SBI Infra Management Solutions Pvt. Ltd. on behalf of State Bank of India invites offers for purchase of 6 (Six) No.’s 3/3.5 BHK flats or 4 BHK independent bungalow and above situated at new building in Gomti Nagar / Mahanagar /Shaheed Path
(preferably within 1.5 Km from Shaheed Path) / New Hyderabad / Nirala Nagar / Aliganj / Indira Nagar / Vikas Nagar for use as residential accommodation of its Top Executives. Preference will be given to ready built flats / bungalow . Ready built flats mean flats complete in all respects and possession can be given to the Bank within 6 months from the date of the Purchase Order. All the necessary Completion/occupation, permissions and certifications from the concerned local authorities should be in place for occupation of the flats. The property should be registered with Real Estate Regulation Act (RERA) and free hold , independent bungalow should be free from all encumbrances and provisions of urban land ceiling act from appropriate authority. Owner should have a clear and marketable title on the same. The flats likely to be ready for occupation with guaranteed possession and permanent water / electricity connection, Occupancy Certificate within 6 months from the date of the purchase order may also be considered at Bank’s discretion. EMD/ Processing Fee – Sum of Rs. 12 lacs should be deposited as Earnest Money (EMD) by way of Bank demand draft / pay order of any scheduled/commercial Bank favoring SBI Infra Management Solutions Pvt. Ltd. payable at Lucknow and a non-refundable processing fee of Rs.10,000/ - by way of Bank demand draft / pay order of any scheduled/commercial Bank favoring SBI Infra Management Solutions Pvt. Ltd. payable at Lucknow along with Technical Bid for each proposal.
After opening and scrutiny of Technical Bids, the earnest money of bidders who are
not shortlisted for further consideration will be refunded. The EMD of shortlisted
contractors will be kept till finalization of proposal. No interest on this amount will be
payable.
The EMD of successful tenderer shall be forfeited in case the bidders refuse to accept the work order. The above amount of successful tenderer will be refunded after execution of sale deed.
The tender documents can be downloaded from the Bank’s Web Site www.sbi.co.in under “Procurement News”. The completed sealed tender documents (Technical Bid and Price Bid in separate sealed envelopes to be placed in a single cover to be super-scribed with the legend “Offer of Residential/ Bungalows Flats/ at Lucknow For SBI Top Executives” along with EMD, processing fees, certified true copies of documents / credentials like clear title, municipal corporation approved layout and building plans, NOC, Commencement Certificate, completion and occupation certificates if available etc., should be submitted along with the Technical Bid at the address mentioned below.
The prospective bidders may also collect tender documents viz. Technical Bid and Price Bid from the Office at the following address. The tender documents will be issued between 11.00 am to 4.00 pm on all working days from 08.07./2019 to 27.07.2019 at the following address:

The Technical Bids will be opened at above mentioned date at the above office in the presence of tenderers, who choose to be present thereat. Offers from brokers will not be entertained. In case the date of opening the tender is declared as Holiday, tender will be opened on next working day at the same time. Priority will be accorded to the property to be disposed of by the Public Sector Banks / undertakings or Govt. Depts., provided Bank’s requirements and rates thereof are in consonance with extant rules of the Bank / CVC. The proposal will be evaluated on the basis of techno-commercial analysis. The discretion of Bank/SBIIMS will be final and binding to all in respect of finalising parameters on which technical bids will be analysed and as also percentage of weightage which will be allocated for technical and commercial bids.
The Bank/ SBIIMS reserves the right to reject any or all the tenders without assigning any reason therefor. Canvassing in any form will disqualify the tenderer. No brokerage will be payable.

Instructions & Tender conditions
The tender consists of two parts viz. Technical Bid including terms and conditions and the Price bid. Separate Technical and Price bids are to be submitted for each proposal. The technical bids and price bids for each proposal be enclosed in separate sealed envelopes (i.e. Technical bids and Price bids separately) are to be placed in a single envelope super scribing with the legend “Offers for Residential Flats at Lucknow For SBI Top Executives”.
1.1 The terms and conditions shall form part of the tender to be submitted by the tenderer. 1.2 Tender documents received by SBIIMS Pvt. Ltd. after due date and time of submission shall
not be considered and rejected. 1.3 All tenderers are requested to submit the tender documents (TECHNICAL BID and PRICE
BID) duly filled in with all relevant documents / and complete and correct information in two separate sealed envelopes (one for technical bid and another for price bid) at the following address: -

1.4 All columns of the tender documents must be duly filled in and no column should be left blank. All the pages of the tender documents are to be signed by the authorised signatory of the Tenderer. Any over-writing or use of white ink is to be avoided and corrections duly initialled by the tenderer. The Bank reserves the right to reject the incomplete tenders.
1.5 In case the space in the tender document is found insufficient, the tenderers may attach
separate sheets with due authentication. 1.6 The offer should remain valid at least for a period of 6 months to be reckoned from the
date of opening of Technical Bid.
1.7 There should not be any deviation in terms and conditions that have been stipulated in the
tender documents. The deviation, if any, is to be suggested by the bidder, which may lead
to amend the terms and conditions of the bid, such deviations may or may not be
considered by the purchaser (Bank) as it is absolute discretion of the purchaser (Bank).

