FICO Uses Mobile Phones to Fight Card Fraud from page 1...

to curb card fraud losses, which reached $16.31 billion worldwide in 2014. FICO Consumer Fraud Control gives cardholders controls and alerts for their payment cards through an issuer’s mobile app. Features include parameters on when, where, and how cards are used.

Cardholders can block authorizations for certain transactions such as online purchases or cash withdrawals. They can set maximum transaction amounts and restrict certain types of merchants. Cardholders can create custom alerts

to monitor transactions in real time. Examples include transactions that occur in a foreign country or when a self-imposed spending threshold is about to be reached. They can use the app to instantly and

temporarily block all authorization requests if they suspect fraud or have misplaced their card(s).

FICO provides the API issuers need to integrate Consumer Fraud Control

with their mobile app. It also supplies a module that integrates with their real-time card authorization

systems. Issuers with both FICO’s Falcon fraud fighting

technology and Customer Communication Services (CCS) technology can quickly deploy Consumer Fraud Control because integration with FICO already exists. CCS offers two-way, automated voice, text, email, and mobile app notifications.

and stickers. All use EMV-compliant technology from Gemalto. They are available to any Visa or MasterCard credit or debit cardholder in the U.K. When bPay launched in June 2014, only a wristband was available. More than 40,000 people have obtained one. Wristbands cost $39. Stickers, which can be affixed to phones or anything with a flat surface, cost $23. Key fobs cost $31. The devices can be purchased online or at select retail stores.

The devices are linked to Barclaycard’s bPay mobile wallet app for iOS and Android smartphones. The app can be downloaded from the Apple Store and Google Play Store. Consumers use the app or go online to view transactions in real time as well as to add funds and shut down lost or stolen devices.

Each bPay device links to its own digital-only Visa prepaid account. The bPay wallet can be topped up through the app or online at the bPay website using a Visa or MasterCard credit or debit card from any U.K. issuer. Payments can be made at over 300,000 U.K.

merchant locations and at all Visa payWave contactless POS terminals in the world.

In October of this year, Barclays Bank, of which Barclaycard is part, will integrate Pingit, its mobile money transfer application, with the Pay by Bank application provided by Zapp, a mobile payment service of VocaLink. Pay by Bank supports mobile payments for goods and services purchased online, with charges pulled directly from a deposit account. It is a

competitor to Visa and MasterCard debit card transactions. NFC-based Pay by Bank

payments at the point of sale will be available in 2016.The Pingit app, which launched in 2012, is

available to consumers who hold a deposit account at any U.K.-based financial institution. More than 4 million consumers have downloaded the app.

Merchant Litigation Settlements Upendedfrom page 1...

class-action lawsuits brought by U.S. merchants against American Express. The suit involved Amex’s Honor All Cards Provisions and Non-discrimination Provisions. None of the money has been distributed because final approval has not been given by the court. The settlement agreement does not provide for payment of any money to the merchants. The relief for merchants is American Express agreeing to changes in its card acceptance agreement.

Prior to the announced settlement, in the Honor All Cards case, American Express’s

request for a summary judgment was pending before Judge George Daniels in U.S. District Court for the Southern District of New York in Manhattan. In the Non-discrimination case before Judge Garaufis in the Eastern District of New York in Brooklyn, Amex had filed a motion to compel arbitration.

Judge Garaufis took action this month when it became known that, during negotiations between the merchants and American Express, Gary

Friedman, a lawyer representing the merchants, exchanged emails and documents with Keila Ravelo, a lawyer who was representing

MasterCard in a separate class action that pitted merchants against Visa, MasterCard, and 12 U.S. banks. Friedman was simultaneously representing the merchants in that case

as well as in the Amex case. Judge Garaufis believes the

emails and documents, which were from the Visa/MasterCard

accounted for 63.33%, of all purchase transactions, down from 63.86%. Credit cards accounted for

the other 36.67%, up from 36.14%.

Debit cards with the Visa brand generated 45.03% of all purchase transactions at merchants, down from 45.65%. MasterCard debit cards generated 18.30%, up from 18.21%. Visa credit cards generated 19.44% of all purchase transactions, up from 18.44%. MasterCard’s credit cards accounted for 8.70%, down from 8.84%. American Express’s cards accounted for 6.08%, down from 6.19%, and Discover cards generated 2.45%, down from 2.67%.

case, might have influenced the settlement proposal in the American Express case. The merchants are now seeking new legal representation. There’s no guarantee that new counsel will advise accepting all terms in the pending settlement agreement, which obliges merchants not to pursue any additional legal challenges against American Express regarding the Honor All Cards and Non-discrimination provisions for 10 years.

