From the cover: Neighborhood youth Kimmy Stephenson, Hugh Michalski-Cooper & Alec Michalski-Cooper organized a 5k fun run for charity through Hillsmere on Thanksgiving morning. They sug-gested a $5 donation from participants, and ended up with $70., which they donated to the local SPCA. Sue Michalski was course director, Stacey Cooper handled publicity, and dog walkers Jeff Stephenson and Sophia Michalski-Cooper were on hand to support the group. The group intends to continue this event each year.

Election Results - Congratulations to our new seven board members serving the HSIA communi-ty for calendar years 2018-2019! In alphabetical order, with votes received noted, the new HSIA Board members are:

And last but not least, thank you Kate Brew, our Nominations Chair, for a job well done!
Santa’s Run - Santa’s Run, sponsored by the Annapolis Firefighters Union, will pick up presents for local, less fortunate children at the Hillsmere pool parking lot on Sunday, December 10, at
6:30 pm. Bring the kids to see Santa and please bring a wrapped present for the Toy Drive. Be sure to mark the gift with a tag noting the gender and age of the child the present is for. For more information, please visit the Santa’s Run website at www.annapolissantarun.com.
Please Clean Up After Your Pets - Please remember to be courteous and clean up after your pets. It’s good for our neighbors and good for the environment. HSIA provides pet waste sta-tions throughout our neighborhood. Three new pet waste stations have been purchased, and

BUILDING PERMITS – Who needs one? An HSIA Building Permit is required: Every time an Anne Arundel County Building Permit is
required. The responsibility of obtaining an HSIA Building Permit does not fall on your builder, it falls on you.
The following items are needed to obtain an HSIA Building Permit:
1. A copy of the Anne Arundel County Building Permit. 2. A copy of the construction location on the property when required by the County. 3. Cash or check in the amount of $5.00 made payable to HSIA, unless we sent you a certified letter. If a Certified Letter is required, the cost is $20 for the permit. 4. Mail to HSIA, P.O. Box 3485, Annapolis, MD 21403
Permits are required for construction of new houses, new sheds, additions to houses or sheds, retaining walls, piers and bulkheads. When in doubt, or if you have any questions, please call HSIA at 410-263-4456.

Come And Get It Day - Mark your calendars for our annual membership drive known as Come And Get It Day. The event will take place at Key School, The Barn, from 10 am to 2 pm, on Satur-day, February 17. More information will be in the January/February issue of the Sea Breeze.
Budget - In accordance with Anne Arundel County law, the proposed Special Communi-ty Benefit District budget for Hillsmere Shores Improvement Association for the next fiscal year must be printed in the Sea Breeze and distributed to all property owners pri-or to adoption. The proposed SCBD budget can be found on pages 7 - 8 of this issue.
The proposed budgets for the General Fund, Piers and Harbor, and the Pool can be found on pages 9-11, and will be presented at the HSIA General Meeting scheduled for Thursday, January 11, 2018 at 7:00 pm at Key School Katharine Hall. In case of inclement weather, we will present the proposed budgets at the board meeting scheduled for January 25, 2018 at The Key School Science & Library Center.

BUDGET: Gene Gross moved the Board approve the preliminary proposed budget to be pre-sented at the November General meeting. Steve Vanderbosch seconded the motion. Vote tak-en – unanimously approved.
RACES IN HILLSMERE: Steve Vanderbosch moved the Board approve a requirement that any organization holding races in Hillsmere only use chalk on road, not paint. Ray Sullivan second-ed the motion. Vote taken – unanimously approved.
PIERS & HARBOR: Steve Vanderbosch moved the Board approve the purchase of three pet waste stations from Zero Waste USA, Model Gladiator Station with the MittN Bag to match ex-isting HSIA pet waste stations, at the cost of $448.99 each, for installation at Sunset Drive Board Ramp, Beach Drive Boat Ramp, and the Boat Park. Dave Miles seconded the motion. Vote taken – unanimously approved.
BEACH: Steve Vanderbosch moved the Board approve $3650 overages to Irish Green. Mike Wurst seconded the motion. Vote taken – 7 in favor (Mike Wurst, Steve Vanderbosch, Ray Sulli-van, Lindsay Abruzzo, Amy Donovan, Jerry Lichtenberg, Gene Gross); 1 opposed (Dave Miles); motion passed.

