1 GENERAL

1.1 Introduction

This document contains the description of Qatar Rail Web Tender Advertisements

with all different scenarios for Public user module. As well as, the needed screenshots

from the portal for more clarification.

2 SYSTEM DESCRIPTION

There are different components that will be explained for Public User Module in

details in the coming sections.

3 PUBLIC USER

Open Tenders Advertisement section can be found in Qatar Railways official website

homepage: https://www.corp.qr.com.qa under Procurement tab (access Open Tender

Advertisement).

The page with Open Tenders advertised by Qatar Railways will be opened and all

advertised open tenders will be displayed as illustrated below:

1. The User can view Qatar Rail “Terms of Use” at the footer of the web page.

2. For any technical issues the User can contact Qatar Railways by using the

dedicated email address displayed at the footer of the web page as illustrated

below.

3. The User can search for open tenders using the search options by:

Tender Number, or

Tender Title

4. The page provides the possibility for the User to sort the open tenders list by:

Tender Number

Tender Title

Tender Open Date

Tender Close Date

Tender Fee

as illustrated below:

5. To view more details of a specific advertised open tender, the User shall click on

“View More” as illustrated below:

6. After clicking ‘View More’ the specific tender details page will be displayed

providing brief information about the tender such as:

Tender Number

Tender Title

Tender Open Date

Tender Closing Date

Tender Fee

Tender Bond

Tender Brief

Tender Documents - note the tender documents cannot be downloaded

without paying the required tender fee and obtaining the necessary access

code.

3.1 Fee based Tender Documents - Download

For all fee based tender documents, the tender details will be displayed as shown in

the below screen shot.

User can then either click on “Buy Tender” or “Back” to return to the List of Tender

page.

1. If a user decides to purchase the selected tender documents, then the User shall

click on “Buy Tender”

2. After clicking “Buy Tender” a pop-up window with Qatar Railways Terms of Use

will be displayed. The User shall confirm and agree with the Qatar Railways Terms

of Use by ticking the required field and clicking “Next”.

3. The next page will appear namely the ‘Vendor Information’. All fields are

mandatory. the User shall first fill all Vendor Information such as:

Company Full Name

Company Commercial Registration Number

Company Authorized Representative First Name, and Surname

Country of the Company

Country Code

Company Landline Number

Company Authorized Representative Mobile Number - note that after

successful payment the access code to download the purchased tender

documents will be issued.

Company Email Address - note that after successful payment the access code to

download the purchased tender documents will be issued (same code as in the

sms).

4. After Completing the Vendor Information page, the interested company shall

choose one of the following options:

‘Back’ to return to the main page.

‘Online Payment’ to purchase the tender documents using a valid credit card

(Visa or Master Card only).

‘Bank Transfer’ - to purchase the tender documents, the interested party will

be able to print the Qatar Railways Bank details and view the process. The

process includes: the company shall pay the required Tender Fee in the Bank

through a bank transfer, then visit Qatar Railways Main Office with the

following documents: Bank transfer receipt confirming the payment of the

required tender fee, authorization letter, copy of company commercial

registration, tax card, etc. Once all documents are confirmed by Qatar Railways

an access code will be generated to mobile and email address provided by the

company at the Vendor Information page.

Note that if the vendor plans to purchase the documents throg Bank transfer it is

mandatory for the vendor to ensure that the vendor Information was provided

correctly as this will be visible in Qatar Railways system to later (after validation of all

documents) issue the access code.

5. If user clicks on “Bank Transfer”, pop up window will appear containing the bank

transfer process information (it is not an online bank transfer).

6. If a user clicks on “Online Payment”, Billing information page will be opened, and

User shall fill all payment details and click on “Pay”. All fields are mandatory. If the

User does not wish to process, then “Cancel” shall be clicked.

7. If user clicks on “Pay” and the payment was successful, Payment Confirmation

page will be opened containing payment details.

User can click on “Print” and preview page will appear with print option as shown

below.

8. After Successful payment, User will receive an access code through email and SMS

message as per the details provided in the Vendor Information page.

9. After receiving Access Code, User can go to the List of Tender Page select the

tender for which he has paid the Tender Fee and click on “View More” Tender

Details page Click on “Download”.

Access code page will be opened, and user can enter the received access code to

download the tender documents.

User can click on Download as shown below to download the purchased Tender

Documents.

Note that one tender might have several attachments - please ensure that the

documents are all downloaded using the one-time access code.

3.2 Zero Tender Fees Documents - Download

For all zero fees based tender documents, the tender details will be displayed as

shown in the below screen shot.

User can then either click on “Register” or “Back” to return to the List of Tender

page.

1. If a user decides to download the selected tender documents, then the User shall

click on “Register”

2. After clicking “Register” a pop up window with Qatar Railways Terms of Use will

be displayed. The User shall confirm and agree with the Qatar Railways Terms of

Use by ticking the required field and clicking “Next”.

3. The next page will appear namely the ‘Vendor Information’. All fields are

mandatory.

4. After Completing the Vendor Information page, the interested company shall

choose one of the following options:

‘Back’ to return to the main page.

‘Generate Code’ – on clicking the same, Qatar Railways will generate an access

code and send to the mobile and email address provided by the company at the

Vendor Information page.

5. After receiving Access Code, User can go to the List of Tender Page select the

tender for which he has paid the Tender Fee and click on “View More” Tender

Details page Click on “Download”.

Access code page will be opened, and user can enter the received access code to

download the tender documents.
