    Rationale:

    In this era of globalization and free trade,the world we live in is changing

    (really)fast with new structures,technologies,business processes,leadership

    styles,systems,standards,talent management and customer orientation.The

    need to develop and unleashed the human talent of organisations have

    become more important and urgent in order to survive in this great race for

    business supremacy in this 21st Century or also better known in the era of the

    Knowledge Economy (K-Economy.)

    Quality Control Circles or QCCs have been in existence since 1962 as was

    started in Japan and later gained popularity and acceptance in other parts of

    the world including Malaysia.QCC@ICC or KMK (Kumpulan Meningkat

    Mutu Kerja) as also known in the Malaysian government sectors have

    officially started in 1983.Currently (2008) the National Productivity

    Corporation (NPC) now known as the Malaysia Productivity Corporation

    (MPC) as well as the Institut Tadbiran Awam Negara (INTAN) will soon

    organised the 25TH QCC/5TH ICC Convention(Innovative and Creative

    Circles or ICC as now being known and promoted by NPC)and 25

    TH

    KMKNational Convention for the respective private sectors and public

    (government) sectors.This marked the maturity stage of our QCC@ICC and

    KMK with many thousands of teams being established,developed and

    sustained after so many years of doing their projects and providing lots of

    tangible and intangible benefits to their respective organizations.Your

    Company/Organisation is also one of the many active participants in

    Malaysias QCC@ICC Journey of Excellence,if you are not,better be one

    Now!

    About this Proposal: ( Scope of Assignment/s by DPS )Based on DPS experiences with many Top Malaysian Private Companies

    and Government Agencies ,DPS wished to submit a proposal as to meet to

    To develop and train current QCC@ICC Facilitators & Leaders tobecome more competent and knowledgeable about all aspects of

    QCC@ICC.

    To train existing QCC@ICC Leaders and Members on QC Tools and

    Techniques for proper utilization in their QCC@ICC Projects.

    To train new QCC@ICC Leaders and Members (both in

    Manufacturing and Administration sectors)on the QCC@ICC

    Philosophy,Roles and Responsibilities,QC Tools & Techniques and

    Project coordination till completion.

    To train New Executives and Managers on becoming EffectiveQCC@ICC Facilitators and Mentors/Champions.

    To assist your cos QCC/ICC Secretariat in conducting periodic

    QCC/ICC Clinics for all QCC@ICC Leaders/Assistant Leaders to

    understand their progress in the PDCA Cycle of their QCC@ICC

    Projects based on Plan vs Actual status.

    To compliment your Total Quality Management framework for

    emphasis on People,Products,Processes,Patrons (Customers) and

    Promotions (Sales&Marketing)

    The QCC@ICC training programmes that will be provided for yourcompany staff will definitely allow the development of their personal

    self,mutual development among the team members as well as total

    organisation improvements especially in the areas of

    quality,productivity,safety,cost minization,profitability and

    teamworking.There are many competencies of the participants that will also

    be addressed and will add value to their current performances especially in

    terms of skills,attributes and behaviours.

    Purpose.The Malaysian QCC@ICC Story and Journey will also behighlighted for all participants knowledge..

    2.For Facilitators-they should be able to train,facilitate and guide their

    QCC@ICC Leaders and Members in carrying our their QCC @ ICC

    projects to completion.They are also to be able to Report to Management on

    all the QCC@ICC Status and Progress.

    3.For Leaders-they should be able to lead their QCC@ICC and possess a

    clear understanding on the purpose of the QCC@ICC activities,the proper

    utilization of the QC Tools and Techniques,their roles and responsibilities as

    a Leader and together with their Members complete their QCC@ICCprojects in the stipulated time frame as well as producing the best results

    based on their Plan-Do-Check-Act Cycle of Control and Improvement.The

    Leaders will also possess the right communication techniques and rapport

    with their Facilitators or Mentors.