Community Cat Project Update
It’s official, not a single cat from Hillsmere has been turned into Animal Control since the incep-
tion of the Hillsmere Cat Project in October 2016. That’s the official word from Anne Arundel
County, after monitoring intake from Hillsmere for over a year. This means not a single cat of
any type – owned, lost, homeless, feral, adult, or kitten – has been abandoned, given-up, or
turned in for nuisance behavior by the residents of Hillsmere during the past 14 months.
Many of you will recall that Hillsmere was selected for this pilot program because, in the past,
more cats were turned into Animal Control from Hillsmere than from any other neighborhood
in Anne Arundel County. To make such a drastic change in Hillsmere's intake numbers is entire-
ly positive and nothing short of remarkable! Congratulations and thank you to every single
Hillsmere resident!
The project has no end date, so please continue to keep an eye out
for any cats who appear to be lost or homeless. In the past couple
of weeks, I have seen a young black and white cat, without a collar,
who runs away when I approach. Does anyone recognize the cat in
the adjacent photo? He/she was seen near the corner of Harbor and
Gardner Drives. Please contact me if you need assistance finding

Beach Report ~ Marilyn Carpenter, Beach Chair
The cool weather has arrived and the beach is ready for winter!
Winterizing The port-o-potty has been removed and will return in the spring. The water at the rinse station has been turned off, with Bill Siempora kindly preparing the pipes for winter. Bill and Mac also removed the faucet knobs temporarily for the winter. The rinse station will be back in working order next spring. Thank you, Bill, for donating your time and energy!
Repairs and Upkeep The replacement bench slat arrived. Phil Jones removed the besmirched bench slat and re-placed it with the new slat. Thanks to Phil for his handiwork.
The rain gardens will have their final clean-up for the year. Beach visitors enjoyed the beautiful swath of native grasses and flowers. More than just a pretty face, the rain gardens work hard to filter rainwater before it reaches the Chesapeake.
Our entrance sign area is updated with the seasons, thanks to Jeri Singleton.
The beach committee is exploring solutions for the erosion by the swim area and by the bulk-head. We don’t want these problems to become big ones.

Garden Club members created wreaths and enjoyed pizza at the November meeting. Wreaths were thoughtfully assembled for the Eastport-Annapolis library, while the wreaths to adorn the entrances to Quiet Waters Park and the Hillsmere Community were re-freshed. Twenty smaller wreaths were created to brighten the holiday season for the women at Sarah’s House, a local women’s shelter. Other annual projects completed include dressing Salvation Army bears, providing two fresh wreaths for State Circle, decorating a room at Hammond Harwood House, decorating the Li-brary Tree, and decorating the exterior and tree for the Visitor’s Center at Quiet Waters Park. Club members will relax at the next meeting (December 20), a holiday luncheon at Carroll’s Creek Restaurant. For information about this meeting, contact club president at the number listed on the last page of the Sea Breeze. The deadline to sign up for the luncheon is December 13.

