3. Maximum GrossFloor Area(GFA)
A total GFA of about 141,600m2
(equivalent to a plot ratio of about 12 based on asite area of about 1.18ha)
The total GFA covers a minimum of 4,940m2 forGIC facilities; an area for a PLB PTI with at least60 PLB bays; an area for L/UL facilities for X-Bcoaches with at least 20 coach bays; and area(s) for130 public car parking spaces (including 120 forprivate cars and 10 for coaches/medium and heavygoods vehicles).
A reasonable mix of commercialuses (includingoffice/retail/hotel) should beprovided by the futuredeveloper.
No bonus GFA or GFAexemption relating to dedicationof public passageway, surrenderfor road widening and buildingset back would be allowed.
Any floor space that isconstructed or intended for usesolely as GIC facilities, PLBPTI, L/UL facilities for X-Bcoaches and public car parkingspaces should be accountable forPR/GFA calculation.However, underground publiccar park may be exempted fromGFA calculation if the futuredeveloper can demonstrate tothe satisfaction of the TransportDepartment (TD) that theexemption will not result in anyadverse traffic impacts andsubject to the agreement of theBuildings Department (BD).

4. MaximumBuilding Height(BH)

5. Building Gap A 30m-wide building gap above 23mPD aligningwith Mong Kok Road running in an east-westdirection should be provided to facilitate windpenetration into the area and to improve visualpermeability as required under the OZP.
Minor relaxation of the buildinggap requirement based on themerits of individualdevelopment scheme may beconsidered by the TPB onapplication under section 16 ofthe TPO so as to provide design/architectural flexibility.

Planning Requirements
7. Urban DesignConsiderations
The proposed development should take into accountthe following urban design considerations, whereappropriate:
(i) creation of a distinctive landmark with anat-grade POS near the junction of Sai YeeStreet and Argyle Street to serve as aninviting entrance plaza, a focal point and agathering spot of Mong Kok east area;
(ii) provision of retail shop frontage along mainstreets is encouraged;
(iii) sensitive layout and design (such asincorporating fenestrations, doors, voids infaçade, terraces and other architecturalelements and disposition of buildingstructures) to enhance visual permeabilityand openness (in particular at the low andmiddle levels of the development) and airventilation in the area and to maintain a vista
The proposed developmentshould be designed withreference to the Hong KongPlanning Standards andGuidelines (HKPSG) Chapters 4(Recreation, Open Space andGreening) and 11 (Urban DesignGuidelines) and the followingurban design principles: humanscale; place making with focalinterest; and identity.
The developer is required todemonstrate that the proposeddevelopment would complywith the requirements stipulatedin the Sustainable BuildingDesign (SBD) Guidelinespromulgated in the Practice

of open sky and the Kadoorie Hill from thepedestrian level of Fife Street;
(iv) provision of POS at multi-levels, inparticular at the primary zone (i.e. the 15mvertical zone of a site along the abuttingstreet level) in an integrated manner withstrong visual and physical connections;
(v) the design of podium should promote visualpermeability, be integrated and coherent, andhave sufficient greenery. Terraced podiumwell integrated with the at-grade open spaceon street level is encouraged;
(vi) provision of sky gardens at appropriatelevels is encouraged;
(vii) provision of appropriate green infrastructureand landscape design that respect thecharacter of the neighbourhood;
(viii) sensitive building and podium design thatechoes the unique urban fabric and localcharacter of the adjoining Mong Kok area;and
(ix) adoption of environmental friendly buildingdesign.
Note for Authorized Persons,Registered Structural Engineersand Registered GeotechnicalEngineers (PNAP) APP-152promulgated by BD.
The definition of sky gardens fornon-residential buildings shouldrefer to the provisions of theJoint Practice Note (JPN) No. 2jointly issued by BD, LandsDepartment (LandsD) andPlanning Department (PlanD).
8. Open SpaceProvision(Plans 4 and 5)
POS within the Site
A minimum 6,550m2 of POS should be providedwithin the Site for public enjoyment, with not lessthan 3,200m2 continuous POS be provided at-gradeclose to the junction of Argyle Street and Sai YeeStreet. For the remaining requirement of POS, itcan be provided at the ground and/or lower buildinglevel(s) above podium/deck of the development.
The existing Old and Valuable Tree (OVT)(Registration No. LANDSD YTM/1) within itsexisting tree protection zone (TPZ) and two matureFicus mircocarpa (Chinese Banyan) bearing thecharacter of OVT (potential OVT) within the Siteshould be preserved in-situ and integrated into thedesign of the at-grade POS. Preservation of thetrees should follow the requirements specifiedunder Item 9 below on Landscape and GreeningAspects.
The POS should be designed and integrated wellwith each other by way of cohesive design,convenient pedestrian connectivity and visualconnections.
A public viewing deck should be provided on thehighest floor of the tallest building for publicenjoyment.
� The design, construction,management and maintenance ofthe POS (including the publicviewing deck on the highestfloor of the tallest building)within the Site and that on theKowloon-Canton RailwayCorporation (KCRC) deckadjacent to the Site should restwith the developer and subjectto the agreement of theGovernment and therequirements includingmanagement plan as specified inthe lease.
For the POS on the KCRC deck,the developer should consultKCRC on the detailed designand construction requirements inaccordance with the WorksBureau Technical Circular(WBTC) No. 19/2002 on MassTransit Railway Protection andPNAP ADM-2 on CentralizedProcessing of Building Plans.

