The transmission and distribution facilities will be constructed, owned, operated, and maintained by KAMO.The KAMO 2009-2019 long range plan identified future overloads and

voltage problems in the Gypsy, Stroud, and Warwick areas of its service territory. The proposed projects would add voltage support and increased transmission capacity to those locations as well as increase reliability by making the Gyspy, Stroud, and Warwick substations loop fed instead of radially fed.An Environmental Report (ER) that describes the proposed project in detail and discusses its anticipated environmental impacts has been prepared by KAMO. RUS has accepted the ER as its EA of the proposed project. The EA is available for public review at the addresses provided above in this Notice. RUS should receive comments on the EA in writing by June 8, 2012 to ensure that they are considered in its environmental impact determination.Should RUS determine, based on the EA of the proposed project, that the impacts of the construction and operation of the project would not have a significant environmental impact, it will prepare a Finding of No Significant Impact (FONSI).
