3. A list of attendees present at the Pre-Proposal meeting is attached to this Addendum Number One (1).

ANSWERS TO QUESTIONS:

1. What is the requirement to integrate with the MDT’s? If the APC can be done with no driver interaction is this what Lynx is looking for?

ANSWER: The request states, “The on-bus APC system shall interface via the J1708 connection to the Trapeze Ranger 2 and Trapeze Ranger 4 (one type on each bus) providing boardings and alightings to the Mobile Data Terminal.” This will allow the Trapeze Mobile Data Terminal to update with real-time estimated passenger load within the Computer Aided Dispatch environment.

2. How is the integration done with Trapeze, does the APC provider just pass the data to Trapeze?

ANSWER: The APC system passes boarding and alighting data to the Mobile Data Terminal to allow it to update real-time estimated passenger load within the Computer Aided Dispatch environment. It is not expected that data will flow from the Mobile Data Terminal to the APC system.

3. Which system is the system of record? Trapeze or the APC provider?

ANSWER: The APC provider will be the system of record. The Trapeze Computer Aided Dispatch passenger load is used for daily managing the fleet.

4. In the RFP it mentions integration with current systems, please define what the other systems are that the APC is to integrate with.

ANSWER: On the bus, the hardware will interface with the Trapeze Ranger units to provide boardings and alightings. In the back office, the current APC system imports route and schedule data from Trapeze scheduling system export. The system exports APC data in .CSV format for import into LYNX ESRI GIS system.

5. In the Scope of Work, Reporting Requirements #20 and #21, what are you specifically looking for on the report for wheelchairs and bicycles? How many times the wheelchair left is extended, how many times the bike rack is opened up?

ANSWER: The system needs to provide data on when and at which bus stop the wheelchair lift is deployed and/or bike rack is deployed or retracted.

6. What is connecting to the J1708 connection? What is the need for this connection?

ANSWER: The Trapeze Ranger Mobile Data Terminal (MDT) System. Proposers will have to coordinate with Trapeze to allow real time transmittal of passenger load through their network.

7. How are the buses assigned to the route? By device or by dispatch?

ANSWER: LYNX uses sequential pull out, with the next available bus of the correct size for the route chosen. Work is assigned in the Computer Aided Dispatch system to the driver who then logs onto the bus.

8. Will a GTFS feed be provided to the APC vendor?

ANSWER: GTFS data can be downloaded from the LYNX website at https://www.golynx.com/maps-schedules/data-download.stml

9. Had a DBE goal of 11%, will vendor be excluded if this is not met?

ANSWER: As stated in RFP 20-R02 Exhibit I Section g. regarding DBE Good Faith Efforts, “If an Offeror does not meet the DBE goal, it shall nevertheless be eligible for award of the contract if it can demonstrate to the Contracting Officer that it has made a good faith effort to meet the DBE goal. This good faith efforts documentation (see list below for description of required documents) is required when the initial response to LYNX's solicitation is due. All contractors, including DBE prime contractors, are required to submit good faith efforts documentation, to be submitted up to seven (7) calendar days after bid or proposal opening (Attachment 4 to Exhibit I). In evaluating an Offeror's good faith effort submission, LYNX will only consider those documented efforts that occurred prior to the good faith efforts determination.”

10. P. 1 of 6 Background Section, What are the make, model, year of the APC’s installed on the 55 fully equipped buses and the 70 partially equipped vehicles. How many APC’s are on each vehicle?

ANSWER: There are ten (10) Model 9 systems, twenty-five (25) Model 20 systems and twenty (20) Model 30 systems. We have also just received twenty-five (25) additional UTA Model 31 systems in our 2019 buses. The seventy (70) partially equipped contain UTA sensors and Smart Sensor Module equivalent to our model 30 systems.

