RBI to implement an Ombudsman scheme for digital transactions

आरबीआई सडसजटल लेनदेन के सलए एक लोकपाल योजना को लागू करेगा

- AIR

• Reserve Bank of India has said that it will

implement an Ombudsman Scheme for Digital

Transactions covering services provided by

entities falling under Reserve Banks regulatory

jurisdiction.

• According to the central bank, the scheme will

be notified by the end of January 2019.

• With the digital mode for financial transactions

gaining traction in the country, there is an

emerging need for a dedicated, cost-free and

expeditious grievance redressal mechanism for

strengthening consumer confidence in this

channel.

• In another customer protection initiative, the

RBI said that it has issued instructions on

limiting customer liability in respect of

unauthorised electronic transactions involving

banks and credit card issuing non-banking

financial companies (NBFCs).

About Ombudsman

• Total Ombudsman in India - 21

• Banking Ombudsman Scheme is introduced under Section 35 A of the Banking Regulation Act, 1949 by

RBI with effect from 1995.

• It was introduced to redress customer complaints against deficiency in certain banking services

• The Banking Ombudsman is a senior official appointed by the Reserve Bank of India.

• One can file a complaint before the Banking Ombudsman if the reply is not received from the bank within a

period of one month after the bank concerned has received one's complaint, or the bank rejects the

complaint, or if the complainant is not satisfied with the reply given by the bank.

• This covers all schedule banks.

Ombudsman Scheme for NBFCs

• NBFCs registered with RBI under section 45-IA of the RBI Act, 1934

• The scheme covers all deposit-taking NBFCs.

• RBI will appoint one or more of its officers in rank of not less than General Manager (GM)

to be known as Ombudsman to carry out functions.

• The appointment for period not exceeding three years at time.

• The offices of NBFC Ombudsmen will function at four metro centres —Mumbai, Chennai,

Kolkata and New Delhi.

Ombudsman for Internal Banking

• All Scheduled Commercial Banks in India having more than ten banking outlets (excluding

Regional Rural Banks), are required to appoint Internal Ombudsman (IO) in their banks.

• In May 2015, the central bank had advised all public sector and select private and foreign

banks to appoint Internal Ombudsman (IO) as an independent authority to review

complaints that were partially or wholly rejected by the respective banks.

• The state government launched an ambitious

project – State of Maharashtra Agribusiness

and Rural Transformation (SMART) – in

10,000 villages with an objective to achieve

sustainable farming within the next three years.

• The focus is clearly on villages which are

reeling under the worst agriculture crisis

compounded by lack of infrastructure and

assured value chains to channelise the farm

produce.

• The project SMART will be assisted by the

World Bank. Amongst the corporate houses

which have pledged support and signed MoUs

include Reliance Retail, Amazon, Walmart,

Mahindra Agro, Pepsico, Tata Rallis, Big

Basket, Patanjali, Tata Chemical, Happy Roots,

Mera Kisan, Way Cool and others.

RBI proposes expert panel to study MSME distress

भारतीय ररजवष बैंक ने एमएसएमई संकट का अध्ययन करने के सलए सवशेर्ज्ञ पैनल का

प्रस्ताव सकया

• The Reserve Bank of India(RBI) expressed

concerns over the increasing stress in the

micro, small and medium enterprises industry,

seeking a comprehensive approach to assess

the problems faced by businesses that employ

thousands of people in the unorganised sector

across the country.

• To identify causes and propose longterm

solutions for the economic and financial

sustainability of the MSME sector, RBI will

constitute an expert committee.

• The composition of the committee and its

terms of reference will be finalised by the end

of December, and the report will be submitted

by the end of June 2019.

• भारतीय ररजवष बैंक (आरबीआई) ने सूक्ष्म, लघु

और मध्यम उद्यम उद्योग में बढ़ते तनाव पर सचंता

• The MSME sector contributes to nearly a third

of the gross domestic product and employs 111

million people, accounting for about 45 per

cent of manufacturing output and 40 per cent

of total exports, data from RBI showed.

• The logo has been inspired by the design
