PY2017–20 Strategic Local WIOA Plan Executive Summary
NOVAWorkforceConsortiumistheWorkforceDevelopmentBoardforSanMateoCountyandsevencitiesinnorthernSantaClaraCounty(Cupertino,LosAltos,Milpitas,MountainView,PaloAlto,SantaClara,andSunnyvale).NOVAislocatedintheBayPeninsulaRegionalongwithworkforceboardsrepresentingSanFrancisco,SanJose,andSanBenitoCounty,andgeographicallyisinthecenterofSiliconValley.ThelaborforcefortheNOVAareais787,600,andtheeconomyisledbyinformationtechnologyfollowedbyhealthcare.Theregionischaracterizedbylowunemployment,scarcityofhousing,highjobturnover,andahighcostofliving.Themoderntechcompanyislean,fastpaced,andinnovativewithrapidlychangingdemandsforskillsandtalent.TalentshortagesareoftenatthehighestskilllevelswithlocalcompanieslikeApple,Google,LinkedIn,andFacebookcompetinggloballywithsmallercompaniesandstartupsfortoptechgraduates.Mid-levelworkersfaceconstantchurnfromthe“creativedestruction”causedbythepursuitofinnovation.Lackofaffordablehousingdrivesmiddle-wageresidentsoutofthegreaterBayArea,whilehigherthanaveragewagesattractanonslaughtofdailycommuters.Drivenbythisfast-evolvinganddiverseeconomy,theNOVAWorkforceDevelopmentBoardestablishedapurposestatementtoaddressthemobilenatureoftoday’sworkforce.Howmightweassistworkersinanenvironmentwhereemployersneedmaximumflexibilitytohireandshedworkersinresponsetorecentinnovationandglobalcompetition?NOVA’spurposeistosupportworkforcemobilitybyeasingworkers’transitionsfromopportunitytoopportunitythroughouttheircareercycles.Toaddresstransitionsandmaintaineconomicsustainabilityinthisvolatileenvironment,NOVAprovides:• Real-timelabormarketinformationaboutin-demandskills;• Skill-buildingandenhancementstomatchmarketdemand;• Navigationtoolsfortheever-changingandentrepreneurialnewlabormarket;• Advocacyfornecessaryinfrastructuretosupportworkersbetweenopportunities,suchas
unemploymentinsuranceforallandportablebenefits;and• Interconnectedsupportsystemformultiplecareerpathwaysforyouth.Thispurposeguidesourworkeveryday.AllofNOVA’sprogramsandinitiativesaredesignedaroundtheseobjectivesandboardstrategies,andgrantapplicationssupportthispurposeortheyarenotpursued.Regardlessofinstitutionalchallenges,NOVAisresponsivetoourlocaleconomyandourcustomers’needs.
UndertheWorkforceInvestmentAct,NOVAfosteredstrongrelationshipswithone-stoppartnersandothercommunitystakeholderstobringmeaningfultoolstooursharedcustomers.Theseeffortsincludedquarterlymeetingswherewecross-trainedstaffandnegotiatedsmoothreferralprocesses.WiththeimplementationofWIOA,SanMateoCountyjoinedtheConsortiumandnewpartnerswereidentifiedandbroughtintothestakeholdergroup.Currently,throughtheMemorandumofUnderstanding(MOU)process,theserelationshipsarebeingformalizedinordertospecificallyaddressthesharedservicesandresourcesforourcustomers.AllofthecorepartnersunderWIOAarerepresentedontheNOVAWorkforceBoardaswellasmanyoftheone-stoppartnersunderWIA.Sincetheboardwasfunctioningwellwithaprivatesectormajorityandexceeding10percentrepresentationfromorganizedlabor,theentiremembershipwasgrandfatheredinunderthenewlaw.OpenseatsoverthelastyearandahalfhavebeenfilledwithSanMateoCountyrepresentativesinordertomaintainourgeographicandindustrybalance.SeeAppendixEforthecurrentNOVAWorkforceBoardroster.TheNOVAWorkforceBoardhasfullyembracedtheservicemodeldesignedunderthe“integratedservicespilotproject”asthebestmethodtomeettheneedsoftheregion’semployers.TheNOVAmodelprovidesafullmenuofservicestoallcustomerswhochooseenrollmentandhasnowbeenmodifiedtoaddmoreindividualstotheprioritylist,includingrecipientsofpublicassistanceandotherswhoarelow-income,andindividualswhoarebasicskillsdeficient,alongwithveterans.ThroughtheBoard,NOVAhaslearnedtoemploythetoolsprevalentinSiliconValleyculture,namelyhuman-centereddesignandleanprinciples.Thisishowwedeliverhighquality,just-in-timeservicetoalargenumberofcustomersacrossabroadspectrumofskills,education,andincome.Wecontinuouslyassessthewishesandsatisfactionofourcustomers,bothjobseekersandemployers,andconstantlyre-designandadjustaccordinglywiththeactiveengagementandassistanceofourBoardmembers.Akeycomponenttomeetingtheneedsofouremployercustomersisaccesstoreal-timeintelligenceaboutourregionallabormarketgatheredfromBoardmembers,jobseekercustomers,sectorinitiativessuchasSlingshotandRegionalIndustryClustersofOpportunitygrants,businessassociationssuchaschambersofcommerceandtheInteractiveAdvertisingBureau(IAB),andpartnershipswithrecruitersandoutplacementfirms.Thisfocusonthelocaleconomyandourabilitytoquicklytransferknowledgeaboutdemandandcareeropportunitiestoourjob-seekingcustomersisourprimaryvalue-addtoourcommunityaswellastoourWIOApartners.ProMatchembodiesNOVA’sapproachtoconnectingjobseekerswithdemandcareers.Designedforself-selected“professional”jobseekersandoperatedinpartnershipwiththeEmploymentDevelopmentDepartment,ProMatchisamember-runnetworkingprogramthatenablesjobseekerstouseandenhancetheirtechnicalandleadershipskillswhileunemployed.Thisprogramgenerallyservesolder,moreeducatedcustomerswhosetalentattractsemployerswithhigherskilldemandsandwhichalsooffersadeepbenchofalumniwillingtosharetheirnetworkswithcurrentmembers.Theinitiativesandgoalssetforthinthisplanweredevelopedwithinputfromourpartnersandstakeholdersandaredesignedtosupporttheeconomicgrowthoftheregionaswellastopromoteself-sufficiencyamongthepopulationweserveasaworkforcesystem.Customizingourservicestomeetmarketdemand,winninggrantfundingtoremainrelevantdespitedecreasingformulaallocations,andofferingProMatchforprofessionaljobseekers–thesearethechiefdifferentiatorsforNOVAamongworkforceagencies.Togetherwithaprofessionalstaff,engagedboardmembers,supportiveelectedofficials,andover30yearsofsatisfiedcustomersandtheirnetworks,weremainauniqueandvitalassettotheSiliconValleyeconomy.

