Sir,

1. MoP vide order NoAI22/2010-Th-1 (Vol-I) dated 18.01.2016 (Copy

enclosed) in supersession to its order dated 23.12.2015 have intimated

reallocation of 620 MW power from Ratnagiri Gas & power Pvt. Ltd

(RGPPL) to Indian Railways on temporary basis under PSDF support

scheme for the year FY 2015-16 and 2016-17, out of the power allocated

to Maharashtra (Maharashtra State Electricity Distribution Company

Limited). The revised power allocation from RGPPL to Indian Railways to

be utilized in various states is as follows: -

2. As stated in the above MoP letter, the total allocation of 620 MW power

from RGPPL to Indian Railways is subject to the following conditions:

a. This allocation is temporary i.e upto 31.03.2017.

b. It is without prejudice to the issue of payment of fixed charges by

MSEDCL to RGPPL, which is presently, sub-judice.

3. In continuation with the recent allocations in 15th Jan 2016 from RGPPL to

Indian Railways, Nac from Gujarat, Maharashtra, Jharkhand are already

received upto their allocations. In case of MP, NaC for enhanced

quantum is required (150 to 200 MW). Therefore, the above allocation

from RGPPL shall be effective from 00:00 Hrs of the following day of

intimation of Nac by MP SLDC to WRLDC (with a copy marked to

WRPC) for enhancement to 200MW to Western Central Railway.

4. The Revised percentage shares of RGPPL for the above allocation are

enclosed.

2015, it has now been decided to re-allocate 620 MW of power from R.atndg,iri Gas & PowerN!J,Ltd (RGPPL) to Indian Railways on temporary basis under PSDF support scheme for the :ycatFY 20 \5-! 6 and 2016-17 out of the power allocated to Maharashtra (Mah arash tra StaleElectricity Distribution Company Limited).

With this revision, RGPPL's power allocation to Indian Railways stand revised to 620M W which shall be utilized by Railways in various States as follows-

a) We have "No Objection" to seeking and availing Open Access by M/s West Central Railway

(WCR), through ISTS up to the MW ceiling as specified above, in accordance with applicable

regulations of CERC/MPERC.

b) We do not have the required infrastructure for energy metering and time block wise accounting in

place. The developer shall have to ensure the availability of infrastructure and other facilities

before commencement of Open Access. The State/ Distribution licensee network has thet ••~

. required transfer capability for transfer of power as per specified ceiling.

c) The Transmission Charges for the use of State!Distribution Licensee network and Operating

Charges for the State Load Despatch Centers shall be directly settled by Power Exchange with-.

d) The State Utility designated for the purpose of collection/disbursement of UI charges shall be

res~thsible for timely payment of State's composite dues into the Regional Pool Account, . ' , ' .

e) Any mismatch between the Scheduled and Actual drawal/injection for the intra-State Entity shall

be determined by us and will be covered in the intra-State UI accounting scheme, or as

applicable.

f) The Reactive Energy Charges shall be governed by the Regulations applicable within the State.

g) We shall disburse the Transmission Charges for use of the State/Distribution Licensee Network

to the State Transmission Utility !Distribution Licensee directly.

h) We shall inform the total import and export capability of the State as a whole to all concerned.
