Message from the President and the Executive DirectorPILI has played a major role in Illinois’s legal aid community for nearly 35 years. Our programs have touched the lives of thousands of law stu-dents and lawyers, and hundreds of thousands of low-income clients with legal needs. The re-lationships built, resources allocated, expertise cultivated and values promoted have increased legal services provided to individuals and fami-lies in poverty who might otherwise have been denied assistance.

How did we accomplish this? Over the last fis-cal year, PILI teamed up with over 50 agencies providing legal services to the poor in Illinois. Through our Internship and Fellowship Programs, we placed law students and recent graduates at legal service agencies, in-creasing both the availability of legal services for people living in poverty and the number of emerging lawyers engaged in, and committed to, public interest and pro bono work. Through our Alumni and Pro Bono Initiative Programs, we connected lawyers who want to give back to their communities with agencies that benefit from their help.

And, how did we know that our work had an impact over this past year? Simply put, we asked. PILI regularly conducts process and outcome evaluations to ensure that our four programs produce results. We ask Interns, Fellows, Participating Agencies, law firms, corporate legal departments and individual attorneys with whom we work about how PILI has affected their ability to provide needed services to the poor and about how we could provide additional help. The results of our evaluations have been overwhelmingly positive: requests for a nearly 3-fold increase in our Internship Program, demands for ad-ditional Fellows, and repeated testimonials about the value of PILI’s programs in helping them meet the needs of legal aid clients. Altogether, the feedback confirmed that PILI plays an essential role in bringing the legal community together to identify and address the unmet need for pro bono legal assistance.

PILI took these findings into account when drafting our new 2012-2014 Strategic Plan. Our goals are ambitious – increasing the Law Student Internship Program by 25 percent, demonstrably increasing the participation of PILI Alumni in public interest activities and expanding our Pro Bono Initiative Program throughout the state. We know that the legal service agencies and the people in poverty whom they serve need the assistance of those involved in our programs. We also remain confident that, through our efforts, we will continue to narrow the gap between the tremendous need for pro bono legal services and the limited resources for such legal assistance.

We invite you to join us this year as we continue to pursue our mission of cultivating a lifelong commitment to public interest law and pro bono work among law students and lawyers. We are so thankful for the many of you who have steadfastly and generously sup-ported PILI over the years. In particular, we wish to thank Foley & Lardner LLP, whose gen-erous contribution of office space has enabled our work. We also thank DePaul University College of Law for again providing classroom space for our summer programming. Law Student Internship ProgramPILI’s Law Student Internship Program connects first and second-year law students with legal service agencies in Illinois. Interns work 400 hours during the summer or 200 hours during the school year, with PILI ensuring quality supervision by experienced attorneys and providing supplemental educational, networking and mentoring opportunities. The result is an increase in the capacity of these legal service agencies to meet the needs of their low-income clients and an increase in the number of emerging lawyers connected and committed to public interest law.

“My summer experience was wonderful. I had substantial cli-ent contact and was asked to perform interest-ing, meaningful, and challenging work. I loved my host organization (CVLS) and everyone who worked in the office. I hope to continue to work with CVLS in the future and am currently applying for a fel-lowship with them. The focus of my summer was the Cook County Foreclosure Mediation Program, instituted by the Circuit Court of Cook County two years ago to help relieve the immense burden on the courts and help more defendants keep their home. The clients’ stories were heartbreaking, and the dire need for attorney representation impressed me deeply. Once, when I told a client we had secured a volunteer attor-ney for her, she burst into tears. Special PILI Internship Program Evaluation

The results of an extensive Needs Assessment Evaluation that PILI conducted in the summer of 2011 with law student interns and intern supervisors at legal service agencies revealed a strong need for more law student interns. Among the many results of this multi-stage study, we found:

• high levels of satisfaction among both interns and supervisors regarding interns’ ability to meet client needs and the quality of supervision interns receive, and

• strong agreement between interns and supervisors that agencies both need and have the capacity to accommodate more interns.

In total, supervisors at 33 legal service agencies requested an additional 102 PILI Interns for the next summer and school-year. That is 2.5 times our current class!

Graduate Fellowship ProgramThrough the PILI Graduate Fellowship Program, new associates at Chicago law firms spend 300 hours during the summer or fall working at legal service agencies in Illinois while studying for or after taking the bar. Fellows are sponsored by their firms. PILI en-sures quality supervision by experienced legal aid attorneys and provides supplemental educational and networking opportunities, cultivating a commitment to pro bono work and public interest law that will stay with these new associates throughout their career.

In 2011, PILI Fellows:• Submitted FOIA requests to the EPA regarding

waters in Illinois that fail to meet federal pollution guidelines.

• Prepared and filed articles of incorporation for new nonprofits.

• Conducted juvenile facility monitoring visits and drafted subsequent public reports.