A. Provideacohesivestatementpertainingtothevision,goals,andstrategyoftheLocalBoardanditspartners,includingthefollowing:
i. AdescriptionoftheLocalBoard’sstrategicvisiontosupportregionaleconomicgrowthandeconomicself-sufficiency.Thismustincludegoalsforpreparinganeducatedandskilledworkforce(includingyouthandindividualswithbarrierstoemployment),andgoalsrelatingtotheperformanceaccountabilitymeasuresbasedonWIOAperformanceindicatorsdescribedin20CodeofFederalRegulationsNoticeofProposedRulemaking677.155(a)(1).Vision,goals,andstrategymustbelinkedtotheanalyticalbackgroundinformation.
TheSiliconValleyEconomy
NOVA(NorthValleyJobTrainingConsortium)servesadynamic,fast-pacedandinnovativetechnology-drivencommunityintheheartofSiliconValley.TheNOVALocalWorkforceDevelopmentArea(LWDA),comprisedofnorthernSantaClaraCountyandallofSanMateoCounty,hasbeentheinternationalcenteroftechnologyformorethan50years.Hometoindustryleadersinhardware(Apple,AppliedMaterials,Cisco,HP,Intel),software(Adobe,Intuit,Symantec),andinternetandsocialmedia(Amazon,Facebook,Google,LinkedIn),themoderntechcompaniesinNOVA’sareaareleanandinnovativewithrapidlychangingdemandsforskillsandtalent.Workersatallskilllevelsfaceconstantchurnfromthe“creativedestruction”causedbythepursuitofinnovation.WhiletheNOVAregioncurrentlyhasthelowestunemploymentrateofall46LWDAs(3.1%forOctober2016),theregionhasthesecondhighestnumberofindividualsaffectedbyWARNlayoffsfor2016todate.
Notsurprisingly,SiliconValleyisathrivinghubofemploymentactivity.Onanygivenday,theworkingpopulationoftheNOVAregionincreasesbyalmost220,000astheflowofworkersintothearea(515,214)greatlysurpassesthosecommutingout(296,413)(U.S.CensusBureau2014).Theregionboastsalowunemploymentrateforitsresidents,butitissignificantthat61%oftheregion’sjobsarefilledbythoselivingelsewhere.Thisisduetotworelatedfactors:thesignificantnumberofjobopeningswithintheregionwithhighskilldemands,andsecondly,theshortageofaffordablehousingwithintheregion.
AsNOVAisinthecenterofthislargeregionwhereworkersliveandworkindifferentlocalworkforceareas,itisimportantforNOVAtobeanactiveregionalpartnerwithneighboringworkforceboards.Thishelpstoensureseamless,effectiveandtimelydeliveryofservicesforthis
mobileworkforceandtomeettheneedsofareaemployerswhodrawworkersfromavastgeographicregion.NOVAiscommittedtoforgingstrategicandbeneficialpartnershipswithlocalstakeholderstoensuretheyprovideinputinthelocalplanningeffortsandthattheresourcesavailableareinalignmentwiththelocalworkforcesystem’sgoals.
ThespeedatwhichproductsandcompaniesevolveinSiliconValleyresultsinemergentskillsneedsnotalwaysreflectedintraditionallabormarketstatistics.ItisimportantthatNOVAsharesitslabormarketintelligencewiththeentireregiontocreatebetteralignmentbetweenindustryskilldemandsandthesupplyoftalent.
PrioritySectorAnalysis
Accordingtorecentindustryemploymentdataandprojections,theNOVAareahasheavyemploymentconcentrationsinhighvalueaddedsectors(seechartbelow).Thoseindustrieswithalocationquotient(ratiooftheemploymentshareintheregiondividedbytheemploymentsharefortheUnitedStatesasawhole)greaterthan1.0includeprofessional,scientific,andtechnicalservicesat3.0fortheregion,andinformationatawhopping5.0.Bothofthesesectorsarealsoprojectingstrongannualgrowth.Thesedataareastrongindicatorofregionalspecializationandtheimportanceofthetechnologyindustrytothisarea.Healthcareisanothersectorwithlargeemploymentandstrongprojectedgrowth.ThesedatasupportNOVA’sselectionofinformationtechnologyandhealthcareasprioritysectorsfortheNOVAregion.
AccordingtoHelpWantedOnline,inOctober2016sevenofthetoptenoccupationswiththemostjobadsintheSanJose-SunnyvaleareawereinIT,withthehighestnumberofopeningsbyfarforApplicationsSoftwareDevelopers(5,232openings).InformationTechnologyoccupationsintheNOVAregionhaveanaverageannualwageof$120,000,63%higherthantheaverageforalloccupationsintheregion.HealthcarePractitioners&TechnicalOccupationsalsodemonstratea
higherthanaverageannualwageof$112,500(JobsEQ,ChmuraEconomics&Analytics).Thesejobsalldemandaminimumofabachelor’sdegreeandoftenadditionaleducationsuchascertifications.
Whileover60%ofNOVA’sjobseekercustomershaveabachelor’sdegreeorhigheraswellassignificantworkexperience,theyoftenlackthespecializedtechandcareernavigationskillsdemandedbytheregion’semployers.ThisisreflectedinthetrainingprogramsinwhichNOVAinvests(seeSectionI).Inaddition,theevolvingneedsoftechemployersresultinemergingoccupationswithoutfullydevelopedspecificationsandoccupationalcodes.Employers,jobseekers,andworkforceareasmustsharethisreal-timelabormarketintelligencesothatnewcredentialscanbedesignedandimplemented.
ReflectiveoftheregioninwhichNOVAislocated,theNOVAcustomerbaseisdisproportionallydislocatedworkers—currently57%ofNOVA’sjobseekercustomersfitthatdescription.NOVA’sservicesandprogramsaredesignedtoaddresstheuniqueneedsofthispopulation.

Inthisdynamicenvironmentofconstantlaborforcechurn,theNOVAWorkforceDevelopmentBoardestablisheditsvision,mission,andpurposestatementtoassistworkerswithcareertransitioninavolatile,mobileeconomy,andtoensurethattheskillsetsofourjobseekercustomersalignwiththeneedsofourregion’semployers.
Vision:WearearegionalcatalystshapingandinfluencingtheSiliconValleyworkforceinvestmentsystemtopromoteeconomicopportunityandsharedprosperity.