11. Know there is a reference to bonding, are any bonds required?

ANSWER: No

12. P.2 of 6 Information Technology Infrastructure, Is the existing WiFI network on board the buses, or is this network at the 2475 LYNX Lane location? If WiFi is on board each bus, what are the specifications, make, model, year, of each unit?

ANSWER: The network is at each of two facilities. The facilities are located at 2475 LYNX Lane in Orlando, FL 32804 and at 100 North Alaska Avenue Kissimmee, FL 34741.

13. P.3 of 6 Data Collection. Do bike rack, door, and wheelchair sensors exist on each bus as part of the vehicle’s multiplexer or computer system? Please provide schematic information on what is available for each sensor and connections. If they do not exist, do you have parameters as to what type of sensors you want the successful respondent to provide?

ANSWER: Proposer must provide sensors that perform the counting of passengers alighting or boarding (exception granted on the partial seventy (70) buses at Proposer discretion). All buses do have door open detect, wheel chair and bike rack deployed sensors, however Proposer should provide circuit logic protection for their system and the bus as well (such as a relay sensor).

14. On the Trapeze MDTs, J1708 Connection? Can you provide more specifics on this connection, also what would we connect to and how?

ANSWER: To make connection to the MDT J1708 cable, you will need Molex Connector P/N 03-06-2032; Pins P/N 02-06-2101. Pin1=CANBUS-; Pin2=CANBUS+; Pin3=Ground.

15. Please define what information should be passed to the Trapeze Ranger MDT over J1708?

ANSWER: The boardings and alightings by stop are to be passed to the Trapeze Ranger MDT. This allows the Trapeze Ranger MDT to calculate the estimated real-time passenger load.

16. What is the purpose of this data transfer? For example, is this to present passenger load or is the data used in another or additional way?

ANSWER: The Trapeze Ranger MDT uses the boardings and alightings to estimate the passenger load in the Computer Aided Dispatch environment.

17. Please provide contact information for Trapeze Software to understand what format they require for the data?

18. What are the differences between the wiring requirements between Ranger 2 and Ranger 4 devices?

ANSWER: For APC Integration – None

19. Please describe the details of the current integration between existing APC sensors and the Ranger 4 devices.

20. Please provide technical specifications of existing GPS antenna.

ANSWER: The seventy (70) partial buses have a Male SMA GPS antenna connection available. GPS antenna will need to be installed on all other buses. Antenna was previously used with Clever Devices Ltd. IVN4 System that have been replaced with Trapeze Ranger4 System. GPS antenna remains on bus not connected.

21. What type of connection is available?

ANSWER: See Answer 20

22. What other devices are connected to it?

ANSWER: See Answer 20

23. Please confirm if the bike rack sensors and wheelchair sensors exist on board the buses. If so, please provide technical specifications for the sensors. If not, please confirm that the successful respondent must procure and install both types of sensors.

ANSWER: See Answer 20

24. Please confirm if door sensors are provided on board all or some vehicles, and provide technical specifications for door sensors. If they are not provided, please confirm if respondent is required to install aftermarket door sensors.

ANSWER: See Answer 13

25. Please define what is required for sample removal functionality?

ANSWER: Simple availability of raw APC data and the ability to export data for analysis.

26. Is the requirement to allow for filtering of specific records that are identified as large carryover loads and negative loads?

ANSWER: Yes

27. What information is required in these scenarios?

ANSWER: Notation of stops that have larger carryover or negative loads.

28. For trip based activity (incomplete runs, excessively late/early, missing start/end/both) what information is required in this sample?

ANSWER: The system shall identify incomplete runs, excessively late/early trips, and trips missing start/end/both. The Proposer shall determine the best method of identifying this information in the sample.

29. If a sensor malfunction is detected, what data should be provided in the APC sample?

ANSWER: The system shall identify sensor malfunctions and provide notification of the malfunction. The Proposer shall determine the best method of providing this notification.

30. If a zero entry case is identified, what data should be provided in the APC sample?

ANSWER: Notation should be provided as to the probable cause of the zero entry.

