2. Project Overview
E-District project envisages integrated and seamless delivery of citizen services by district
administration through automation of workflow, backend computerization, data digitization across
participating departments.
Front-ends under the scheme, in the form of citizen facilitation centers, are envisioned to be built at
District, Tehsil, Sub-division and Block levels. Village-level front-ends would be established through
Gram Suwidha Kendra (GSKs) for delivery of services.
The project aims to target high volume delivered at the District level and to undertake back-end
computerization to enable the delivery of citizen services through Common Service Centers in a
systematic way. It further aims to integrate multiple applications, faster processing of public
cases/appeals/grievances, dissemination of information as per public requirement and redesign the
processes for the core services to be delivered through the Common Service Centers. Services covered
under e-district Project in Punjab is as per given below list.

3.2. Starting your Computer
Following are the steps may be followed to start the computer.
Steps 1: Ensure all cables are connected between the computer, network connection,
Peripherals & UPS
Steps 2: Plug the UPS to the electrical socket
Steps 3: Switch ‘ON’ the electrical socket
Steps 4: Switch ‘ON’ the UPS
Steps 5: Press the (power button) on the computer
Steps 6: Allow the system to boot up
Switch ‘ON’ the UPS only after you have switched ‘ON’ the power socket
Switch ‘ON’ the computer only after you have switched ‘’ON’ the UPS
Switch ‘OFF’ the power socket in there is an electrical spark in the socket
Do not start the computer in case the UPS is not fully charged
Do not start the computer in case any of the wires are in contact with water sources

4. Purpose
The purpose of this User Manual is to help user in running E-District application. The manual consist of
steps used for registering service request and processing of application request at different levels using
e- district Application.
5. Scope
The scope of this document is to provide Support and Guidance to End Users to access the e-district
application.
6. Getting Started
Following points and guidelines may be referred while accessing the e-district application:
User must have valid username and password
Make relevant and correct entries only
Recheck the entries before clicking on Submit button
Mandatory fields cannot be left blank
Mandatory/Optional documents should be attached as per requirement
Do not make false entries

1. To launch E district - ONLINE
a. Double click on the to open the browser
i. The browser will be open with default page or blank page
ii. Enter the URL and press enter button on keyboard
2. User starts with the given steps after opening the internet explorer
STEP 1: Open the Punjab E-District website by typing the below given URL in address bar of browser
http://edistrict.punjabgovt.gov.in
STEP 2: Choose the language either English or Punjabi from the screen.

7. Home Page
On the Home page, End-User can access the Status tracker, Quick links, Help etc. These links can be
accessed for various purposes mentioned below:

7.2. Department login link
This link can be used for user login which may be suwidha or departmental user. When end user clicks
on this link, he/she will redirect to Department login screen where end-user can access login page.
Login to Department User
Users can login from this page. After login users will be redirected to their respective workbench.
Follow the steps to login.
Enter <login-name> in Login name field.
Enter <password> in Password field.
Click on <Login> button.

End-User can check the status of the application by entering the application number.

8. Copying Service
8.1. Suwidha User: Application Submission
Suwidha user enters the Login Name and Password and clicks on Login Link to access the Workbench.
Following are the steps to login into e-district application.
Enter <login-name> in Login name field.
Enter <password> in Password field.
Click on <Login> button.
Click on <Forgot Password> button, if user forgot the password.

3. Suwidha User clicks on <Add New> button then below screen shall be displayed.

Fill all the details regarding the application request in the application form. Mandatory fields with
asterisk sign “*” should be filled properly. The form is divided into five different sections:
I. General details
II. First Party Details
III. Second Party Details
IV. Applicant’s Information
V. Attachments
I. Application Form: General details
All the mandatory fields mentioned in the General Section must be filled like Government Fees,
Suwidha Fees and applicant relation with Citizen.
II. Application Form: First Party Details
All the mandatory fields must be filled by end user like Name, Occupation etc.
III. Application Form: Second Party Details
All the mandatory fields must be filled by end user in second party details.
IV. Application Form: Applicant’s Information
End user has to fill the details like Applicant’s Name, Applicant’s Father name etc.
Note: if an applicant is applying for <Self> then automatically the Applicant Information section will be disabled.
V. Application Form: Attachments
User has to scan the original documents provided by the Citizen/Applicant and attach the mandatory
documents using “Upload Document” link. User can also delete the document using “Delete
Document” link available on the page if wrong document attached.
User must click on <save> button to process the application request after filling all the details in
application form.

Note: All the mandatory fields marked with asterisk “*” sign must be filled.
Application no. and receipt shall be generated by e-district application after saving the form.
Acknowledgment Receipt
After saving the application form, <Application Receipt> link shall be available to print the
acknowledgment receipt. Click on the <Application Receipt> link, takes printout of receipt and
handover to the Applicant.
Acknowledgement receipt may have the details of application like Application No., Date of Application,
Citizen Name, Father Name, Address etc.
Citizen must produce the receipt while receiving the output from Suwidha centre.