NOVAwillmeasuretheeffectivenessofourmission,purpose,andprogramsinmultipleways—throughregionalmeetings,feedbackfromstakeholders,andinputfromourbusinessandjobseekercustomers,aswellasourlocalWIOAperformanceindicators.Thesemethodsserveasavehicleforcontinuousimprovementofthesystemthatwesharewithourpartners.
ii. Takingintoaccountanalysesdescribedabove,provideastrategytoworkwiththeentitiesthatcarryoutthecoreprogramsandotherrequiredpartnerstoalignresourcesavailabletothelocalarea,toachievethestrategicvisionofthelocalplan.
Aspartofthelocalplanprocess,NOVArevisitedtheoriginaltenprioritystrategiesdevelopedbytheNOVAWorkforceBoardin2013aspartofthestrategicplanningprocess.ThestrategieswereupdatedtoreflectthecurrentenvironmentandnewWIOArequirements.Allcorepartnerswereabletoparticipateinthisprocess,thusensuringafulldescriptionandalignmentofstrategiesthatwillbethecenterofrelationshipbuildingandstaffcross-training.Theprocessincluded:1. TheoriginaltenprioritystrategiesdevelopedbytheNOVAWorkforceBoardin2013were
mappedtotheState’ssevenstrategiestoassurealignment;updatesweremadeasnecessary,includingcurrentprogrammaticexamplesofeachstrategy.
2. TheNOVAWorkforceBoardExecutiveCommitteeandtheBoard’sDemand-SideStrategiesTaskForcewereconsultedtoweighinonthestrategiesandmappingapproach.
3. InAugust2016,thedraftprioritystrategieswerereleasedtoNOVA’sstakeholders(MOUpartners,economicdevelopment,smallbusinessdevelopmentcenters,countyofficesofeducation,localelectedofficials,etc.)forreview.Partnerscommentedonanygapsandprovidedadditionalprogrammaticexamples.
4. Feedbackwasincorporated,andtheproposedprioritystrategieswereapprovedbytheNOVAWorkforceBoardatitsSeptember28,2016Boardmeeting.
5. InDecember,thecomprehensivelocalplanwasreleasedforpublicinputandcommenttothepartnerslistedunder#3inadditiontothebroadercommunity.
TenPriorityStrategiesforNOVAWorkforceSystem
Togetherwithitspartners,NOVAWorkforceBoardhasdevelopedthefollowingcomprehensiveprioritystrategiesandgoalstoguideitsworktosupportregionaleconomicgrowthandself-sufficiency:
1.AlignwithSectorStrategies• Alignworkforcedevelopmentandeducationandtrainingprogramswithindustrysectorneeds.• ParticipateinandleadregionalsectorstrategieswithWorkforceDevelopmentBoards(WDB)in
thedefinedBay-PeninsularegionrepresentingSanFrancisco,NOVA(SanMateoCountyandnorthernSantaClaraCounty),work2future(SanJoseandsouthernSantaClaraCounty)andSanBenitoCounty.
• Implementsectorstrategiesthroughpartnershipswithappropriatekeypartnersinindustrysector,education,organizedlabor,workforcedevelopmentandcommunity-basedorganizations.
• Identifyprioritysectorsbasedoneconomicandlabormarketdata,amongotherkeyindicators.WhileeachlocalWDBintheregionwillofferworkforcepreparationforallofitsrelevantsectors,one(ormore)WDBswillcoordinateeffortstocollectanddisseminateinformationregardingemployerdemands,skillgapsandlabormarkettrendsforitsprimarysector(s)onbehalfoftheentireregion.Identifiedregionalprioritysectorsincludeinformationtechnology,healthcare,advancedmanufacturing,andconstruction.
2.FormStrategicPartnerships• Engagekeypartnersincludingcommunityserviceproviders,education,organizedlabor,
employersandbusinessandeconomicdevelopmentassociationstounderstandthechallengesandopportunitiesinafast-movingeconomyandtodevelopworkforcesolutions.
• CollaboratewithWDBsintheregiontostrategizeandalignworkforcedevelopmentactivitiesandresourceswiththeemployerneedsoftheregionandtopromoteregionaleconomicgrowth.
• Ensurethatpartnershipsarestrategicand“value-add”wherethepartnershipachievesitsgoalsandrelationshipsbuiltbenefitthosewhoparticipated.
3.SupportCareerPathways• Supportprogressiveandflexibleskilldevelopmentcurriculum(withmultiplelevelsand
entry/exitpoints)andcredentialingasappropriatethatwillleadtoemploymentsuccessinthelabormarket.
• Offershort-termserialtrainingoptionstoensurethatworkerswhocan’tcommittolong-termtrainingprogramscanstillbuildskills.
• Exploreandexpandonlinetrainingandotherlearningalternativestodeliverskillstraining,aswellasjobsearchandcareernavigationcontent.
• Collaboratewithcommunitycolleges,adulteducation,andothereducationpartnerstorecognizeandaddresstheworkforceneedsandskillgapsoftheregion’semployersandleveragetheserelationshipstosupportpolicychangesthataddressinstitutionalbarrierstorapidmarketresponsiveness.
4.Utilize“EarnandLearn”Strategies• Promoteaccesstolifelonglearningthroughflexibleandindustry-informedoptions,including
“earnwhileyoulearn”trainingstrategieswhereparticipantsareattainingapplicablecareer/occupationalskillsandcredentialswhileatthesametimereceivingcompensation.Thisapproachalsopromotesaccessforcustomerswithbarrierstoemploymentwhocannotaffordtoparticipateinatrainingprogramwithoutbeingpaid.Examplesof“earnandlearn”approachesincludeapprenticeshipandpre-apprenticeshipprograms,paidinternships,risk-freetryoutemployment,on-the-jobtraining,work/schooloptions,project-basedcompensatedlearning,andshort-termcontractworkthroughthegigeconomy.
5.LeadonInformationandCommunicationsTechnologiesandHealthCareSub-Sector/Occupations• LeadeffortsintheInformationandCommunicationsTechnologies(ICT)sectorbypromoting
digitalliteracythatincludescodingasabasicskillnecessaryforalljobseekersintheICTsectortoachieveeconomicself-sufficiency.
• Promoteworkforcedevelopmentinthehealthcaresector.
6.ExploreandDisseminateReal-TimeLaborMarketIntelligenceStrategies• Exploreanddisseminatereal-timelabormarketintelligencetouncoveroccupationalskillsgaps
thatwillshapeservice-deliverystrategiesandprograms.Thisisachievedthroughcollectionof(1)traditionallabormarketandeconomicdataandtrendsanalytics,validatedby(2)thecareeradvisorswhoworkwiththecustomersandonsiterecruitersandotheremployerswhopossessreal-timelabormarketintelligence,followedby(3)forecastingtrendsobtainedthroughinnovativeresourcesthatserveasportalstothefuture.
• Explorethedevelopmentofcross-systemdatacapacitythatsupportsexchangeoflabormarketinformationacrosstheworkforcedevelopmentsystem.NoteveryWDBwillpossessdeepinformationabouteverysector,soitwillbeimportantforone(ormore)WDBstospecializeinaselectfewsectorsandthencollectanddisseminateinformationtotheotherWDBsandpartnersintheregion.

8.ReimagineYouthProgram• WiththeadviceoftheNOVAWorkforceBoardYouthCommittee,engagekeypartnersina
strategythatbestutilizesNOVA’sexpertiseandleveragesothercommunityresourcestoefficientlyreachmoreyouthwithcombinedservices.
9.PursueandLeverageResourceDevelopmentandBraiding• PursueadditionalresourcestoaddressoutsizeddemandfromcustomershighlightedinWARN
notices(NOVAranked#2instatefornumberofimpactedindividuals)andtoprovidecasemanagementservices,careeradvisingandtrainingfortargetpopulationsthatincludethosewithspecialneedsandbarrierstoemployment,specifically,personswithdisabilities,veterans,low-incomedisadvantaged,long-termunemployed,fostercareyouthtransitioningoutofthechildwelfaresystem,andtheformerlyincarcerated(reentrypopulation)whomayrequiremoreindividualizedservices.
• Explorebraiding/leveragingresourcesacrosstheworkforcedevelopmentsystemtomaximizeservicesandminimizeduplicationtobestmeetthediverseneedsofjobseekers,andforcapacitybuildingofstaffacrosspartners.
10.AssistwithSupportiveServices• Provideassistancetojobseekerswhofacebarrierstoemploymentwithaccessingabroadarray
ofancillaryservicesthatwillfacilitatetheircompletionofeducationandtrainingprogramsandjobsearchactivitiesleadingtosuccessfulemployment.Servicemayincludechildcareanddependentcare,healthcare,transportationvouchers,paymentforbooks,uniformsandcourseequipment,substanceabusetreatment,assistivetechnologyforindividualswithdisabilities,licensingfees,housingassistance,emergencyassistance,financialservicesandcounseling.
• Collaboratewithorganizationsthatspecializeintheseservicestosupportsharedcustomers.
B. RequireddetailonlocalprogramalignmenttoimplementStatePlanpolicystrategies.
i. Provideadescriptionoftheworkforcedevelopmentsysteminthelocalareathatidentifiesprogramsincludedinthesystem.
TheworkforcedevelopmentsystemintheNOVAregioniscomprisedofavarietyofdiverseprogramsservingbothwideaudiencesaswellasspecializedpopulations.NOVAiswovenintothefabricofthissystemandoftenplaysaconveningorconnectingrolebetweenthevariousorganizations.NOVAcollaborateswithregionalagencies,beyondtheAJCCrequiredpartners,andconvenesaquarterlymeetingofthesestakeholders(seelistinAppendixB)todiscussservicecoordinationandprovideprofessionaldevelopmentandcapacitybuilding.InordertopromoteservicealignmentandimplementtheState’spolicystrategies,NOVAisintheprocessofprocuring
aone-stopoperatorwhosechieffunctionwillbetofacilitatepartneridentification,engagement,andconvening.

