Project must support the development and sustainment of the core capabilitiesof Presidential Policy Directive 8 (PPD-B),and of the National PreparednessGoal(NPG) through the alignment of the HomelandSecurity Grant Program [HSGP] tothe National Preparedness System [NPS].The HomelandSecurity Grant Programsupports all core capabilities in the Prevention, Protection,Mitigation, Response,and Recoverymission areas based onallowable costs; please seehula-,1[montanadmacrg(grants‐program for both documents.

Projects that may have anenvironmental impact require programmatic approvalfrom the Office of HomelandSecurityand Environmental and HistoricalPreservation (EHP) program; please see the federal EHPpolicy at:http;[ [www.femaggymlanmhp .EHPapproval is required for projectsthatdisturb ground, require installation,or have other environmental, historic orcultural impact.

The federal grant requires that all equipment purchasedwith HSGP fundingmust be listed on the Authorized Equipment List (AEL); please see www.rkb,usfor asearchable database of approved equipment. Equipment that is not on theAEL will need prior written approval by the Office of HomelandSecurity.

Capital asset equipment, $5,000 and over, must be inventoried according to localpolicy; ifthere is no local policy, state policy must be followedm whichever oneis more stringent.

The applicant must demonstrate a project sustainability plan.

Allowable operational costs (salaries,benefits,supplies, accountable supplies,mileage, travel, etc.) must bewritten in detail and be in direct support andalignment with a specific project in order to be reimbursed.Operational costssuch asrent, power, cable, internet, housekeepingand other related expensesare considered program sustainment andwil l no t be considered as a project, butshould bewritten in asan indirect cost ratewith an agreement negotiatedwiththe applicant’s cognizant agency.

Planning- HSGP funds may be used for a range of emergency preparedness and managementplanningactivities and support the PerformanceObjectives such asTHIRA, SPR and Planning,byplacinganemphasis on updatingand maintaininga current EOP that conforms to the guidelinesoutlined in CPG 101v.2.This category includes strategic planning,preparedness reports, aswell asresource management includingcredentialing individuals and team typing.

Equipment‐The 21 allowable prevention, protection, mitigation, response,and recoveryequipment categories and equipment standards for FFY2013 HSGP funds are listed on the web‑based version of the Authorized Equipment List [AEL) on the Responder Knowledge Base (RKB),athttps:[ [www.[kb.us.Unless otherwise stated, equipment mustmeet all mandatory regulatoryand/or DHS-adopted standards to be eligible for purchase usingthese funds. Description of Project:The Bozeman Police Department with the support and cooperation of other Law EnforcementAgencies in Gallatin County, and surrounding counties of southwest Montana, is requestinggrantfunding to purchase an Armored Incident ReSpOHSe Vehicle. This vehicle wil l assist theBozeman Police Department as well as other law enforcement agencies in the region with highrisk services and acts of terrorism. The vehicle wil l provide area emergency services with ahigher level of service and protection.

The Bozeman Police Department and Gallatin County Sheriff’s Office have a long-standing,trained Special Response Team that responds to high risk situations, to include armed andbarricaded suspects, hostage situations, Weapons of Mass Destruction (WMD) and relatedpotential terrorist attacks within Gallatin County. The team has also responded to high riskincidents in neighboring Park, Meagher, Madison, and Sweet Grass Counties in SouthwestMontana. The team has also responded to high risk incidents in Yellowstone National Parkand maintains a special police deputation to beable to respond to calls inside Yellowstone.

Southwest Montana is home to several anti‐govemment and/or radical groups such as militiagroups, environmental groups, outlaw motorcycle gangs, religious and racial hate groups.Additionally, Bozeman and the surrounding areas are not immune from potential active shooterattacks in our area businesses and schools.

Bozeman and the surrounding area have a variety of critical infrastructures that are threat risks toWMD and terrorist attacks. Gallatin County has the third largest population in the state, withover 90,000 citizens. The city of Bozeman is home to Montana State University, one of thestate’s two major university campuses with a student body of over 15,000. The university housesa large volume of chemicals and a level 3 biological laboratory. This laboratory deals with thebacteria “Anthrax” and the virus “Norwalk.” Montana State University is part of the federalBuffer Zone Protection Program (BZPP) and is listed asa Tier 2 level critical infrastructure. Weare also home to the Bozeman Yellowstone International Airport (BZN), serving asa year-roundgateway for Yellowstone National Park, area ski resorts, tourism and the areas in and aroundBozeman and Southwest Montana. BZN is the busiest airport in Montana, having just recentlyflown its 15millionth flyer.