    4.For Members-they should be able to understand the QCC Philosophy and

    Fundamentals of the QCC including the understanding on the proper usage

    of the Basic QC Tools and Techniques.The Members will also understand

    their roles and responsibilities in their QCC@ICC and to complete their

    QCC@ICC projects in the stipulated time frame as well as producing the

    best results based on their Plan-Do-Check-Act Cycle of Control &Improvement.

    5.As for the organisation,there will be many QCC @ ICC projects (based

    on the QCDSME factors)successfully identified,implemented and produce

    many tangible and intangible benefits especially like reduction of defects

    and better quality of products(Q),elimination of defects and reduce cost of

    nonconformances (C),improve delivery of products (D),better safety

    measures at their workplace(S),increase morale at their workplace

    (M),cleaner and better sustainable environment (E).

    1.QCC @ ICC Philosophy including History of QCC@ICC in Malaysia.

    2.The QCC Secretariat Roles & Responsibilities

    3.The Role of Facilitators,Team Leaders and Team Members

    4.Quality Improvement Tools like Basic 7 QC Tools and the 7 Management

    Tools for QC (M7)-where necessary.

    5.QCC @ ICC Project based on the P-D-C-A Cycle of Control andImprovement.

    6.QCC @ ICC Project Report & Presentation

    7.QCC @ICC Presentation Judging Criteria.

    8.How to maintain and improve further the QCC @ ICC Teamwork and

    Projects.

    9.QCC@ICC relationships with subjects like Zero Defect (ZD) Culture

    (including Zero Changeovers,Zero Defects,Zero Waste,Zero Delays,Zero

    Injuries and Zero Breakdowns),Kaizen,5-S (Visual Organization&Good

    Housekeeping),Cross Functional Teamworking,World Class Performance

    factors and others (if necessary)10.How to make QCC@ICC People and Projects to bring great impact to

    Your Cos Business Results.

    Note: For the Basic QCC@ICC Course/s will be conducted mainly in

    Bahasa Malaysia (for the benefit of the majority Malay speaking

    participants)with some English especially the Quality definitions and

    terminology.All other courses will be conducted mainly in English with

    Bahasa Malaysia translations (where necessary)

    Who Should Attend ?Managers (New),Executives(New),Supervisors,Line Leaders,Workers who

    are working in a similar workplace in the same factory or business

    process.Preference to all staff who have never attended this QCC@ICC

    Training before.

    Programme Duration:

    Preferably 3 days for Facilitators/Mentors/Coaches and 3 days for Team

    Leaders and Team Members.

    Concluding Session:

    The Programme Organiser would draw out the highlights and key action

    points from the above training programme/s.The programme/s will end with

    conclusions,feedback and presentation of Certificates of Attendance.

    Follow-Up:

    The programme evaluation will be performed through the evaluation

    questionnaires which have been designed to collect participants

    ratings,comments and suggestions for future betterment.Evaluations and

    suggestions for improvement collected at the end of the training programme

    will be incorporated in the subsequent programme as part of a permanent

    review process.DPS also recommend a periodic QCC@ICC Clinic Session

    with Team Facilitators and Leaders as to understand their progress reports

    as well as problems and ideas of managing their QCC@ICCs to the plannedschedule and targeted results.New Teams are encouraged to complete their

    maiden project within 4~5 months tenure with at least 2 projects completed

    successfully in a calendar year.

    2.DPS Panel of Consultants (on a need / expertise basis)

    Fees (Your Investment):1.Professional fee will be RM3,500.00 per working day that includes

    professional fees for Encik Ramli and/or DPS Panel of Experts.

    2.Transport claims like travel by car or plane,tolls and parking fees will be

    charged to Client if training venue is outside of Klang Valley area.

    3.Accomodation (single room)in hotel and meals of the day must beprovided by Client if training venue is outside of Klang Valley area.

    4.Others if deemed necessary (will be informed and confirmed by Client)

    5.All payments to be made by cheque to Diversified Promotion & Service

    Sdn.Bhd. and made to the attention of Encik Ramli Abu Hassan Managing

    Director / Principal Consultant of DPS.
