PREFACE
This publication of the “Who’s Who” of Members has been prepared
on the bais of the information funished by the members themselbes. In caswes,
in which, information was not sent by Members, only their names nand
addresses and the names of their constituencies, the voiting result of the
elections, etc. have been given.
Any suggestion regarding improvement in this publication will be
gratefully received by this Secretariat.

for demand of openig a fair price wheat Depot in his village ;
courted arrest three times for food agitation, Betterment Levy
Agitation and Civil Liberties Movement ; Secretary, Scheduled
Castes Welfare Association, Bhopal, Madhya Pradesh ; Organised
Balmiki Mandal, Punjab and Sweeper and Leather Workers Union, contested in
1957. General Elections from Raikot Double-Member Constituency but was
defeated by a margin of 3,600 votes only ; Attended more than 500 conferences
and presided over about 200 confereces.

Congress in 1930 whole time worker since 1933; Resigned as protest when
P.P.C.C. expelled the founaers cf Congress like Pt. Shri Ram Sharma and Shri
Kedar Nath Sehgal, the great patriots ; Rejoined Congress in 1955 ; District
General Secretary, Kasturba National Memorial Fund; President Bengal Famine
Relief Fund, Ambala Division ; Was first man in Pataudi State, who forced the
ruler by Satyagraha to accept demands of Kisatis ; Was arrested by Nawab of
Pataudi in 1939 and imprisoned for 13 years for helping the Praja Mandal
activities, but after a tew weeks the State compromised with Praja Mandal and
was released but externed from the State for life ; Led a Jatha of 10 thousand
Kisans at Pataudi and launched satyagraha against the Nawab of Pataudi in
1938; In 1940 was arrested for delivering speeches in villages for individual
satyagraha, was imprisoned for 4| years and fined Rs 300 ; On refusal to p< y
the fine, property and house was attached but was released when at the time of
auction of bis house, one of his friends paid the fine ; Was released when
Government compromised with Congress ; Went underground in 1942 during
'Quit India Movement' ; Held public meeting and was arrested and tried in Jail
for delivering speeches ; Convicted for 1J years rigorous imprisonment ;
Attended the first Provincial political conference in 1937 at Rewari and Rohtak.
Hobbiess : To represent rural grievances and get them redressed.

Sports : Though was Captain of the Foot Ball Team in his School days but was
never interested in games.

Punjab States and whi.h later on was merged with Punjab in
1956 as a result of the Report of Commission on
Reorganisation of States ; Got degree of Law from the Law
College, Lahore in 1941 in the erstwhile Punjab ; just after
starting practice at the Bar in the district courts of Bhatinda
began taking active part in the States Peoples’ Movement for
responsible Government in the Princely States and for the rights of tenants and
the peasants ; In 1942, took active part in the 'Quit India Movement' and
worked day and night for publishing underground illegal literature p rtaining to
the Movement and organised the underground Propaganda machinery in the
Pri cely States of Punjab and also the neighbouring district of Ferozepore in
erstwhile province of Punjab ; In 1943 was arrested acng with his father and
three brothers for possession of illegal political literature in connection with
'Quit India Movement' ; In 1945, when Punjab States Regional Council was
brought into existence as a branch of he All India States Peoples' Conference
under the leadership of Pandit Jawaharlal Nehru, was elected at its first
General Secretary and continued to work as such till its merger into the Indian
National Congress after Independence ; As General Secretary of the Punjab
States Regional Council accompanied Pandit Nehru in 1945 in his triumphant
march to Faridkot which brought victorious and to the Peoples' Satyagraha by
the grant of civil liberties by the ruler of Faridkot ; Also worked as General
Secretary of the erstwhile Pepsu Pradesh Congress for about 5 years and was
also elected its President for one year ; Before Independence when in Patiala
State Fundamental Rights and Freedom of speech and Political Organisations
were denied to the People, organised the rank and file c n the Social and
education Plan in the form of working adult literacy centres, opening of public
reading rooms and libraries and working for the rem val of untouchability and
up lift of women; During this period played a leading role in organising the
political and economic movements of the people in the princely States of
Patiala, Faridkot, Nabha, Jind and Kalsia etc.
In 1952 was elected Member of the First Legislative Assembly of Pepsu. After
merger of Pepsu with Punjab was re-elected to the Punjab Legislative Assembly
in 1957 and continues to be so till now. From 1952 to 1961, served the State
as Deputy Minister holding portfolios of Education, Agriculture as well as law
and order at various times ; After the General Election of 1962, served as
Minister of State incharge Technical, Industrial and Medical Education.
In January, 1963 after Emergency when Punjab Ministry was sought to be
reduced as a measure of economy tendered resignation voluntarily and worked
as General Secretary of Punjab Pradesh Congress till March, 1964 when
elected Speaker of the Punjab Vidhan Sabha.
An ardent believer in democratic Socialism planned economy and
communal amity.
Fond of travelling abroad—already visited China, Japan, Hong-Kong and
North Korea.
