Objective for inviting EOI : Engaging Publishers to arrange content and/or publish the content/ books aligned to specific Qualification Packs.

Eligibility Criteria for the Applicant Entities having a proven track record/ experience in the publishing of books Details provided later in this EOI.

Selection Criteria for the Applicant EOI will be followed by a presentation to the Review Committee. Common criteria will be arrived at, and publishers will be invited to follow the common criteria.

Background:

62% of India’s population is between 15-59 years of working age, but only 4.69% of the workforce has been through formal skilling training, as against 52% in USA, 68% in UK, 75% in Germany and 80% in Japan.

India would be one of the youngest and the most populous nations by the year 2022, with surplus workforce that, if skilled, may be supplied to the ageing countries of the world. To make the best of this demographic dividend, we need to ensure focused skilling of our workforce, and enablement of international mobility of such workforce. With a target to skill 400 M youth by the year 2022, our Hon’ble Prime Minister launched the National Skill Development Mission on July 15, 2015. To enable the mission, there is need to develop quality skilling content and enable its reach to each of these 400 M prospective trainees.

NSDC is a one of its kind, Public Private Partnership in India, under the Ministry of Skill Development & Entrepreneurship. It aims to promote skill development by catalyzing creation of large, quality, vocational institutions.

NSDC provides funding to build scalable, vocational training initiatives. Its mandate is also to enable support systems such as quality assurance, information systems and train the trainer academies either directly or through partnerships. NSDC acts as a catalyst in skill development by providing funding to enterprises, companies and organizations that provide skill training. It also develops appropriate models to enhance, support and coordinate private sector initiatives.

40 Sector Skill Councils formed by NSDC focus on the skilling ecosystem in the respective economic sectors e.g. Textiles, Construction, IT/ ITES, Telecom, Agriculture, Tourism & Hospitality etc. A complete list of operational QPs is available in Annexure1.

A Sector Skills Council (SSC) is representative of the industry in that sector, for ensuring that they become a resource of skilled manpower for that sector.

To ensure structured training and assessment in the domain, each SSC documents and promulgates a Qualification Pack (QP) which defines the requirements of a job role. A QP is composed of multiple National Occupational Standards (NOS). NOSs are key functions/ competencies that together constitute a Qualification Pack. All government-supported skilling initiatives are taken for QP-focused training.

There are over 1600 QPs in place today, and more are in the making. Annexure 1 details the sector wise QPs and NOSs.

To assure quality and consistency of output across the skill training initiatives for the varied job roles across the country, NSDC coordinates with the respective SSCs for the development of QP-wise:

SSCs may author/ procure QP-based Skilling content. Thus SSCs interface with Content providers for

various job roles. Content thus may be owned/ co-owned by the SSC.

This EOI is to publish that content in the prescribed format by the publishers approved by the Qualification

Registration Committee (QRC), as per the agreed terms between the SSC and the Publisher.

SSCs present the QP-based Skilling Content Books to the QRC, i.e. the Qualification Registration

Committee, for final approval before release.

QP-based books published by these publishers will be bought by training partners from all over India.

[It would be desirable for Publishers to have availability of QP-wise quality skilling content, so that the SSC

may access the Publishers also as Content Providers.]

The Requirement:

Response requested from Publishing Partners to:

Procure content from SSC, or (desirable) develop skilling content that is aligned to a specific Qualification Pack. If Publisher is developing / or getting skilling content developed, necessary approvals are a must from the concerned SSC.

Subject the content thus procured to relevant inhouse validations, thus ensuring complete and correct coverage, with strong plagiarism-prevention checks

Follow the process and formats released by NSDC, in preparing the books

Establish an Agreement with the respective SSCs for o Final Validation and Acceptance of skilling content book/s by the SSC (on the basis of

QRC approval). o Financial understanding wrt the proceeds from the sale of such content. This could be

differentiated in cases where the content is provide by SSC.

Price books at <= Re 1/- per page.

Sell the Skilling Content books as per the requirement posed by various stakeholders.

Manage inventory and delivery logistics across the country within agreed timelines.

Publishers may establish multiple points of sale, in discussion with the partnering SSC, including, but not limited to eCommerce linkage from the NSDC’s, and the respective SSC’s portals.

Establish systems and processes for transparency of financial dealings

Devise and execute customer feedback capture, continuous improvement systems.

Report (Weekly, Monthly, Quarterly, Yearly), statistical analysis of geography-wise, sector-wise, job-role-wise, calendar-period-wise, and Training-partner-wise: purchase data.

Royalty to be paid to SSC on a quarterly basis, on agreed terms with them.

Shortlisting will be done based on the above criteria. List ‘A’ will comprise of those Publishers

who score >= 40 marks above. Those scoring <40 marks will form List ‘B’.

List ‘A’ will be invited to make a presentation in front of the QRC

Post the QRC presentation of List ‘A’, in case of further requirement, then only publishers in

List ‘B’ will be invited for the presentation.

Final selection of the Publishers will be done by the QRC; Final Number of publishers selected

for implementation is the discretion of QRC

The decision of QRC will be final.

QRC would establish the following ratings as mentioned in Table4 (during the presentation), in

addition to the Evaluation criteria mentioned above in Table3:

Submission of EoI from the Publisher A covering letter signed by the Head /Authorized signatory of the applicant organization on

the official letter head stating :

o Self-declaration of the performance and facts of the organization

Along with the pdf of the signed EoI letter, you are required to furnish details of the identified

sector-QP in the format mentioned in Annexure 2 in an EXCEL file (available on web-site along

with this Request for EoI).

Way Forward Interested Publishers in India will respond expressing their Intent to participate in the Skilling

Content publishing, mapping to the Qualification Pack.

A list of ELIGIBLE Publishers shall be prepared at NSDC. (List A)

Shortlisted Publishers(List A) will be called to make a technical presentation to the QRC.

Post presentation by List A Publishers, if requirement still remains, List B may be considered by QRC for presentation

Final selection of Publishers will be done by the QRC

(NSDC has the right to release an addendum to this EOI at its discretion)
