1. PREQUALIFICATION APPLICATION
1.1 INTRODUCTION
1.1.1 Qatar Rail issues this Prequalification Document (PQD) to Applicants interested
in bidding for the Services described in Section 2.5 of this PQD.
1.1.2 An Applicant is any company submitting a prequalification application, either on
its own or as part of a joint venture or consortium.
1.1.3 The PQD consists of parts 1, 2 and 3 and should be read in conjunction with any
addendum issued by Qatar Rail, where:
a) Part 1 Prequalification Application states the procedures that must be
followed and information to be provided by Applicants.
b) Part 2 Briefing Document describes the services required and provides
background information on the project.
c) Part 3 Prequalification Forms includes the forms and attachments that
must be submitted by the Applicant.
1.1.4 Qatar Rail accepts no responsibility for the completeness of the PQD and its
addenda unless obtained directly from Qatar Rail.
1.1.5 The Applicant is expected to examine all instructions, forms, and terms in the
PQD and to furnish all information or documentation required by the PQD.
1.1.6 At any time prior to the deadline for submission of applications, Qatar Rail may
amend the PQD by issuing addenda.
1.1.7 Any addendum issued shall be part of the PQD and shall be communicated in
writing to all who have obtained the PQD from Qatar Rail.
1.1.8 To give prospective Applicants reasonable time to take an addendum into
account in preparing their applications, Qatar Rail may, at its discretion, extend
the deadline for the submission of applications.
1.1.9 The Applicant shall bear all costs associated with the preparation and submission
of its application. Qatar Rail will not be responsible or liable for those costs,
regardless of the conduct or outcome of the prequalification process.
1.1.10 The application as well as all correspondence and documents relating to the
prequalification exchanged by the Applicant and Qatar Rail, shall be written in the
English language. Supporting documents and printed literature that are part of
the application may be in another language, provided they are accompanied by
an accurate translation of the relevant passages in the English language, in
which case, for purposes of interpretation of the application, the English
translation shall govern.

1.2 GENERAL INSTRUCTIONS
COMMUNICATION WITH QATAR RAIL
1.2.1 A prospective Applicant requiring any clarification of the PQD shall contact Qatar
Rail via the designated contact email address [email protected]. All
communications with Qatar Rail for this prequalification will use this email
address, Qatar Rail will not respond to communication sent to any other email
address.
1.2.2 Qatar Rail will respond in writing to any request for clarification provided that such
request is received no later than 15:30 local Qatar time on Thursday, 04 February
2016.
1.2.3 Qatar Rail shall forward copies of its response to all applicants who have
acquired the PQD directly from Qatar Rail including clarification questions raised
by Applicants without identifying them explicitly.
1.2.4 Applicants should use the following table when submitting queries to Qatar Rail.

SUBMISSION
1.2.5 The Applicant shall prepare one original of the documents comprising the
application and clearly mark it “ORIGINAL”. The original of the application shall
be signed by a person duly authorized to sign on behalf of the Applicant.
1.2.6 The Applicant shall submit three copies of the signed original application and
clearly mark them “COPY 1 of 3”,“COPY 2 of 3” and “COPY 3 of 3”. In the event
of any discrepancy between the original and the copies, the original shall prevail.
1.2.7 The prequalification application hard copy documents shall be submitted to Qatar
Rail in lever arch files with the front and the spine clearly marked:
Name of the Applicant;
Folder number (i.e. Folder 1 of 5); and
“PREQUALIFICATION APPLICATION FOR DOHA METRO AND
LUSAIL TRAM FACILITIES MANAGEMENT CONTRACTS”.
1.2.8 The original, two hard copies, and one electronic copy (on a CD or Flash Drive
and in Adobe Acrobat Reader “.pdf” as well as “Source” Format) shall be
submitted by hand or by courier to Qatar Rail at the following address:

1.2.9 The application must be enclosed in a sealed envelope clearly marked:

1.2.10 The closing date for submitting the prequalification application is Monday 8
February 2016, not later than 12:00 noon local Qatar time (GMT +03:00).
1.2.11 Qatar Rail will accept no responsibility for not processing any envelope that was
not marked as required.
1.2.12 Qatar Rail reserves the right to accept or reject applications received after the
deadline for submission.

