UNFINISHED BUSINESS Disciplinary Hearing for United inspection Agency The disciplinary hearing has been dismissed by Stacey Stewart. Rule to Show Cause Hearing for Joseph Smith The hearing was called to order at 9:35 a.m. Mr. Stevenson stated that today’s hearing was due to the failure to comply with the post-renewal audit and Mr. Smith would have to show cause as to why his license should not be suspended or revoked. The Board members were introduced. A packet of documents including the audit notice, hearing notice and green postal return card signed by Laura Smith were marked into evidence as Board’s Exhibit 1. Mr. Smith was not present for the hearing. The Board went off record and into deliberations. The Board went back on record at 9:39 a.m. A motion was made by Mr. Beebe, seconded by Mr. Creedon, to revoke the license of Mr. Smith for failure to comply with the post-renewal audit. The motion was unanimously carried. The Board went off record and the hearing adjourned at 9:40 a.m. Verbatim testimony was taken by the court reporter. Signing of Decision and Orders The Board signed the Decision and Orders from the disciplinary hearings of Michael Ashback and Charles Thompson. The Board signed the Decision and Orders from the rule to show cause hearings of Kenneth Gassman, Wayne Miller, and Jeron Holland. The Board signed Decision and Order for the Proposal to Deny hearing of Don Dazley. Re-Review of Applications After review of the tax form W-2’s, a motion was made by Mr. Craig, seconded by Mr. Poore, to approve the Master Electrician application of Alfred Wright. The motion was unanimously carried. New Business

Review of Examination Results The Board reviewed the examination results, which showed that out of three candidates two received a passing score: Darryl Lewis and Desiree Nickle. Review of Reciprocity Applications A motion was made by Mr. Beebe, seconded by Mr. King, to approve the Master Electrician applications of Brian Riebert, Crispin Poh, Michael Mooney, Lon Donner, Ronald Davis, Sr., and Michael Phebus. The motion was unanimously carried. A motion was made by Mr. Beebe, seconded by Mr. King, to table the Master Electrician application of Jesse Dolinger for proof of a certificate of liability insurance. The motion was unanimously carried. Review of Examination Applications A motion was made by Mr. Poore, seconded by Mr. King, to approve the Master Electrician application of James Zachrel, and the Limited Electrician applications of Richard Given, Andrew Carlantionio, and Christopher Carlantonio. The motion was unanimously carried. A motion was made by Mr. Poore, seconded by Mr. Creedon, to deny the application of Thomas Magness for not providing proof of five years of experience under the supervision of a Master electrician. The motion was unanimously carried. A motion was made by Mr. Poore, seconded by Mr. Credon, to deny the application of Brandon Dominelli for not having three years of supervised experience under a Master licensee. The motion was unanimously carried. Review of Continuing Education A motion was made by Mr. Creedon, seconded by Mr. Beebe, to table the continuing education application review until the May meeting or until they can be reviewed by the Continuing Education Officer. Review of Consent Order A motion was made by Mr. Sharp, seconded by Mr. Creedon, to accept the Consent Order Brian Fletcher as written. The motion was unanimously carried. Review and Discussion of Proposed Bill Mr. Collins addressed the Board with concerns with the proposed bill and testimony for the Homeowner performing work in their own homes. Mr. Sharp stated that the proposed bill is to eliminate the Homeowners Permits due to several issues. One specific issue concerns public safety since, the homeowner who is applying for the Homeowner Permit is not doing the electrical work. Mr. Collins and the Board discussed several alternatives and considered eliminating the Homeowners Permit. Mr. Collins commented and expressed is concerns on the bill proposing to add two additional license types to the Board: a Journeyman license and an Apprentice licenses. Mr. Stevenson added that the Board wanted to include in the proposed bill, a change to increase the disciplinary penalty fines to $5000.00. OTHER BUSINESS BEFORE THE BOARD Ms. Warren introduced Roger Aiken to the Board as the Division’s new Chief Hearing Officer and briefly explained his duties. Mr. Aiken thanked the Board for their time and stated that by becoming involved in this process he hopes to clear some of the complaints that are on the monthly agendas. Ms. Witte welcomed Nathan Schreppler to the Board as a new Public member. PUBLIC COMMENT There was no public comment. Review of Consent Order A motion was made by Mr. Sharp, seconded by Mr. Creedon, to accept the Consent Order Brian Fletcher as written. The motion was unanimously carried. Review and Discussion of Proposed Bill Mr. Collins addressed the Board with concerns with the proposed bill and testimony for the Homeowner performing work in their own homes. Mr. Sharp stated that the proposed bill is to eliminate the Homeowners Permits due to several issues. One specific issue concerns public safety since, the homeowner who is applying for the Homeowner Permit is not doing the electrical work. Mr. Collins and the Board discussed several alternatives and considered eliminating the Homeowners Permit. Mr. Collins commented and expressed is concerns on the bill proposing to add two additional license types to the Board: a Journeyman license and an Apprentice licenses. Mr. Stevenson added that the Board wanted to include in the proposed