Dear colleagues,

During the last decade, our significant growth and change was recognized thanks to our continuing commitment for a better public health discipline. In 2012, the Vietnam Public Health Association (VPHA) organized successfully the 10th anniversary of foundation, the 8th National Scientific Conference, the 3rd National Congress and elected a new Executive Board including 27 members. These are important milestones marking a new development stage of the VPHA.

With the cooperation and support of domestic and foreign partners, the VPHA has become a prestigious professional, social organization in Viet Nam as well as around the world in the field of public health. In a congratulatory message on the occasion of VPHA’s 10th anniversary, President of the World Federation of Public Health Associations wrote:

In order to acknowledge the VPHA’s contributions, the Ministry of Health had awarded a Certificate of Merit for the achievements of people’s health care to VPHA in its 10th anniversary celebration.

The year of 2013 will be promising with many activities of the VPHA. Several successful programs will be expanded to cover other sites of Provincial Public Health Associations. Besides, the VPHA will be proudly welcoming the domestic and international delegates to attend the 4th Asia Pacific Conference on Public Health from 21-22 November, 2013 in Nha Trang city.

We continue to set ambitious goals for the new tenure of 2013-2017 and strongly believe that the next 5 years will seal the bright development stage of the VPHA with our knowledge, experiences, along with hand-in-hand helpful friends, colleagues and the whole community.

The VPHA is a social, professional organization of nationwide volunteers who work in the Public Health field in Viet Nam. Founded on the 6th of June 2002, VPHA’s network covers 3 regions of Viet Nam.

VPHA has been admitted to be an official member of the Central Committee of Vietnam Fatherland Front and the World Federation of Public Health Associations (WFPHA)

Mission

To unite all people working in the field of public health for cooperation, mutual assistance and to provide a forum for exchange of ideas, knowledge and information on public health to advocate for public health policies, researches, interventions, and development.

Objectives for 2012-2017 period

* To develop an effective VPHA organizational structure at central, provincial and district levels.

* To strengthen the advocacy role of the VPHA through supporting and promoting the practical application of public health research findings in

development and implementation of public health policies and programs.

* To improve capacities of the VPHA, including its members as well as other key professionals and decision makers in the field of health development.

* To promote resource mobilization and network of local and international public health organizations as well as other relevant organizations.

* To provide timely and accurate information on public health policies, programs and researches through a wide range of dissemination channels.

General Introduction

VPHA’srEViEw in 2012

The year 2012 was important to mark the maturity of the VPHA after 10 years of growth and development. This year also

saw several important events, creating the foundation for a new stage of the VPHA’s development.

VPHA was awarded certificates by the Ministry of Health

The year 2012 marked the milestone for 10 years of VPHA’s growth and development. The Ministry of Health awarded certificates of merit to the former VPHA’s President - Prof. Duong Dinh Thien and to VPHA in recognition of contribution to the cause of the people’s health care at the10th Anniversary Celebration of the VPHA’s foundation. The ceremony was followed by the VPHA’s 3rd Congress with a newly elected Executive Committee consisting of 27 members. Prof. Le Vu Anh was elected as the President of the VPHA for the 2012-2017 tenure.

Within a series of activities celebrating the 10th anniversary, the VPHA’s 8th National Scientific Conference gained a great success with participation of nearly 300 domestic

and international delegates. In particular, the conference saw the participation of Vietnam One Health University Network (VOHUN) together with the theme of “One Health” included in presentations on emerging and re-emerging infectious diseases in Viet Nam. On this occasion, the VPHA also published the first special issue of Vietnam Journal of Public Health in the English language in order to improve the quality of the journal.

In 2012, the VPHA’s programs were maintained and continuously expanded. The Tobacco Program has been far and wide implemented with the launch of the smoke-free tourism cities in Hue and Nha Trang. The Elderly Health Promotion Program in Tien Hai district, Thai Binh province has supported the elderly to establish health clubs to promote elderly health, and implemented the initial application of

the Take 10! Program with technical support from experts of ILSI, Japan. The Program “Reducing the risk of dioxin exposure through foods in Vietnam hotspots” has continued to share information about the program at group meetings, and timely provided scientific information to reassure the people against notification of blood test results showing Dioxin contamination in blood of some people in Da Nang.

The “Tool to assess environmental health risks synthesis of human and animal wastes in Viet Nam” has been implemented in Hoang Tay commune, Kim Bang district, Ha Nam province which initially showed positive results and attracted the people’s support. The training program for capacity building on management skills for staffs on HIV/AIDS prevention conducted in three provinces/cities:

Thai Binh, Da Nang and Dong Thap has positively improved the professionalism and effectiveness for staff working in the field of HIV/AIDS prevention at the local level.