8.2.1. Dealing hand,Sadar Copying Agency(SCA) office
E-district Application directs/forwards the application request to Dealing hand account through e-
district application after submission of the application request by the Suwidha user.
Dealing hand enters the Login Name and Password and clicks on Login Link to access the Workbench.
Following are the steps to login into e-district application.
Enter <login-name> in Login name field.
Enter <password> in Password field.
Click on <Login> button.
Click on <Forgot Password> button, if user forgot the password.

Dealing hand checks the Inbox and examines the service request accordingly.

Dealing hand can access the application form details using the “Service Name” link. All the details filled
in the form are displayed while selecting the service name link. User checks the application details
from the General, First party details, second party details, applicant’s information and Attachment
sections and takes following actions as mentioned in “Figure 10” according to service request:
Note:
1. If the service request belongs to the offices covered under e-District project then End user
forward the service request to the reader of the concerned office/Sadar Kanungo/Office
Kanungo electronically.
2. If the service request belongs to the offices not covered under e-District project then End user
forwards the service request to the concerned office manually.
1. Send back to Suwidha
Dealing Hand can send back the application with his/her remarks to suwidha in case of
document/s deficiency or missing information. End User clicks on <Save> button after selecting
action taken and adding comments/remarks.

Dealing hand can forward the application request to “Sadar kanungo”. User clicks on <Save> button
after selecting action taken and adding comments/Remarks.
3. Send to Reader to Tehsildar
Dealing hand can forward the application request to “Reader to Tehsildar”. User clicks on <Save>
button after selecting action taken and adding comments/Remarks.
4. Send to Reader to ADC
Dealing hand can forward the application request to “Reader to ADC”. User clicks on <Save> button
after selecting action taken and adding comments/Remarks.
5. Send to Reader to DC
Dealing hand can forward the application with his/her remarks to Reader to Dc. User clicks on
<Save> button after selecting action taken and adding comments/Remarks.
6. Send to Reader to DRA
Dealing hand can forward the application request to “Reader to DRA”. User clicks on <Save> button
after selecting action taken and adding comments/Remarks.
7. Send to Steno to DRO
Dealing hand can forward the application request to “Steno to DRO”. User clicks on <Save> button
after selecting action taken and adding comments/Remarks.
8. Send to PGA
Dealing hand can forward the application request to PGA. User clicks on <Save> button after
selecting action taken and adding comments/Remarks.
9. Send to SCA Asst
Dealing hand can forward the application request to “SCA Asst”. User clicks on <Save> button after
selecting action taken and adding comments/Remarks.
10. Send to Physical Verification

Dealing hand can forward the application request to concern office manual using this option. User

Dealing hand can forward the application request to “Reader to SDM”. User clicks on <Save>
button after selecting action taken and adding comments/Remarks.
12. Request Wrongly Marked
Dealing hand can also select the option “Request Wrongly Marked”. User clicks on <Save> button
after selecting action taken and adding comments/Remarks.

Click <Save> button after taking action and adding notes. A successful message will be displayed after
saving the application.

Note:
Concern office shall search the record in record room and forward the copy of record to Dealing Hand
else submit the report for record not found through e-district application (If actor covered under e-
district) or manually (If actor not covered under e-district).
Dealing Hand, Copying Agency forwards the request to Approving authority as per report received
from concern office.
8.2.2. Approving Authority (SCA Assistant)
Approving Authority enters the Login Name and Password and clicks on Login Link to access the
Workbench.
Following are the steps to login into e-district application.
Enter <login-name> in Login name field.
Enter <password> in Password field.
Click on <Login> button.
Click on <Forgot Password> button, if user forgot the password.

Approving authority (SCA Ast.) can access the application form details using the “Service Name” link.
All the details filled in the form are displayed while selecting the service name link. User checks the
application details from the General, First party details, second party details, applicant’s information
and Attachment sections and takes following actions as per service request:
Approving authority (SCA Ast.) can check the application details and remarks added by the Dealing
hand in the application. Approving authority (SCA Ast.) can take following actions:
I. Approve
Application request can be approved using this option. User clicks on <Save> button after
selecting action taken and adding comments/Remarks.
Note: -
Approving authority (SCA Ast) has to put the official stamp on every page of copy of record
after approving the application request and sends it to the SCA clerk manually. Approving
authority also updates the status in eDistrict application and forwards the request
electronically to SCA Clerk.

II. Reject
Application request can be rejected using this option. Approving authority (SCA Astt.) should
add reason for rejection in the remarks field and Click on <Save> button.
III. Send Back to SCA Clerk
Approving authority can forward the application request to Dealing Hand (SCA clerk) in case of
any clarification required for particular application request.
Note: Please refer to the section 8.2.1 for further process.