All such deviations should be listed out separately in the “Technical Bid” marked
separately as “list of deviations”. 1.8 The Technical Bid will be opened at 2.00 p.m. on 06.08.2019 in the presence of
tenderers who choose to be present at the above office. All tenderers are advised in their own interest to be present on that date at the specified time.
1.9 The Bank/ SBIIMSPL reserves the right to accept or reject any or all the tenders without
assigning any reason therefor. 1.10 Canvassing in any form will disqualify the tenderer. No brokerage will be paid to any
broker. 1.11 Offers from reputed developers having registered with Real Estate Regulation Act
(RERA) and fulfilling all the norms stipulated in RERA act will only be considered. Preference will be given to ready built flats &/or in final stage of construction. Offers from Government/Public Sector Banks will be preferred.
1.12 Offers should be with covered parking/ stilt parking (one parking per flat) without additional cost and it has to be included in the price offered for the carpet area of each flat.
1.13 The short-listed tenderers will be informed by the Bank/ SBIIMSPL for arranging site-inspection of the offered premises.
1.14 Income Tax and other statutory clearances shall be obtained by the tenderers at their own cost as and when required. All payments to the successful tenderers shall be made by NEFT/RTGS only.
1.15 A single / combined sale deed will be executed for total number of flats offered in each building.
1.16 Offers of extended constructions over the existing buildings with external columns will not be considered.
1.17 A pre-bid meeting of all the intending tenderers desirous of attending shall be held at
11.30 a.m. on 02.08.2018
1.18 All the offers received will be screened and shortlisted by the In-house Screening Committee
of the Bank/ SBIIMSPL based on the requirement specified and the details submitted by the bidder, if required by carrying out inspection of the offered sites. All such shortlisted offers will be further inspected and examined by the Building Committee (consisting of Bank/ SBIIMSPL Officials and Two External Members) of the SBIIMSPL and will be further
evaluated on the qualitative aspects in various parameters like locational factor, distance from advertised area i.e. Gomti Nagar/ Mahan agar/ Shaheed path (Preferably within 1 km from Shaheed Path) , distance from nearest local railway station, amenities available, exclusivity, nearby surroundings, proneness to water logging / flood etc., quality of construction, efficacy of internal layout of flats and layout of buildings in complex and reputation of the builder etc. as given in the Annexure-I. However the decision of building committee in respect of
assigning score on the basis of parameters will be binding to all the builders and the same will not be challengeable. Depending upon the response, minimum two offers will be shortlisted for opening of the price bids. The payment terms and the stages of its release are given in Annexure-II. The ratio of the weightages to be assigned to the qualitative aspects as mentioned above and to the rate / price quoted in the price bid will be in the ratio of 70% and 30% respectively as mentioned in Annexure-I. With a view to bring all the offers on
common platform / payment terms etc. if required, SBI/ SBIIMSPL at its discretion can call further price bids from all such shortlisted bidders. The offers will be arranged in order of merit based on the marks secured. The requirement of flats will be met from the offers according to their inter-se merit position starting from number one first. The unreasonable offers where the rates quoted are considered higher than prevailing market rates will be rejected at the
discretion of the Bank/ SBIIMSPL. The Bank/ SBIIMSPL also reserves the right to accept or reject any or all the offers or part of the offers without assigning any reasons there for.

In accordance with the compliance of adoption of Integrity Pact (As per CVC order No.41/12/07) an Independent External Monitor (IEM) will monitor and review the entire tendering and procurement process. The details of the IEMs are as under

