imum contaminant level (MCL) for total trihalomethanes (TTHMs) asset forth by the State [Part XII of the Louisiana State Sanitary Code(LAC 51: XII)] and the Federal Primary Drinking Water Regulations (40CFR Part 141).

The United States Environmental Protection Agency (EPA) and theLouisiana Department of Health and Hospitals (LDHH) sets drinkingwater standards and requires the disinfection of drinking water. Wheredisinfection is used in the treatment of drinking water, disinfectants com-bine with naturally occurring organic and inorganic matter present inwater to form chemicals called disinfection byproducts (DBPs). EPA andLDHH set standards for controlling the levels of disinfectants and DBPsin drinking water, including trihalomethanes (THMs). Some people whodrink water containing TTHMs in excess of the MCL over many yearsmay experience problems with their liver, kidneys, or central nervous sys-tem, and may have an increased risk of getting cancer.

In December 1998, EPA set enforceable drinking water standards forTTHMs at 80 parts per billion (ppb) to reduce the risk of cancer or otheradverse health effects. Compliance with the TTHMs and HAA5 stan-dard for public water systems serving less than 10,000 individuals initiallybecame effective and enforceable on January 1, 2004. contaminant level (MCL) for total trihalomethanes as set forth by theState [Part XII of the Louisiana State Sanitary Code (LAC 51:XII)] andthe Federal Primary Drinking Water Regulations (40 CFR Part 141).

The United States Environmental Protection Agency (EPA) and theLouisiana Department of Health and Hospitals (LDHH) set drinkingwater standards and requires the disinfection of drinking water. Wheredisinfection is used in the treatment of drinking water, disinfectants com-bine with naturally occurring organic and inorganic matter present inwater to form chemicals called disinfection byproducts (DBPs). EPA andLDHH set standards for controlling the levels of disinfectants and DBPsin drinking water, including trihalomethanes (THMs) and haloacetic acid(HAAs). Some people who drink water containing THMs in excess ofMCL over many years may experience problems with their liver, kidneys,or central nervous system, and may have increased risk of getting cancer.

In December 1998, EPA set enforceable drinking water standards forTTHMs at 80 parts per billion (ppb) and for HAA5 at 60 parts per bil-lion (ppb) to reduce the risk of cancer or other adverse health effects.Compliance with the TTHMs and HAA5 standard for public water sys-tems serving less than 10,000 individuals initially became effective andenforceable on January 1, 2004. Sims, that theBoard approve a Resolution declaring an emergency situation at schoolsand property of the Ouachita Parish School Board as a result of a stormwith extreme high winds causing widespread damage and power outagesin Ouachita Parish with straight-line winds exceeding 50 miles per hourcausing damage to buildings and properties of the Ouachita Parish SchoolSystem, specifically including, but not limited to, West Monroe HighSchool and the Instructional Annex. Special Projects/Safety Coordinator Kenneth Slusher remarked thatTim Brandon of TBA Studios has performed over 95% of the construc-tion and renovation work at West Monroe High School site in the pastseveral years and would like to recommend Mr. Brandon for the consult-ing architect job in coordinating the storm repairs at West Monroe HighSchool. Whereby, Scott Robinson moved, seconded by A. R. Sims, thatthe Board appoint Tim Brandon with TBA Studios to perform the con-trolled assessment of storm damage and work with the insurance adjusterin repairing the storm damages to West Monroe High School. As theconsulting architect, Brandon will negotiate contracts for the construc-tion and repair of any and all of its buildings and property and the re-placement of necessary materials and supplies that were the result of theabove described storm in order to provide for the continued operation ofthe public school system of the Ouachita Parish Schools Board at anagreed rate of 4% for his services. Scott Robinson introduced a proposal to address several projectsplanned for West Ouachita High School that included drainage and dirtwork on the west side of the property in addition to land acquisition torelocate sewer system and select an architect for a new gymnasium.Whereby, Scott Robinson moved, seconded by A. R. Sims, that the Boardaccept his proposal as described and grant permission to proceed withplans to hire architects and engineers for these projects, allowing theprocess to start. Motion carried unanimously. (Norris and Spence wereabsent)