On September 1l, 2001, the Big Sky Resort south of Bozeman was host to the NationalEmergency Management Conference. After the attacks, the Gallatin County Sheriff‘s Office andneighboring agencies were responsible for the safety and security of some of the most notableFEMA responders. This included individual dignitary protection and transportation to awaitingmilitary jets for some of these people to returnto their area of jurisdiction during the crisis.

Big Sky Resort has also hosted such events as the Western Governors Conference, Pacific RimConference and FEMA Conference, each of which are high value targets of potential domesticterrorist threats or attacks. We also have a large amount of rugged national forests that containseveral natural resources such as timber, minerals and water. These forests are also used forrecreational purposes with Hyalite Canyon listed as the busiest Forest Service recreation site inthe United States.

The Gallatin. Mountain Range serves as the water shed for Bozeman and several othermunicipalities in the Gallatin Valley. Several large dams are also located in the area with thethree largest being HyaliteReservoir,Hebgen LakeDam, and Ennis Lake Dam. An attack on anyof these dams could lead to massive loss of life and property in areas downsn‘eam. These watersalso assist in supporting the nation’smid-west agriculture asthey flow into the Missouri River.

The state of Montana covers a vast area of land. The travel time between these areas issignificant. There are currently armored vehicles in Kalispell, Helena,Great Falls, Missoula andBillings. As One looks at the placement of these vehicles, the gap in coverage is squarely inBozeman. In the event of a terrorist or other high risk incident it would not be practical to waitfor any of these other agencies to respond with their equipment. The minimum driving timealone is three hours, with amore realistic timeline of 4-6 hours before a supporting vehicle couldbe in place.

The most critical time for life safety is the response during the first hour. This vehicle would beput to use as an immediate response unit. This vehicle is capable of rescuing a substantialnumber of Victims, aswell asproviding a platform for special weapons personnel to neutralizethreats to rescuers and citizens. The vehicle would then be used to protect critical infrastructureand persons from further attacks or from a secondary device.

In addition to resp0nses of domestic terrorism, this vehicle would serve asa response vehicle toother disasters. Floods, fires, earthquakes or major building collapse would likely lead todifficulty in the ability to respond through traditional transportation. This vehicle could also helpin search operations, bringing food, supplies and health care into remote inaccessible areas.

This project is an example of many law enforcement agencies joining together to shareresources. Augmenting this Special ResponseTeam “fills the gap” for effective, safe response todangerous situations in Southwest Montana for area law enforcement and the communities theyserve.

The particular vehicle in mind for this request is a Bearcat G3. This vehicle provides armorprotection from 50 Caliber rounds, to include protective windows, blast resistant floor material,armored hood and armored gas tank. The vehicle has high ground clearance for aggressive off‑road performance and maneuverability. There are four doors and run-flat tires. There is a roofmounted rescue hatchwith an emergency portal accessible from inside the cargo compartment tothe roof, which also offers projectile protection. Accessories, such asemergency lighting, siren,PA system and related AC-DC Power Inverter are part of this vehicle. It should benoted that asimilar vehicle was used in response to a high risk call in Missoula where the vehicle was firedupon and the officers were unharmed because of this armoredprotection.

Status of Project,New or Continuing: NewProject

Sustainability Plan:The primary cost associated with this project is the initial armored vehicle purchase, initial training ofoperators and delivery of the vehicle. This project is requestinggrant funding in this application to satisfythese costs. Additional costs beyond this initial project include maintenance, fuel, purchase andinstallation of communication equipment and other upgrades as identified. These costs will be shared

through annual budget processes between those departments using this vehicle for operations, or ifspecialized equipment or training is proposed through other funding sources, asavailable.

ProjectDeliverable:Sustain the operational status of the Regional Mobile Command Vehicle by providing environmentallycontrolled storage; provide satellite data service and one cellular phone line. Justifications listed above.

Cost estimate including lodging, air fare, meals and rental car for all 4attendees is $5,000, which is part of this grant proposal. Any costs in excess of $5,000 wil l be coveredwith local funds.

Milestene3: 5th month

Have vehicle delivered. We have already identified an indoor secure storage location for the vehicle thatis easily accessible for both training, maintenance and to deploy for operations.

Milestone 4: 6-7th month

Ensure all communication equipment is installed and functional. Install any mission supportingequipment. Properly train members of the Bozeman Police/Gallatin County Sheriff’s Office SpecialResponse Team in capabilities and effective utilization of the vehicle. Begin coordination with other areaagencies to ensure the vehicle is incorporated into their reSponse protocols.

Milestone 5: Ssh-9th month

Provide training and introduction of the vehicle capabilities to other area agencies in the area to provideanunderstandingof the vehicle and team capabilities.

Milestene6: IOth-l 2th month

Vehicle fully operational and integrated appropriately into response protocols. Team members fullytrained in the Operation and capabilities of the vehicle. Public awareness of the vehicle and its purposeand capabilities also done.
