Public Notice - Meeting Agenda Notice of this meeting has been posted consistent with the requirements of A.R.S. §38-431.02.
The meeting’s location is the Executive Conference Room in the District Office, 7301 N. 58th Avenue, Glendale. The Board reserves the right to change the order of items on the agenda, with the exception of public hearings, which are scheduled for a specific time. At the chair’s discretion, the Board may carry over consideration of any business not concluded by 9:00 p.m. to the next regular meeting’s agenda. Governing Board members may participate in person or via telephone conference call. The Governing Board reserves the right to convene to executive session for the purpose of obtaining legal advice from its attorney for any item listed on the agenda, in person or by telephone, pursuant to A.R.S. §38-431.03.A.3.

The Governing Board will conduct a workshop with Administration. Topics of discussion will include: a. Annual Review of Governing Board Goals and Operating Protocols

4. Call to the Public
The public is invited to address the Board on any issue within its jurisdiction, subject to reasonable time, place and manner restrictions. Governing Board members are not permitted to discuss or take legal action on matters raised during open call to the public unless the matters are properly noticed for discussion and legal action. However, the law permits Board members to do the following at the conclusion of the open call to the public: (a) Respond to criticism made by those who have addressed the Board; (b) Ask staff to review a matter; or (c) Ask that a matter be put on a future agenda. Those wishing to address the Board should complete a “Call to the Public” form and submit it to the Board Secretary prior to the start of the meeting. Each speaker will be provided three (3) minutes to address the Board, unless provided other direction by the Board. At the outset of the speaker’s remarks, the speaker should state their name and the Board requests that the speaker provide his/her address.

It is recommended the Governing Board approve the employments, resignations, retirements, promotions, leaves of absence, cancellations of employment, terminations and/or contract renewals of certified personnel.
b. Classified Personnel Report It is recommended the Governing Board approve the employments, resignations, retirements, promotions, leaves of absence, cancellations of employment, and/or terminations of classified personnel.
c. Fundraiser Activity Requests
It is recommended the Governing Board ratify and approve the list of fundraiser activity requests as presented.
d. Approval of Travel
It is recommended the Governing Board approve the requests for employee out-of-county travel as presented.
Please Note: The Workshop portion of the agenda will take place from 3:00 – 5:30 p.m. The regular business portion of the meeting will begin starting at 5:30 p.m.

a. Renewal of Classified Staff Employment It is recommended the Governing Board approve the employment renewal of classified staff members for the 2018-2019 school year as presented.
b. Vision Insurance It is recommended the Governing Board approve Vision benefits through United Healthcare as presented for 2018-2019.
c. Supplemental Dental Insurance It is recommended the Governing Board approve supplemental dental insurance through Cigna Dental Health Maintenance Organization (DHMO) benefits as presented for 2018-2019.
d. Flexible Spending Account Benefits It is recommended the Governing Board approve Flexible Spending Account (FSA) benefits through Basic as presented for 2018-2019.
e. Life Insurance It is recommended the Governing Board approve Life Insurance benefits through Voya Financial as presented for 2018-2019.
f. Mid-Term Disability Insurance It is recommended the Governing Board approve Mid-Term Disability benefits through Unum as presented for 2018-2019.
g. Short-Term Disability Insurance It is recommended the Governing Board approve Short-Term Disability benefits through Sunlife Financial as presented for 2018-2019.
h. ASBA Political Agenda Priorities and Proposals The Governing Board will discuss and consider taking action to approve its top five political agenda priorities and proposed issues to submit for consideration on Arizona School Boards Associations’ 2019 Political Agenda.

The Governing Board will review the list of upcoming Board meetings and potential agenda topics. Governing Board Members will have the opportunity to request items to be included on future meeting agendas for discussion, information and/or action.