In July 2012, the VPHA in collaboration with the Hanoi School of Public Health and Project Vietnam (USA) conducted a field trip with medical activities, free gifts, survey on conditions of using clean water and development of water filtering pilot model for inhabitants of Quang Minh commune, Van Yen district, Yen Bai province. This is a new approach in the practice of problem-based learning for the staff and students of public health.

It is clear that during 2012, the VPHA has proactively held meetings and expanded cooperation with other national and international organizations such as the World Health Organization, the National Institute of Nutrition, ILSI - Japan, the Karolinska Institute - Sweden, Development Alternatives, Inc. (DAI) - USA, the Vietnam Assistance for the Handicapped (VNAH), etc.

The provincial network of the VPHAin 11 provinces/cities continued to maintain the coherence and coordination of the programs implemented at the local level. In 2012, the VPHA continued to implement communication skills training on Policy Advocacy in Public Health for its members in Da Nang, Dong Thap

and Ho Chi Minh City. The Lao Cai PPHA and Ho Chi Minh City PHA also conducted their 2nd congress. Especially, the Ho Chi Minh City PHA has implemented many public health communication activities and successfully hosted the 1st Scientific Conference on Public Health in Ho Chi Minh City.

VPHA has been actively preparing for activities to host the 4th Asia Pacific Conference on Public Health (APCPH) in Nha Trang from 21-22 November, 2013.

The APCPH 2013 website atwww.apcphvn2013.com has been officially launched since 15 December, 2012 and the conference online registration was made available from 15 January, 2013.

The VPHA and its network’s efforts in the past year will set the stage for growth in 2013 and the following years.

During 2012, the VPHA continued to be very active on tobacco control and made considerable contributions to tobacco control in both policy and practice domains. Through its network of 11 PPHAs, the VPHA has zealously got involved in the policy advocacy process of the Tobacco control Law. On June 18th, 2012; the Tobacco control Law was adopted by the Vietnam National Assembly and considered as a comprehensive legal document which creates the legal tool for tobacco control activities in future.

The VPHA focused its priorities on implementing and enforcing smoke-free policies, supporting smoking ban and sanction for infringement.

Models of smoke-free environments in health or educational facilities, transport

means, culture - sports - tourism workplace and public places have been expanded in different localities. Hue and Nha Trang city, given the technical and financial support of the VPHA, have committed to become smoke-free city, pioneering in implementing smoke-free policies in Viet Nam. It is clear that determinants of success for smoke-free policies include policy communication (for the community), technical and managerial support, and local authorities’ commitment. These will be valuable lessons for implementing and enforcing smoke-free policies.

In 2013, the VPHA will continue to collaborate with the national tobacco control working group and to strengthen its network to prepare for execution of the Tobacco control Law which will go into force by May 1, 2013.

The VPHA has continued sharing information and results of the public health approach in reducing Dioxin exposure through foods at national and international conferences as well as the Agent Orange Working Group (AOWG). In August 2012, information about the risk of dioxin exposure was timely provided through the mass media, which has kept the residents in Da Nang calm upon the news regarding “Blood samples of randomly selected residents living in Da Nang have been found positive with dioxin”. Besides, recommendations have been given to the local authorities and government agencies to strengthen risk communication strategy to help people in taking appropriate actions to minimize the risk of being exposed to dioxin through foods.

On December 2012, foods samples have been collected at three dioxin hotspot wards (namely Trung Dung, Tan Phong and Buu Long) near Bien Hoa airbase – Dong Nai, which aimed at evaluating the sustainability of the intervention program after 5-years implementation. This activity is going to be carried out in Da Nang in January 2013 for taking an evaluation of the intervention program at Da Nang hot spot after three-years implementation.

After two years of intervention, a post-intervention evaluation and “The Elderly Health Promotion model in Tien Hai district, 2010- 3/2012 period” workshop were conducted by the Program. Evaluation results showed that the model was implemented with a low cost and high sustainability. After the study tour of VPHA team to learn the TAKE10! program for the Elderly in Japan, the VPHA has applied the program (including practicing dietary intake and physical exercises) for 60 Elderly Public Health Volunteers (EPHVs) in Tien Hai town.The EPHV network has received replacements of moving members and the new members have attended the training course on the behavior change communication skills. EPHV groups at village have held 50 quarterly communication sessions for all the elderly on selected health topics as high

blood pressure, diabetes. The EPHVs continued to visit households for health communication purpose. The EPHVs have strengthened monitoring the implementation of health care activities in village/commune. The program has promoted the elderly with active aging and the primary results have attracted the attention of the domestic and international organizations.

