power of the Emperor. However, without the guns, railroads, and steam engines that the West provides your civil war, Japan itself may be doomed. How will you balance accepting Western assistance and maintaining traditional Japanese values to modernize the country without destroying its culture? How will you ensure the prosperity of the Meiji oligarchy while ensuring the dominance of your own family within it? As the Last of the Samurai, you will be required to make the toughest decisions.
Ad-Hoc Committee of the PresidentPlease ensure that any delegates being assigned to the Ad-Hoc Committee of the President are at least eighteen (18) years of age as of November 7th, 2013 and have fully understood the Waiver of Liability and Confidentiality Agreement (available online) that will be signed at the start of committee session.
Guerra Civil Española: Siglo XXISpain’s economic crisis since 2008 has created a hostile and tumultuous political climate. With skyrocketing unemployment and re-emerging regional debates about secession, the Spanish government is quickly losing control of the autonomous regions of Spain. Widespread political dissent has been met with the emergence of extremist groups in Catalonia and the reactivation of the ETA in Basque Country. As protests become increasingly violent, Spain’s instability is making any attempt at restructuring the Spanish economy near impossible. These conditions set the stage for this crisis committee as delegates will be given the arduous task of weathering a contemporary Spanish civil conflict that carries considerable domestic and international implications.
Occupation of France Joint CrisisThe year is 1940. The allied forces have been driven out of Dunkirk and off the continent. On the twenty-second of June, France surrenders to the invading German army. France has been lost. Abandoned by her allies, the people of France must now face occupation.
Life under occupation is very hard on the French. Mass shortages in food, petrol and other materials add to the increasing disorganization of society. Not all is lost, however. There remain scattered cells of brave men and women determined to fight back against their German oppressors. But the road to liberty demands more than iron-clad determination. The fight against the occupation is an uphill battle that requires wit, cunning, resourcefulness, cooperation, and a love of country stronger than the self.
For the Germans, the task is no less strenuous to maintain their grip on the country. The army may have been routed, but the people are not defeated. Occupation forces must work to subdue the general French population and, at the same, hunt down and destroy resistance cells. German forces must not ignore movement from across the Channel, for the Allies are surely preparing to retake France. They may aide the Resistance and seek to undue all that has been accomplished. This must not happen.
So if the beating of your heart echoes the beating of the drums, then join your brothers and sisters in the struggle for freedom! Or if you want to be remembered as the engineers of a great empire alongside the likes of Alexander, the Romans or Charlemagne, then share in the glory of building a Thousand Year Reich.
Protocol S.51Due to a recurring pattern of recent security breaches, the international intelligence community has been forced to initiate Protocol S.51. Distinguished representatives from allied intelligence agencies have been summoned to an undisclosed location to coordinate a response and collate intelligence on the matter. Representatives have been selected from a large group of distinguished civil servants due to their skills in espionage, communication interception, and crypto-analysis. Due to the time-sensitive nature of this rendezvous, governments have collectively decided to provide representatives of each intelligence agency with the highest possible level of security clearance and decision making capacity. Representatives may be required to cooperate and collaborate with perceived enemies within the global intelligence community in an effort to maintain international peace and security. While the world will never know, the difference between global order and universal chaos will lie in the hands of those assembled within the confines of Protocol S.51.
