Planning and Design BriefRedevelopment of Government Sites at Sai Yee Street

(Planning Requirements for the Site)

Item Particulars Remarks

Major Development Parameters

1. Site Area(Plans 1 to 3)

About 1.18ha The Site area has excluded theproposed set-back area forroad/footpath widening works. The site area is subject toverification upon setting out ofsite boundary.

2. Proposed Uses Commercial development with provision of publicopen space (POS), government, institution orcommunity (GIC) facilities, public light bus publictransport interchange (PLB PTI), loading/unloadingfacilities (L/UL) for X-B coaches and public carparking spaces.

3. Maximum GrossFloor Area(GFA)

A total GFA of about 141,600m2

(equivalent to a plot ratio of about 12 based on asite area of about 1.18ha)

The total GFA covers a minimum of 4,940m2 forGIC facilities; an area for a PLB PTI with at least60 PLB bays; an area for L/UL facilities for X-Bcoaches with at least 20 coach bays; and area(s) for130 public car parking spaces (including 120 forprivate cars and 10 for coaches/medium and heavygoods vehicles).

A reasonable mix of commercialuses (includingoffice/retail/hotel) should beprovided by the futuredeveloper.

No bonus GFA or GFAexemption relating to dedicationof public passageway, surrenderfor road widening and buildingset back would be allowed.

Any floor space that isconstructed or intended for usesolely as GIC facilities, PLBPTI, L/UL facilities for X-Bcoaches and public car parkingspaces should be accountable forPR/GFA calculation. However, underground publiccar park may be exempted fromGFA calculation if the futuredeveloper can demonstrate tothe satisfaction of the TransportDepartment (TD) that theexemption will not result in anyadverse traffic impacts andsubject to the agreement of theBuildings Department (BD).

4. MaximumBuilding Height(BH)

320mPD (including rooftop structures), except thearea designated as a building gap aligning withMong Kok Road in which the maximum BHrestriction is 23mPD as stipulated under the OutlineZoning Plan (OZP) (see the provision for buildinggap under Item 5 below).

In terms of BH, the design of thedevelopment should promotevisual openness and avoidovershadowing the adjoiningHong Kong and Kowloon ChiuChow Public AssociationSecondary School.

Minor relaxation of the BHrestrictions based on the meritsof individual developmentscheme may be considered bythe Town Planning Board (TPB)on application under section 16of the Town Planning Ordinance(TPO) so as to provide design/architectural flexibility.

5. Building Gap A 30m-wide building gap above 23mPD aligningwith Mong Kok Road running in an east-westdirection should be provided to facilitate windpenetration into the area and to improve visualpermeability as required under the OZP.

Minor relaxation of the buildinggap requirement based on themerits of individualdevelopment scheme may beconsidered by the TPB onapplication under section 16 ofthe TPO so as to provide design/architectural flexibility.

6. Maximum SiteCoverage

As stipulated in the Building (Planning)Regulations.
