Spring has sprung, the grass has riz,

and I wonder where my quilting is…..

Spring 2017 is struggling to break through. I have every confidence that it will

and we will have a wonderful warm flower filled late spring and summer. In

the meantime our internal clocks tell us that with longer days and emerging

green sprouts that quilting goes to the bottom of the list and all things outside

float to the surface. We strong Canucks look forward to battling the elements

in the name of “Gardening”.

Spring is a time of transition in our Guild too. Our memberships are up for

renewal at the April meeting and there may be a few people who chose not to join again. It’s sad to see them leave

the Guild but we fully understand that there is so much to offer here in Oceanside, sometimes something has to go.

For those who have renewed or are going to, hold on to your hats, we are in for a busy year. We start the year off in

September by changing venues to the Parksville community hall. Watch for details closer to time. 2017-18 is a

preshow year for us. The planning is in full gear and we will be rolling full steam ahead to June 2018 when we launch

“Bedazzled”. Program has a full complement of presenters for us for next year and Workshops have their planning

well in hand.

This 2016-17 Quilt year will come to an end with our AGM on May 29th and our June windup potluck. Please come to

the AGM and vote on our proposed budget and the policy review document. Also consider volunteering for one of the

positions still looking for help. We will be carrying out an election for the executive positions and we invite you to step

up for any one of those positions. We welcome the opportunity to have an election, after all, that is an important part

of the democratic process that we attempt to follow.

ADMINISTRATION

May 14, 2001 - That a Nominating Committee, headed by the immediate Past President, is appointed in January of each year. Mar. 21, 2011 - That Annual Reports are to be given to the President and Secretary in writing by April 30th each year by the following Committees: Newsletter, Library, Program, Comfort Quilts, Block of The Month, Raffle, Re-freshments, Membership and Workshops. And Fund Raising. Mar. 21, 2011 - That the Society will purchase Director's and Officer's insurance annually. Both General Liability Insurance and Directors and Officers Insurance are to be purchased from the same company. Mar. 21, 2011 – That the President and Treasurer shall be the contacts with Canada Revenue Agency for the Socie-ty. Sep. 20, 2012 – That a Bylaws and Policy review is to be held every two years in order to remain current with the changes to the Society Act, Canada Revenue Agency and the BC Municipal laws of the municipality in which the Society operates. The Past President will be the chair, Vice President and two members at large will be on of the review committee. (Next review 2019 2014). Documentation of the review process is kept with the secretary.

COMFORT QUILTS

May 30, 2011 – That mileage at the rate of $.52/km will be paid for delivery of quilts to area facilities.

CUSTODY & LOCATION of RECORDS

May 30, 2011 -That the society will keep only five (5) years of minutes of Director's meetings, Management Com-mittee meetings and Extraordinary General meetings. The Secretary will keep electronic copies of these minutes at her home in addition to the current year's minutes. Paper copies of these minutes will be kept in the Society's storage unit and updated annually by the Secretary. All AGM minutes will be kept indefinitely. The Secretary will keep electronic copies of five (5) years of past AGM minutes at her home. Paper copies of all AGM minutes will be kept in the Society's storage unit and updated an-nually by the Secretary.

May 29, 2017 - That all meeting minutes and financial records will be kept in accordance with the Society By-Laws. The Society Secretary will keep only five (5) years of paper and electronic copies of all Directors and Management Committee Meetings. All Annual and Extraordinary General Meetings will be kept indefinitely; these records to be kept in the Society storage unit and updated annually by the secretary. A Copy of the Annual General Meeting will also be kept by the President. A copy of the official By-Laws and Original Incorporation will be kept by the Secretary. The Treasurer will keep five (5) one (1)year of financial records at her home. An Additional five nine (5 9) years of financial records will be kept in the Society's storage unit. Beginning with the 2009/10 fiscal year, ten (10) years of electronic financial records will be kept in the safety deposit box. The Treasurer will update these annually. The T2 summaries and any other government reports of all years will be kept indefinitely with the financial records in the storage unit.