POS at the KCRC Deck
An additional POS of not less than 3,200m2 shouldbe provided adjacent to the Site on the KCRC deckto the south of the existing Mong Kok GovernmentOffices (MKGO) and should be connected to theSite by two elevated landscaped walkways acrossLuen Wan Street.

The area forcommercial activities such asalfresco dining facilities, foodkiosks and open air cafes withinthe POS should not exceed 10%of the total area in accordancewith the POSPD.
�� At-grade planting should be
provided along the boundary ofthe POS adjoining the footpathto enhance streetscape andprovide amenity for thepedestrians as far as possible.
BFA in vertical and horizontalconnections between the POS atdifferent levels within andoutside the Site should beprovided. The designrequirements (both theMandatory and Best PracticesSections) including Chapter 6 ofthe “Design Manual Barrier Free

Access 2008” (DMBFA)published by BD should becomplied with.
In addition, the UniversalAccessibility – Best Practicesand Guidelines promulgated bythe Architectural ServicesDepartment (ArchSD) should beadopted, where applicable.
For the POS on the KCRC deck,it should be redelivered to theGovernment upon request. Thedeveloper should closely liaisewith KCRC, Mass TransitRailway Corporation Limited(MTRCL) and relevantGovernment departments duringits design and construction andit should be constructed andprovided for after the relocationof the existing car park of theMKGO thereon.
9. Landscape andGreeningAspects(Plans 4 and 5)
A Landscape Master Plan (LMP) covering the Siteand specific areas adjacent to the Site (areas to bedesigned, constructed, managed and maintained bythe developer) should be prepared with theincorporation of hard and soft landscape andgreening proposals. The LMP should include treepreservation, in particular for the OVTs andpotential OVTs, and transplanting (if any),landscape treatments (including vertical greening)on podium/deck, rooftop and the footbridges inparticular the two landscaped elevated walkways, aswell as any areas affected by the development andits associated works.
An overall site coverage of greenery of not less than20% for the whole Site should be provided withinthe Site in accordance with the SBD Guidelines.
A minimum of 1,200mm soil depth (excludingdrainage and construction layers) should bereserved for planting above basement or on top ofstructures. Adequate structural capacity allowanceshould also be made for plantings (e.g. trees andshrubs) taken account their full mature sizestogether with the growing media (e.g. soil) at fullsaturation. In designing and constructingunderground structures, due care and considerationshould be given to the condition and growth needs
The site coverage of greeneryshould be calculated inaccordance with the PNAPAPP-152 on SBD Guidelines.
The site coverage of greeneryincluding at-grade greencoverage, vertical greening,green roof, green deck, etc. inthe building design should becomprehensively considered.At-grade greenery with treeplanting along street isencouraged.
The tree survey, treepreservation and compensationplanting proposals should beprepared in accordance withLands Department LandsAdministration Office PracticeNote (LAO PN) Nos. 7/2007and 7/2007A. Whereapplicable, DEVB TechnicalCircular (Works) No. 7/2015should be followed.