EVALUATION
1.2.13 To assist in the evaluation of applications, Qatar Rail may, at its discretion, ask
any Applicant for a clarification of its application which shall be submitted within a
stated reasonable period of time. Any request for clarification and all associated
responses shall be in writing.
1.2.14 If an Applicant does not provide clarifications of the information requested by the
date and time set in Qatar Rail’s request for clarification, its application may be
rejected.
1.2.15 Qatar Rail may reject any application which is not responsive to the requirements
of the PQD.
1.2.16 The submitted prequalification information will be used by Qatar Rail in
determining the suitability of the Applicant to perform the services described in
Section 2.5 of this PQD.
1.2.17 An Applicant will not be prequalified unless, in the judgment of Qatar Rail, the
said Applicant has demonstrated the required capacity, capability, experience
and financial stability sufficient to successfully execute the Services safely and to
acceptable technical and quality standards.
1.2.18 Only the information submitted as part of the prequalification application or in any
interview pursuant to Section 1.2.19 may be considered in the evaluation of an
Applicant.
1.2.19 Qatar Rail reserves the right to interview any Applicant. Any travel expenses or
other costs associated with such an interview shall be at the Applicant’s own
account.
1.2.20 Qatar Rail will notify all Applicants of the outcome of the prequalification process.
Only Applicants that have been successfully prequalified by Qatar Rail will be
invited to tender for the Services. Future tender documents will only be made
available to those Applicants whose qualifications are considered acceptable to
Qatar Rail in its sole judgment and discretion.
1.2.21 The decision of Qatar Rail will be final. By submitting an application, the Applicant
agrees to be bound by this decision and shall not seek to challenge or overturn
any such decision.

1.3 APPLICANT ELIGIBILITY
1.3.1 Applicants shall have no conflict of interest. Applicants shall disclose any
situation of actual or potential conflict that may impact on their capacity to serve
the best interest of Qatar Rail, or that may reasonably be perceived as having
this effect. Failure to disclose said situations may lead to rejection of the
application, tender, or eventual termination of the Contract.
1.3.2 An Applicant shall submit only one application in the same prequalification
process, either individually as an Applicant or as a member of a Joint Venture
(JV) or Consortium. No Applicant can be a subcontractor while submitting an
application individually or as a member of a JV/Consortium in the same
prequalification process.
1.3.3 In the case of a JV/Consortium (i) all members of the JV/Consortium are to be
jointly and severally liable, and (ii) there shall be no limit on the number of
members, and (iii) the JV/Consortium shall nominate a representative who shall
have the authority to conduct all business for and on behalf of any and all the
members of the JV/Consortium during the prequalification and bidding process
and, in the event the JV/Consortium is awarded the Contract, during Contract
execution.
1.3.4 Where an Applicant is a JV/Consortium, Qatar Rail reserves the right to
prequalify all, some or none of the members of the JV/Consortium.

1.4 QUALIFICATION CRITERIA AND REQUIREMENTS
1.4.1 In the case of a JV/Consortium, the requirements listed in this section shall be
assessed against the experience and qualifications of all members combined.
MANDATORY REQUIREMENT
1.4.2 The Applicant should demonstrate meeting the mandatory requirement through
completing Form F Experience.
1.4.3 The Applicant shall have at least three (3) consecutive years' experience in
providing multi-disciplinary facilities, property and estates management to metro,
light rail, hospitals, civic buildings, five star hotels or shopping malls of a minimum
floor area, as set out in paragraphs 1.4.4 to 1.4.6 below, in the five (5) years
preceding the deadline for application submission. The floor area may be
aggregated if the Applicant manages more than one facility.
1.4.4 Applicants wishing to prequalify for the Doha Metro Facilities Management
Contract only, as indicated in Form A, must meet a minimum floor area of 35,000
square metres.
1.4.5 Applicants wishing to prequalify for the Lusail Tram Facilities Management
Contract only, as indicated in Form A, must meet a minimum floor area of 35,000.
1.4.6 Applicants wishing to prequalify for both the Doha Metro Facilities Management
Contract and Lusail Tram Facilities Management Contract, as indicated in Form
A, must meet a minimum floor area of 35,000.
RECOMMENDED REQUIREMENTS
1.4.7 The Applicant should demonstrate meeting the recommended requirements
through completing Form F Experience.
1.4.8 The Applicant should have experience in undertaking or managing building,
mechanical, electrical and plumbing maintenance in the five (5) years preceding
the deadline for application submission.
1.4.9 The Applicant should have bringing into use new facilities in the five (5) years
preceding the deadline for application submission.
1.4.10 The Applicant should have experience in testing, commissioning and handover,
including certification and training, in the five (5) years preceding the deadline for
application submission.