• Researched and developed a transitory plan for the Cook County Probation Department to help them modernize and increase their effectiveness.

tice Center. From the first day of

my Fellowship, I was given a great

amount of responsibility and had

access to clients so that I could

immediately apply my skills to the

organization’s cases. I prepared

U Visa applications and drafted letters requesting prosecutorial

discretion to the Department of Homeland Security. I conducted

client intake and met with several clients to discuss their cases. I

also prepared applications for employment authorization, drafted

affidavits for applications for immigration relief, prepared a client

for an asylum interview and conducted research on drug cartels in

PILI Alumni ProgramSince PILI first launched the Internship Program in 1977 and the Fellowship Program in 1983, over 3,000 law students and graduates have participated in these programs. These public interest lawyers span the globe and the profession: from firm and corporate attor-neys, to members of the government and the judiciary, to members of the higher educa-tion and public interest law sectors. The PILI Alumni Program maintains the connection between these lawyers and the greater public interest community, providing educational, networking and leadership opportunities.

PILI Alumni Spotlights: Each PILI e-news-letter profiles one Intern Alum and one Fellow Alum, spotlighting their impressive careers and the important work that they do for and on behalf of the poor. John Thurmond, 2002 PILI Fellow at the Legal Assistance Foundation, current-ly works as a Legal Recruiter for Lateral Link and serves on the Young Profes-sionals Board of the Sargent Shriver National Center on Poverty Law.

Jody Adler, 1979 PILI Intern at the Better Government Association, got her start as a tenant rights advocate. She is now the Director of The Law Project, a legal service agency in Chicago that hosts PILI In-terns and Fellows.

FY 2011 Alumni Program Highlights

2011 saw the first-ever PILI Alumni Reunion Reception, the proceeds from which went to support the inaugural 2011 PILI Alumni Named Intern. Held on September 28, 2010, the Reunion was attended by over 60 PILI Alumni spanning over 30 years of PILI history, from 1979 to 2010.

PILI also offered Alumni an evening CLE pro-gram and networking reception, “Serving on a Nonprofit Board of Directors,” on August 23rd. The program explored the dynamics of nonprofit board service for attorneys and also covered the basics of understanding nonprofit financial state-ments.

PILI Alumni regularly speak at PILI-sponsored programs and events. This summer, Alumni Gail Kim, Nesheba Kittling, Reena Bajawola and Anna Lusero spoke on a panel at a seminar for In-terns and Fellows entitled “Getting the Most out of Your Summer Internship or Fellowship.”

Pro Bono Initiative ProgramPILI is a resource for law firms, corporations and other groups seeking to develop or en-hance their pro bono programs. The goal of our Pro Bono Initiative Program is to foster a culture of service within the legal profession, creating work environments, programs and opportunities that help new associates and seasoned attorneys alike actualize their commitment to pro bono work. By cultivating best practices, ensuring effective commu-nication and serving as a clearinghouse for pro bono issues, PILI enhances the scope and quantity of legal services available in Illinois for those living in poverty.

FY 2011 Pro Bono Initiative Program Highlights

PILI hosted a Law School Pro Bono & Public Interest Roundtable on November 18, 2010 with representatives from every law school in the state participating. Attendees had the opportunity to network, coordinate efforts and share best practices.

Law students from around the Chicago area gathered on October 2, 2010 for “Explore the Possibilities: Pro Bono and Public Interest Law Placements” to learn more about opportunities in public interest law and pro bono service.

Corporate pro bono leaders from around the state dis-cussed the unique pro bono challenges facing corporate attorneys and shared best practices and strategies for suc-cessful corporate pro bono programs at PILI’s Corporate Pro Bono Roundtable on August 21st.

In June of 2011, PILI nominated Kirkland & Ellis LLP for the Illinois State Bar Association’s prestigious John C. McAn-drews Pro Bono Service Award, and the firm was selected as the award recipient. PILI congratulates Kirkland & Ellis LLP and thanks them for their commitment to expanding the availability of legal services.

This year, PILI launched a new initiative to develop Judicial Circuit Pro Bono Committees in partnership with Prairie State Legal Services and Land of Lincoln Legal Assistance Foundation. The goals of this new project are to develop new means of recruiting attorneys, to promote pro bono legal services, to raise awareness of the need for legal services, to reduce barriers to doing pro bono work, and to recognize the pro bono contributions of attorneys within each circuit outside of Cook County.

Annual Awards LuncheonCelebrating Service: The Legal Profession At Its Best Each year PILI hosts an Annual Awards Luncheon to celebrate the best aspects of the legal profession. This event brings together hundreds of members of the Illinois legal community to pay tribute to the people and organizations whose exemplary pro bono work has inspired us and made us proud. Annual Pro Bono ReceptionCelebrating Pro Bono

The Annual ProBono Reception is PILI's opportunity to spotlight the community’s pro bono relationships and successes and the work of our Pro Bono Initiative. In 2011, this event was held on June 15 and was attended by 200 law firm and corporate attorneys, paralegals and legal secretaries, the current class of PILI Interns and Fel-lows, PILI Alumni and representatives from law schools and public interest law organizations from across the state.