The 2013 court-approved settlement of the Visa/MasterCard et al. case calls for payment of up to $7.25 billion to merchants as

damages for fees merchants paid to card issuers. No money has been distributed because more than 8,000 merchants opted out of the settlement, including more than 24 that filed lawsuits individually. This gave them an opportunity to make a case for being entitled to more money than what they would have received from their share of the $7.25-billion settlement using criteria set forth in the settlement agreement. Until all individual merchants settle their lawsuits, no money can be disbursed to any of the other merchants in the class.

Those that opted out were also protesting a provision in the settlement that denied

merchants, including those that opted out, the right to seek an injunction concerning the setting of interchange fees.

News that Friedman and Ravelo exchanged

documents has prompted

merchants to ask presiding Judge John Gleeson in the

Eastern District of New York to

overturn the settlement. This raises the possibility of new settlement negotiations, perhaps for larger damages and with no provision precluding merchants from seeking even more damages for card transactions acquired since March 29, 2014.

Express grew by $7.01 billion or 7.2%, and Diners Club fell by 2.2% or $0.16 billion.

Visa’s market share of purchase volume was 68.35% in 2014, down

14 basis points from 68.50% in 2013. Visa’s figures include Visa Europe and the 18 Central and Eastern European countries that are part of Visa Inc. MasterCard’s market share of purchase volume of 28.12% increased by 25 basis points from 2013. American Express’s share slipped 8 basis points to 3.31%. Diners Club declined to 0.22%.

Total dollar volume, the combination of cash volume and purchase volume, reached $4.875 trillion from cards issued in Europe last year, up 10.0%. Cash volume, which includes withdrawals from funds on deposit and advances against lines

of credit, totaled $1.718 trillion. Cash accounted for 35.24% of the region’s total dollar volume in 2014, up from 35.15% in 2013.

Cash accounted for 37.19% of total volume at Visa last year, down from 37.78% in 2013. Cash accounted for 33.00% of total volume at MasterCard, up from 30.98% in 2013. At American Express, cash accounted for 2.96%. At Diners Club, cash accounted for 3.80%.

Purchase transactions generated by Visa, MasterCard, Diners Club, and American Express credit, debit, and prepaid cards issued in Europe totaled 49.57 billion in 2014, up 14.0%.

ImageWare offer GoVerifyID to commercial clients, including payment card issuers.

GoVerifyID is a software-as-a-service back-end platform that can handle multiple biometric features side by side, including facial, voice, fingerprint, hand geometry, behavioral, retinal, finger veins, 3D face, and signature. The platform’s database is capable of cloud-based matching of more than 200 million identity credentials in real time.

Once a consumer enrolls their biometric feature, a template is created and added to the database. The template can be used in a variety of ways, including issuing a new online password or verifying a point-of-sale transaction. The authentication process, which involves a consumer’s mobile device, typically takes a second. The consumer’s biometric feature is not stored on their mobile device.

ImageWare believes cloud-based storage of a biometric feature is more secure than storing biometric data on a mobile device, which can be lost, stolen, or hacked. On-device storage also requires registration of biometric features for every phone, tablet, etc. Cloud-based storage requires only a single registration.

When stored at GoVerifyID, a consumer’s biometric feature(s) and biographic profile are segregated. They are linked anonymously when a text message is sent to the cardholder to confirm

a purchase. That text message doesn’t hold any personal information.

ImageWare created GoVerifyID to minimize

the complexity of a client’s deployment of the system. There is no need to change any existing business process or infrastructure.

U.S. banks are testing ImageWare’s technology for in-band and out-of-band biometric authentication, including payment card transactions. GoVerifyID can be deployed anywhere in the world. Visa and MasterCard cards generated 48.82 billion of those transactions or 98.48%, up from 98.41% in 2013 American Express and Diners Club cards generated the remaining 0.75 billion transactions or 1.52%.

