1.0 INTRODUCTION AND OBJECTIVES OF THE PUBLIC PARTICIPATION PLAN
This Public Participation Plan (PPP) has been prepared by Roux Associates, Inc. on behalf of
Halletts Astoria LLC. The purpose of this PPP is to inform and involve the public during the
State Pollutant Discharge Elimination System (SPDES) permit application process for the
Halletts Point Building 1 water treatment and discharge operated in connection with the
dewatering activities as part of the planned excavation/construction for the property. This PPP
has been developed in accordance with New York State Department of Environmental
Conservation (NYSDEC) Commissioner Policy-29, Environmental Justice and Permitting
(CP-29).
Halletts Astoria LLC (Applicant) is committed to informing and involving the public during the
SPDES permit application process. The objective of the PPP is to promote communication and
to assist the public in understanding the SPDES permit application process. Citizen participation
in the SPDES permit application process provides Halletts Astoria LLC and the NYSDEC with
an opportunity to obtain public input as part of the comprehensive permitting process.
Specific objectives of this PPP for the SPDES permit application are to:
Keep the affected public informed about the water treatment and discharge systems and the associated SPDES permit application for the Halletts Point Building 1 Project;
Ensure the opportunity for open communication between the public and project staff throughout the SPDES permit application;
Ensure public participation outreach efforts include potentially affected environmental justice areas; and
Create opportunities for the public to contribute information, opinions, and perspectives that have potential to influence decisions about Halletts Point's SPDES permit.
In order to achieve the aforementioned objectives, this PPP provides information about
the following: (1) project background, (2) details regarding the process for identifying of
stakeholders, (3) meaningful opportunities for the public to comment, (4) availability of written
information to the public in support of the PPP, (5) document repository, and (6) the manner in
which Halletts Astoria LLC will report the results of its public participation activities.

A Contact List (Appendix A) has been prepared to provide information to area residents, elected
officials, media, and other interested parties who want to be kept informed about the status of the
applicable SPDES permit.

2.0 PROJECT BACKGROUND
Halletts Point Building 1 Project is located at 1-02 26th Avenue in Astoria, Queens County, New
York 11102, Tax Block 915, Lot 6 (Site). A Site Location Map depicting the Site is provided in
Figure 1.
A description of the surrounding properties is provided below:
North 26th Avenue, Whitey Ford Field (NYC Department of Parks and Recreation) further north
South Custom CAS Inc. (woodworking), 27th Avenue further South
East Residential apartments; 2nd Street
West Former Famitech Property; 1st Street
Currently, the Site is undergoing construction and demolition debris removal of the former one-
story vacant building as well as initiating support of excavation activities. Previously, the
building was used as a warehouse/distribution of ink cartridges and light manufacturing (cutting,
edging, sanding) of marble.
The redevelopment plan consists of construction of a mixed-use development which includes
two residential towers (17 and 22 floors) which will include 405 apartment units, residential
amenities, and retail space (grocery store). The residential building will have a low income
component comprising at least 20% of the units. Excavation depth is anticipated to be
approximately 16 feet deep. Due to design and/or structural reasons, certain areas of the Site will
not be excavated; therefore, the cellar footprint will be smaller than the property footprint and
they include:
The northwest corner of the Site (triangle shaped); and
A 15 feet setback from the south side of the property.
These areas will be covered with a composite cover system consisting of topsoil, plantings, trees
and/or concrete pavers, therefore no native soil will be exposed.

The proposed redevelopment will include a cellar in which slab will be located below the
water table, therefore dewatering will be required. The groundwater table is approximately
3.5 to 5 feet below land surface and is tidally influenced by the nearby East River.
On December 21, 2015 Halletts Astoria LLC’s subcontractor, Moretrench, submitted the SPDES
Permit application to the New York State Department of Environmental Conservation
(NYSDEC) Division of Environmental Permits. The application included figures showing the
treatment system layout and associated cut sheets (see Figures 2 and 3).
The pumped groundwater from the dewatering system will be sent to a treatment system
before connecting through a 6-inch underground pipe to an existing 48-inch storm sewer and
discharged to the East River via Outfall BB-023 (Figure 2). The proposed 400-gallon per minute
(gpm) treatment process includes a 21,000 gallon settling tank, two bag filter housings, and
two 9,000-pound carbon units. The piping and instrumentation diagram (P&ID) is included in
Figure 3.

3.0 PUBLIC PARTICIPATION ACTIVITIES
Halletts Astoria LLC will conduct public participation activities for the Halletts Point Building 1
Project. Halletts Astoria LLC is committed to informing and involving the public in the SPDES
permit application process. As a result, public participation activities will be held to provide
information to the public and encourage public participation in the SPDES permit application.
The results of these public participation activities will be reported to the NYSDEC as described
in Section 4.0.
3.1 Stakeholders and Contact List
The contact list of interested and affected parties was developed through various online resources
and include local and state representatives, property owners located adjacent to the construction
project, local news media, etc. The contact list will be updated on an ongoing basis through
attendance sheets completed at the public meeting, through public comments, and individuals
expressing interested to the project. The initial contact list is provided in Appendix A.
3.2 Public Information Meeting
Halletts Astoria LLC plans to hold a public information meeting in an effort to explain the
construction project and the SPDES permit application process, and to offer the public an
opportunity to ask. It is currently anticipated that this meeting will be held on February 22, 2016
at 7:00pm at the Astoria World Manor (Empire Room) located at 25-22 Astoria Boulevard,
Astoria, New York 11102. In addition, attendees will be informed of how they may submit
formal comments on the permit application to the NYSDEC and obtain answers to questions
after the meeting has concluded.
3.3 Publication of Notice in Newspaper
Public notices for the information meeting regarding the SPDES permit application will be
posted in the newspapers listed in Appendix B (Astoria Post, New York Post, Western Queens
Gazette) at least 2 weeks prior to the meeting. In addition, stakeholders will be notified of the
informational meeting through a mailer sent in advance of the meeting. A sample mailer and the
newspaper ad are provided in Appendix B.

3.4 Document Repositories
The document repository has been established to provide information and documents related to
the SPDES permit application. The documents include reports, data, maps, and other
information gathered and developed during the course of the SPDES application process, as well
as the written information and public meeting announcements related to this PPP.

4.0 SUBMITTALS
A report describing the completed PPP activities will be submitted to the NYSDEC following the
public information meeting described in Section 3.2 above. The report will summarize all
progress to date in implementing this PPP; all substantive concerns raised; all resolved and
outstanding issues; the components of this PPP yet to be implemented (if any); and an expected
timeline for completion. Upon completion of this PPP, Halletts Astoria LLC will submit a
written certification that it has complied with all requirements of the PPP and submit a final
report detailing the activities that occurred pursuant to the PPP.