Security Report ~ Matt Franz, Committee Chair
With the holidays, vacations, and cold weather upon us don’t relax on your security. Take extra care securing your properties and lock your cars, homes, sheds and anything else valu-able, as criminals don’t take vacations. Residents are the first line of defense fighting crime in our neighborhood. Remember to always call the police FIRST to report any suspicious per-son(s), illegal activities and/or noise complaints. You can choose to remain anonymous when calling the police. A suspicious person may be a door-to-door salesperson, an individual walking down the street looking into yards or cars, or an unfamiliar car driving slowly, look-ing at homes. Use your intuition! If something seems unusual or out of sorts, call the police and help protect our community. After you have called the police, you may contact neigh-borhood security. Keep in mind, Hillsmere emails and voice mail are NOT monitored 24/7; if you have an emergency and require immediate assistance, you must call the police.
Community automobile decal stickers help police and neighborhood security decipher resi-dents from non-residents. A decal is required for any/all vehicles parked on community prop-erty (beach, marina, etc.). All vehicles (resident or non-resident) not displaying a Hillsmere decal while parked on community property will be towed at the owner’s expense. Decals are available to all residents, at no cost. Be sure to pick a new 2018 decal up at Come and Get it Day on February 17th!
Additional reminders: Always be mindful of your speed and make sure you stop for school buses. The security
officer patrols the school bus stops, so let your kids know he is there to help (MAC is (Continued on page 15)

eye out while driving through Hillsmere! Walkers/bikers, please don your reflective gear if you are on the street while it is still dark.
Security offers vacation patrols, elderly checks and random checks; just stop the officer or email security your information.
The security guard has No Trespassing/Soliciting signs for sale; the uniform look gives it more credibility against door-to-door sales people.

Marina Terrapins Return to Hillsmere In early July a neighborhood dog, Diamond, and his owner came across a diamondback terrapin laying eggs on the beach at the marina. The Terrapin Institute, a local volunteer-run organiza-tion, collected the eggs and incubated them for over two months. The juvenile terrapins hatched in early Septem-ber and were destined to become part of the terra-pin head start pro-gram. The program, which
has existed for many years, allows classrooms the opportunity to raise the terrapins for several months

Winter Is Coming! Really! Don’t let the near-record-level warm temperatures fool you! Winter will be here soon! Right af-ter the first overnight freezing temperatures, during which the water system was run at a trick-le, the Marina Pump Out System was winterized on Wednesday November 15th, thanks to Norm Johansen, Rick Elliott, Bill Asbury and Steve Vanderbosch. The Water System was winterized on Thursday November 16th, with thanks again to Norm Johansen, Bill Asbury, Christian Elkington and his compressor, Tim Whisted, Rick Elliott, Bill Barker and Steve Vanderbosch.
With the Water System winterized, if you have a hose at your slip, please drain it and store it at home for the winter. If there are any old, orphaned dock lines on your slip pilings, please re-move and dispose of them to help keep the Marina looking ship-shape.
The installation of ice-eaters at the Marina and at the boat ramp docks was scheduled to take place on Saturday, December 2nd, and an email call went out for volunteer help. Twenty ice-eaters were available to place in various vacant slips to keep the Marina largely ice-free.
If you are leaving your boat in the water at the Marina this winter, please:
1. Make sure your boat is properly moored, using extra lines, spring lines and chafing guards as necessary. Several boats have needed lines to be adjusted because of the shift in high winds to the N/NE.
2. Check your boat often, especially after storms, high winds, and ice/snow events. 3. Do not use unattended space heaters in your boat.
And please be a good neighbor! If you see any boat at the Marina whose lines (or anything else) need attention for any reason, please send an email to [email protected] or call 410-212-6978 and someone will respond.
Winter Slips The Slips Committee is offering temporary winter slip assignments, in more protected slips be-hind the bulkhead (Slips #1 - #51), to the extent they may be available, to slip holders who are leaving their boats in the water for the winter. Since fewer boats have been hauled so far for the winter, and we try to keep every fifth slip open for an ice eater, fewer slips may be available

for Winter Slip use.
In order to facilitate Winter Slip assignments we need to hear from:
a) Bulkhead (#1 - #51) slip holders – if you are hauling or trailering your boat, we need to know: (1) when your slip will be available for temporary assignment, and (2) when you expect to return to your slip next spring. Please send an email to [email protected] advising when your slip is available (you have hauled out) or will be available (you know for sure when you are hauling out), and when you expect to return. Thank You to those who have already responded!
b) Slip holders on the outer piers (#A1 - #A26, #C1 - #C18) – if you want to request a temporary Winter Slip assignment along the bulkhead, please send an email to [email protected]. There are no guarantees that a Winter Slip will be available for you, but the Slips Committee will try. Thank You to those who have already made a re-quest!
Reminder: Winter Slip assignments are temporary, and the Winter Slips must be vacated by March 15, 2018, or sooner if requested by the permanent slip holder. Failure to remove your boat from a temporary Winter Slip assignment may result in transient slip charges of $1/foot/day beginning April 1, 2018.