WithNOVA’snewroleastheLWDAforSanMateoCounty,NOVAhasproactivelyreachedouttoworkforce-relatedorganizationsinSanMateoCountytoensurealignmentofservices,provideresources(suchasourMyPlanonlinejobseekertool),andelicitinputforourprograms.Thisincludescommunitycolleges,adulteducation,andbusiness-relatedorganizationssuchaschambersofcommerceandsmallbusinessdevelopmentcenters,aswellasspecializedserviceprovidersincludingtheCountyProbationDepartmentandHIPHousing,whichenablespeoplewithspecialneedstoaccesslow-costhousing.NOVA’sone-stopoperatorwillcontinuethisworktoensureSanMateoCountyagenciesarerepresentedinourStakeholders’group.
ii. IdentifyhowtheLocalBoardwillsupportthesevenpoliciesidentifiedintheStatePlanand
willworkwiththeentitiescarryingoutcoreprogramsandotherworkforcedevelopment
programs,includingprogramsofstudyauthorizedundertheCarlD.PerkinsCareerandTechnicalEducationActof2006(20U.S.C.2301etseq.)tosupportservicealignmentandimplementthepolicystrategiesemphasizedintheStatePlan(thesevenstrategiesaresectorstrategies,careerpathways,organizingregionally,earnandlearn,supportiveservices,buildingcrosssystemdatacapacity,integratingservicesandbraidingresources).
NOVAhascreatedacrosswalk,vettedbyourlocalBoard,thatidentifieshowourtenprioritystrategiessupportservicealignmentandimplementthesevenStatePlanpolicystrategies(seeAppendixA).ExamplesofhowNOVAisworkingwithcoreprogramentitiestoaccomplishitsservicestrategiesaredescribedinrelevantsectionsofthisplan.
NOVA’scontractedone-stopoperatorwillidentifynewpartnersandfacilitateregularmeetingsamongthepartnerstodevelopandreviewannualgoalsforcreatinganintegratedsystem,forwhichonegoalisastreamlinedreferralprocess.Meetingswillalsoprovideopportunitiesforcrosstrainingandprofessionaldevelopmentforbetteralignmentandintegrationofservices,withthegoalofassuringcomplementaryandnon-duplicativeservices.
C. Specificservicesandservicedeliverystrategies.
i. ProvideadescriptionofthewaystheLocalBoardwillworkwithentitiescarryingoutcoreprogramstoexpandaccesstoemployment,training,education,andsupportiveservicesforeligibleindividuals,particularlyeligibleindividualswithbarrierstoemployment.TargetpopulationsincludethoselistedinWIOASection24(a)-(M).
NOVA’sphilosophyistoleveragepartnershipstoscaleknowledgeandresources,essentialforaddressingtherapidlyevolvingSiliconValleyeconomy.Ourplannedservicedeliverystrategiesincorporateseveralinitiativesthatexpandaccesstoemployment,training,education,andsupportiveservicesforeligibleindividuals,particularlythosewithbarrierstoemployment.NOVA’sservicedeliverymodel–integratedservicedelivery–isperfectlysuitedforachievingthisgoal.
TheNOVAservicemodelemphasizesaccesstoservicesforalleligibleindividuals.TheprimarydifferencebetweentheNOVAmodelandthetraditionalcasemanagementmodelisthatallservicesareopentoalljobseekersfromthebeginning–thereareno“hidden”servicesonlyforthosebeingcasemanaged.Inamoretraditionalmodelofcasemanagement,servicesmaybelimitedwhencaseloadsarefull.Inthepast,wefoundthatcustomersreliedonthecasemanageranddidnottakeadvantageofotherservicessuchasworkshops.Withtheeliminationofcasemanagementformostcustomers,jobseekersaredevelopingcriticalcareernavigationskillsandtakingownershipfortheirownjobsearch.TheNOVAmodelallowsstafftoprovidejobseekerswithcoachingonanongoingbasisasmuchasisneeded,andthenumberofindividualsreceivingpersonalizedattentionissignificantlyhigherthanwithatraditionalmodel.
TargetpopulationsaremainstreamedthroughallNOVA’sservicesthattheychoosetoaccess,withservicescoordinatedasnecessarywithotherprovidersfromwhomtheindividualmaybereceivingservices.Forspecialpopulations,suchaslong-termunemployedindividualsorformerlyincarcerated,NOVAseeksoutsupplementalfundingthatincludesacomponentofcareercoachingwithanadvisor.TheNOVAmodelallowspartnerstoreferjobseekercustomersregardlessoftheireligibilitycategoryandallowsalljobseekerstobenefitfromlearning,sharing,andnetworkingwitheachother.Italsoensuresafullrangeofskillsandtalentforemployerstoaccess.
NOVAmeetsregularlywithitspartnerscarryingoutWIOAcoreprogramsaswellasotherstakeholderstocoordinateresources,includingthoserelatingtoservingindividualswithbarriers.Themeetingsareanopportunitytolearnaboutaccesspoints,ensurethatchallengestoaccessareaddressed,andavoidduplicationofservices.Themeetingsalsoprovideaforumtosharelabormarketintelligencefromemployers.Interactionwithpartnersonaregularbasiscreatesrelationshipsthatcanthenbetappedforspecificinitiativesthatalignwithourstrategicvision.NOVA’sonestopoperatorwillencouragecontinuedworkamongthestakeholderorganizationstoexpandaccesstoservicesandshareknowledgeandresources.NOVAalsoseeksoutopportunitiestobecomewellversedincommunityserviceprovidersandtoserveasaconvenerandcatalyst,bringingorganizationstogethertoaddressanidentifiedworkforceneed.

• InresponsetoaCaliforniaWorkforceAcceleratorFund(WAF)solicitation,aregionalteamincludingNOVA,#YesWeCode(#YWC),andtheEconomicAdvancementResearchInstitute(EARI)wonagranttocustomizeanationallyrecognizedcareernavigationandnetworkingprogramfor#YWCstudentsandgraduates.Addressingthechallengeofindividualsofcolorwhoareincreasinglydisconnectedfromtheeconomicmainstream,#YWChascreateditsCodingCorpsinitiativetotrainAfrican-Americans,Latinos,andNativeAmericanstobecomewebandmobileappdevelopers.Thegrantwillprovide#YWCgraduateswithaccesstoprofessionalnetworksandcareernavigationskills.
• InpartnershipwithITemployers,NOVAisleadingaDisabilityEmploymentAcceleratortrainingandretentionprojectforpersonsontheautismspectrum.ThegrantisadministeredbyEDD.
• OneofNOVA’sserviceproviders,JobTrain,islocatedinalow-incomeareaandprovidesaone-stopreferralcenterforresources,includingprescreeningforpublicassistance,financialmanagement,accesstolegaladvice,andon-siteGEDclasses.JobTrainhaspartneredwithSequoiaDistrictAdultSchooltoofferentry-levelcodingclassesthatwillserveasthefoundationforcareerladdersinthetechnologysector.
• NOVAhasuniqueexpertiseinservingdislocatedworkers.Thispopulationoftenfacesbarrierstoemploymentsuchasageandlong-termunemployedstatus.NOVAhasandwillcontinuetodevelopresourcestailoredtotheneedsofthispopulation,suchasspecializedworkshops,networkingopportunities,andtrainingforskillsupgrades.TheProMatchprogram,apartnershipwiththelocalofficeoftheCaliforniaEmploymentDevelopmentDepartment(EDD),offersauniquemember-drivennetworkingexperiencefordislocatedworkers,whichfurtherenhancestheirreemploymentreadinessskills.
Throughregularmeetingsandopencommunication,NOVAofferspartnershiptootherorganizationsandseeksopportunitiestoexpandaccess,suchaswiththeAdultEducationBlockGrantandStrongWorkforceinitiatives.
ii. ProvideadescriptionofthewaytheLocalBoardwillfacilitatethedevelopmentofcareer
pathwaysandco-enrollment,asappropriate,incoreprograms.
NOVAwillcontinuetocollaboratewithlocaladulteducationprovidersandcommunitycollegestodevelopandsupportcareerpathwaysforindustriesandoccupationsthatareresponsivetothelocaleconomyandouridentifiedprioritysectors.Thisincludesworktoensureyouthandolderyouthhaveviableoptionsinourregion.NOVAwillpromoteaccesstothesepathwaysandfacilitateco-enrollmentasappropriatewithproviders.Examplesofsuchinitiativesinclude:• NOVAleadstheTechLadderinitiative,whichpromotesITcareerpathways,careeraccess,inclusion,
andadvancementaswellasfamilyself-sufficiency.PartnersincludetheEconomicAdvancementResearchInstitute,anindependent,non-profitthinktank;CompTIA,theglobalITindustryassociation;TheStrideCenter,atechskilltrainingnon-profitinOakland;andSanJoseStateUniversity’santhropologydepartment.
• NOVAisapartnerintheCareerMappingInitiative,whichisprototypingabest-in-classcareermappingassessmenttoolfornewlyarrivingimmigrantprofessionalsandolderdislocatedworkersthatwillprovideparticipantswithcurrentmarketabilityandspecificoccupationalskillsmissing,withtoolsorschoolsthatwillofferskilltrainingtofillinthegaps.ThisinitiativeisinpartnershipwithUpwardlyGlobalandisfundedbyaStateWAFgrant.
• WhentheInteractiveAdvertisingBureau(IAB),representinghundredsofonlineadvertisers,expressedaneedforaprogramtotrainindividualsinadvertisingoperationsanddataanalytics,NOVAconnectedIABwiththeCollegeofSanMateotodevelopthenation’sfirstdigitaladvertisingcredentialproject.Inaddition,NOVAhasconnectedstudentsfromacodingbootcampoperatedbylocalCBOandserviceproviderJobTraintothenewprogramatthecollege.TheSiliconValleySlingShotinitiative(discussedlaterinthisplan)isnowlookingatexpandingthisprogramtoincumbentworkersindigitaladvertising.
• NOVAleadstheSiliconValleyAdvancedTransportationOpportunityInitiative(ATOI)toresearchthetrendsinandraiseawarenessofcareersintheadvancedtransportationsectors.Theprojecthasentailedresearch,industryroundtablesandforums,surveysofemployers,asummerworkshopforyouthandtheproductionofavideo.CurrentpartnersincludeProspectSiliconValley,educationproviders,andadvancedtransportationemployers.TheprojectisfundedbyaStateRegionalIndustryClustersofOpportunitygrant(RICO).
• NOVAiscollaboratingwithMountainView-LosAltosAdultEducationaspartoftheplanningandoversightcommitteeforitshealthcarecurriculum.