Click <Save> button after taking action and adding Notes. A successful message shall be displayed after
saving the application.
Note: Dealing Hand receives the copy of record from SCA Asst. and forwards the copy of records to e-
district cell/suwidha.

8.3. Suwidha User: Delivery of Copy of Record
Suwidha user receives the acknowledgment receipt from Applicant and click on the “Status Tracker”
link enters the application number in the status tracker and checks the status of application
If the applicant needs to pay some additional fees, Suwidha operator collects the same and updates on
e-District application.

Case I: In case application request rejected
If application request rejected by Approving Authority, Suwidha user updates the reason for rejection
to Applicant/Citizen.
Case II: In case application request approved
If application request approved by Approving Authority .Suwidha user deliver the copy of record to the
citizen and update the date of delivery in e-District application.

Suwidha user may follow the below steps to provide the Copy of record to Applicant:
I. Suwidha user delivers the copy of record to the citizen and updates the date of delivery in e-
District application.
II. If the citizen needs to pay some additional fees then Suwidha user collects the same and
updates in e-District application.
(Please Note: In the entire process above SCA Clerk/ SCA Assistant shall calculate the total fee to be collected
from the applicant. After deducting the initial fees paid, the pending amount to be collected from the applicant
shall be entered in the application by SCA Clerk/ SCA Assistant. The same shall be collected from the applicant
before making final delivery of records to him)

9.1. Suwidha User: Application Submission
Suwidha user enters the Login Name and Password and clicks on Login Link to access the Workbench.
Following are the steps to login into e-district application.
Enter <login-name> in Login name field.
Enter <password> in Password field.
Click on <Login> button.

End user prepares the case file, containing the supporting documents submitted by applicant &
provides the same to the concerned officer for attestation of document.
Acknowledgment Receipt
After saving the application form <Application Receipt> link shall be available to print the
acknowledgment receipt. Click on the <Application Receipt> link, takes printout of receipt and
handover to the Applicant.

Fill all the details regarding the application request in the application form. Mandatory fields with
asterisk sign “*” should be filled properly. The form is divided into three different sections:
I. General details
II. Applicant’s Information
III. Attachments
I. Application Form: General details
All the mandatory fields mentioned in the General Section must be filled like Government Fees,
Suwidha Fees and applicant relation with Citizen etc.
II. Application Form: Applicant’s Information
All the mandatory fields must be filled by End user like Applicant’s Name, Applicant’s Father name etc.
Note: if an applicant is applying for <Self> then automatically the Applicant Information section will not be displayed.
III. Application Form: Attachments
End User has to scan the original documents provided by the Citizen/Applicant and attach the
mandatory documents using “Upload Document” link. User can also delete the document using “Delete
Document” link available on the page if wrong document attached.

Acknowledgment Receipt
After saving the application form <Application Receipt> link shall be available to print the
acknowledgment receipt. Click on the <Application Receipt> link, take printout of receipt and handover
to the Applicant.
Acknowledgement receipt may have the details of application like Application No., Date of Application,
Citizen Name, Father Name, Address etc.
Citizen must produce the receipt while receiving the output from Suwidha centre.

II. Application Form: Appellant
The End user has to fill the details like Name of Appellant, Name of Appellant in Punjabi, Region etc.
III. Application Form: Respondent
The End user has to fill the details like Name of respondent, Name of respondent in Punjabi, Region
etc.
IV. Application Form: Connected Cases
The End user has to select data from drop down and click on add button.
V. Application Form: Act /Section Details Cases
The End user has to select Act & section from drop down and click on add button.
VI. Application Form: Hearing Details
The End user has to fill stage of hearing and Next stage of hearing date.
VII. Application Form: Case Details

The End user has to fill the details of the status of case.
VIII. Application Form: Attachment
The End User has to scan the original documents provided by the Citizen/Applicant and attach the
mandatory documents using “Upload Document” link. User can also delete the document using
“Delete Document” link available on the page if wrong document attached.
Note: The End User must click on <save> button to process the application request after filling all the
details in application form.
Note: All the mandatory fields marked with asterisk “*” sign must be filled.
Revenue Court Receipt shall be generated by e-district application after saving the form.
Acknowledgment Receipt
After saving the application form <Revenue court Receipt> link shall be available to print the
acknowledgment receipt. Click on the < Revenue court Receipt > link; take printout of receipt and
handover to the Applicant.
Acknowledgement receipt may have the details of application like court name, case number, name of
applicant etc.

On the date of hearing, reader, logs into account and retrieves the case list through e-District

If the case is not adjourned then presiding revenue officer undertakes the hearing of revenue court case
If the case is not finalized then revenue officer assigns new date of hearing and passes interim order