Several A Dock deck boards, damaged by boats hitting the dock, were replaced.
Twelve light stanchions were repaired--new bulbs installed.
A high tide on October 23-24 overflooded parts of the Sand Spit and docks. Debris was cleaned up and hauled away by a contractor. Numerous pieces of marine lumber also washed up and were salvaged and stored at the Boat Park.
Breaks & cracks in the concrete cap along the Sand Spit seawall will be repaired.
Piling cap replacement has begun. We have 85 flat black plastic piling caps to replace torn and punctured copper piling caps throughout the Marina. Volunteer help is needed!
New locks will be purchased for the Pump Out box, Dock Cart and Oil Spill Kits.

A derelict boat that had washed into the Marina and was temporarily stored in Slip #57 was removed by a DNR contractor for scrapping as an abandoned boat.
Three new Pet Waste Stations have been purchased and will be installed at the two Boat Ramps and at the Boat Park.
Survey Concerning Boat Lifts at the Marina A Boat Lift Survey was electronically distributed to current slip holders and residents who pur-chased boat ramp keys in 2017, in order to gauge interest in the possible installation, financing and use of 8 boat lifts at C Dock in the Marina. Summary Results:
Approximately 2/3 of respondents favor boat lifts, seen as adding value and not sig-nificantly impacting views.
Approximately 3/4 of respondents favor boat lift slip-holder financing of the lifts, un-der a lease arrangement that allows sale/transfer of the lift during the lease, but re-quires reversion of ownership to HSIA at the end of the lease. Respondents were evenly split on whether 10 years was an appropriate lease term. Eleven (11) respond-ents expressed interest in financing the boat lifts.
Approximately 2/3 of respondents favored increasing slip fees for boat lift slips both during the lease and after the initial lease term. Strong majorities favored HSIA con-trol of the selection of boat lift manufacturer and installer (96%), and annual inspec-tions and maintenance of the boat lifts (83%).
Since there appears to be sufficient, positive interest in installing a limited number of boat lifts at the Marina, with the concurrence of the HSIA Board the P&H Committee will develop a more detailed proposal for consideration by the HSIA Board and presentation to the HSIA Communi-ty.
Boat Park The general parking scheme for the Boat Park is larger boats (2-axle trailers) on the left side and back, and smaller boats (1-axle trailers) on the right and in the front. It is essential that trailers be parked as close as possible, and parked at an angle to allow more maneuvering room. "Assignments" of spaces are no longer valid. Take the next available slot, and park close to your neighbor. In the future we may delineate vacant slots with posts or stakes. With everyone's pa-tience and cooperation, we hope to maximize the use of space in the Boat Park, and make ac-cess a little easier for all. A limited number of boats and trailers will be allowed to park at the upper portion of the Beach Drive Boat Ramp for the winter, generally December through March, at the rate of $20/month. before they are released in the late spring. This head start allows the terrapins a chance to grow before heading out into the waters of the Chesapeake.
Last week six of the terrapins from the marina's beach were brought to The Key's Schools Low-er and Upper Schools to be studied and watched over by students. The students are thrilled to take on the responsibility of raising the terrapins and giving them a head start. Each month the students will write a short article for the Sea Breeze, updating neighbors about the progress of the terrapins.
Driver's Ed at Key School Key School is teaming up with Summit Driving School to offer a Driver's Education course for students who are at least 15 years old. Classes will be offered Monday through Friday, January 22-February 2, 2018, from 5:45 to 9:00 pm. Cost is $395. Contact Jane Flana-gan ([email protected]) for additional information or to register.