iii. ProvideadescriptionofthewaytheLocalBoardwillimproveaccesstoactivitiesleadingtoarecognizedpost-secondarycredential,includingacredentialthatisanindustry-recognizedcertificateorcertification,portable,andstackable.
NOVArecognizestheimportanceofcredentialsnotonlyfornewentrantstotheworkforce,butasvalue-addforourdislocatedworkerpopulationwhoalreadypossessabachelor’sdegree(orhigher)butneedtodemonstratecurrentindustry-recognizedskillstobemarketableintherapidly-evolvingSiliconValleyworkplace.Followingareexampleofspecificinitiativesrelatedtoimprovingaccesstocredentials,aswellasdevelopmentofnewcredentials:• NOVAwillstrengthenitscollaborationswiththeSanMateoCommunityCollegeDistrictandother
communitycollegestoidentifytrainingprogramsthatcanbeaddedtotheStateEligibleTrainingProviderList(ETPL)toassistjobseekerstoenterlivablewageoccupations,advancealongcareerladders,andupgradeskills.
• DuetoNOVA’sworkonitspreviousRICOgrants,NOVAhasbeentappedtoleadanew,alternativefuelsandadvancedvehicletechnologyapprenticeshiptrainingprogram.TheprogramwillbeoperatedinpartnershipwithValleyTransportationAuthority(VTA)andMissionCollegeinresponsetotheincreaseddemandforpublictransitinfrastructureandtheneedtofillincreasinglytechnicaljobclassificationswithspecializedskills.Theprojectincludesseveralavenuesforcareeradvancement:careerlatticesfrombusoperatortomaintenance,andcareerladderswithinthreetransitsubdivisions,includinganewpathtooverheadlineworker,thehighestpaidbuthardesttofillpositionatVTA.
• NOVAisapartnerintradesorientationandintroductionprogramsinbothSantaClaraandSanMateocounties.Theseprogramsofferapre-apprenticeshipclasswhereparticipantsgainexposuretothewidevarietyofconstructiontradescareersavailablesuchascarpenter,electrician,HVACRtech,roofer,pipefitter,plasterer,ironworker,sheetmetalworker,andmore.Successfulgraduatesreceivethenationalindustry-recognizedMulti-CraftCoreCurriculumcertificate.
• NOVAassistedSunnyvale-CupertinoAdultEducationwithreviewingSalesforcecurriculafortraininginvariousoccupationsusingthetoolandsharedresearchandfindingsonBigDataforpotentialcreationoffuturetrainingprograms.
• NOVAassistedCiscoSystemsinpilotingitsinauguralprogramfocusingonpreparingstudentsfornewITcareersthatareemergingasaresultofthedigitalrevolutionwheresmarterconnectionsarebeingmadebetweenpeople,processes,data,andthings,knownastheInternetofThings(IoT).NOVAproposedandprovidedacareernavigationcomponentaspartofthesuccessfulprogramandprovidedanon-ramptotheprogramforjobseekers.
• NOVAcollaborateswithUniversityofCaliforniaSantaCruz(UCSC)Extensiontoofferprogramsandcredentialsofvaluetoprofessional-leveljobseekers,oftenlong-termunemployed.OneexampleisUCSC’sinterdisciplinaryprogram,whichisashortprogramwhereacustomercanchoosefourclassesfromdifferentdepartmentsatUCSCtocreateacustomizedtrainingprogramthatmeetstheirspecificneeds.ThisistargetedtosomeonelikeaprojectmanagerwhowouldliketotaketheProjectManagementProfessionalprepprogramaswellassometechnicalskills(Java,Python)sothattheytalktechandunderstandthecurrentdemandsofthefield.
• NOVAworkswithtrainingproviderstoprovideonlineoptionstoincreaseaccesstocredentials.WeworkwithUCIrvineExtensionandalloftheclassesaretaughtonline.UCSCalsoofferstheoptionofonlineclasses.Theonlineclasseshavebeenhelpfultocustomerswhocannotcommuteorwhofindemploymentwhileintrainingandneedflexibilitywiththeirschedules.
• NOVAprovidesinformationtojobseekersandoutreachandrecruitmentforindustry-ledtraininginitiatives,suchasinadvancedtransportationandwastewater.
iv. ProvideadescriptionofthewayLocalBoardsandtheirpartnerswillfacilitateengagementof
employersinworkforcedevelopmentprograms,includingsmallemployersandemployersinin-demandindustrysectorsandoccupations.

NOVA’sBoardmembers,whoareinfluentialleadersanddecision-makersknowledgeableoftheindustrytheyrepresent,takeresponsibilitytoensurethatstaffreceivesthebest,mostuptodateandusefulinformationuponwhichtobaseservicedesignanddelivery.Boardmembers’currentandpreviousemployers,LinkedInandCiscoSystems,inparticular,haveprovidedimportantdataonin-demandskillsandjobdescriptions.AlloftheBoard’staskforcesareconcernedwithprovidingresearchandadvicetoNOVAtobetterprepareworkersfortheneedsofthemarketplaceandcurrentdemand.

TheSiliconValleySlingShotinitiativeisidentifyingandaddressingtheshiftingdemandforSiliconValleytechskillsandisworkingwithindustryandtheworkforcepreparationsystemtopilotandscalesolutionsthatproducelocallysourced,diversetechtalentthroughinnovativeandflexiblepathways.Specifically,itisthegoaloftheinitiativetoengagewithkeycompaniesinordertoadvisetheworkforcesystem(education,workforceagenciesandnon-profits)andensurethatthesystem’sprogrammaticinvestmentsaremorerelevanttoindustry.

ProspectSiliconValleyisonesuchintermediaryinthetransportationandenergysectors.TheSiliconValleyAdvancedTransportationOpportunityInitiative,mentionedearlierinthisplan,evolvedasworkthroughaRICOgrantrevealedthegrowingneedfordevelopmentofapipelinetoprovidetrainedworkersforalternativeenergyformsoftransportation.ProspectSiliconValleyandNOVAarecurrentlyindiscussionswithSanJoseStateUniversityandotherlocaleducatorstodevelopahomegrowntalentpipelinefortheadvancedtransportationindustry.TheInteractiveAdvertisingBureauisanotherexampleofanintermediaryexpressinganeed(inthiscase,fordigitaladvertisingspecialists)andlookingtoNOVAanditspartnersforsolutions.