Relevance of conference/workshop to employee(s) work responsibilities:
The annual ISTE conference is the premier educational technology conference that brings together IT leadership, administrators and professional educators together from both national and international schools and school districts. Presentations and showcases of technology trends in classroom technology, digital resources and solutions available to support teaching and learning with technology. The knowledge gained will allow our district to better support technology planning, implementation if new technologies and improved support to students, staff and community. The conference also provides opportunities to hear from experts and from peer districts regarding their experiences from technology implementation and build awareness what was successful and issues to avoid. Additional topics include digital citizenship, student online safety, use of digital curriculum, digital equity, STEM, coding programs for students and others.
2. How will employee(s) share information with colleagues?
Information will be shared with district staff, departments, school staff, technology mentors and teachers as relevant. Opportunities to share include district, department and school staff meetings as appropriate.
3. How is the conference/workshop related to district, school or department goals and or objectives? Attendance of the 2017 ISTE conference directly impacted decisions made on the implementation and
replacement of classroom technologies for the 2017-18 school Year. The ISTE conference will again provide valuable information to the IT department for the 2018-19 school year. Learning about success from peers and experts allows the GESD IT department to identify best processes for implementation and support of technology.

1. Relevance of conference/workshop to employee(s) work responsibilities: This conference is catered to specific grade levels. Kindergarten and 1st grade will attend the sessions that discuss relevant topics for the current grade they teach. Sessions focus on the following and teachers will identify sessions in which they feel they need further growth.
Gather techniques for effective classroom, time, and behavior management to maximize instructional time
and build student independence.
Obtain developmentally appropriate practices to build strong foundational skills in reading, writing,
and math.
Focus on prevention over intervention through purposeful instruction across all content areas from the
start of the year.
Instill a love of learning through inquiry-based instruction in a collaborative, child-centered environment.
Discover current and cutting edge strategies to effectively integrate technology into your classroom.
Identify effective grouping strategies and ways to differentiate instruction for your diverse group of
learners.
2. How will employee(s) share information with colleagues? The entire Kindergarten and 1st grade teams are going to this conference together. The training is specifically aligned to Kinder or 1st grade topics so learning will be continued and shared with each other throughout Professional Learning Communities in the 18-19 school year. Teachers will share with each other if they go to different sessions and collaborate when attending like sessions. 3. How is the conference/workshop related to district, school or department goals and or objectives? Our district goals are to increase student achievement and eliminate the achievement gap. Glendale American shares these goals. Our primary need at our campus to do this is to increase teacher capacity while teaching Tier I instruction to increase the number of students achieving grade level content. This conference focuses on Tier I instruction, with differentiated options to ensure all teachers get their specific learning needs met.

RATIONALE: Valley Schools obtained a lower rate from Cigna DHMO when compared to the contract with Total Dental Administrators (TDA) Health Plan, Inc. Below you will find the rate information comparing the two dental providers. As a reminder, this dental insurance is optional and an alternative to Delta Dental with more affordable rates and narrower network.

It is recommended the Governing Board approve Life Insurance benefits through Voya Financial as presented for 2018-2019. RATIONALE: There is no rate increase for life insurance. As a reminder, GESD provides basic group life, accidental death and disability (AD&D) insurance at no cost to the employee(s). In addition, employees have an option to increase and supplement their life insurance and there are no rate increases for our employees (on the supplemental insurance).

RATIONALE: Last year Valley Schools worked with Unum to provide a decrease from $0.14 to $0.11 however, for fiscal year (FY) 2019 there is a rate increase based on a one-year renewal.

RATIONALE: There is no rate increase for employee-paid short term disability. Sunlife Financial was formerly known as Assurant. Below you will find the cost for short term disability insurance for the following fiscal years (FY):
FY 2015 - $97,413.38 FY 2016 - $99,893.82 FY 2017 - $91,671.53
From July 2017 through December 2017, GESD has incurred $43,151.57 in short-term disability insurance. Staff projects short-term disability insurance to cost approximately $86,303.14 by June 30, 2018.

