Context
Between 1990 and 2015, the global forest area declined by129 million hectares (= eight times mainland France’s forestarea)
11% increase in greenhouse gas emissions
1/3 of this deforestation is due to the consumption ofagricultural products by European Union countries.
The French government has adopted a national strategy tocombat unsustainable imports known to be key drivers ofdeforestation.
3
The national strategy to combat
imported deforestation Strategy aims : sensitizing every actor (producers, businesses, investors
and consumers) and induce them to change their practices in order toavoid or reduce deforestation.
Measure 8 : adopting a "zero deforestation" public purchasing policy by2022
Coaching and supporting public procurers with the publication of anew handbook which will explain how to avoid or reducedeforestation in public procurement
Include a zero deforestation objective in the scheme for anexemplary administration
Propose to the European Union to prohibit the purchase of goodslinked to imported deforestation.

Adopting a "zero deforestation"
public purchasing policy by 2022• 5-sheets handbooks :
• Collective catering :• Mass catering ;
• Others
• Beyond collective catering:
• Mobility management (vehicules and fuel) ;
• Work contracts ;
• Supply contracts (leather, paper and maintenance products).
8
Collective catering
• A powerful lever for limiting deforestation :
• Soy : high-risk
• 97% of soy imported in order to feed animals.
• French consumption : 68kg per year per person.
• Palm oil : high-risk
• 50% of products in collective catering contain this substance.
9
Recommendations
• Increasing plant protein in meals
• Increase the number of meatless meals
• Increasing the « cuisiné sur place » (« cooked on the spot ») share
• Developing the number of vegetable processing areas on the spot
• Limiting the number of ready-prepared meals
• Improving animal food quality
• Choosing plant proteins without high-risk deforestation
• Limiting palm oil residues.
10
Beyond collective catering
• Raw materials :
• Coffee
• Growth sector
• Cocoa
11
Recommendations
• Raising public awareness through education
• Choosing seasonal ingredients or organic products
• Using recyclable packages
• Improving product quality
• Sensitizing the general public to deforestation issues
• Selecting products on the basis of their sustainability
12
Mobility
• Raw materials :
• Hevea / rubber
• Pneumatic
• Palm oil
• Biofuel
• Beyond the vital sobriety issue we must rethink our use of vehicles :
• Reducing the vehicles mass
• Limiting their power
• Promoting a new sustainable circulation policy
• …
13
Recommendations
• Opting for less environmentally-aggressive modes of transportation.
• Ask for certifications in order to ensure fuel traceability.
14
Construction and furnitures
• Raw material : wood
• Low-risk deforestation
• Recommendations :
• Implementing a deforestation prevention policy
• Using FSC and PEFC certifications
• Including variants in public tenders, in order to give tenderers a chance to provide other solutions.
15
Supply purchases
• Paper : low-risk deforestation
• Packages, paperboards
• Leather : medium-risk deforestation
• Upholsteries, safety shoes
• Leather represents 10% of a cow’s value. To this day, supply chains are being insufficiently traced.
16
Recommendations
• Buying recyclable paper
• Asking for certifications (Blue angel)
• Buying biodegradable cleaning products without greenhouse effect
