Welcome and Chair’s Report Carole Gale opened the meeting welcoming the Committee and supporters of the Pyrford Green Belt Action Group. She gave an outline of how the group started, it’s objectives, and achievements during the year. A full report is attached, but highlights included: (i) production of a leaflet which was distributed to all Pyrford households (ii) information stalls at the EUref polling station and Pyrford Flower Show (iii) raising of a paper petition with over 700 signatures (iv) John Carolin’s speech on behalf of the Group to Woking Borough Council which was webcast online. (v) the establishment of a mailing list enabling direct communication with over 500 supporters plus an active website and social media accounts. (vi) raising an (ongoing) online petition with over 700 signatures Vote of Thanks Marion Malcher thanked all supporters for their ongoing encouragement of the Committee and their active involvement both offline, and online particularly through email and twitter. Annual Accounts Andrew Grimshaw reported on the Accounts. A credit balance of £572.00 is available for future activity eg Campaign boards. Pyrford Green Belt Action Group thanks Dawn Jolley for acting as Auditor. Report attached. New Committee Members The Meeting was pleased that Jackie Wheeler expressed interest in joining the Committee. Discussion Those present introduced themselves to the Meeting and a lively informal discussion took place. Everyone was in agreement that the fields either side of Upshot Lane were important and should remain in the Green Belt. The scope of the group was discussed. One supporter thought it best to focus only on the fields either side of Upshott Lane. This highlighted the tensions between the threat of development of the two fields against other possible/probable development threats very close by - eg West Hall or Traditions Golf Course. AM put forward the view that developments at Wisley Airfield &/or Martyrs Lane (plus others in Send/Ripley) would have such a major impact on Pyrford that even if the fields were kept in the green belt the area would be changed dramatically. MM noted the value in communicating with other groups both locally and nationally; locally within Woking because development in one area inevitably affects all others; Surrey-wide and nationally to gain broader understanding of planning and campaigning issues elsewhere. It should be noted that the scope of the group is as currently defined in the Constitution, which is available on the website. https://pyrfordactiongroup.wordpress.com/ Developer plans for Randalls Field, published on the internet, were raised by IG and discussed. (Note from Secretary: the plan is attached, it is unknown when it was created.)The possibility of approaching the owners was considered. A number of alternative uses for the fields were discussed including Allotments, Orchard, Vinyard and a Community Farm. The agricultural land status and management of the fields was raised. It is understood that they will not be cultivated in the coming year. CG considered this could be good for wildlife, ground nesting birds in particular. MM considered that allowing the land to lie fallow after many years of maize cultivation would be beneficial to the soil. The important concern of nitrogen loss was raised by J.Wheeler. Questions about the planning process also came to the fore and ideas for how to proceed were discussed. These were of neccessity of a “what-if” nature as until the next stage of consultation is announced no firm plans can be made. PYRFORD GREEN BELT ACTION GROUP – Annual Report, Chair C.Gale Pyrford Green Belt Action Group was formed back in March 2016 to fight the threat to develop the two fields either side of Upshot Lane. It was agreed that the objective of this group would be: “To prevent development on the green belt in Pyrford, initially the fields either side of Upshot Lane” It was anticipated that a Site Allocations Document would be produced in 2016 and go out to consultation. There was a likelihood that the two fields would be included in this document – probably earmarked for development in the period 2027 – 2040. So we met to consider how we could raise awareness of and rally opposition to the proposal should it materialise. We formed a committee of volunteers, set up a constitution and a website. A press release was sent out in April and an article appeared in the Woking News and Mail explaining why we had been set up. We also produced a leaflet explaining why we had been formed and asking people to be ready to object. The Residents Association helped us to deliver these leaflets to virtually every household in Pyrford. We asked people to contact us to register their support and the responses formed our initial band of supporters We decided to begin a petition which would have a number of purposes. It would raise awareness amongst the community that the threat still existed, it would give us the opportunity to collect email addresses, enabling us to communicate any developments to supporters. Finally, if we could manage to collect over 400 signatures, this would enable us to make a three minute speech at a council meeting. Action Group members and Pyrford Neighbourhood Forum members set up a stall outside the EU IN/Out polling station and here we were able to collect a large number of signatures. We also had a stand at the Pyrford Flower Show. As a result we were able to collect over 700 signatures, including that of Jonathan Lord our Woking MP. We spent many hours pouring over the sometimes illegible email addresses we collected from the petition and transferring them to a database of supporters. As a result we are now in a position to keep around 500 residents informed of any developments and encourage them to write to the council at the appropriate time. In October 2016 we were able to deliver a three minute speech in defence of Pyrford’s Green Belt at the full council meeting and this was taken into account when the council announced their decision to postpone deciding on the Site Allocations. Instead the council decided that the next consultation would be presented as a choice between safeguarding fields in Pyrford, Byfleet, Mayford and Hook Heath for development in the period 2027-2040 or safeguarding the land to the east of Martyrs Lane. This consultation ran from 6th January to 27th February 2017. The results of this consultation are being considered by the council’s planning working group and their recommendations will be put to the full council who will then decide which sites will be put forward for the final consultation. The results of this consultation will then go to a government planning inspector who will take the final decision on which sites will be allocated for development. At the moment we don’t know what date this is going to be, but if Pyrford’s Green Belt is again proposed for development then we will need to launch another campaign.

Since the set‐up of the Action Group in Spring 2016 there have been relatively few financial 

transactions. 

The accounts record income from:‐ 

a grant from the Byfleet, West Byfleet & Pyrford Residents Association of £250:00  

donations from individuals  

donations received at the stall on the European Referendum day and  

donations received at Pyrford & Wisley Flower Show.   

 

The only expense incurred was for the flyers distributed to houses in Pyrford.  

The cash balance at year end was a healthy £572.00 available for future activity.

This study was undertaken to explore the masterplanning potential of a site on the edge of Pyrford in the Borough of Woking.

The site is bordered by two-storey built development to the north and west, by Pyrford Common Lane and Pyrford Hall to the south, and Upshott Lane to the east. It is attractive Green Belt farmland which is surrounded by mature estate tree belts. Despite it’s agricultural use, it is quite sustainably located for local facilities, being adjacent to a Scout Hut, three minutes walk from a primary school and church, and only eight minutes from the local centre.

RANDALL’S FIELD MASTERPLAN

The development concept is strongly landscape-led. It retains all mature woodland belts and reinforces these with new planting so that all buildings are well set into the landscape. The northern part of the site is more enclosed and provides the most logical place to site the more private facilities of a Care Village, while the larger residential southern area has a more public aspect. Tying both parts together is a strong north/south landscape axis through the heart of the site. This allows a pedestrian/cycle route to run from Teggs Lane in the north to Pyrford Common Road in the south.
