Grants Accountant Job Description
Definition This is an administrative and supervisory accounting position responsible for the efficient operation of the grants reimbursement program that requires a high degree of independence and ingenuity, attention to detail, analytical skills and significant general accounting knowledge and experience. An employee in this class is responsible for directing activities involved with the administration of grants reimbursement and reporting. The work involves preparing, reviewing and approving federal, state and local grant reimbursement packages submitted through and outside the Online Management of Education Grant Awards (OMEGA) system; monitoring grant balances, supervising grant reimbursement personnel, preparing monthly reconciliations, and maintaining a general ledger system as it relates to grants as well as developing a close relationship with program managers to insure grant awards are expensed in accordance with requirements and stipulations of the granting agency. The incumbent in this position plans, organizes, and supervises the grants reimbursement team’s daily activities in accordance with School Board policy and state and federal laws and regulations, providing timely updates and reimbursement status of all grants to the Senior Director of Accounting. Supervision Under the general supervision of the Senior Director of Accounting, assists in planning, directing, reviewing and evaluating the work of the grants reimbursement team. This position works closely with the general accounting manager (GAM) and serves as backup in his or her absence; this requires that the incumbent become familiar with the duties and responsibilities of the GAM. The position also works closely with the budget department and requires developing a good working rapport and collaboration. Distinguishing Characteristics This is a single position class, third in command in the department when designated. Essential Functions of the Class
Develops and maintains a comprehensive system to manage the prompt reimbursement of grants and resolves all issues that may hinder that goal.
Reconciles all grants receivable / payable in the general ledger and OMEGA; develops, monitors, and maintains internal controls; prepares adjusting entries and expense transfers as needed.
Reviews, approves and posts reimbursement team general journal entries, invoices for refund/payment; and periodically reconcile grants balance sheets to all open projects.
Maintains grants related internal controls and records as required by the Uniform Guidance; assists independent auditors in performing the annual single audit.
Prepares the Schedule of Expenditures of Federal Awards (SEFA) and related notes.
Participates in the preparation of the grant related schedules in the financial section of the superintendent’s annual school report.
Responsible for other duties as assigned. Required Knowledge, Skills, and Abilities
Employee must have extensive knowledge of grants administration and have sufficient familiarity with the OMB’s Uniform Guidance requirements. The best candidate will be familiar with common federal programs in a

school district such as Titles I, II, III and IV, 21st Century, Carl Perkins, IDEA, Child Nutrition Clusters, and Impact Aid, and have experience preparing the SEFA and the Annual School Report’s various schedules related to federal grants.
Thorough knowledge of automated financial systems and applications and be proficient in Excel.
Ability to communicate effectively, both orally and in writing.
Ability to conduct independent research related to grant requirements and maintain detail records to prepare and submit required reports.
Minimum Education, Experience, and Training Requirements Graduation from an accredited college with a bachelor’s degree in accounting, finance, or related field, or considerable equivalent work experience in grants administration and accounting procedures and practices, preferably in a state or local government environment. License Preferred, but not required: Certified Public Accountant, or Certified Management Accountant Physical Attributes Work is mostly sedentary. Hazards Work involves exposure to normal, everyday risks in an office environment. Unusual Demands Work is performed in an office and requires no unusual demands.