DONATIONS and AFFILIATIONS Oct. 15, 2007 – That the purpose of PQHQG is "to promote and encourage interest in the excellence of quilting". With this in mind, the Society will not allow speakers or solicitations for non-quilt related fund raising requests. If an organization or outside group is looking for a donation of a quilt for fund raising purposes, they must submit a letter of request to the Society's Secretary. The request will be brought to the membership's attention and if an individual or satellite group wishes to provide the quilt, the letter will be given to them. If no one is interested the request will be denied. Mar. 2008 – That the only time raffle tickets from outside organizations may be sold at Society meetings is if the seller has a raffle license. The item being raffled must be quilt related. Nov. 2008 – That only registered charities may approach the Society for donations. These requests must be quilt related.

EQUIPMENT Oct. 15, 2012 – That no equipment owned by the Society will be loaned to members, or non-members of the Society for non Guild use. The only exceptions are quilt frames as per the agreement with the Nanaimo Quilt Guild as outlined in the Quilt Frames Policy.

FINANCIAL

Apr. 18, 2011 – That the Management Committee may vote to make an extraordinary non budgeted expenditure of not more than $500.00 per fiscal year. The nature of any such expenditure is to be reported to the members the next time the Society meets. Oct. 15, 2012 – That the Member Assistance Program - We, as a Guild, may provide financial assistance to one member per event up to 50% of the cost of guild workshops, retreats, or extra-ordinary guild workshops. The following criteria will apply:

To maintain confidentiality, a member herself must apply to the President;

There will be one assistance per event;

A member may only receive assistance for one event per year;

In the event of more than one application, there will be a lottery

GUESTS Sept 19, 2011 – That the Society allow any guest one free visit.

GUILD MEETINGS Sept. 12, 1996 – That anyone who requests to speak to the membership at a Society meeting must divulge to the President the full contents of their remarks before their name will be placed on the agenda. Nov. 2008 - That the Committee reports at Society meetings are limited to Workshop, Program, and Comfort Quilts. Other committees who wish to report must submit their requests to the President. The President may ask other committees to report on occasion. June 7, 2010 - That the Society will comply with Bradley Center's policy, that no open flames are allowed in the building. Apr. 18, 2011 –That the Society will hold an AGM each year. Additional Extraordinary General meetings may be called, with proper notice, if required. Apr. 18, 2011 – That the Society will conduct all of its meetings by following accepted meeting procedures such as those outlined in the books titled, "Call To Order" and "Robert's Rules". Apr. 18, 2011 – That Management Committee Meeting agenda requests to be given to the Secretary one week in advance in writing. Apr. 18, 2011 – That when issues are presented to the membership for discussion at Society business meetings, members will be allowed to speak once to each issue discussed, and will be required to move to the microphone to make their comments. Exceptions will be made for those with health issues. Apr. 18, 2011 - That all meetings of the Society, including both afternoon and evening groups, will be governed by the Bylaws and Policies of the Society. Apr. 18, 2011 – That the directors request there be chairpersons or volunteers for each of the standing committees present at both the afternoon and evening meetings of the Society. Preferably these chairpersons or volunteers would be regular attendees at the meetings where they are volunteering. Sep. 24, 2012 – That Society Minutes will be posted monthly in the "members only" section of the website. Apr.20, 2016 – That the Management Committee will consist of the directors and the following committee coordinators: Account Manager, Comfort Quilts, Comfort Quilt Society Rep., Library, Membership, Newsletter, Programs, Quilt Show Rep., Raffle, Refreshments, and Workshops. The Management Committee fosters open communication. Guild members may ask to attend or be invited to Management Meetings.

LIBRARY Nov. 20, 1995 - That policy on lost Library books, DVDs, and CDs will be to replace them, if possible, or come to a satisfactory arrangement with the Library Committee.

Jan. 25, 2010 – That it was decided fines for overdue books, etc. will be $1.00 per item per month. Members who have overdue books, etc. will not be able to take out more books, etc. until fines are paid Sept. 19, 2011 – That only members wearing or showing current membership cards will be allowed to use the Library. Sept. 19, 2011 – That the Members will be allowed to keep Library items, taken out at the May gathering, for the months of June, July, and August without penalty. Books taken out at the November gathering can be kept until January. Sept. 24, 2012 – That all funds collected through overdue library fees and through library sales will be added to the library budget.