10. GIC Facilities A total GFA of not less than 4,940m2 for GICfacilities shall be provided within the Site,including:
(a) social welfare facilities with a total GFAof not less than 3,680m2; and
(b) a standard community hall with a totalGFA of not less than 1,260m2.
The developer is required todesign and construct the GICfacilities as part of thedevelopment according toGovernment requirements andhand over to the Social WelfareDepartment (SWD) / HomeAffairs Department (HAD) formanagement and maintenanceupon completion.

Access to GIC facilities shouldbe separated from thecommercial portion as far aspossible for ease ofmanagement and maintenance.
The social welfare facilitiesshall include:
� a day care centre for theelderly (internal floor area(IFA) of about 537m2);
� a neighbourhood elderlycentre (IFA of about394m2);
� an integrated children andyouth services centre (IFAof about 726m2); and
� an integrated communitycentre for the mentalwellness (IFA of about515m2).
11. PLB PTI andLoading/UnloadingFacilities forX-B Coaches(Plan 6)
A PLB PTI and L/UL facilities for X-B coachesshould be provided within the Site as follows:
PLB PTI:� To be provided at street level (G/F) with
ingress/egress at Sai Yee Street.
� To accommodate for at least 60 PLB bays, witha combination of single-width bays anddouble-width bays.
� To be of higher-standard with enhancedfacilities including:
(a) a public toilet of not less than 100m2 inGFA for the reprovision of the existingpublic toilet at Luen Wan Street1; and
(b) electricity supply and telephone lineconnections for regulator’s kiosks (eachof them at net floor area of not less than2m2) at suitable location at the passengerplatforms adjacent to the PLB bays.
� To be fully integrated into the developmentstructurally and in terms of design/appearance,connectivity with the various uses in thedevelopment, building services and passenger
The developer is required toconstruct the PLB PTI as part ofthe development according toGovernment requirements andhand over to TD/HighwaysDepartment (HyD) formanagement and maintenanceafter completion.
For the L/UL facilities for X-Bcoaches, the developer isrequired to design and constructthe facilities to the satisfactionof the Government, and operate,manage and maintain thefacilities at his own cost.Specific requirements will beincorporated into the land lease.
Exact location of ingress andegress of the PLB PTI and L/ULfacilities for X-B coaches shouldbe subject to the agreement ofTD.

Loading/unloading facilities for X-B coaches:� To be provided at basement floor of the Site.
� The ingress/egress should be at Luen WanStreet. The layout should facilitate the smoothin/out maneuvering of at least 12m long coachesfrom/to the nearside traffic lane simultaneously.
� To provide at least 20 coach spaces, each ofwhich can accommodate at least a 12m longcoach for parking and the space for smooth andefficient maneuvering of coaches in and out ofeach coach space.
� To provide ancillary facilities including a publictoilet of not less than 100m2 in GFA and anair-conditioned passenger waiting area.
12. Car Parking,Loading/Unloading andLay-bys
The following internal transport facilities should beprovided within the Site:
Public Car Parking Spaces� 120 public car parking spaces of which 70 are
for reprovisioning of the existing temporaryopen-air car park2 at Luen Wan Street; and
� 10 public parking spaces for commercialvehicles (coaches and medium and heavy goodsvehicles).
Car Parking Spaces for GIC Facilities� 41 Government car parking spaces for
reprovisioning of the existing car park at KCRCdeck for the MKGO;
� 3 Government parking spaces for 16-seaterbuses; and
� 3 Government parking spaces for private cars,including 1 parking space for disabled persons.
Ancillary Car Parking Spaces� The provision of car parking spaces for the
future development should be in accordancewith the requirements as specified in Chapter 8(Internal Transport Facilities) of the HKPSG.The actual provision and location should besubject to the agreement of TD.
The provision of internaltransport facilities, details of thevehicular access, parkinglayouts and L/UL arrangementsshould be to the satisfaction ofTD.
All public car parking spacesshould be designed, constructed,managed and maintained by thedeveloper.
All car parking spaces, L/ULfacilities and lay-bys should beprovided at the basement levelunless specifically required bythe concerned Governmentdepartments.
Vehicular ingress and egressto/from the car parking spaces atbasement should be provided atLuen Wan Street and subject tothe agreement of TD.
The underground public carparking spaces may beexempted from GFA calculationif the developer can demonstrateto the satisfaction of TD that the

