PUBLIC PARTICIPATION SUMMARY

This document serves as a summary of the Public Participation Process (PPP) followed for the proposed Emergency

Nondabula Water Reticulation project, located in Ward 9 within the Ndwedwe Local Municipality and Nodwengu

Traditional Council, KwaZulu-Natal.

The PPP commenced in June 2015 with notification to the Traditional Authority. Thereafter site notices were erected

at a number of points at strategic points around the proposed project site and Background Information Documents

(BIDs) were circulated. A Focus Group meeting was held with the Nodwengu Traditional Council on the 7th July 2015.

During this meeting comment forms and BID flyers were provided to the Nodwengu Traditional Council for distribution,

as well as to other interested and affected parties (I&APs). In addition, written notification was provided to all

landowners and BID’s were sent to all identified Organs of State and Commenting Authorities. An advert was placed

in the Isolezwe newspaper on the 12th August 2015 followed by a comment period which is open for I&APs to raise

their issues and concerns regarding the proposed activity. A Consultation Basic Assessment Report (cBAR) and

Environmental Management Programme (EMPr) were compiled, and were distributed to the relevant authorities and to

the public for review, for a 30 day comment period in which I&AP’s are afforded the opportunity to raise any further

issues and concerns, until the finalisation of the document. The final BAR will then be submitted to the KwaZulu-Natal

Department of Economic Development, Tourism and Environmental Affairs (KZN EDTEA).

PUBLIC PARTICIPATION AS PART OF THE BASIC ASSESSMENT PP PROCESS

Public Notices/Site Notices

Public notices and site notes were displayed at the entrance of the site, at the local taxi rank and at areas

frequently used by the public: Refer to copy of:

Site notice, providing the displayed detail in Appendix E - Site Notice;

Photographs as proof of site notices displayed.

Written Notices and Background Information Document (BID)

A background information document and notification letter with an invitation register to I&APs, to submit comments

as per attached comment sheet was distributed as follows:

Send to all landowners and commenting authorities;

Distributed at Focus Group Meeting to I&AP database (which included neighbouring properties);

Placed at locations frequently used by the public (e.g. Local Traditional Council building).

Refer to Background Information Document provided in the PPP section (Appendix E) for the detail regarding

individuals contacted as per above-mentioned list as well as content of BID and comment form.

Advertisements

Advertisements regarding inter alia the proposed project scope of works, location and details of locations and date

for Consultation Basic Assessment Report review as well as details of EAP were placed in the Isolezwe

newspaper (12.08.2015).

Public Meeting

A Focus Group Meeting was held on 7th July 2015 with the Traditional Council. Stakeholders were also engaged with

throughout the PP process.

I&AP Communication

Refer to Issues trail within PPP section (Appendix E) for further detail.

I&APs Comments

As a result of the advertisement and BID’s, correspondence was received from I&APs.

Refer to attached comments: Appendix E – I&AP Correspondence and issues trail for comments and responses.

Consultation Basic Assessment Report Review

The Consultation Basic Assessment Report (cBAR) has been made available for authority and public review for a

total of 30 days from 21st August 2015 to 21

st September 2015 and hard copies were placed at the following

venues, as advertised:

Nodwengu Traditional Council building;

Ndwedwe Local Municipality (Office of the Municipal Manager);

Royal HaskoningDHV Office: 6 Payne Street, Pinetown; and

Royal HaskoningDHV Website: www.rhdhv.com

As comments are received, they will be compiled into an Issues Trail.

Final Basic Assessment Report Review

The final Basic Assessment Report will be submitted for review to the KZN EDTEA.

Issues Trail

An Issues Trial, summarising the objections and comments from the PPP has been provided in the PPP section

(Appendix E) – Issues Trial.

Ongoing I&AP / Stakeholder communication

The project Team has ongoing communication with I&AP’s to ensure the continued involvement of all

stakeholders and I&AP throughout the BA process and beyond.
