Friends of Oceano Dunes is a 501(c)(3) California Not-for-Profit Public BenefitCorporation, comprised of over 28,000 supporting members. Formed in 2001, to protecthistorical access to the Oceano Dunes for camping and motorized recreation.
We want to maintain Access For All!
Our President, Jim Suty, has also been the State Appointed OHV representative on the TRT(since inception 18 years).

What we were told in November 2017

Nice high level timeline…but weare missing the specifics on howand when this replaces the 1982CDP. What are the overarching goals forcapacity (camping, day use andOHV)? What will the final acreage be forthe beach camping and OHVrecreation? A lot of questions need to beanswered!!!!

Very Misleading!!!

California State Parks continues to overstate the PWP when they talk, but in officialwriting they downplay what it is doing. As an example, Deputy Director LizMcGuirk on 3/1/19 said the following regarding the Oceano Dunes:
• “High Priority”• “We started a Public Works Plan process which is
going to talk about the future management of thepark”
• “This is a priority for us”• “We are very engaged”• “We want the public and the commission to have
continued engagement on this”• “that is why we are talking about the future
management and opening up different areas”• “however we are working on a complex issue”• “several regulatory bodies and we have dust plans
and development permits”
Absolutely No Discussion on:• Closing ~50% of the Park for Dust Mitigation in the PMRP• Reduced Camping and OHV Recreation

State Parks is using a “Bait & Switch” (whether
purposely or by accident) by discussing “ImprovementProjects” in a Public Works Plan (PWP) process while at
the same time State Parks is allowing the ParticulateManagement Reduction Plan (PMRP) process (in a closedroom with no public visibility) to close ~50% of the park
to beach camping and OHV recreation.
State Parks is not being transparent!!
This is Unacceptable & Unlawful!!!

The Project A provides 2 concepts for a campground usingthe State Parks owned farmland by Oso Flaco lake. Friends Doesn’t Like Either Concept – More Discussion Needed. A campground in this location has been discussed fornearly 40 years. There is a 1981 report that discusses 300rv spots in this location with direct dune access toaccompany existing beach camping (not replacing it)

Other Campground Requirements:• Large percentage of camping spots to accommodate 65’ length and
provide areas for OHVs to be parked next to camp.• Roads/route through camp ground to allow large vehicles• Small convenience store/concession• Location for food truck concession (maybe a rotation to provide
variety)• A meeting hall to accommodate small meetings/gatherings/parties• Dog walk area• Kids small playground (swing set, slides etc)• Horseshoe courts
Friends would like to have more dialogue on other campground options.

The latest “Information Packet” was not clear in where“Project B” is covered in detail. Is it supposed to be partof “Project 1”?? We need to make it crystal clear.This should not use all OHV funds.

Note says that as of 2/15/19 “This alternative is no longer active” Friends does not agree with the “proposed lodge project” and would like tosee the New RV dump station installed to accommodate numerous RVs in anew layout to accommodate the much larger RV sizes of today versus whenoriginally built. We support Equestrian use, however they need to pay the daily use price of$5 like everyone else who uses the beach and dunes. (OHV, fisherman, kitesurfers, sun bathers etc)

Friends of Oceano Dunes strongly recommends a face to facemeeting with the people actually drafting the PWP in order toremedy our concerns and ensure we are working together for thebest PWP possible to improve and enhance the ODSVRA. This meeting should be done as soon as possible!
We Need to Have a United Mission to Protect and Expand theODSVRA to Ensure Access for Another 100 Years!