L/UL Bays� 1 bay for goods vehicles for the social welfare

13. PedestrianConnections(Plans 4, 5 and7)
A comprehensive, user-friendly, direct,unobstructed, convenient, barrier-free andweather-protected multi-level pedestrian networkshould be provided, both vertical and horizontal aswell as inside and outside the Site, linking all publicfacilities including the PLB PTI at ground floor andL/UL facilities for X-B coaches at basement floor,GIC facilities, POS, existing/planned footbridgessystem nearby, the surrounding streets at-grade, theproposed POS and existing PTI on the KCRC deck.
Provision of pedestrian connections should include:
(a) two elevated landscaped walkways each with aminimum width of 15m across Luen WanStreet to link up the Site with the KCRC deck;
(b) a footbridge to link up with the existing MongKok Road Footbridge; and
(c) a footbridge across Argyle Street to Mong Kokarea south of the Site (provision should bemade to allow connection with the plannedArgyle Street Footbridge being pursuedseparately by HyD).
The developer is required todesign, construct, manage andmaintain the new footbridges/elevated landscaped walkways,including the associated BFAfacilities, to the satisfaction ofTD/HyD.
On the design of the elevatedlandscaped walkways acrossLuen Wan Street, dueconsideration should be given totheir visual impact on thesurrounding, the impact onnatural lighting and ventilationof space/facilities around andunderneath the landscapedwalkways, the physical andvisual connectivity with POS.Overshadowing the OVTsshould be avoided.

The design of the multi-levelpedestrian network shouldcomply with the BuildingsOrdinance and Design Manual -Barrier Free Access 2008(including Best PracticesSections) promulgated by BD.
The design of the pedestriannetwork should make referenceto the themes of “Walk in HK”as promoted in the 2017 PolicyAddress, such as providinguser-friendly information onwalking routes, enhancingpedestrian networks to makewalking a pleasant experienceand provide a safe and qualityenvironment.

Other Technical Requirements
15. Traffic andTransportRequirements
A Traffic Review should be prepared to examineany possible traffic impacts which may be causedby the proposed development, including that duringthe construction stage with proposed mitigationmeasures.
The developer is required to prepare a trafficmanagement plan to examine any possible trafficimpacts which may be caused by the proposeddevelopment during construction or uponcompletion of the development with proposedmitigation measures. The plan should cover theimpacts on pedestrians and crowd dispersalproposal during festive events (including impactson station utilization of the nearby stations, inparticular the Mong Kok East Station and MTRMong Kok Station), and the parkingdemand/attraction that may be caused by theproposed development.
The traffic management planshould be agreed by TD and theHong Kong Police Force.
16. Water,Drainage &Sewage andEnvironmentalProtection
Standard clauses with respect to air sensitive uses,noise, drainage and sewerage impact assessmentswould be considered to be incorporated into theland lease.
For proposed plumbing works,the proposed products to be usedshall comply with the prescribedwater efficiency gradingsregistered under WaterEfficiency Labelling Scheme(WELS) as promulgated byWater Supplies DepartmentCircular Letter No. 2/2017 –Water Efficiency Requirementsfor Fittings in Insider Service.

water reuse system andincorporation ofenvironmentally friendly wastemanagement facilities such aswaste recycling and sortingfacilities should be considered.The design and operation of thesystems shall comply with therelevant statutory regulationsincluding Environmental ImpactAssessment Ordinance (ifrequired).
17. Air Ventilation There are several design features identified in theAir Ventilation Assessment (AVA) under the Studyin the Recommended Development Scheme asimportant features for air ventilation performance.These design features include:
․ a height profile with a high-rise building in thecentral part and lower building height in thenorthern and southern part of the Site;
․ a building gap with a width of 30m above23mPD on top of the podium aligning withMong Kok Road; and
․ a building gap with a width of 20m on top ofthe podium aligning with Fife Street.
If the above design features cannot be provided forthe purpose of scheme optimization or any otherpurposes in the proposed development, AirVentilation Assessment should be carried out toprove that the future scheme performs no worse offthan the Recommended Development Scheme inthe Study from air ventilation perspective.