MEMBERSHIP Feb. 2, 1981 – That individual members are not confined to Parksville, Qualicum residents, but open to everyone, allowing participation from quilters all over the Island. May 10, 2010 – That the Guild's membership will be capped at 350 members. Life members will be excluded from the cap. Delete this policy Jan. 16, 2012 – That in order for The Comfort Quilt Society to pay their operating expenses each year, one dollar ($1.00) from each Guild membership will be transferred to The Comfort Quilt Society. The total amount transferred will be based on the number of Guild members as of the end of the preceding April. May 28, 2012 – That the Membership fees are set at $35.00 per year, and are due and payable no later than June 30th each year. For new members joining in January, the fee is reduced to $20.00 and then by an additional $5.00 for February and March. This reduction in fees will be for those who have never belonged to the Society.

NEWSLETTER Apr. 10, 1991 – That advertising space to be sold to offset distribution costs. Oct. 26, 2009 – That the date of submission for articles to the Newsletter is the Wednesday after the MC meeting 20th of the month. Oct. 15, 2012 – That Society Members, who wish to receive the newsletter by mail, will be required to pay a surcharge of $15.00 per year. Only members without computers will receive the newsletter without paying the surcharge for mailing.

PRIVACY Sept. 19, 2011 - That PQHQG will collect personal information for use in its Membership List which will be distributed only to members of this society. This list will not be sold or used for any other purpose. No changes will be made to the Membership form without reference to the Management Committee. Any personal information gathered from the sale of raffle tickets for the Society's purposes will not be used for any purpose other than contacting raffle winners.

Sept. 19, 2011 – That at the beginning of each meeting of the Society where pictures are likely to be taken, the chairperson will advise that pictures may be taken and if anyone would prefer not to have their picture or a picture of their quilt appear on the website or in the Newsletter they should make a personal request to this effect. Sep. 24, 2015 – That the Guild will maintain best practices for the privacy and protection of members information according to Provincial and Federal Guidelines

QUILT FRAMES Jan. 26, 2006 – That PQHQG has entered into a joint agreement with the Nanaimo Quilter's Guild to acquire pipes and hubs to be used as frames for quilt shows. The terms of the agreement are as follows: a) Each guild shall finance the construction of 100 pipes with locking pin holes and 75 hubs with locking pin holes and tethered locking pins. The construction is to be done by Barker Building and Construction Ltd. b) Each guild will provide its own proper storage for the pipes and hubs. c) Each guild will mark its own pipes and hubs to show ownership. d) Each guild will have access to and use of the other guild's pipes and hubs for all subsequent quilt shows at no cost to the borrower. e) Each guild agrees that pipes and hubs will not be rented or loaned to any other guild or group. f) Each guild agrees that any pipes or hubs damaged at an event will be repaired or replaced by the guild holding the event.

QUILT SHOW Feb. 18, 2002 - That the Quilt Show Committee receives a start up fund of up to account retain, from the proceeds of the quilt show, a balance of $5000.00; to be held in the quilt show account between shows. to be drawn on as needed. Sep. 16, 2013 – That the PQHQG will hold a Quilt Show and Sale every three years with the approval of the membership and that each and every member of the Guild make a personal commitment to contribute and/or volunteer in some way to make the show a financial and artistic success. Sep.25, 2015 – That in order for a quilter to enter items in the Quilt Guild Boutiques, they must be a paid up member by November 30th in the year immediately prior of the year in which the quilt show is held. Exceptions may be given to new residents of the areas (Ladysmith to Courtenay). Sep. 25, 2015 – That for Guild sponsored boutiques, members who are selling their items will be charged a 20% commission, collected by the guild. Oct. 15, 2015 – That the Guild Treasurer, the Quilt Show Treasurer and a guild member shall be the officers responsible when applications are made for Quilt Show raffles. (See Raffles)

