NECP Deadlines - Are You Prepared?
Voice and Radio Interoperability is an urgent problem
hat is limiting the effectiveness of our Nations rst
esponders. Currently, government agencies and
emergency responders use different radios, operating
requencies and management systems, which results in a
ack of interoperability that creates delayed reactions and
a fragmented chain of command. A successful response
o a future major incident, such as, a terrorist attack or
natural disaster, will require interoperability by local, state,and Federal agencies.
Congress has recognized the need for interoperable
communications and has directed the Department of
Homeland Security (DHS) to develop the rst National
Emergency Communications Plan (NECP).
The NECP has set out a plan to ensure, accelerate
and attain interoperable emergency communications
Nationwide.
NECPs Vision:
That Emergency responders will have the ability
o communicate - as needed, on demand, and as
authorized: At all levels of government; and across all
disciplines.
The NECP was published in 2008 and outlines the
responsibilities for all US agencies.
By 2010- 90 percent of all high-risk urban areas
designated within the Urban Areas Security Initiativ
(UASI) will be able to demonstrate response-level
emergency communications within one hour for
routine events involving multiple jurisdictions and
agencies
By 2011 - 75 percent of non-UASI jurisdictions will
be able to demonstrate response-level emergency
communications within one hour for routine events
involving multiple jurisdictions and agencies
By 2013 - 75 percent of all jurisdictions will be
able to demonstrate response-level emergency
communications within three hours, in the event of
a signicant incident as outlined in national plannin
scenarios
NECPs goals cannot be achieved without the support
and dedication of the entire emergency response
community.

A Multi-Agency Interoperability Solution
The Challenge As Outlined By DHS
First responders need the ability to connect local, state,
Federal and commercial communication networks during
emergencies. Government agencies and rst responders
have incompatable radios, operating frequencies and
management systems, which limits their ability to quickly
eact to multi-agency disaster scenarios. The solution
must be easy to deploy and must be cost effective as rst
esponder and government agencies can not afford to ripand replace all of the different radios and equipment they
currently use.
CoCo enables rst responders to be better prepared to deal with daily security and disaster situations. Agencies ca
communicate at local, state, and Federal levels quickly and securely because they can possess the tools necessar
share information and collaborate across jurisdictional lines.

How to Achieve the NECP Goals and to Make the Vision a Reality
Currently, the Nation does not have unlimited resources to address deciencies in emergency communications.
However, there are many grants that are specically directed towards solving the communication challenges of our
Federal, state and local emergency responders. Below are some suggested grants that can help meet the NECP
goals and improve multi-agency interoperability.