Visa’s market share of purchase transactions was 69.76% in 2014, down from 70.80% in 2013. MasterCard’s market share of 28.72% increased from 27.61% in 2013. American Express’s 1.43% share slipped from 1.49% in 2013. Diners Club’s share was 0.09%, down from 0.10%.

General purpose cards in circulation in the region reached 1.08 billion at the end of 2014, up 8.1% over the prior year.

MasterCard and Visa cards in Europe totaled 1.06 billion and accounted for 98.10% of

all general purpose cards in the region. American Express and Diners Club cards totaled 20.5 million and accounted for the remaining 1.90%.

MasterCard had the largest increase in the number of cards in circulation. Its card base grew by 50.4 million in 2014 to 369.6 million. Visa’s card base increased by 29.4 million to 691.8 million.

Visa purchase volume on cards issued in Europe accounted for 31.62% of the combined Visa Inc. and Visa Europe worldwide total in 2014, down from 31.89% in 2013.

Purchase transactions generated by cards issued in Europe accounted for 30.62% of

Visa’s worldwide total, up from 30.04% 2013.

Cards in circulation in Europe accounted for 24.43% of Visa’s global total, down from 24.80%.

Europe accounted for 27.05% of MasterCard’s worldwide purchase volume in 2014, down from 27.34% one year before, and 27.63% of its worldwide total for purchase transactions, up from 26.48% in 2013.

Cards issued in Europe accounted for 25.72% of MasterCard’s global total of cards in circulation, up from 25.23% the prior year.

East and Africa region in 2014 represented 18 countries. This group accounted for $207.79 billion in purchase volume for goods and services in 2014, generated by 153.0 million cards in circulation.

MasterCard and Visa branded cards generated purchase volume of $178.95 billion, which accounted for 86.1% of all general purpose card activity by these 50 issuers. MasterCard and Visa cards in circulation reached 125.9 million by year-end and accounted for 82.3%.

IsraCard continued as the largest payment card issuer in the region based on purchase volume. Saudi Arabia and the United Arab Emirates had the most issuers in the top 50 ranking with 8 each. There were 6 issuers based in Kuwait and 6 in South Africa. Also represented on the list were issuers from Angola, Bahrain, Egypt, Jordan, Lebanon, Mauritius, Morocco, Nigeria, Oman, Pakistan, Palestine, Qatar, and Yemen.

When measuring general purpose credit cards only, among the 10 largest based on purchase volume, the issuers ranked 1st through 3rd were unchanged from 2013 and were all from Israel. The next 3 were from South Africa, with Standard Bank moving up to 5th from 7th. Emirates NBD of United Arab Emirates

moved up to 7th from 8th.When measuring general

purpose debit and prepaid cards only, the 8 largest based on purchase volume

remained the same as in 2013, led by Al-Rajhi Bank of Saudi Arabia, Standard Bank of South Africa, National Bank of Kuwait, Kuwait Finance House, and National Commercial Bank of Saudi Arabia. Guaranty Trust Bank of Nigeria moved up to 17th from 20th, Boubyan Bank of Kuwait moved up to 18th from 22nd, Mashreq Bank of the United Arab Emirates moved up to 25th from 29th, FirstBank of Nigeria moved up to 27th from 72nd, and Diamond Bank of Nigeria moved up to 44th from 52nd.

plan to sign 20,000 merchants to participate in a test of a new QR code-based mobile payment system called mVisa. Debit, credit, and prepaid cardholders from those same banks will download the mVisa app and use their smartphones to scan a QR code on a tent card at participating merchants to make the payments. The mVisa app will automatically populate the

app with the merchant’s bank account details, which will then be sent to the merchant’s bank after the cardholder presses “pay.” The merchant and the cardholder will receive SMS text messages in near real time to confirm the transaction.

The 20,000 online and face-to-face retailers and utility companies will print QR codes or merchant codes on their invoices. Cardholders will also be able to use mVisa to make person-to-person (P2P) money transfers. All payment features are built on the existing Visa Direct account-to-account money transfer service within VisaNet.

Visa sees future growth in utilizing VisaNet in ways similar to what is accomplished with Visa Direct. To support that effort it has decided to employ 1,000 technology developers in India as well as another 1,000 in Singapore and the U.S. over the next 12 to 18 months to create standardized application programming interfaces to access VisaNet from every kind of connected device including appliances and cars.