1.19 The bidders (except Govt./PSU/PS Bank’s, etc.) should be registered under RERA and
should comply with the provisions of section 17 of RERA act for registering conveyance in favour of the purchaser (Bank). Conveyance of the property should be made in the name of the Bank as per the usual practice in consultation and with the approval of the Bank’s Advocate / Law Dept. and as per section 17 of RERA act.
1.20 In case of the ready built flats, the payment will be made against the delivery of the
possession of all the flats and the execution and registration of the sale deed therefor. In case of the offers for the flats in the projects / buildings which are under construction and are likely to be completed within a time span of 6 months, the terms and stages of payment to be released to the builders will be linked to the progress of the work and also to the component of the land / FSI / rehabilitation work involved (in case the proposals approved by Slum Rehabilitation Authority (SRA)). The cumulative payments to be made will also have to be secured by Bank Guarantee issued by a PSB (Nationalized) bank other than SBI and it should not be any Co-operative or Private Bank. The said BG should be valid for one year from the date of payment with a provision of auto renewal for a further period of one year. Phases of payment for purchase of flats will be as detailed in Annexure-II.
1.21 A sum equivalent to 2 ½ % of the total value of deal shall be deducted from the final payment of the vendor and shall be paid after the defects liability period of 12 months, on rectification and making good all the defects noticed during the defects liability period. In addition to the retention amount for the defects liability period the bidder should also submit a guarantee and submit an indemnification of liability towards structural defects, if any occurred within 5 years of the purchase.
1.22 In case of default in completion of work / handing over flats to the Bank/ SBIIMSPL within the stipulated period / authorized extended period, liquidated damages @ 0.5% per week subject to a maximum of 5% of the deal value will be charged to the vendor by the Bank/ SBIIMSPL.
1.23 Measurement of carpet area (As per RERA): The carpet area of a flat alone will be measured at its floor level by measuring the net usable floor area of a flat excluding the area covered by the external walls, staircases, mumties, entrance lobbies, pump room, outside passage, refuge area, door jambs, ducts area under services shafts, exclusive balcony or verandah area, flower beds, void spaces and exclusive open terrace area. Please note that the expression “exclusive balcony or verandah area” means the area of the balcony or verandah as the case may be which is appurtenant to the usable floor area of an apartment, meant for the exclusive use of the allottee. “exclusive terrace area” means the area of open terrace which is appurtenant to the net usable floor area of an apartment, meant for the exclusive use of the allottee. Common area will not be measured. Common area mean:
i. The entire land for the real estate project or where the project is developed in phases and registration under the RERA act is sought for a phase, the entire land for that phase.
ii. The staircases, lifts, lift lobbies, fire escapes and common entrances and exit of building.

iii. Common basement, terraces, parks play areas, open parking area and common storage spaces.
iv. The premises for the lodging of persons employed for the management of the property including accommodation for watch and ward staffs or for the lodging of community service personnel.
v. Installation of central services such as electricity, gas water and sanitation, air-conditioning, system for water conservation, composting and renewable energy.
vi. The water tanks, sump, motors, fans compressors, ducts and all apparatus connected with installations for common use.
vii. All community and commercial facility as provided in the real estate project. viii. All other portion of the project necessary or convenient for its maintenance, safety, etc.,
and in common use. ix. The cost of the flat will be decided based on the joint measurement of the actual carpet
area at the site as per RERA norms as stated above. x. Offer received for independent bungalow shall be processed separately and their comparative position shall be prepared as decided by the committee. In short offer to compare with similar type of offer received in the locality or else where acceptable to Bank.
1.24 The finally selected bidder based on the techno-commercial evaluation of the property will have to give an irrevocable letter of undertaking to the Bank/ SBIIMSPL that he will keep his commitment for sale of flats to the Bank/ SBIIMSPL and will not back out for any reason whatsoever. The Bank/ SBIIMSPL will also have discretion to ask for suitable Security Deposit / Bank Guarantee at the time of issuing the letter of intent to the vendor for purchase of flats for the purpose as above.
1.25 Certificate – We have carefully perused the aforesaid terms and conditions and agree to abide by the same in the event of our offer is accepted by SBI / SBIIMS Pvt. Ltd.

Note: For Proposal of independent bungalow the scoring model shall be decided by the committee separately. However, the main parameters for acceptance as mentioned above shall be base for consideration.

Bidders are advised to note that evaluation of offers will be under Combined
Quality cum Cost Based System (CQCCBS). The methodology under this system
will be as under:
i) Preliminary evaluation of the technical bids will be done to ensure that the bidders fulfil the basic selection criteria as per detailed terms and conditions specified in the tender documents.
ii) Thereafter, the technical bids will be subjected to detailed evaluation by allotting marks on various parameters/criteria prescribed in the bid document to arrive at the qualifying marks.
iii) Qualifying marks obtained by each bidder will be allotted a weightage of 70% while the financial bids will be allotted weightage of 30%.
iv) The price bids of only those bidders who qualify technically by obtaining a minimum qualifying mark of 50% in their technical evaluation, will be opened.
v) Price bid of the bidder with the lowest cost will be given a financial score of 100 and other bids will be given financial score that are inversely proportional to their quoted prices. Similarly technical bid of the bidder having obtained highest marks will be given technical score of 100 and other bids will be given technical score inversely proportional to the marks obtained by them .
vi) The total score, both technical and financial, shall be obtained by weighing the quality and cost scores and adding them up.
vii) On the basis of the combined weightage score for quality and cost, the bidders shall be ranked in terms of the total score obtained. The bidder obtaining the highest total combined score in evaluation of cost and quality will be ranked as H-1 followed by the bidders securing lesser marks as H-2, H-3 etc. The bidder securing the highest combined score and ranked as H-1 will be invited for negotiation, if required and shall be considered for awarding the contract/order. The formula for working out the combined score will be as under: Total scores= T(w) x T (s) + F(w) x F(s)
T(w) stands for weightage for Technical score i,e 0.7
T(s) stands for Technical score evaluated as mentioned in (v) above