In the last year, the program has strengthened the cooperation with the International Life Sciences Institute (Japan), Karolinska Institute (Sweden) to apply TAKE 10 program and physical activity in prescription for the elderly. The VPHA also provided comments on the draft of the national action plan for the elderly, 2012-2020 period and assessment on implementation of policies for the Elderly in Viet Nam, 2010-2012.

Early January 2012, the VPHA started implementing PAMS program in Hoang Tay commune, Kim Bang district, Ha Nam province. The PAMS program aimed to develop a tool to assess the impact of human and animal manure on environment and health; propose appropriate practices for integrated human and animal waste management in households. In 2012, the following program activities were conducted:

Making a situation analysis on management of human and animal manure in Viet Nam and conducting a baseline survey of 200 households with use of human and animal manure as fertilizer for agriculture in Hoang Tay commune

Designing the composting aerobic and anaerobic models

Piloting the models at eight households in collaboration with Hoang Tay commune health station, and conducting training and communication sessions on composting and utilizing the models

Taking samples on a monthly basis to analyze the microorganism indicators, temperature, humidity and pH values. The preliminary results showed that the amount of ascaridia has been reduced and the nutritional quality of the composted manure has been retained

After one year of implementation with 6 months of piloting the composting models, the program achieved some initial successful results which formed basis for recommendations about further research orientation and expansion of the models to other places.

The 4th APCPH 2013 website at www.apcphvn2013.com with online registration function was launched in December 2012.

In addition to the above channels, VPHA’s events, important activities have been reported extensively on national and local televisions and newspapers.

In August 2012, the VPHA’s press release about the risk of dioxin exposure attracted attention of the media and helped to reassure local people in Da Nang against notification of blood test results showing Dioxin contamination in blood of some people in Da Nang.

Specifically, in 2012, the VPHA and the PPHA network also successfully advocated for the approval of the Law on Tobacco Control through many diverse communication channels.

The VPHA organized training workshops on “Policy advocacy in public health” in Thai Binh, Dong Thap, Ho Chi Minh City for members, officials of relevant departments such as Department of Education and Training, the Department of Transport, and mass organizations such as Women’s Union, Youth’s Union, etc.

The 8th National Scientific Conference was one of a series of activities to celebrate VPHA’s 10 years of foundation and the 3rd National Congress.

Three PPHAs including the Thai Binh PPHA, Da Nang PHA, Dong Thap PPHA took part in the training Program on Management and Leadership held by the Center for Disease Control (CDC) and Hanoi School of Public Health. Nearly 100 participants from different institutions in the system of HIV/AIDS care and treatment in 3 provinces participated in 2 training courses on “Quality Improvement on HIV/AIDS prevention” and “Management of implementation and evaluation of HIV/AIDS interventions”. The learners applied the acquired knowledge to improve the quality of projects and project management in their sectors. As many as 15 projects in Thai Binh, 16 projects in Da Nang,

and 17 projects in Dong Thap have received such application of quality improvement (QI).

In 2012, Ho Chi Minh City PHA and Lao Cai PPHA organized 2nd Congress. In particular, Ho Chi Minh City PHA continued to show the dynamics of the activity. It has implemented 26 communication programs on Ho Chi Minh City Television, successfully organized the 1st Scientific Conference on Public Health with nearly 700 delegates, admitting two new affiliated associations.

In 2012, the network of 11 PPHAs has actively collaborated with the VPHA to run an advocacy campaign in order to get the National Assembly adoption for the Law on Tobacco Control in Viet Nam.

From 4 – 8 March, 2013, the VPHA in collaboration with KPMG conducted an audit of VPHA’s financial activities and implementation progress of the programs

during the period from 1/1 - 31/12/2012. For a week, the auditors and the VPHA staff have reviewed the entire documents, revenue and expenditure activities and the operation of the VPHA’s office.

Some findings of auditing report during this period are as follows:

- Total revenue: 2.915.455.000 VND

- Total management costs + operational costs: 7.131.317.000 VND

Budget transferred to the year 2013: 5.029.623.000 VND

In 2012, the VPHA strengthened implementation of the programs and stricter monitoring expenditures. The VPHA also seriously complied and paid personal income tax declaration under the current regulations.

The audit report showed the transparency of financial management and the activities are on schedule.