31. Please define what data should be provided in the random sampling plans to achieve statistical accuracy and reliability requirements?

ANSWER: Proposer shall provide random sampling plans that meet the National Transit Database (NTD) requirements.

32. Please define what is meant by route pattern.

ANSWER: Route pattern is the inbound or outbound pattern of the route from trip start to finish with the understanding that route may have multiple inbound or outbound patterns.

33. Please provide detail on what picks or bookings are?

ANSWER: For the purposes of this RFP, the terms “Picks”, “Bookings”, “Bid Changes”, and “Schedule Changes” are interchangeable. LYNX will refer to these as Bid Changes for RFP 20-R02 Addendum One (1) and any subsequent addendums. Bid Changes occur three times per year during the spring, fall, and winter.

34. What type of data should be provided in the reports for picks and bookings?

ANSWER: LYNX is looking for the ability to query and export data during a Bid Change.

35. How will picks and booking information be provided, and what is the structure of these data files?

ANSWER: Data is provided in GTFS files. GTFS data can be downloaded from the LYNX website at https://www.golynx.com/maps-schedules/data-download.stml

36. Please define what Link route variants are, what data will be provided with respect to the route variants?

ANSWER: Route variant is the inbound or outbound pattern of the route from trip start to finish with the understanding that route may have multiple inbound or outbound patterns.

37. What is the structure of the report required for route variants?

ANSWER: The report needs designator that this is a variant of the route to identify the pattern.

38. Can a list of attendees present at the Pre-Proposal meeting be made available?

ANSWER: Attached to this Addendum One (1)

39. We would respectfully request an extension to the submission date of 2 weeks in order to allow us to contact different potential DBE companies in your region to attain your DBE goal. Having to

wait for the answers on the questions submitted on January 10th will also have an impact on when the offered solution can be finalized.

ANSWER: The due date for proposal submission has been moved one (1) week to Wednesday, February 5, 2020 @ 2:00 pm.

40. Exhibit B, page 1 of 6, Installation, How many buses can be made available per day for system installation?

ANSWER: We can start with four (4) buses at a time, and after the first hour more vehicles will be available. The quantity per day depends on the space availability, and the timeframe of install per vehicle.

41. Exhibit B, Page 2 of 6, Integration, Can additional information be provided on the Trapeze Ranger 2 and 4? What information do they provide?

ANSWER: The APC unit on board the bus provides boarding and alighting data to the Trapeze Ranger that is used by the Ranger to calculate and provide real-time load factor. Proposer will work with Trapeze to determine the data to be provided. Data does not flow from the Trapeze Ranger to the APC unit.

42. Exhibit B, Page 3 of 6, Information technology Infrastructure, Can you provide make, model and connector type(s) of the existing GPS antennas presently installed?

ANSWER: See Answer 20

43. Are brackets required for the sensor installations in the doorways and if so, should the bidder include those in their proposal or will they be supplied by LYNX?

ANSWER: Mounting hardware, cabling, and supplies necessary for system installation must be supplied by the Proposer.

44. Would LYNX permit a change from the J1708 protocol requirement to an Ethernet interface?

ANSWER: No. The interface to the Mobile Data Terminal has been written and configured for J1708 protocol data exchange.

45. Is LYNX interested in implementing the Driver Seat interface?

ANSWER: The Driver Seat interface is not included in the scope for RFP 20-R02.

46. Is the bidder expected to supply bike rack sensors and wheel chair sensors for the vehicles that do not have them?

ANSWER: Yes

47. Does LYNX have implementation deadline constraints, deadlines related to available funding, or any other constraints related to the project timeline that the bidder should consider in their plan?

ANSWER: LYNX prefers an installation as soon as reasonably possible. LYNX does not have deadlines related to funding that would impact the timeline.

48. Would LYNX consider a mixed fleet where the existing installed and partially installed vehicles use one hardware solution and the remainder of the fleet (183) have a different hardware solution as long as the overall solution has a single reporting system, or is LYNX’ preference that all vehicles share a common hardware solution?