RAFFLES

Oct. 15, 2015 – That the President, Evening Chairperson, and Treasurer will be listed as officers responsible for the Guild’s regular raffles, when applications for licenses are made each year. The Guild will apply for and conduct the raffle for the Triennial Quilt Show. The Guild Treasurer, the Quilt Show Treasurer and a guild member shall be the officers responsible when applications are made for Quilt Show raffles. (See Quilt Show)

SAFETY PROCEDURES

Sept. 19, 2011 - That a fire drill will be conducted once per year at both the afternoon and evening gatherings. Sept. 19, 2011 – That emergency preparedness information will be included in the October Newsletter each year and a copy will be included in the packet of information for new members.

SCHOLARSHIPS

April 2009 - That Past President's pins are only given out if the incumbent has served two out of the three terms of office; that being Vice President and President, or President and Past President. Jan. 20, 2014 – That “In keeping with the Guild’s purpose to promote and encourage education in the craft of quilting, that when it is financially viable, the Society may issue two (2) scholarships annually, not to exceed $750.00 each. The criteria for receiving a scholarship will be:

a. The scholarship is to fund post secondary education at an accredited institution. The students must provide their Social Insurance Number and proof of attendance at the post secondary institution before receiving funds. The scholarship will be denied if post secondary education is not commenced within 27 months of the date of award.

b. The recipient will have either graduated from a school in central Vancouver Island. (School Districts 68, Nanaimo, 69 Qualicum, 70 Port Alberni or 71 Comox Valley) or is a member, child or grandchild of a member in good standing of the Society

c. Preference for awarding the certificates will be given to: - Students pursuing a degree in textile arts, fashion design, or graphic design. (Indents below… - Students who have successfully completed a course of study in textiles or fashion design at secondary school. - Students who have demonstrated a strong interest/personal portfolio in quilting, quilting history, or textile arts. - Students who are or will be attending post secondary education in Canada.

The criteria will be reviewed annually by the Scholarship Committee.

SUNSHINE

Jan. 16, 2012 – That the Society, through the Sunshine Committee, will send cards to members who are in hospital or seriously ill or who have experienced a death in their immediate family.

WORKSHOP

Aug. 30, 2010 - That when a person has signed up and paid for a class and an instructor has been hired, a refund cannot be given in the event the person cannot attend the class, unless there is a waiting list for the class or the person can find a substitute. May 28, 2012 - That Workshops will consist of:

a. Basic workshop fees will be $40.00 for members. Higher fees will be charged for more expensive instructors.

b. There will be an added fee for workshops for non members c. Preference will be given to hiring Canadian instructors d. Whenever possible instructors will be required to collect their own fees for book sales and kits. e. Classes will run with a minimum of 7 people. f. “Do Your Own Thing” will not be offered during workshops in order to allow more room for Workshop

participants.

It can be a challenge for new or potential members to attend guild meetings or events. We’re hoping to put together a New Member Committee. April was membership registration and renewal month. If you did not register or renew (and EVERYONE must do it in April no matter when you joined) please do so right now. Yes, drop everything right now, go to the guild website, click on the ‘Join Us’ tab, find the membership form (it’s underlined about 2/3 of a page down), click on the form, print one, and then follow the instructions on the form for mailing it to me together with your cheque. Right now! Or maybe as soon as you get around to it. Or you could even wait until this month’s meeting and come to the membership desk. We have moved up the deadline date, so if you haven’t renewed by the end of June, you are no longer a member. This is my last registration day. Starting in June, Lennie Jarret will take over as membership chair. I thank her and wish her luck. And this is my last chance to thank my indispensable right hand helper, Nancy Connah.