bill, a change to increase the disciplinary penalty fines to $5000.00. OTHER BUSINESS BEFORE THE BOARD Ms. Warren introduced Roger Aiken to the Board as the Division’s new Chief Hearing Officer and briefly explained his duties. Mr. Aiken thanked the Board for their time and stated that by becoming involved in this process he hopes to clear some of the complaints that are on the monthly agendas. Rule to Show Cause Hearing for Joseph Smith The hearing was called to order at 9:35 a.m. Mr. Stevenson stated that today’s hearing was due to the failure to comply with the post-renewal audit and Mr. Smith would have to show cause as to why his license should not be suspended or revoked. The Board members were introduced. A packet of documents including the audit notice, hearing notice and green postal return card signed by Laura Smith were marked into evidence as Board’s Exhibit 1. Mr. Smith was not present for the hearing. The Board went off record and into deliberations. Review of Reciprocity Applications A motion was made by Mr. Beebe, seconded by Mr. King, to approve the Master Electrician applications of Brian Riebert, Crispin Poh, Michael Mooney, Lon Donner, Ronald Davis, Sr., and Michael Phebus. Review of Consent Order A motion was made by Mr. Sharp, seconded by Mr. Creedon, to accept the Consent Order Brian Fletcher as written. The motion was unanimously carried. Review and Discussion of Proposed Bill Mr. Collins addressed the Board with concerns with the proposed bill and testimony for the Homeowner performing work in their own homes. Mr. Sharp stated that the proposed bill is to eliminate the Homeowners Permits due to several issues. One specific issue concerns public safety since, the homeowner who is applying for the Homeowner Permit is not doing the electrical work. Mr. Collins and the Board discussed several alternatives and considered eliminating the Homeowners Permit. Mr. Collins commented and expressed is concerns on the bill proposing to add two additional license types to the Board: a Journeyman license and an Apprentice licenses. Mr. Stevenson added that the Board wanted to include in the proposed bill, a change to increase the disciplinary penalty fines to $5000.00. OTHER BUSINESS BEFORE THE BOARD Ms. Warren introduced Roger Aiken to the Board as the Division’s new Chief Hearing Officer and briefly explained his duties. Mr. Aiken thanked the Board for their time and stated that by becoming involved in this process he hopes to clear some of the complaints that are on the monthly agendas. Ms. Witte welcomed Nathan Schreppler to the Board as a new Public member. PUBLIC COMMENT There was no public comment. Rule to Show Cause Hearing for Joseph Smith The hearing was called to order at 9:35 a.m. Mr. Stevenson stated that today’s hearing was due to the failure to comply with the post-renewal audit and Mr. Smith would have to show cause as to why his license should not be suspended or revoked. The Board members were introduced. A packet of documents including the audit notice, hearing notice and green postal return card signed by Laura Smith were marked into evidence as Board’s Exhibit 1. Mr. Smith was not present for the hearing. The Board went off record and into deliberations. The Board went back on record at 9:39 a.m. A motion was made by Mr. Beebe, seconded by Mr. Creedon, to revoke the license of Mr. Smith for failure to comply with the post-renewal audit. Review of Reciprocity Applications A motion was made by Mr. Beebe, seconded by Mr. King, to approve the Master Electrician applications of Brian Riebert, Crispin Poh, Michael Mooney, Lon Donner, Ronald Davis, Sr., and Michael Phebus. The motion was unanimously carried. Review of Consent Order A motion was made by Mr. Sharp, seconded by Mr. Creedon, to accept the Consent Order Brian Fletcher as written. The motion was unanimously carried. Review and Discussion of Proposed Bill Mr. Collins addressed the Board with concerns with the proposed bill and testimony for the Homeowner performing work in their own homes. Mr. Sharp stated that the proposed bill is to eliminate the Homeowners Permits due to several issues. One specific issue concerns public safety since, the homeowner who is applying for the Homeowner Permit is not doing the electrical work. Mr. Collins and the Board discussed several alternatives and considered eliminating the Homeowners Permit. Mr. Collins commented and expressed is concerns on the bill proposing to add two additional license types to the Board: a Journeyman license and an Apprentice licenses. Mr. Stevenson added that the Board wanted to include in the proposed bill, a change to increase the disciplinary penalty fines to $5000.00. OTHER BUSINESS BEFORE THE BOARD Ms. Warren introduced Roger Aiken to the Board as the Division’s new Chief Hearing Officer and briefly explained his duties. Mr. Aiken thanked the Board for their time and stated that by becoming involved in this process he hopes to clear some of the complaints that are on the monthly agendas. Ms. Witte welcomed Nathan Schreppler to the Board as a new Public member. PUBLIC COMMENT There was no public comment. Rule to Show Cause Hearing for Joseph Smith The hearing was called to order at 9:35 a.m. Mr. Stevenson stated that today’s hearing was due to the failure to comply with the post-renewal audit and Mr. Smith would have to show cause as to why his license should not be suspended or revoked. The Board members were introduced. A packet of documents including the audit notice, hearing notice and green postal return card signed by Laura Smith were marked into evidence as Board’s Exhibit 1. Mr. Smith was not