OTHER RECOMMENDED REQUIREMENTS
1.4.11 The Applicant should demonstrate meeting the other recommended requirements
through completing Form D Historical Contract Non-Performance.
1.4.12 Based on all information on fully settled disputes or litigation, the Applicant should
demonstrate that an instance of non-performance of a contract did not occur
within the last five (5) years prior to the deadline for application submission. A
fully settled dispute or litigation is one that has been resolved in accordance with
the Dispute Resolution Mechanism under the respective contract, and where all
appeal instances available to the applicant have been exhausted.
1.4.13 The Applicant should demonstrate that all pending litigation shall in total not
represent more than ten (10) percent of the Applicant's net worth, assuming that
all pending litigation is treated as resolved against the Applicant.
FINANCIAL PERFORMANCE
1.4.14 The Applicant should demonstrate the current soundness of their financial
position and its prospective long term profitability through completing Form E
Financial Situation.

1.5 COMPLETING APPLICATION FORMS
FORMS
1.5.1 The forms attached to this PQD are to be completed by each Applicant who
wishes to be prequalified to tender.
1.5.2 Prequalification applications that include forms that are not filled out completely
and/or not submitted in the prescribed format may not be considered. It is
important that the Applicants prequalification responses are structured strictly in
accordance with the prequalification application numbering and format.
1.5.3 Applicants must answer all questions. Where a question is not applicable, the
Applicant shall use “N/A” and provide an explanation if the reason for non-
applicability is not readily evident.
1.5.4 A page limit has been set at 100 A4 pages and this limit must be adhered to, no
smaller than 10 point fonts are to be used and single sides/sheet will count as
one page.
JOINT VENTURE / CONSORTIUM
1.5.5 In the case of a JV/Consortium, all members in the JV/Consortium shall respond
to all questions. The JV/Consortium shall designate one of the members as Lead
Member, through whom any correspondence between the JV/Consortium and
Qatar Rail will be channelled.
1.5.6 All JV/Consortium submissions shall be collated by the Lead Member into a
single, coordinated document, using the same format and layout as those found
in the PQD.
1.5.7 Applications submitted by a JV/Consortium must meet the following
requirements:
a) All JV/Consortium members shall respond to all the questions in the
appropriate sections, using each separate form. All responses must be
collated under the relevant section headings into a single, combined
submission;
b) All JV/Consortium members must submit the complete documentation, or
portions applicable thereto, as though required of a company applying for
individual prequalification; and
c) An application from a JV/Consortium must confirm that, if the JV/Consortium
is successful, the resulting contract would be signed so as to be legally
binding joint and severally on all members in the JV/Consortium.

2. BRIEFING DOCUMENT
2.1 DISCLAIMER
The Briefing Document is issued to provide potential Applicants with information
on the railway networks and potential services to be tendered. The Briefing
Document will not form part of any future tender or contract and, whilst the
information in the Briefing Document has been prepared in good faith, it does not
purport to be comprehensive or to have been independently verified.
The recipient’s attention is drawn to the fact that Qatar Rail make no
representation, warranty or undertaking in respect of the accuracy of the
information with respect to this section. Qatar Rail does not accept any
responsibility for the fairness, accuracy or completeness of the information herein
provided and shall not be liable for any loss or damage arising as a result of
reliance on the Briefing Document or on any subsequent communication.
Additionally, Qatar Rail has no responsibility to update this Briefing Document for
events and circumstances occurring after this date.
Qatar Rail reserves the right to contract for services in a manner that differs from

2.2 GENERAL INFORMATION
2.2.1 Operational Model
Qatar Rail will appoint multiple contractors to carry out facilities management
services in and around the stations (each an FM Contractor, together the FM
Contractors). The FM Contractors will assume the same scope of services but
will be appointed for different stations. Each FM Contractor will be solely
responsible for the entirety of all facilities management services for a number of
stations. The number of stations in each FM package shall be determined by
Qatar Rail in due course and its sole discretion.
2.2.2 The FM Contractors will be responsible for the customer experience including
their safety within and around their respective stations. A list of the types of
equipment that may be maintained by the FM Contractors can be found in section
2.2.6. The FM Contractors will be managed by the Railway Operators.