MEMBERSHIP

There seem to be very limited, if any, sewing classes in the schools. We are looking for quilts and fibre art that kids have made for our Junior display at the upcoming quilt show. Therefore, I (Granny Biickert, aka Mickey), am issuing a challenge to all Grandmothers and wannabes to grab a grandchild (or borrow one if yours are too old, too young, non-existent) and teach them how to make a quilt. Mary Nichols suggested a rail fence, it is easy, fast and any size you want. Keep it simple and have fun. - Mickey

WORKSHOPS, WORKSHOPS, WORKSHOPS

Yes, another month and another workshop. We enjoyed Lola Denesyk’s thorough, patient teaching of Basic Paper Piecing. There were 8 enthused students who are all now more comfortable with the process and her valuable tips. Thanks as always to Fran Wilson for coffee, tea and goodies. And to Gail Bing for her Angel duties. Going forward, we have the lettering class May 8th with Judy Morrison. Get ready to register for the miniature class in Sept and Introduction to Thread Painting Landscapes in October. Details for all of these are on the website. Carol Anne and I are pleased that two of our committee are taking over the co-chair role for the coming 2 years. Thank you Anne Pelton and Marilyn Bradley. - Elaine Eddy & Carol Anne Faulkner

Become a Volunteer @ Parksville Sand Castle Beach Festival, July 14th - August 20th, 2017. Last year 133,430 visitors walked through the gate to enjoy this world class event. The PQHQG was accepted to be Volunteer Gate Ambassadors this summer. Our guild was one of the lucky non-profit organizations selected to participate! We have been allotted 3 - yes, just three shifts in the month long event. This won’t be hard - there are lots of members who enjoy people, sunshine, sand and the sea. This is an opportunity for our guild to participate in community related activities and increase our profile. Each year, Volunteer Gate Ambassadors receive a share of the gate proceeds, to support their organization's community projects and charitable activities. That is why the management team encouraged the process and an application was completed by Marlene Waters. Thank you Marlene - the guild was successful. The Team Captain (RoseMary Slaney) is attending the planning meeting on June 15th. We’ll learn about the schedule and our role. Everyone who volunteers will be contacted. Come join the fun! QUILT SHOW UPDATE Great progress has been made in the planning for the “BeDazzled” 2018 quilt show by the Core Committee (RoseMary Slaney, Rita Schotte, Ronni McCallum, Anne Hall and Marlene Waters). Now we need the help and support of guild members to participate as coordinators on the various committees which together will build a great show! Thank you to all the volunteers for committee coordinators we have had to date—your assistance is greatly appreciated. We still have some vacancies and encourage you to put your name forward if you are interested in any of the following committees: Demonstrations, Heritage Quilt Display, Lobby Set-up/Welcome, Props, and Internal and External Signage. If interested, please contact Ronni at [email protected]. Our first meeting of all the Committee Coordinators is being held on May 29, following the Guild’s AGM, at approximately 3:30-5:00pm at the Bradley Center. I have received confirmation from our Executive Committee that the Bradley Centre has been booked for Quilt Days again for 2017-2018. This is such a great location for our once-a-month Friday sewing days due to its proximity to the storage locker. Our Guild rents the Bradley Centre on the first Friday of each month from 9:00 – 3:00 for members to get together for a day of sewing and socializing. All members are welcome. Irons, ironing boards, raised pinning and cutting tables are provided. Remaining Dates for the 2016 - 2017 guild year: 2017: May 5, June 2. Dates for the 2017 - 2018 guild year: 2017: July 7, August 4, September 1, October 6, November 3, December 1. 2018: January 5, February 2, March 2, April 6, May 4, June 1. Some members of our guild were fortunate to have a day with Ricky Tims and oh what a day. He is not only an excep-tional quilter but also a fun, funny and interesting entertainer. We learned a number of important take aways. Quilting should be FUN. If it isn’t, move on to something that is. He does “easy”. That doesn’t mean his projects don’t take a long time to do, just that they are not complicated. We need to teach our children and grandchildren. He has a quilt top that we can share with our young people. I have already started one with my 7 year old granddaughter. Ricky had a lot of his hand dyed fabric for sale and it was all gone by break. It’s beautiful. For those of you who were not able to participate in this day, take the opportunity if it comes around again. Our knowledge is so expanded by listening to others. - Elaine Eddy

COMFORT QUILTS Just a note to say there will only be quilt pick-up at the AGM this month. No supplies will be brought in that day. Please contact me if you need any batting or backing or have any questions before May 15 as I will be away till June. Keep up the good works!