present for the hearing. The Board went off record and into deliberations. Review of Consent Order A motion was made by Mr. Sharp, seconded by Mr. Creedon, to accept the Consent Order Brian Fletcher as written. The motion was unanimously carried. Review and Discussion of Proposed Bill Mr. Collins addressed the Board with concerns with the proposed bill and testimony for the Homeowner performing work in their own homes. Mr. Sharp stated that the proposed bill is to eliminate the Homeowners Permits due to several issues. One specific issue concerns public safety since, the homeowner who is applying for the Homeowner Permit is not doing the electrical work. Mr. Collins and the Board discussed several alternatives and considered eliminating the Homeowners Permit. Mr. Collins commented and expressed is concerns on the bill proposing to add two additional license types to the Board: a Journeyman license and an Apprentice licenses. Mr. Stevenson added that the Board wanted to include in the proposed bill, a change to increase the disciplinary penalty fines to $5000.00. OTHER BUSINESS BEFORE THE BOARD Ms. Warren introduced Roger Aiken to the Board as the Division’s new Chief Hearing Officer and briefly explained his duties. The Board members were introduced. A packet of documents including the audit notice, hearing notice and green postal return card signed by Laura Smith were marked into evidence as Board’s Exhibit 1. Mr. Smith was not present for the hearing. The Board went off record and into deliberations. Review of Consent Order A motion was made by Mr. Sharp, seconded by Mr. Creedon, to accept the Consent Order Brian Fletcher as written. The motion was unanimously carried. Review and Discussion of Proposed Bill Mr. Collins addressed the Board with concerns with the proposed bill and testimony for the Homeowner performing work in their own homes. Mr. Sharp stated that the proposed bill is to eliminate the Homeowners Permits due to several issues. One specific issue concerns public safety since, the homeowner who is applying for the Homeowner Permit is not doing the electrical work. Mr. Collins and the Board discussed several alternatives and considered eliminating the Homeowners Permit. Mr. Collins commented and expressed is concerns on the bill proposing to add two additional license types to the Board: a Journeyman license and an Apprentice licenses. Mr. Stevenson added that the Board wanted to include in the proposed bill, a change to increase the disciplinary penalty fines to $5000.00. OTHER BUSINESS BEFORE THE BOARD Ms. Warren introduced Roger Aiken to the Board as the Division’s new Chief Hearing Officer and briefly explained his duties. Rule to Show Cause Hearing for Joseph Smith The hearing was called to order at 9:35 a.m. Mr. Stevenson stated that today’s hearing was due to the failure to comply with the post-renewal audit and Mr. Smith would have to show cause as to why his license should not be suspended or revoked. The Board members were introduced. A packet of documents including the audit notice, hearing notice and green postal return card signed by Laura Smith were marked into evidence as Board’s Exhibit 1. Mr. Smith was not present for the hearing. The Board went off record and into deliberations. Review of Consent Order A motion was made by Mr. Sharp, seconded by Mr. Creedon, to accept the Consent Order Brian Fletcher as written. The motion was unanimously carried. Review and Discussion of Proposed Bill Mr. Collins addressed the Board with concerns with the proposed bill and testimony for the Homeowner performing work in their own homes. Mr. Sharp stated that the proposed bill is to eliminate the Homeowners Permits due to several issues. One specific issue concerns public safety since, the homeowner who is applying for the Homeowner Permit is not doing the electrical work. Mr. Collins and the Board discussed several alternatives and considered eliminating the Homeowners Permit. Mr. Collins commented and expressed is concerns on the bill proposing to add two additional license types to the Board: a Journeyman license and an Apprentice licenses. Mr. Stevenson added that the Board wanted to include in the proposed bill, a change to increase the disciplinary penalty fines to $5000.00. OTHER BUSINESS BEFORE THE BOARD Ms. Warren introduced Roger Aiken to the Board as the Division’s new Chief Hearing Officer and briefly explained his duties. Mr. Aiken thanked the Board for their time and stated that by becoming involved in this process he hopes to clear some of the complaints that are on the monthly agendas. UNFINISHED BUSINESS Disciplinary Hearing for United inspection Agency The disciplinary hearing has been dismissed by Stacey Stewart. Rule to Show Cause Hearing for Joseph Smith The hearing was called to order at 9:35 a.m. Mr. Stevenson stated that today’s hearing was due to the failure to comply with the post-renewal audit and Mr. Smith would have to show cause as to why his license should not be suspended or revoked. The Board members were introduced. A packet of documents including the audit notice, hearing notice and green postal return card signed by Laura Smith were marked into evidence as Board’s Exhibit 1. Mr. Smith was not present for the hearing. The Board went off record and into deliberations. The Board went back on record at 9:39 a.m. A motion was made by Mr. Beebe, seconded by Mr. Creedon, to revoke the license of Mr. Smith for failure to comply with the post-renewal audit. The motion was unanimously carried. The Board went off record and the hearing adjourned at 9:40 a.m. Verbatim testimony was taken by the court reporter.