ANSWER: Per RFP 20-R02 Exhibit B Scope of Work Background, LYNX has a fleet of three hundred and eight (308) fixed route buses, of which fifty-five (55) are fully equipped with UTA APC’s. LYNX will continue to use and does not intend to replace these APC’s in the fifty-five (55) fully equipped buses. The Proposer will provide a proposal for the full installation on two hundred and fifty-three (253) fixed route buses.

49. Upon award to a vendor, Will LYNX consider contracting directly with Trapeze for the integration services that may be required to ensure a smooth implementation.

ANSWER: Trapeze has already provided integration via J1708 to the existing UTA APC units. At each stop when the doors open the APCs transmit data on passenger boards and alights to the Trapeze equipment. Proposer will transmit this same data and will obtain the transmission specifications from Trapeze.

50. Exhibit B Scope of Work - Page 3 of 6 - Second Paragraph: With LYNX's preference to utilize, the existing GPS antenna, please pass along the manufacturer, model no, and, if available, specification sheets for the existing GPS antenna. Also, please describe the availability of a cable/connector for the APC application.

ANSWER: See answer 20

51. Exhibit B Scope of Work - Page 6 of 6 - Item 4: Reference is made to the qualifications of the Project Manager. In Exhibit C PROPOSAL EVALUATION Item A there is reference to 'Proposer and Staff'. Should Item 4 on Page 6 of 6 be expanded to include qualifications of all Proposer and Staff, not simply the Project Manager?

ANSWER: Item 4 is specific to the Project Manager, who will represent the Proposer. Additional information on the Proposer and staff can be included in Item 3.

52. Pre-Bid Meeting - LYNX verbal reference was made to APC installation taking place between 06:00 PM and 06:00 AM. Please confirm that APC installations can only take place between 06:00PM and 06:00AM on Weekdays. Is the same APC installation time window applicable for Weekends?

ANSWER: On weekdays this timeframe is best due to the availability of buses in the yard. On weekends there is more flexibility to start earlier. As we get closer to completion the quoted hours are best.

53. Does LYNX have a preference regarding rate of installation? Does LYNX have a preference/goal for the completion date of the project?

ANSWER: LYNX prefers an installation as soon as reasonably possible. Proposer will have to coordinate with LYNX Maintenance on availability of the buses.

54. Does LYNX prefer to maintain uniformity across the fleet in regard to APC hardware?

d) What is the width of the entrance at front door (free space) between hand bars?

ANSWER: LYNX can work with the successful Proposer to provide measurements and photographs. LYNX and Proposer will need to verify tolerance for variation between model builds.

60. Please provide information regarding the bus voltage (24VDC) available to the Automatic Passenger Counting System.

ANSWER: 24Vign and 24Vbatt is available

61. Please confirm that backend reporting software will not be required as part of this RFP response

ANSWER: Per the Background of the Request for Proposal (Exhibit B Page 1 of 6), “The Contractor shall be responsible for the installation of all system components as a “turnkey” installation. The proposed system shall include all equipment, both hardware and software, needed to collect and report ridership data on LYNX fixed route transit buses.”

62. Provide the number of routes and stops?

ANSWER: LYNX currently has seventy-one (71) fixed routes and four thousand three hundred and six (4,306) bus stops.

63. Does the Transit have scheduling software?

ANSWER: Yes, LYNX uses Trapeze FX Blockbuster.

64. What are the anticipated project start-up and completion dates?

ANSWER: LYNX intends to recommend award of a contract to the successful Proposer at the March 26, 2020 Board of Directors meeting. Pending authorization to award, LYNX will finalize and execute the contract for work to begin as soon as possible. LYNX prefers a Proposer schedule to complete the project as soon as reasonably possible.

65. Is there a requirement for bid bonding or performance bonding for this project?

ANSWER: No