three bidders (A, B & C) qualified based on the marks received / technical
parameters and the marks received by them and rate quoted by them are as under:

For the purpose of evaluation, the three bidders will be given scores as under:

Bidder ‘A’ (H1) is the successful and Bank/ SBIIMSPL may purchase flats from them after
due evaluation. In case, the complete requirement of flat is not fulfilled by the
successful bidder, Bank/ SBIIMSPL may purchase flats from next successful bidder (H2) at
the rate agreed by successful bidder multiplied by the percentile of marks obtained by H-
2 in the Technical Bid or the actual rate quoted by H-2 in the financial bid whichever is
lower. Even if requirement is not fulfilled, then Bank/ SBIIMSPL may purchase flats from
H-3 also at the rate agreed by H-1 multiplied by percentile of marks obtained by H-3 in
the Technical Bid or the actual rate quoted by H-3 in the financial bid whichever is
lower. There is no binding on the Bank/ SBIIMSPL to purchase flats from any of the
bidders.
Note: In respect of grading and score, the decision of building committee of the Bank/ SBIIMSPL
will be final and will be binding for the Builders. The same cannot be challenged. Further if
required little bit additions / alterations can be made in parameters mentioned above on the whole
discretion of the Bank/ SBIIMSPL.

PURCHASE OF FLATS AT LUCKNOW
STAGES OF PAYMENT
The stages of payment will be as follows:
i) On completion of the construction along with compound
development, club house, internal road, pathways, play
area, Garden, gymnasium and other allied works with all
other external services including plumbing, water
supply, rain water, sewage, drainage, electrical
installations, water tanks, lifts, etc.

ii) On obtention of all NOCs, Permissions, occupation
certificate from Civic authorities, water supply, drainage
connections, electrical connection and meters, lifts
operational with test certificates from Govt. lift inspectors

2. Bank Guarantee (BG)
Please note that the cumulative payments to be released will be against BG of equal

SBI and should remain valid for one year with an option of auto renewal for another
year. The format of the BG will be finalized on mutual consultation with the Law Dept. /
Advocate of the Bank.
3. For proposals which are in advanced stage of construction, the cumulative payment to
be released depending upon the stages for which work has already been completed, will
be finalized by mutual discussions and will be released at the time of execution of sale

d) Measurement of carpet area (As per RERA): The carpet area of a flat alone will be measured at its floor level by measuring the net usable floor area of a flat excluding the area covered by the external walls, staircases, mumties, entrance lobbies, pump room, outside passage, refuge area, door jambs, ducts area under services shafts, exclusive balcony or verandah area, flower beds, void spaces and exclusive open terrace area. Please note that the expression “exclusive balcony or verandah area” means the area of the balcony or verandah as the case may be which is appurtenant to the usable floor area of an apartment, meant for the exclusive use of the allottee. “exclusive terrace area” means the area of open terrace which is appurtenant to the net usable floor area of an apartment, meant for the exclusive use of the allottee. Common area will not be measured. Common area mean:
i. The entire land for the real estate project or where the project is developed in phases and registration under the RERA act is sought for a phase, the entire land for that phase.
ii. The staircases, lifts, lift lobbies, fire escapes and common entrances and exit of building.
iii. Common basement, terraces, parks play areas, open parking area and common storage spaces.
iv. The premises for the lodging of persons employed for the management of the property including accommodation for watch and ward staffs or for the lodging of community service personnel.
v. Installation of central services such as electricity, gas water and sanitation, air-conditioning, system for water conservation, composting and renewable energy.
vi. The water tanks, sump, motors, fans compressors, ducts and all apparatus connected with installations for common use.
vii. All community and commercial facility as provided in the real estate project. viii. All other portion of the project necessary or convenient for its maintenance, safety,
etc., and in common use. ix. The cost of the flat will be decided based on the joint measurement of the actual

e) We have understood the process of screening, shortlisting etc. and also noted that the bids will be evaluated on Techno-Commercial basis as detailed in technical bid.
