Responsibilities
You will be expected to workcollaboratively with other members ofstaff of the OERU and the OECS Secre-tariat in general; also with teachers, prin-cipals, Ministry of Education Officials,agencies and partners, and other actorsin developing and implementingprogramme activities in Information andKnowledge Management. Specifically,you will inter alia:
Organise and manage the TechnicalAdvisory Committees (TACs) in (i)Information Management and (ii) ICTin Education; and guide the imple-mentation of a harmonized ICT policyand strategy for educational systemsin the OECS.
Manage the activities that would leadthe OERU to becoming one of the topEducation Knowledge ManagementNetworks in the Caribbean region.This will include:
Developing and implementing KMplans and strategies, and formu-lating KM policies and guidelines
Ensuring that the OERU Knowl-edge Management program is fullyinformed of various opportunitiesand the agreed actions are carriedout efficiently and in a timelymanner
Serving as a focal point for all tech-nical and content related web-based activities; developing col-laboration and creating synergieswith knowledge management andICT staff in the OECS Secretariat,other OECS units, and membersof all OERU TACs on web utiliza-tion issues
Providing management and guid-ance to OERU Advisory Service Co-ordinator/Desk.
Managing and conducting relevantclient needs; knowledge, and IT/web assessments
Providing input into the selectionand implementation of a contentmanagement system
Providing relevant training to col-leagues and clients in the use ofKM products.
Advising clients and ensuring highquality of synthesized responsesto client queries on issues relatedto general information manage-ment, archives, records manage-ment, library, statistics, or com-puter science through the utiliza-tion of knowledge bases, commu-nities of practice, and other rel-evant internal and externalsources.
Designing and implementing asystem for monitoring the effective-ness of OERU KM activities includ-ing indicators for evaluating web-based and advisory service efforts(web statistics, tracking perfor-mance metrics, etc).
Marketing the OERU's knowledgemanagement products and ser-vices and engendering anawareness of the value of suchproducts and services among vari-ous constituents.
Facilitate the establishment of a com-puterized Education Management In-formation System (EM IS) in memberstates with linkage to centralizedmanagement information systems inthe Region.
Promote the use and development ofICT in the education and training sys-tems in member states and amongteachers and students and monitorthe progress.
Guide the deliberations and integratethe recommendations of the TACs inthe development of the OERU annualWork Plans and prepare quarterly,semi-annual and annual progressreports.
Selection Criteria
Advanced university degree (Master'slevel) and 5 years of relevant work expe-rience in information and communica-tion technologies, education, or relatedfield.
In-depth knowledge of the web andother computer technologies andgood understanding of knowledgemanagement principles, informationsystems and OERU/OECS businessprocesses.
Strong leadership and project man-agement skills; proactive, energetic,and self-motivated.
Highly effective interpersonal skillsand ability to network and cooperatewith relevant entit ies andpartners.
Demonstrated conceptual, analytical,innovative problem-solving, andevaluative skills.
Experience in organizing internationalevents (meetings, workshops. con-ferences and such).

IN THE MATTER of a Declaration by the Governor General acting on the advice of Cabinet that a portion of land situated atRoseau in the quarter of Anse La Raye in the island of Saint Lucia is likely to be acquired for a public purpose.
DECLARATION OF ACQUISITION OF LAND
WHEREAS, IT IS enacted by Section 3 of the Land Acquisition Ordinance Chapter 109 that if the Governor General acting on theadvice of Cabinet considers that any land should be acquired for a public purpose, she may cause a Declaration to that effectto be made;
AND WHEREAS, it is considered by the Governor General acting on the advice of Cabinet that the land mentioned anddescribed in the Schedule hereto should be acquired for a public purpose to wit: For the Construction of a Reservoir for thePurpose of Irrigation.

The United Kingdom Government under the Commonwealth Scholarship and Fellowship Plan is offering scholarships forpostgraduate study in the United Kingdom commencing October 2004.
Applicants should be in either of the following categories:
One year taught Master's course or equivalent degree
Six months of clinical training in Medicine or Dentistry
Doctoral or equivalent degree of up to three years duration
Eligibility Requirements:
Candidates must normally be Commonwealth citizens or British protected persons residing in countries of theCommonwealth.
Scholarships are open equally to men and women.
Candidates should hold or expect to hold by October 2004, a first degree with upper second-class honors or above.
Candidates should be available to commence their scholarship in the 2004-2005 academic year
Tenure of Award
Each award will be made on the understanding that it will be continued for the period of the programme of study for which it isgranted provided that the scholar's progress and conduct are satisfactory.
UNITED KINGDOM COMMONWEALTHSCHOLARSHIP -2004
A number of health and other pertinent issues surrounding food safety and consumer protection will come into sharpfocus in 2004. That is when the European Retailers Working Group, UREP, implements Good Agricultural Practices or
GAP.
The United States Department of Agriculture, (USDA), has also implemented control measures to address primarily agriculturalcommodities, particularly fruits and vegetables. Some of these measures include water safety, manure, worker hygiene,various chemicals, field sanitation and transport. These commodities will have to meet certain protocols and standards inkeeping with GAP which will allow these fruits and vegetables to be marketed in the United States and the United Kingdom.
Acting Director of Agricultural Services, in the Ministry of Agriculture, Forestry and Fisheries, Joan Norville explains that atpresent measures are being instituted to facilitate the implementation of GAP throughout the OECS. Such a move, she says,would allow for easier export of fruits from this region to both the UK and the US.

Tenure Of Award

Whilst award remains open to all subjects of study, the selection committee will favour applicants that demonstrably link to thedevelopment priorities of the home country. Priority will also be given to candidates whose area of work addresses the generalpriorities of the UK Department of International Development (DFID). These include:
To alleviate poverty
To support economic reform
To enhance productive capacity
To help achieve good government
To promote human development, including better education and health
To promote status of women
To address problems of the environment

Completed application forms along with relevantbackground information should reach the Ministry no later than September 26th, 2003.

UK COMMONWEALTH SCHOLARSHIP-2004

The Malaysian Technical Co-operation Programme (MTCP) scholarship award provides opportunities for advancedacademic study in Malaysia. The duration of the award is 36 -42 months for PhD and between 12 -24 months for Master's
Programmes.
Eligibility:
Scholarships are open equally to men and women up to 45 years of age at the time of application.
Applicants must have a minimum standard of upper second-class honours at Bachelor's level.
Applicants for PhD must possess very good results at the Master's degree level.
Applicants should have completed the relevant qualifications within the last five years preceding the year of application.
Preference will be given to candidates who can also show relevant work related experience.
Application for admission to the university is the responsibility of the candidate. Scholarships are tenable at the followinguniversities:
