Seven years of economic downturn have had a harsh impact on worldshipping and lead shipowning nation Greece in particular - although visitorsto this year’s largest ever Posidonia exhibition and supporting events might beforgiven for thinking otherwise.

The national debt crisis and forced austerity measures have compounded thelocal maritime community’s discomfort, as has the recent calamitous fall inthe dry bulk market, traditional preserve of many Greek owners.

But fresh developments could bring an uplift effect, not least China’s taking acontrolling stake in Port of Piraeus Authority - the subject of our Cover Story.

The PPA workforce is understandably anxious but Cosco’s involvement inPiraeus Container Terminal has already led to a tremendous improvement inboth volumes and productivity, while China’s selection of Greece as theEuropean landing point for its new Maritime Silk Road strategy holds outfurther promise.

Some seven years in the making, China Ocean ShippingCo (Cosco) on April 8 signed an agreement to acquire theoperation of Piraeus port, long seen as the key gateway toEastern and Central Europe for China to cement itscommercial and cultural presence in the wider Europe.Piraeus will serve as a hub for Asian commercial activitygenerally.

Though at the middle of May there were still a few wrinklesto be sorted out, sale of the majority stake in Piraeus PortAuthority (PPA) to Cosco seemed a done deal. With a fewexceptions the agreement is heralded as marking a newera, not only for Greece’s largest port, but for Sino-Greekand European relations generally.

The Chinese company is already well known in Greece. InOctober 2009, Cosco Pacific took over container piers IIand III in the port under a 35-year concession and sincethen, Cosco has increased the annual container volumenearly 10-fold to 4m teu to become a jewel in Cosco’sinternational port operations. The concession has alreadypoured some $100m into Greek coffers.

Stergios Pitsiorlas, chairman of Greece’s privatisation fund(Taiped), signed the $420.12m deal with China CoscoShipping (CCS) chairman Xu Lirong, giving the Chinesean ultimate 67% stake in the PPA and overall managementof the port.

‘The agreement marks the dawn of a new day for Piraeusand Sino-Greek relations and this is a very importantdevelopment for Greece with positive prospects,’Pitsiorias stressed.

CCS’ Xu said Greece stands to benefit from China’sgrowing global influence, while the portof Piraeus can play a pivotal role in thedevelopment of the country’s economy.‘Greece will have many benefits fromChina’s growing influence and power inthe global market,’ said Xu.

Greek Prime minister Alexis Tsipras, whoattended the signing, said the dealwould be the start for a series of newinvestments, adding the Greekgovernment wants to protect workingconditions and the environment.

Greek president Prokopis Pavlopoulosechoed the hope for more investmentsto come, saying ‘Greece will help Chinacome closer to the EU, so both canbenefit greatly from this partnership’.

Cosco is committed to spending some $300m onupgrading the port and Xu said the company plans toinvest in maintaining the shipbuilding infrastructure, seeka greater share in the cruise sector and organise coastalshipping. He also assured the company will ‘pay greatattention’ to the labour relations to ‘provide the bestworking conditions’ to the employees.

Labour relations has been the source of protests anddemonstration by port workers fearing they will lose theirjobs as it has long been claimed the port is over-staffed.However, with Cosco vowing to increase volumes theexisting staff may simply just have to work harder.

Also worth noting is that Chinese port and railwayprogrammes are closely linked and tend to stimulate eachother. The successful growth of Piraeus’ containerbusiness has led to the need for improved railwayinfrastructure into the Balkans and Central Europe, whichwould serve as an overland connecting link in China’s‘Belt and Road’ plan.

Ten days after the Piraeus deal, Serbia launched a projectto modernise its train line to Greece through Chinesemanufacturer CRRC Zhuzhou.

As the shipping community gathers foranother Posidonia, Greek owners todaycontrol some 18% of world tonnage, with a333m dwt fleet on the water and a further40m dwt on order, according to recentstatistics from Clarksons Research.

In the league table of ship owning nations,Greece has again landed the top spot in2016. With a fleet size of 196m gt, Greekowners have a global market share of 16%(by gt), followed by Japan (13%), China(11%) and Germany (7%).

In recent years this lead ownership positionhas been consolidated, with the Greek fleetgrowing by 10% in 2015 - the mostsignificant growth of all major owningnations (see graph).

Aggregate growth since 2009 is even moresignificant — some 70% in tonnage terms.

The big loser in market share in recent yearshas been Germany, while China’saggressive growth in the immediateaftermath of the financial crisis - the Chinesefleet doubled between 2009 and 2012 assolutions were found to distressed shipyardorders - has since been replaced with moremoderate growth.

Unsurprisingly, Athens / Piraeus also featureas the largest owning cluster globally, withTokyo, Hamburg, Singapore and Hong Kong/ Shenzhen making up the top five.

Greek owners remain the classic ‘crosstraders’, developing their market leadingposition as the bulk shipping systemevolved in the second-half of the twentiethcentury. Today, the Greek owners’ share ofworld fleet at 16% compares to a seabornetrade share for Greece less than 1%. Bycontrast, Chinese owners control 11% of theworld fleet relative to the Chinese economycontributing 16% to seaborne trade.

Although a number of Greek owners havediversified into other shipping sectors,generally Greek owners have focused on the‘wet’ and ‘dry’ sectors. Today, the Greek fleetis predominantly made up of bulk carriers(47% by gt) and tankers (35%) with thiscombined bulk share hovering around 85%of the Greek fleet for most of the past 20years.

There has been some recent developmentof the Greek-owned container fleet (growingto a 11% share of Greek shipping) and gas(growing to a 4% share) but this is stillgenerally limited to a handful of owners. Bycontrast, Norwegian owners have trendedtowards more specialised vessels such asoffshore and car carriers, while the German

fleet has remained firmly liner focused.

With a few exceptions, it seems to havebeen very much a case of ‘sticking to whatyou know best’ for Greek owners.

Asset PlayersGreek owners have also retained their roleas shipping’s leading asset players andtoday operate a fleet with a value of some$91bn - actually third in the rankings behindthe US, due to the value weighting of thecruise fleet, and Japan.

In 2015, Greek owners were the number onebuyers - followed by China - and numberone sellers - followed by Japan andGermany - in the sale & purchase market.

Greeks are not quite so dominant in thenewbuild market and in 2015, Greek ownerswith $6.9bn of orders trailed Japan($13.1bn) and China ($10.7bn) in theinvestment rankings. This is reflected inGreek owners having an aggregateorderbook of 13% of the fleet compared to16% for the global fleet.

Other facts and figures compiled from theClarksons Research database include thatABS is the leading class society to Greekowners (48.6m gt), followed by LR (35.8mgt), DNV-GL (33.5m gt) and NK (31.1m gt),while the Greek flag still remains dominant(40.2m gt) ahead of Liberia (37.1m gt) andMarshall Islands (34.5m gt).

As regards shipbuilders for the Greek ownedfleet, HHI has built the largest number ofvessels (286 ships), while South Korea hascontributed the largest share of cargo-carrying tonnage (148.7m dwt) ahead ofJapan (84.5m dwt) and China (81.8m dwt).

This year the Union of Greek Shipowners(UGS) celebrate their 100th anniversary, and itis very fitting that such an event takes place atthis point in time when Greek shipping holdsthe No. 1 position in the world, with the biggestfleet ever, whilst at the same time being first invarious individual sectors.

Last year the Greek Shipping CooperationCommittee (GSCC) also celebrated the 80thanniversary of their existence.

Warm and sincere congratulations to boththese bodies for what they have achieved.

The UGS has an excellent track record ofleadership and organisation of a group ofshipping people that admittedly are fiercelyindependently minded, and yet have workedtogether for decades to achieve what isuniversally called ‘the Greek miracle’.

They and their shipowner members, however,have had an excellent beginning whenThemistocles, after he was elected Archon ofAthens in 493 BC - and only becauseCleisthenes had been instrumental inestablishing democracy in Athens just 15 yearspreviously in 508 BC - laid the foundations ofwhat I would call, modern Greek shipping.

The maritime policies of Athens, because ofThemistocles, were the first in history to

provide regulations for the shipping industry.Athens invoked protective, political andfinancial measures to expand and sustain theirmaritime superiority, their shipping industry andsea trade. Within this system the individualinitiative was free to act and free from anyintervention by the state.

This was a legacy that stood the test of timethroughout the centuries that followed andplayed a pivotal role in the War ofIndependence in 1821 as well as during theFirst & Second World Wars in more recenttimes.

The current state of Greek shipping is healthy,because there has been a huge investmentprogramme, both for renewal andmodernisation, but also for improving theircompetitive advantage. Its relation with thegovernment of Greece and the EU has been,and continues to be, one of support, whilstthey also have an earnest wish to strengthenboth their own nation as well as the EU.

Greek shipping does not receive any financialsupport from the state, only moral support, aswell as appropriate legislation which affordsthem the opportunity to competeinternationally. Greek shipowners want to stayin Greece, they love their country, they havealways strived to be loyal to their homeland,and their history proves it.

Their expertise is unparalleled because of thesimple fact that they have stayed close to theship throughout the centuries and this is anattribute that has stood them well during thelast two and a half thousand years.

The UGS have been instrumental in offeringguidance and support, cohesion and a strongvoice, and so has the GSCC, both asmembers of the international shippingcommunity, but also because of theirinvolvement with the world’s many prominentassociations for shipping.

Many Greek shipping people through the UGSand GSCC have been members as well asleaders of many of these international shippingassociations, thus the strength of Greekshipping under the leadership of the UGS andthe GSCC has benefited, not just theirmembers, but also the shipping industryworldwide.

Cause for celebrationEminent shipowner and historian Dr Spyros Polemis offers thisappreciation of Greek shipowners on the occasion of thecentenary of the UGS and 80th anniversary of the GSCC

Current UGS president TheodoreVeniamis believes that Greece’sshipping sector is under economicattack. With the European Commissionstill demanding a re-vamp of Greece’stax laws, and especially thosegoverning shipping, companies havebeen exploring re-locating to morefavourable regimes, inside the EU andoutside, he warns.

Furthermore, were the EC to get itsway and force a tax change this couldrequire a re-writing in part of the Greekconstitution, say some observers, asthe maritime sector is specificallyprotected on the grounds it is a vitalcontributor to the nation’s economyand protector of its overall welfare.

Veniamis maintains that Greekshipping is not only in the highest taxbracket in Europe but its tax system isthe model on which other Europeancountries have based their own,rendering the EC’s position‘hypocritical’.

This year he will be visiting Posidonia,accompanied by the UK Shipping minister, aspart of a concerted effort to promote the UKmaritime industry, since as Jeffrey Mountevanshe has spent all his business career as a gastanker broker with what is now ClarksonsPlatou. Mountevans also chairs UKpromotional body Maritime London, and hasdeclared a ‘maritime’ theme to his year’smayoralty.

‘I’m looking forward enormously to Posidonia,’he tells Hellas Maritime. ‘Previous Lord Mayorshave been several times before, as I havemyself… but I’m particularly looking forward tovisiting the show this year as a ‘maritime’ LordMayor and trying to build on strong links thatexist with the business community.

‘Markets are pretty horrible at this time,’ hecontinues, ‘but I have good faith in the Greekshipping community to come through this. Ihave been a great admirer, in my 44 years as ashipbroker, of how Greece has given birth tosucceeding generations of shipowners whohave made a success of this at-times-challenging industry.’

Mountevans recently launched a new UKMaritime Professional Business Servicesreport compiled by PricewaterhouseCoopers(PwC) which highlighted what he called ‘the

wealth of expertise that the UK has in termsespecially of maritime lawyers, insurers,education and training, and of course financialservices. These include specialised areas likeP&I Clubs, average adjusting, arbitration andnaval architecture, so there is great breadthand depth to the offer and it’s a ‘one stopshop’ which makes it very attractive.’

‘Having been Lord Mayor for six months now Ihave travelled the world and realise how muchpeople value working with Britishprofessionals. They have great respect for ourhonesty and integrity, and the quality of ourwork.’

How important does he feel it that London andthe UK should have strong shipowning as wellas maritime services base?

‘Shipping entrepreneurs always having been avital part of our maritime landscape in the UK,’replies the Lord Mayor, ‘and although we havelost some, industry is working very hard withGovernment to retain those that are here andindeed to attract some new business to theUK. We have seen some of that recentrecently and are hopeful we’ll see moreshortly.

‘The London Greek community is hugelyvalued and appreciated,’ he continues. ‘I’ve

had a professional lifetime in shipping and I’vehad the pleasure of working with the Greekcommunity especially in gas shipping, wherethey have become more involved recently.Industry is engaging with Government to seehow we can do all we can practically within thescope of government policy to make surethese important members of our communityremain here.’

The Lord Mayor also refers to the Greekcommunity’s enjoyment of other aspects ofLondon life, including its parks, restaurantsand cultural attractions, as well as its high-class schools, universities and maritimeinstitutes – including the Cass BusinessSchool with its MSc in Shipping, Trade andFinance run by ‘my old friend and colleague’Costas Grammenos, ‘which in my book is theforemost such course in the world.’

‘The City of London Corporation is an apolitical body,’ LordMountevans replies, “ and we’re unique in that respect. But wedebated the matter and decided we would take a publicposition on this, and a strong majority came out in favour ofremaining. So the City’s position is ‘we want to remain in areformed EU’.

“But if the UK were to vote to leave, the City would still be a

strong financial centre with a new set of challenges that wewould address.’

The Lord Mayor will beaccompanied on his trip byUK Shipping minister RobertGoodwill, who on a recent visitto the new deepwaterLiverpool2 container terminaldue to open this autumnpledged that “the Governmentwill continue to offer its fullsupport to the maritimeindustry, a sector which isvitally important to the UKeconomy.’

DNV GL has big plans for the Greek fleet -already the largest fleet outside the society'shome bases in Norway and Germany - and itshome port of Piraeus. The north Europeanclassification giant has set aboutimplementing a vision to develop Piraeus intoa third home and and decision-making centrewhile expanding its classed Greek-owned fleetby 20% over the next five years.

‘Following the merger in 2013 of DNV and GLwe sat down and carried out a reassessmentof the situation. It was quickly decided toexpand the region from the Piraeus-basedEast Mediterranean, Black Sea & CaspianSeas to incorporate the Middle East & Indiaregion to form the new South East Europe &Middle East, headquartered in Piraeus,’ saysIoannis Chiotopoulos, head of the new region.

Chiotopoulos is based in an impressivePiraeus hq, overlooking the port, where DNVGL already has a staff of 70 people covering30 offices in 19 countries, and expects toemploy 20 more this year, all Greek speaking.

In late April, DNV GL generously presented afull mission bridge simulator to HELMEPA[Hellenic Marine Environment ProtectionAssociation] of which it is an associatemember, as is VSTEP, the equipmentmanufacturer. The simulator will be used tosupport HELMEPA's refresher training work,which it offers to members within the Greekmaritime community.

Italian class society RINA likewise plans to tapmore heavily into the practical approach toshipping found in Greece. ‘Piraeus is thesecond brain of RINA. It has a vision and RINAwants to work more closely with Greekshipping to gather information from Greekshipowners who have the ability to findpractical solutions,’ says Mario Dogliani,

manager of RINA's Connecting Europe project.

To this end RINA Hellas, the Greece-basedarm of the RINA Group, has opened adedicated research and innovation centre inPiraeus, only its second outside the society'sGenoa hq.

Spyros Zolotas, RINA area manager forGreece and Cyprus, says: ‘The R&D /Innovation Centre in Piraeus will add a newhigher dimension and extend the range ofservices offered in the area through the

Piraeus Marine,the Plan ApprovalCentre, theMarine TechnicalSupport Centre,the YachtingCentre and RINAAcademy Hellas.’

Korean Registerof Shipping (KR),whose HellenicCommittee ischaired by

Intertanko chairman Nikolas Tsakos, is alsoupgrading its Greek presence. KR chairmanand ceo B.S. Park often refers to the closerelationship between South Korea andGreece, and the need for cooperation at IMO,now led by countryman, Kitack Lim, betweenthe top shipbuilding and shipping nations.

Greece is likewise one of Bureau Veritas (BV)Marine’s biggest operations outside its homecountry, with an all service office in Piraeus ledby Lambros A. Chahalis, vp and regional chiefexecutive for the Hellenic & Black Sea region.

Here BV has a Local Plan approval office ‘withreal autonomy to act quickly’, a TrainingCentre, Service Centre and Inspectorate for

fuel and cargo testing, all backed up by ‘skilledand dedicated engineers… and survey staffwho know how to expedite their work andkeep ships safe and operating smoothly,’ saysChahalis.

ABS is in the middle of a busy year with itschairman, president and ceo Christopher J.Wiernicki also serving as chairman of theInternational Association of ClassificationSocieties (IACS). In this capacity he will bespeaking at the HELMEPA conference on‘Where is shipping heading after COP21?’being held at Posidonia on June 8.

During Posidonia Week ABS will also beproviding an update on its Project Forwardjoint development project with Greek ownerArista Shipping, as well as Deltamarin andGTT, to develop an LNG-powered bulk carrierdesign.

ClassNK, another active player in Greece, ismeanwhile working on improvedcrashworthiness of bulk carriers, havingcertified the Highly Ductile Steel (HDS) thatJapanese shipyard Imabari Shipbuilding innow fitting to many of its newbuildings.Manufactured under controlled conditions,HSD facrtures less easily, reducing risk to lives,cargoes and the environment, and wonImabari this year’s Safety at Sea category atthe London Seatrade Awards in May.

Even Greece’s Hellenic Register of Shipping(HRS) is staging something of a comebackafter suffering from the demise of Greece’sshipbuilding and shiprepair sector. Lately the90-year-old classification society has beenpromoting its expertise in the sea tourism andyachting sectors with success both at homeand abroad, experienced HRS staff havingdeveloped a range of integrated andinnovative services.

The teams in LR’s Greek office and around the world arefocused on delivering solutions today, and helping shape thefuture of Greek shipping. As well as day-to-day support in shipsurvey activity, one of the most vital areas for us is supportingclients in their newbuilding projects.

We provide a strong liaison between Piraeus and newbuildingcountries worldwide but, particularly, of course in China, Koreaand Japan.

Our network of rigorously trained surveyors and seniormanagers in newbuild areas - a significant number ofwhom are Greek - are a real strength for us. Providingexcellent on-site service is also based on excellentcapabilities and receptiveness here in Piraeus and acrossthe rest of the region.

In Italy we have now put our passenger ship lead manager intoTrieste, providing cruise ship newbuilding focus and capability.

And in the Eastern Mediterranean as a whole we are involvedin vital projects such as PoseidonMed, now in its secondstage, to bring LNG fuelled infrastructure and shipping to theAdriatic and Aegean Seas.

But above all, LR is exploring fresh approaches to doingbusiness. We have younger team members, developed in-house, bringing new perspectives in client facing andspecialist roles and this is providing us with newopportunities, insights and, more opportunities to addvalue and help drive both safety and performance in theindustry.

Working with key or leading partners on innovationprojects where we are looking at implementation oftechnology from a practical perspective is creating change.We are very optimistic about the future for safer, cleanershipping in the Mediterranean basin and worldwide. Ourpeople are able to contribute to a more sustainable marineand offshore sector developing local capability for globalapplication.

There is great potential in the Med basin for a revival ofshipbuilding, machinery and equipment manufacturing andthe development of better marine infrastructure, includingsmall scale LNG supply. These will benefit the local society.

Society is important to us at LR. Here in Greece ourFoundation has been supporting students and researchinto the important areas of shipping – we will continue todo this. We are supporting education at all levels, talking toschools, higher level institutions, universities andacademies about marine opportunities and careers.

Above all, it is in listening more to our clients andunderstanding their challenges – trying to live every day inour customer’s lives - that LR can make a difference as weseek to find manageable, practical, commercial solutions:by providing the best technical insight we can help clientsmake the best commercial decisions.

In fact, we are looking across and supporting the wholemarine and offshore cluster of South Europe, in countriesincluding Greece, Cyprus, Monaco, Italy, Croatia, Turkey,Bulgaria and Romania. These are all important countries inthe marine cluster and perhaps have not yet been givenenough recognition – but we recognise their importance inrepair work and in building what are often highlyspecialised ships.

Since the introduction of new ECA fuels(NEFs) in the market end of 2014, theincrease in number and variety hasbeen simply impressive. Over 20products from different origins with andvarying in quality characteristics, yetwith the apparent common element ofthe maximum Sulphur (S) content of0.10%. But is choice necessarily good?

The NEFs are comprised of various products fromhydrocracker cycle oils, vacuum gas oils, (marine) diesel oilsand light residuals and may differ significantly in their individualcharacteristics. When classified to the closest ISO 8217:2010/12specification, the majority of these NEFs typically range fromDMB (via RMA10 and RMB30) to RMD80.

But due to the variety of NEFs with their different qualitycharacteristics, handling them comes with challenges thatrelate to stability, compatibility, cold flow properties andgummy/varnish/resin-like materials that might form duringconsumption.

Given these different issues, ship operators have to be veryvigilant about the use of different NEFs by giving attention totheir quality characteristic/properties. Routine analysis ofbunker samples obtained from the physical supplies andmonitoring supplier performance in the relevant ports aroundthe world are of paramount importance in this process. Thevessel’s crew should report and record on-board fuelperformance and all involved must improve their fuelmanagement capabilities in order to get the optimal valuefrom every aspect of fuel-related operations.

The American Club, which celebrates its100th anniversary in February 2017, wastraditionally based on American tonnage,but entered the international market in the1990s, led by Joseph Hughes, today themanager's chairman and ceo, as a part ofthe Vision 2000 campaign.

Prior to my current position, I mainlyconcentrated on the EMEA (Europe, MiddleEast and Africa) region including largestconstituency of membership based inGreece and is serviced by the Piraeus office,which I also manage.

With a degree in maritime studies from the University ofPiraeus, Betsakou began her career working for LyrasMaritime in her native Greece. She then moved to London tostudy for an MSc in Shipping, Trade and Finance at the CassBusiness School, beforejoining Howe RobinsonPartners [former ICAPShipping] where she nowheads up tanker research.

To date Betsakou hasdelivered more than 200market presentations on crudeand product tankers in 17cities around the world, and isregularly asked to contributeto clients’ board meetings asan external strategy adviser.

No surprise then that the Union of GreekShipowners (UGS) is actively trying toimprove maritime education in Greece,tabling a proposal to improve ‘sandwichcourses’ and absorb cadets for theirmandatory course at sea. At the same timethe UGS continues to financially supportmaritime academies along with buildinginfrastructure and providing equipment.

Already many younger generation entrantsto Greek shipping in recent years haveopened up new horizons for their familycompanies by combining tradition with abusiness school education their seagoingfathers lacked. Costis Constantakopopulos,Harry Vafias and John Dragnis, forexample, have become household names,leading publicly listed companies, followinga path earlier trailblazed by the likes ofNicos Tsakos and Stelios Hajioannou.