2.2.4 Railway Operator(s)
A contractor will be appointed to operate the Metro (the Doha Metro Railway
Operator) and a contractor will be appointed to operate the Tram (the Lusail Tram
Railway Operator).
The Doha Metro Railway Operator and Lusail Tram Railway Operator (each an
Operator, together the Operators), within their respective railways, will have
overall responsibility for the performance and safety of the world class railways.
The Railway Operators services will include:
a) Operating the passenger services including control centre and station control
rooms;
b) Customer services on the trains and trams and in the stations;
c) Safety and security including crowd control and evacuation;
d) Cleaning, inspection and maintenance of “trackside” civil structures and
equipment;
e) Support during testing and commissioning; and
f) Maintenance of systems and rolling stock or management of existing
maintenance contracts.
2.2.5 The contracts are due to be 20 years in duration, with a breakpoint every 5 years.
The FM contracts will be novated to, or managed by, the respective Operators.

2.2.6 Tender timeline
The procurement and appointment of the FM Contractors consists of the
following three-stage process:
a) The first stage covers the prequalification (PQ) of potential Applicants.
b) The second stage involves the Invitation to Tender (ITT) and Request for
Proposals (RFP) from the prequalified Applicants.
c) The third stage covers negotiation and the award of contract to the
successful tenderer.

2.2.7 Railway Regulations (AAPP)
The Ministry of Transport is working in close cooperation with Qatar Rail to
identify the requirements of the future Railway Regulator to the FM Contractor.
The Operator shall obtain a license to operate and certification of its Safety
Management System from the future Railway Regulator.
The Ministry of Transport and Qatar Rail will establish a Safety Review Panel
(SRP) which will act as the Safety Authority on the Ministry of Transport’s behalf
until the Safety Regulator is set up.
The safety certification of the Metro and LRT will be based on an Authority
Approval Process Plan (AAPP) with milestones and deliverables.
The detailed requirements for the Operator’s License and the Safety
Management System certification will be describe in detail within the tender
documentation.

2.2.8 Special events

to the service provided on Doha Metro and Lusail Tram:

2.2.10 Asset Management System
Qatar Rail will provide guidance and governance for the use of the asset
management system, however the Operators and FM Contractors will need to
procure necessary licenses and technical support. The number of licenses and
the required modules shall be jointly agreed by Qatar Rail and the contractor, and
the licenses shall be purchased by the Operator/FM Contractor in the name of
Qatar Rail from IBM in Qatar. The implementer shall be IBM Gold certified for
Maximo. The asset management system will interface with Building Information
Modelling (BIM). Qatar Rail has mandated Maximo as its asset management
system and will not approve the use of other systems.

2.3 DOHA METRO PROJECT INFORMATION
2.3.1 Operation
The Doha Metro has the following key operational features:
a) GoA 4 fully automated and unattended train operation;
b) Communication Based Train Control (CBTC);
c) 100 kph operating speed on at-grade and elevated sections;
d) 80 kph operating speed in tunnels;

2.3.4 Systems, Rolling Stock and Trackwork (SRSTW) contractor
Qatar Rail has awarded the SRSTW Contract, for manufacturing, supplying,
delivering to site, installing, testing, commissioning of the system. The system
consists of:
a) rolling stock (90 Trainsets, equivalent to 270 vehicles);
b) track work;
c) electric power supply for traction and non-traction;
d) train control (signalling);
e) platform screen doors;
f) telecommunication systems, including fire detection, fare collection, access
control;
g) third party telecommunications systems;
h) Integrated Control Centre and Back-up Control Centre;
i) SCADA system for monitoring and control;
j) asset management system (Maximo);
k) the tunnel ventilation system; and
l) depot equipment.
The SRSTW Contractor will also be the maintainer of all the system equipment
through a Systems Maintenance (SM) contract. This contract is due to be 20
years in duration, with a breakpoint every 5 years. The SM contract will be
novated to, or managed by, the Doha Metro Railway Operator.
2.3.5 Design and Build (D&B) contractors
The overall civil construction is allocated through 8 D&B packages:
a) M001: Red Line North Underground
b) M002: Red Line North Elevated and at Grade
c) M003: Red Line South Underground
d) M004: Red Line South Elevated and at Grade
e) M006: Gold Line Underground
f) M007: Major Stations
g) M008: Green Line Underground
h) M009: Green Line Elevated and at Grade
Each D&B contractor is in charge of:
a) Executing the civil work;
b) Procuring the MEP equipment corresponding to its package; and
c) Handing over the works to the SRSTW Contractor.

There is no Maintenance Contract associated with the civil works or the MEP.
Paragraph 2.2.2 sets out the maintenance responsibilities of the various
contractors.
Qatar Rail is also procuring all Vertical and Horizontal Transport Systems (VHTS:
elevators, escalators and travelators). The Contractors who will supply, deliver,
install, test and commission the VHTS equipment will also be the maintainers of
the equipment. The VHTS maintenance contract is set to be 20 years in duration
and will be novated to, or managed by, the Doha Metro Railway Operator.

No long term Systems Maintenance contract has been procured or awarded by

i. Maintenance for Catenary Free System & Rolling Stock main equipment for
a period of 5 years;
ii. Maintenance of Rail systems except those mentioned in i. above for a period
of 2 years; and
iii. Maintenance of all other equipment not covered by i. and ii. above for a
period of 1 year.
If Qatar Rail exercises the above D&B Contractor maintenance options then the
Lusail Tram Railway Operator will be responsible for maintenance of the above
systems equipment on the expiry of each option.

2.5 SCOPE OF SERVICES FOR FM CONTRACTOR(S)
2.5.1 Pre-operations services
During the pre-operation period, the FM Contractor will:
a) Develop FM SOPP’s and produce rule book, station specific local work
instructions
b) Mobilize and Train staff
c) Support during testing and commissioning; receive validate and verify hand
over documentation
d) Develop HAZOP’s
e) Set up supply chain
f) Cleaning inside and outside stations including landscaping;
g) Day-to-day management of retail, food and beverage outlets including
management of fit-outs;
h) Management, cleaning, inspection and maintenance of park and ride;
i) Cleaning, inspection and maintenance of architectural finishes and “back of
house” rooms;
j) Cleaning, inspection and maintenance of station civil structures and
equipment;
k) Waste management and pest control.
l) Receive and maintain stations from handover to opening
2.5.2 Operations services
During the revenue service period, the FM Contractor will:

2.5.3 Special events services
In case of planned Special Events, the FM Contractors will apply the additional
services, mobilize additional staff and liaise with third parties according to the
Special Event Plan, without disrupting the normal services.
In case of unplanned Special Event, and upon Qatar Rail request, the FM
Contractor will propose additional services and staff to be deployed to cover the
needs and specificity of the event. Upon Qatar Rail agreement, the FM
Contractor will provide the additional services, mobilize additional staff and liaise
with third parties according to the agreement, without disrupting the normal
services.
2.5.4 Contract principles
The General Conditions of the FM Contract will include, but not be limited to:
a) A 20 year term, with Employer break options on 5th, 10th, and 15th year of
term
b) Payment linked to the Key Performance Indicators (KPIs)
c) Operator to provide a Parent Company Guarantee
d) Operator to provide a Performance Bond
e) Option for Employer to novate the Contract to the Operator
f) Local content and training/education requirements
2.5.5 Payment
The payment to the FM Contractor may include, but not be limited to:
a) Base payment for the provision of the scope of services;
b) Adjusted payment for:
i. Special events; and
ii. Timetable modifications.
c) Payment deduction linked to performance against KPIs, capped at a
percentage; and
d) Bonuses or incentives to be determined.
Due to the anticipated length of the contract it is likely that the payment (or part
of) will be linked to one or more Qatar inflation indices.

2.5.6 Interface (delivery)
During the pre-operation period, the FM Contractor will ensure its own
mobilization (including hiring, training, develop plans, procedures and standards).
For its mobilization, the FM Contractor will be granted the use of facilities,
equipment and access to the system by Qatar Rail or the Operator according to
the progress of the testing and commissioning.
To support the testing and commissioning phase, the FM Contractor will provide
resources to Qatar Rail or the Operator.
2.5.7 Key Performance Indicators
Performance and quality of service will be measured through Key Performance
Indicators (KPIs) that will be monitored and reported by the FM Contractor to
Qatar Rail and/or the Operator.
The possible KPIs are:
a) Customer satisfaction
b) Cleanliness
c) Equipment operational availability
d) Front of house and landscaping maintenance
Each KPI will be associated with a target. Failure to reach the target will result in
a penalty for the FM Contractor. Repetitive or persistent failure will result in
further consequences ranging from an obligation to present a corrective plan to
contract termination.
2.5.8 Local Participation
It is the objective of Qatar Rail to drive local industry participation and knowledge
transfer as part of the Operator and Facilities Management contracts.
During the tender process bidders will be required to propose their Local Industry
Participation Plan and all related information, including the list of services that are
to be supplied as Qatari industry local content.
Bids will be assessed on the value these plans will provide to Qatar therefore
bidders are encouraged to deliver world-class local content proposals which
show a clear and measurable enhancement of Qatari industry and skills.