Scott Robinson offered a motion to hire the engineering firm, Lazenbyand Associates to perform drainage and dirt work on the west side of thecampus next to the Ag Center with a budget of $250,000, seconded by A.R. Sims. Motion carried unanimously. (Norris & Spence were absent)

Scott Robinson moved, seconded by A. R. Sims, that the Board selectthe services of David Lane Beard Engineering for upgrading the sewer sys-tem at West Ouachita High School and having a budget of $500,000.Motion carried unanimously.

On motion by Scott, seconded by A. R. Sims, that the Board grant per-mission to start the process of looking at potential sites for the acquisitionof approximately 10 (ten) acres of land for the relocation of the sewer sys-tem at West Ouachita High School having a budget of $150,000. Mr.Slusher, the principal and architect will be in search of the additionalproperty. Motion carried unanimously. (Norris & Spence were absent)

Sims moved, seconded by Carey Walker, that the Board grantpermission to purchase a one-ton diesel 4-wheel drive shop truck for theEast Side Garage on state contract for approximately $48,000 and paidfrom M & O Equipment Fund. On the recommendation of Special Projects/Safety Coordinator Ken-neth Slusher; Carey Walker moved, seconded by John Russell, that theBoard approve the right-of-way agreement offered by Entergy to theschool board granting them permission to install about 15x1200 feet oftransmission power lines along the road adjacent to Sterlington MiddleSchool. The School Board will receive at least $18,100 for this agree-ment. Motion carried unanimously. (Norris & Spence were absent)

Special Projects/Safety Coordinator Kenneth Slusher announced thatthe batting cage at West Ouachita High School is about 80% complete,while the one at West Monroe High School is right at 100% completewith no storm damage to report. Although the WMHS baseball fieldconcession stand (about 50% complete) had sustained some roof damageof approximately $3,000. The newly constructed West Monroe HighSchool tennis courts were accepted last week that are now 100% com-plete. However, due to the strength of the storm, there was some damageto the screening but none to the fencing surrounding the tennis courts.Riser and Good Hope weight rooms are approximately 98% complete,with only the installation of the aluminum canopy remaining to be done.Mr. Slusher asked architect Rice Gregory to bring the Board up to date onthe progress of the new Swartz middle school site. He reported that theland is almost completely cleared and is going really well and lookinggood. He is proceeding on plans and should be ready to possibly bid rightafter the first of next year. At present, Mr. Slusher is trying to set up ameeting with DOTD but hasn’t been successful.

On the recommendation of Purchasing Agent Bobby Jones, ScottRobinson moved, seconded by A. R. Sims, that the Board accept the re-vised low bidder, Washington Music, for two (2) musical instruments(Item Nos. 11 & 32) [Bid No. 17-15] to be paid with School District #1Tax Certificates. At the last Board meeting, the low bidder was awardedthe bid for musical instruments (No. 11 & 32), but withdrew because hesubmitted the bids wrong. Motion carried unanimously. On the recommendation of Purchasing Agent Bobby Jones, CareyWalker moved, seconded by Scott Robinson, that the Board accept thelow bid from Video Link Technology for $34,785 for security cameras[Bid No. 18-15] at various schools, with a budget of $40,000 and paidwith East/West Security Funds. Motion carried unanimously.

On the recommendation of Purchasing Agent Bobby Jones, Mr. Simsmoved, seconded by Scott Robinson, that the Board grant permission tobid Drainage/Dirt Work at WOHS with a budget of $250,000 and paidwith School District No. 1 Tax Certificates [Bid No. 31-15] and NewGym at WOHS [Bid No. 32-15] with a budget of $6.5 Million to be paidwith School District #1 Tax Certificates. Motion carried unanimously.