NOVAispleasedtobeapartofaneweffortledbytheAssociationofBayAreaGovernments(ABAG)tocreatearegionalEconomicDevelopmentDistrict(EDD),asdefinedbytheU.S.EconomicDevelopmentAdministration(EDA).ABAG,astheCouncilofGovernmentsfortheBayArea’sninecountiesand101citiesandtowns,facilitatescommunicationamongjurisdictionsandotherstakeholdersandenablescollaborationandunderstandingonregionaleconomic,housing,environmentalandresilienceissues.Afewareasofconcernincludestrengtheningcompetitiveness,reducingworkforcedisparities,improvingworkforcedevelopmentresources,andenhancingbusinessdistrictsandjobcenters.
Inresponsetotheseconcernsandbasedonconsultationsandcollaborationwithfederal,state,regionalandlocalstakeholdersincludingtheBayAreaCouncil,theBayAreaCommunityCollegeConsortium,andworkforcedevelopmentboards,ABAGispreparingaComprehensiveEconomicDevelopmentStrategyreporttoestablisharegionalEDD.TheEDDwilladdresstheconcernsraisedbythebusinesscommunityandserveasaplatformtocoordinateandelevatethemultiplesub-regionaleconomicandworkforceinitiativesandprovideadditionalresourcestosupportregionalgrowthandself-sufficiency.

Inaddition,NOVAisexploringnewwaystopartnerwiththeUIprogramtoprovideoutreachtotargetedpopulationsrelativetoparticipationingrantstheywouldotherwisenotbeawareof.Forexample,NOVAhasagrantfromtheU.S.DepartmentofLabortoprovideservicesspecificallytolong-termunemployedindividualsinSiliconValley.EDD’sUIdivisionmaybeabletoassistwithoutreachtoindividualsapproachingtheendoftheirUIclaimtoinformthemofpotentialeligibilityforthisDOLgrant.NOVAisexcitedaboutthepotentialforstrengtheningaccesstothecurrentworkforcesystem.

NOVAsurveysallofitscustomersatallNOVAAJCClocationstwiceyearlyrelativetocustomersatisfaction.Areascoveredinclude:Servicesaccessed,levelofcustomerservice,availabilityofcareeradvisorappointments,qualityofadvising,qualityofjobcenterofferings,and(forthoseemployed)whichservicesassistedwithobtainingemployment.Forthemostrecentsurvey,completedinJuly2016,over94%ofSunnyvaleJobCenterrespondentsweresatisfiedorverysatisfiedwiththelevelofcustomerservicetheyreceived.Careeradvisingwasutilizedby84%ofcustomers,and90%weresatisfiedwithadvisingavailabilityofcareeradvising,while93%weresatisfiedorverysatisfiedwiththequalityandhelpfulnessoftheadvising.NOVA’sservicemodelallowsforthispersonallevelofinteractionwithcustomers,whichisthemost-mentionedfactorinsuccessinobtainingemployment.NOVAmaintainsanactiveYelppresence,respondstoallreviews,andwasarecipientofthe2015“PeopleLoveUsonYelp”award.
NOVApartneredwithneighboringworkforceboardsfromSanFrancisco,SanJose,andSanBenitoCountyforDOL’shumancentereddesign(HCD)challenge.ThepartnersreceivedtraininginHCDprinciplesandfollowedaprocessofinterviewingcustomerstobegintakingalookatre-designingthecustomerexperience.Theprojectisongoing,andNOVAislookingathowtheresultsofthein-personcustomerfeedbackcansupplementthequantitativecustomersatisfactiondatathatiscollected.
NOVAgeneratesyearlyreportsontheperformanceofallofourEligibleTrainingProviderList(ETPL)trainingproviders.ThesereportstrackWIOAparticipants,completionrates,employmentrates,andsalarydata.
CustomersatisfactionresultsarereviewedbystaffaswellasNOVAWorkforceBoardtaskforces,andadjustmentsinservicearemadeasnecessary.Recently,twoWBmembersparticipatedinourservicemodelascustomersinordertoassessourenrollmentprocessfromahuman-centereddesignperspective.Theirobservationsprovedeye-opening,andresultedinthestreamliningandsimplificationofanumberofstepsintheenrollmentprocess.

Forjobseekersinneedofaquickanswertoaquestionnotrequiringanin-personappointmentNOVAoffersits“adviceline”service.Customerscompleteasimpleonlineformwiththeirquestionandpreferredtimetobecontacted,andaNOVAcareeradvisorwillcallthemwithin24hours.
JobseekershaveaccesstoNOVA’sonlineJobBoardatalltimes,andcansetupalertstobenotifiedofnewjobsaddedorthatmeettheirparticularcriteria.About43%ofjobseekersaccessthejobboardviasmartphone,makingitatrulyportableresource.
SeveralofourETPLtrainingprovidersofferonlineclasses,popularwiththosewhocannotcommuteorneedflexiblescheduling.TheFoothill-DeAnzaCommunityCollegeDistrict,anMOUpartner,receivedafive-yearmulti-milliondollargranttolaunchtheGovernor’sOnlineEducationInitiativethatoffershighqualityonlinecoursesandtechnologyresourceswiththegoaltoincreasehighereducationdegreeattainment.

NOVApromotestheSiliconValleyStart-UpCupcompetition,andtheNOVAdirectorservesonitsselectioncommittee.TheStart-UpCupBusinessModelCompetitionisdesignedtostimulateentrepreneurialactivity,growjobsthroughstartups,andincreaseawarenessoftheresourcesavailabletogrowentrepreneursinSiliconValley.Thecompetitionisopentoparticipantswithamodelfromtheideastagethroughfiveyearsofbusinessoperation.Theparticipatingentrepreneursreceivepricelessadvicefromcoachesandjudgesthroughoutthecompetition,withcashprizesawardedtothewinners.TheStart-UpCuporganizersarepreparingtoofferaworkshopforindividualsexploringentryintothecompetition,whichwillbepilotedatNOVAinearly2017.

TheNOVAJobCenterinSunnyvaleisthecomprehensiveAJCClocationinthelocalareaandconsistentlyreceivesaccoladesfromthejobseekersandemployersthatreceiveourservices,andfromtheorganizationsthatwepartnerwith.NOVA’sserviceproviders,CentralLaborCouncilPartnershipandJobTrain,provideWIOATitleIservicesinSanMateoCounty.JobTrain,locatedinalower-incomearea,offersmanysupportiveservicesforthosewithbarrierstoemployment.
NOVAhasfullyembracedtheservicemodeldesignedunderthe“integratedservicespilotproject”asthebestmethodtomeettheneedsoftheregion’sjobseekersandemployers.TheNOVAservicestrategyemphasizesaccesstoservicesforcustomersofallskillandincomelevels,andallowspartnerstoreferjobseekercustomersregardlessoftheireligibilitycategory,thusensuringafullrangeofskillsandtalentforemployerstoaccess.Allcustomersaremainstreamedthroughallservicesthattheychoosetoaccess.
NOVAisconstantlyassessingandreinventingitsservicesinresponsetocustomerfeedbackandmarketdemand.Weseeallcustomersasassetsandteachnetworkingasthekeytocareersuccess.NOVA’sProMatchprogramutilizesjobseekersasnetworkingresourcesforeachotherwhiletheyareseekingemploymentandasprogramalumni.NOVA’scapacitytocustomizeitsservicestoreflectlocaldemandanditsnetworkingexpertiseincludingProMatchareamongthefactorsthatdifferentiateNOVAamongworkforceagencies.
NOVAalsocollaborateswiththethreecommunitycollegedistrictsandtenadulteducationprovidersinitsregionrelativetoemploymentandtrainingactivities,withmanyexamplesinSectionCofthisplan.Inadditiontoprovidersofservicesforthegeneralpopulation,theregionishometomanyspecializedserviceprovidersfornichepopulations.Oftenanemploymentandtrainingcomponentispartoftheirmodel.OneorganizationprovidingcomprehensiveservicestolowincomeadultsandyouthwithmultiplebarrierstoemploymentisCenterforEmploymentTraining,andweencouragereferralsbetweenouragencies.
ManyothergroupsareparticipantsinNOVA’sStakeholders’group,includingtheDepartmentofRehabilitation,Expandability,GoodwillSiliconValley,MomentumforMentalHealth,ProjectHired,ServicesforBrainInjury,SiliconValleyIndependentLivingCenter,andVetsinTech(seecompletelistinAppendixB).Thegroupmeetsregularlytodiscussservicecoordination,addresschallenges,andprovidecrosstraining.

