2) APPROVAL OF THE MINUTES2.a Moved by Jerome Jennings – Seconded by Ron Tilley to approve the minutes of

the October 10, 2017 Meeting. Chairperson Metter asked to have his comments amended to reflect that “City Attorney Elizabeth Krueger presented our process of applying for Operator/Bartender licenses and Mr. Metter suggested that future parameters include a lookback period for misdemeanors of only five years, while felony convictions remain as is.” Motion carried to approve as amended 4 – 0.AYES: Mary Campbell, John Metter, Jerome Jennings, Ron TilleyNOES: NoneAttachment

3) PUBLIC COMMENT - None

4) LICENSES4.a Application for a new Class "B" Beer and Reserve "Class B" Liquor License for

Playmakerz Sportz Bar & Grille LLC, d/b/a Playmakerz Sportz Bar & Grille, located at 2745 Prairie Avenue, Sadri Shabani, Agent. This application was withdrawn per a phone call from Sadri Shabani at 2:30 p.m. on November 14, 2017 due to issues with the property lender currently not approving a bar establishment at this location. He indicated that they are looking for other properties and will re-apply at a future date.

6) COMMITTEE COMMENTSCommittee Member Tilley asked if any more discussion had taken place on setting fines or fees for liquor licenses that are granted multiple extensions. He asked if a councilor had considered his suggestion for a fee after the first extension. Councilor Anderson stated he could work with him to bring something forward. The ABLCC would like an update from Palermo's at their December meeting.

7) POLICE DEPARTMENT REPORT/COMMENTS7.a Lt. K. Devitt, representing the Beloit Police Department, presented the calls for

service for the month of October. There was a question on an arrest at the Alarm Box stating there were three involved and one arrested. Lt. Devitt explained that

a lack of description and lack of cooperation from involved parties likely hampered additional arrests.

Topic: Application for a Class “B” Beer and “Class B” Liquor License for TRUK’T LLC, % HendricksCommercial Properties LLC, d/b/a TRUK’T located at 443 E. Grand Avenue, Jeff Whiteman,Agent, for the license period ending June 30, 2018.

Overview/Background Information:TRUK’T LLC, % Hendricks Commercial Properties LLC, is making application to establish a business tobe located at 443 E. Grand Avenue, and is applying for a Class “B” Beer and “Class B” Liquor License forthe license period ending June 30, 2018.

Key Issues (maximum of 5):1. TRUK’T LLC, % Hendricks Commercial Properties LLC, is opening a business in the location

formerly known as Inked Sports Bar, and is requesting approval of a Class “B” Beer and “Class B”Liquor License for the license period ending June 30, 2018.

2. A complete application with fees has been submitted to the Clerk’s office and is being referred tothe ABLCC for their January 9, 2018 agenda by the City Council on December 18

consent agenda.3. The ABLCC will review the application to assure conformity with existing rules, regulations and

zoning ordinances of the city and state and will make a recommendation to the Council based ontheir review.

4. This item will return to the City Council at the regular meeting on January 16, 2018 for action.

Conformance to Strategic Plan (List key goals this action would support and briefly discuss itsimpact on the City’s mission.): Taking action regarding this license conforms to the City’s StrategicPlan by encouraging economic development in the entrepreneurial community while applying sound,sustainable practices to promote high quality development.

Action required/Recommendation: Staff recommends that the City Council approve this referral to theABLCC and will expect to see this application return to the Council for a decision at its January 16

Fiscal Note/Budget Impact: The fees for this license is $600 and will be prorated for this year.