TOPIC: ASBA Political Agenda Priorities and Proposals SUBMITTED BY: Ms. Elizabeth Powell, Executive Assistant RECOMMENDED BY: Mr. Joe Quintana, Superintendent DATE ASSIGNED FOR CONSIDERATION: April 26, 2018 RECOMMENDATION: The Governing Board will discuss and consider taking action to approve its top five political agenda priorities and proposed issues to submit for consideration on Arizona School Boards Associations’ 2019 Political Agenda.
RATIONALE: Arizona School Boards’ Association’s Legislative Committee seeks your input in the development of the 2019 Political Agenda. The committee requests that Governing Boards review the current 2018 Political Agenda and reaffirm your top five priorities. Furthermore, you may submit two additional priorities for the Legislative Committee to consider. Once submitted, these proposals will be compiled by staff and provided to the ASBA Legislative Committee for consideration. The Committee will then create a draft document that will be circulated to all governing boards and superintendents. This draft agenda will be the basis for discussion and final approval at the official Delegate Assembly on Saturday, September 9th. The timeline is as follows: • Friday, May 11th – Proposed Items Due • Friday June 1st – Legislative Committee meets • Week of June 18th – Legislative Committee recommendations sent to all governing board
members and superintendents • Saturday, September 8th – Delegate Assembly (Saturday morning following the Law
Conference) • Friday, November 16th – ASBA/AASBO/ASA Legislative Workshop

2018 Political Agenda
Adequately and Equitably Fund Public Schools
• Provide additional state funding for nationally competitive salaries to attract, recruit and retain talented teachers.
• Revise the School Finance formula to:
– Provide a stable revenue source less reliant on the general fund or annual legislative appropriation;
– Fund the implementation and ongoing costs of AZ standards, assessments and technology;
– Allow districts the option to operate individual schools for 200-day school years and increase accompanying funding to 8% from 5% to improve student achievement;
– Establish statewide poverty weights within the school funding formula.
• Fully fund full-day kindergarten and include kindergarten students in the override calculations.
• Renew, expand and improve Prop 301.
• Sufficiently fund market competitive salaries for all non-teaching staff.
• Provide adequate ongoing resources to comply with at least minimum school facility standards to ensure school district equipment and facilities are adequately maintained.
• Restore district additional assistance (DAA) reductions.
• Enact policy that does not unduly discourage local investment in school facilities.
• Eliminate unfunded mandates and administrative burdens.
• Fully fund JTEDs.
• Protect desegregation funding from any cuts or modifications.
• Provide greater equity in funding and access for exceptional student services within the public-school system.
• Adequately fund the cost of student transportation.
• Provide funding for preschool programs.
Uphold, Preserve, and Strengthen Local Control
• Maximize local control and flexibility in managing funds and programs.
• Allow school districts greater flexibility in the divestiture of property to address population and course needs.
• Change “override/budget increase” language to better reflect what voters are being asked to support
• Oppose legislative intrusion on school site budgeting decisions.
Improving Student Outcomes
• Support policy that recognizes and respects teaching as a profession.
• Increase the compulsory attendance age from 16 to 18 years.
• Enact research-based reform of the English Language Learner model of instruction to improve student achievement that does not segregate English Language Learners from English speaking
peers, integrates reading, writing and oral language instruction and incorporates multiple assessment measures to demonstrate English proficiency.
• Fully restore 9th grade CTE/JTED eligibility and funding to allow students to explore career fields and/or certification completion.
• Allow JTEDs to service students through the age of 21.

Accountability to Taxpayers
• Establish financial and academic transparency for all institutions that accept public funds.
• Repeal any program that gives public funds for private schools, ESAs & STOs or prevent any future expansion.
• Require comparative classroom spending audits for school districts and all other institutions that accept public funds, and define “classroom spending” as both instructional spending and student support spending.
• Reform current year funding to a system that provides districts with appropriate stable annual budgeting ability and technical reliability.