DuetothevolatilenatureoftheSiliconValleyeconomyandconstantlabormarketchurn,NOVAconsistentlyexperienceslargenumbersofdislocationsintheregion.NOVAhaswide-rangingexpertiseinprovidingrapidresponseservices.Ourprocessincludesa24-hourresponsegoaltocompaniesissuingWARNnoticestoassessneedsanddeterminethebestmeansofprovidinginformationonAJCCservicestoaffectedworkers.NOVAcoordinatestheresponsewiththelocalEDDWorkforceServicesdivision,whichprovidesstafftopartneronrapidresponseorientations.NOVAhasalsopioneeredrelationshipswithlocaloutplacementfirmstoprovidepresentationsonaregularbasistoindividualsreceivingjobsearchservicesthroughthosefirms.Wearenowexploringhowthesefirmscanalsoassistusinrecruitingfortargetedgrants.
NOVAprovidesreferralstoavarietyofresourcestoassistbusinessesthatmightotherwiseneedtoreducestaff.Staffisintheprocessofmeetingwithsomeoftheseresources,suchasEmploymentTrainingPanelandlocalSBDCs,tolearnmoreabouttheirprogramstobenefitlocalbusinesses.Whenalayoffisunavoidable,whenpossible,NOVAwillresearchrelatedemployersintheregionusingtoolssuchasEconoVue(providesaccesstoreal-timeemployerdata)inordertoassistwithrapidre-employment.
NOVApartnerswithneighboringWDBswork2future,Alameda,andSanFranciscowhenalayoffincludeslocationsinmultipleareasand/orwhentheimpactedemployeesresideinneighboringareassothatworkersmaylearnaboutAJCCservicesintheirlocalarea.NOVAalsocoordinatesserviceswithWDBsinotherareasofthestatewhenalayoffimpactsseveralgeographicareaswithasinglecompanycontact.NOVAisanactiveparticipantintheBayAreaRegionalResponseRoundtableandalsopresentsoneffectiverapidresponseattheannualBuildingWorkforcePartnershipsconference.

TheNOVAJobCenterinSunnyvaleistheproviderofyouthservicesintheSantaClaraCountyportionofourservicearea,withservicesinSanMateoCountycontractedtoJobTrainandJeffersonUnionHighSchoolDistrict.TheNOVAYouthProgramisfocusedonprovidingormakingavailableservicesforall14oftheWIOA-mandatedyouthserviceelementstoanyeligibleyouthinourtwo-countyservicearea,regardlessofbarriers.Whiletherearemanyotherprogramsavailabletotheat-riskyouthpopulationthroughouttheNOVAarea,thereisalackoforganizationsthatprovidecomprehensiveservices,especiallytoout-of-schoolyouth.Ingeneral,thepartnersthatNOVAworkswithprovideservicestospecializedtargetgroups,suchasfosterorhomelessyouth.NOVAiscontinuouslyworkingtofindwayswecanworkwiththesepartnerprogramstoensurethatWIOA’s14youthprogramelementsareoffered,andideallyintegrated,acrossthetwo-countyarea.
NOVA’sthreeWIOAyouthservicelocationsarewelldistancedfromeachotheracrossthearea.Ournetworkofhighschools,closelylinkedtotheadultschoolsandcommunitycolleges,provideastrongeducationalpathwayforyouth.Counselingcenters,EOPSservices,anddisabilityresourcecentersatthecommunitycollegesprovidespecificsupporttostudentsthroughouttheirstudies.NOVAhasstrongconnectionswiththeGED/diplomaprogramstohelpsupportyouthwhohavenotbeensuccessfulinthemainstreameducationprocesstoearntheirdiplomaandmoveforwardtopost-secondaryeducationand/oremployment.
NOVAservesyouthwhoarenotconnectedtotheeducationalsystemthroughoutreachtotheBillWilsontransitionalhousing/parentingprograms,DepartmentofSocialServicesfosteryouth,CalFreshandcashaidrosters,localshelters,youthcenters,andreferralsfrom/tootherpartneragencieswhoservedisenfranchisedyouth,withthegoalofincreasingtheirconnectiontothecommunityandsupportingthemonapathtowardeconomicself-sufficiency.
Thereareanumberofstrongmentoringprogramsavailableinourarea,andNOVAhascreatedanonlineguidetogivementorstoolstousearoundcareerplanning,jobsearch/retention,andfinancialliteracy.NOVAhasasuccessfulgrantedpartnershipwithLinkedIntosupportyouthemploymentinourcommunity.Overthepasttwoyears,hundredsofyouthhavehadtheopportunityforexposuretotheLinkedInstaffandcampusincludingcareerexploration,
mentoring,andtrainingonpersonalbranding,networking,anddevelopingaprofessionalonlinepresence.Additionally,NOVAhostsaFacebookpageforemployerstopostjobopportunitiesforyouthinourarea.

NOVAparticipatesinaninitiativeknownasALLIES.ALLIESisacoalitionofESLeducatorsandcommunitypartnersservingthetwo-countySiliconValleyregion.Itsmissionistosupportstudentsuccessthroughinnovativeapproachestocollaborationthatbuildpathwaysbetweenadultschoolsandcommunitycolleges.TheSiliconValleyCommunityFoundationcatalyzedthecreationofALLIESandcontinuestoprovidefunding.ALLIEScoreparticipantsareESLprovidersfromtheadultschools,communitycolleges,andcommunitygroups,includingWDBs.
OneofALLIESmostimportantactivitieshasbeentocoordinatetheESLProviders’Network(EPN).TheEPNisacoalitionofESLprovidersfromSanMateoandSantaClaracounties.TheEPNmeetstogethertwiceayeartosharebestpracticesanddiscussfuturedirectionsfortheoverallALLIESeffort.Localpartnerscollaboratebetweensessionsonspecificpartnershipinitiatives.TheCWIBisindiscussionwithNOVAtoworkwithALLIESonapilotESLprojectwithStanfordUniversity.
NOVAiscollaboratingwithUpwardlyGlobaltoaddresstheissueoftheforeignbornpopulationinCaliforniawhoearnedtheirdegreesabroadbutareinlow-skilljobsorunemployed.Theprevalenceofunderutilizedskilledworkers–inaregionaleconomywithhighdemandforknowledgeworkers–isanopportunityforstrengtheningtheCaliforniaworkforcesystem.ThroughaWorkforceAcceleratorFundgrant,NOVAandUpwardlyGlobalarepilotingaprojecttoacceleratetheemploymentofimmigrantprofessionalsanddislocatedworkersbyeffectiveandautomatedassessmentofexistingskillsets,improvedjobmatchingandremedyingofskillsgapsthroughup-skillingrecommendations.

authoritytoenterintosub-grants,contracts,andothernecessaryagreements.NOVAintendstorequestproposalsforWIOAservicestobeprovidedinSanMateoCountyandalsoproposestocontinuetodelivercareerservicesattheNOVAJobCenterinSunnyvale.
InaccordancewithWSDD153,NOVAwillprocureaone-stopoperatorthroughacompetitiveprocurementprocess.TheroleoftheAJCCOperatorislimitedtocoordinatingtheservicedeliveryofrequiredAJCCpartnersandserviceprovidersand/orensuringtheimplementationofpartnerresponsibilitiesandcontributionsagreeduponintheMemorandumsofUnderstanding.TheNOVAOne-StopOperatorfunctionwillbelimitedtocoordinatingactivitiesfortheone-stoppartnersbyhostingstakeholdermeetingsfourtimesayear.Theselectedoperatorwillhelpprepareagendas,facilitatemeetings,assistthegroupinestablishingannualgoals,andprovideareportonmeetingoutcomesandagreements.
G. PerformanceGoals
i. TheLocalPlanshoulddescribethelevelsofperformancenegotiatedwiththeGovernorandchiefelectedofficialconsistentwithWIOASection116(c),tobeusedtomeasuretheperformanceofthelocalareaandtobeusedbytheLocalBoardformeasuringtheperformanceofthelocalfiscalagent(whereappropriate),eligibleprovidersunderWIOATitleIsubtitleB,andtheAJCCdeliverysysteminthelocalarea.
ThefollowingperformancegoalshavebeennegotiatedandapprovedfortheNOVAlocalareaandwillbeusedtomeasureperformanceoftheAJCCdeliverysystemandserviceproviders:

TheNOVAWDBhasapprovedanadultpriorityofservicepolicyandproceduresincompliancewithWSD15-14.PriorityofserviceforadultsmeetingeligibilityundertheprioritycategoriesisimplementedattheNOVAJobCentersinthefollowingmanner:
(a)Whenrequestingadvisingappointmentsoradvicelinecalls,eligibleadultprioritycustomersareservedfirst.
(b)Whencheckinginforjobsearchworkshops,eligibleadultprioritycustomersareservedfirst.
(c)Accesstoonlineclassregistrationsystemisprovidedtoeligibleadultprioritycustomersthreehoursbeforeallotherregisteredmembers.
(d)Eligibleadultprioritycustomershopingtoobtainseatsincomputerandcommunicationclasses(individualizedservices)whenseatsareunfilledbythosewhopre-registered,aregivenpriorityoverallothercustomers.

WSD16-09–WIOAPhaseIIMemorandumsofUnderstanding
ForPhaseII,NOVAwillreachanagreementrelativetosharedinfrastructurecostsamongtheAJCCcomprehensiveco-locatedpartnersandwillsubmitconsolidatedbudgetsforapplicablecareerservicesfromallrequiredpartnersbythedeadlineofJune30,2017.AllAJCCpartnerswhosignedourPhaseIMOUwillsignthePhaseIIagreements,includingassurancefromnon-co-locatedpartnersthattheyagreetopaytheirproportionalshareofinfrastructurecostsassoonassufficientdataisavailabletomakesuchadetermination.
I. TrainingActivities
i. ThelocalplanshoulddescribehowtrainingservicesoutlinedinWIOASection134willbeprovidedthroughtheuseofindividualtrainingaccounts.Ifcontractsfortrainingserviceswillbeused,thelocalplanmustincludehowtheuseofsuchcontractswillbecoordinatedwiththeuseofindividualtrainingaccounts,andhowtheLocalBoardwillensureinformedcustomerchoiceintheselectionoftrainingprogramsregardlessofhowthetrainingservicesaretobeprovided.
ITAswillbeissuedtoeligibleadultanddislocatedworkerswhohavebeenassessedanddeterminedtohavespecificskill-relatedbarrierstoemployment.ITAswillbeusedtoobtainoccupationalskillstrainingleadingtoadegree,certificate,oremployerrecognizedskillcertification.Thecustomermusthavetheskills/qualificationsnecessarytocompletetheselectedprogram.Thisdeterminationoccursthroughacomprehensiveassessmentandcareerexplorationprocess.
ThetrainingwillonlybeprovidedbyproviderswhoareontheStateEligibleTrainingProviderList.(Exceptionstothismayoccurwherespecialgrantfundingallowsforflexibility.)NOVA’scareeradvisorwillhelpguidethecustomertothetrainingprogramsthatmeetlocallabormarketdemandsorthemarketdemandsintheregionalareatowhichacustomeriswillingtorelocate.Thecareeradvisorwillprovidecustomerswithabroadarrayofavailableprograminformationandperformancestatisticsconcerningtheeligibletrainingproviders.Thecustomer,inconsultationwiththecareeradvisor,willusethisinformationinadditiontoonsitevisitstomultipletrainingvendors,whenpossible,tomakeaninformeddecisionastowhichtrainingprovidercanbestmeethis/herskillandlearningneeds.

J. PublicTransparency,Accessibility&Inclusivity
i. TheLocalplanshoulddescribetheprocessusedbytheLocalBoard,consistentwithWIOA108(d),toprovidea30-daypubliccommentperiodpriortosubmissionoftheplan.InformationshouldspecifyhowLocalBoardscompliedwithphysicalandprogrammaticaccessibilityrequirementforindividualswithdisabilities.ThissectionshoulddescribelocaloutreacheffortsmadetoincludestakeholdersandCBOsrepresentingtheindividualsfromtargetpopulationscharacteristicofthedemographyoftheregion,includingthosegroupswhohaveexperienceservingorworkingwithhigh-needandhistoricallydisadvantagedcommunitiessuchasfarmworkers,ex-offenders,thosewhoarelimitedEnglishproficient,outofschooland/ordisconnectedandfosteryouth(includingformerfosteryouth).Thisdescriptionshouldnotehowandwhichgroups(byname)werecontactedandinvitedtoparticipateinbothplanningeffortsandthepubliccommentprocess.
Aspartoftheplanningprocess,inAugust2016NOVAsolicitedinputregardingtheproposedprioritystrategiesfrom65individualsandorganizationsrepresentingallrequiredpartners,serviceproviders,smallbusinessdevelopmentcenters,localbusinessassociations,communityorganizations,andlegislators.Stakeholderscontactedincludedthoserepresentingtargetpopulationsthatarecharacteristicoftheregionandthoseworkingwithhigh-needordisadvantagedcommunities.Inputwasthenincorporatedintothestrategies,whichwereapprovedbytheNOVAWDBatitsSeptember28,2016meeting.Thestrategiesbecamethebasisofthelocalplan.
NOVAsentthedraftlocalplantoallstakeholderswhoparticipatedinthestrategydevelopmentprocess(seeAppendixCforafulllistofthosecontacted)andalsosoughtpubliccommentthroughthefollowingmeans:

K. CommonIntake&CaseManagement
i. DescribehowLocalBoardscurrentlyhandleintakeandcasemanagementandwhethertheirexistingapproachallowsforthetrackingofco-enrolledindividualsacrossWIOAcoreprogramsandotherprogramspartytotheStatePlan.
Initially,alljobseekersattendtheintroductory“PowerUpYourJobSearch”workshop,whichincludesanoverviewofthejob-searchprocessandtheservicesavailableattheNOVAJobCenter,aswellasinitial,individualizeddevelopmentofajob-searchplanthatwillbereferencedandmodifiedthroughoutthedurationoftheindividual’sinvolvementwithNOVA.Registrationiscompletedaspartoftheorientationwithassistancefromaregistrationspecialistwhocollectsappropriatedocumentationforenrollingcustomersintoprogramsforwhichtheyareeligible,includingWIOAadultanddislocatedworkergrants,Wagner-Peyser,andTAA.
Followingorientationandcompletionoftheregistrationprocess,customersmeetwithacareeradvisorforareviewoftheirjobplanandanin-depthdiscussionofneedsandgoals.Theadvisorandcustomerworktogethertorefinethejob-searchplanandbegintheprocessofidentifyingrecommendedservicestoassistthemtowardre-employmentandtheirpersonalcareergoals.Jobseekersthenmeetwithacareeradvisorasoftenastheydeemnecessary.Thiscustomized,intensiveinteractionallowsjobseekerstocontinuetorefinetheirjobplanastheirsituationandgoalsdemand.Staffprovidessupportandencouragement,aswellasrelevantinformationtohelpmovetheindividualforward.Thispersonalizedattentionandthedirectionprovidedbytheseface-to-facemeetingsiscriticalforasuccessfuljobsearch.
Atanypointintheprocess,acareeradvisormayreferacustomertoapartnerorganizationfor
servicesanddiscusscoordinationofserviceswiththatorganization.Cross-referralsandco-enrollmentsarenotedinthecasenotestoassistincoordinatingservicestosharedcustomers.NOVAstandsreadytoimplementwhatevertrackingmechanismstheStatedevelopsforco-enrollment.
