Please find attached my statement that our city -Fountain Valley-does not share a Community of Interest with the City of Santa Ana
We do however share a Community of Interest with the City of Huntington Beach for the following reasons
1) We share the same Orange County Sanitation District
2) We share many of the same School Districts
3) We share many of the same Cultural and Community Service Clubs ( Rotary Kiwannis etc)
4) We also share many of the same sports leagues and teams
For this reason we ask that we be included in upcoming redistricting maps with the City of Huntington Beach

I really must protest the maps that redistricted out Laguna Woods from Laguna Beach I am a Laguna Beach resident I note that Laguna Woods has been part of the Laguna Beach election districts since it became a city Laguna Woods is integral to our Laguna Beach community as Laguna Beach is to Laguna Woods I cannot believe the residents of Laguna Woods are content with your maps - I am certain from talking with my friends and neighbors in Laguna Beach that we are not content with your maps
Kindly reconsider and include Laguna Woods in the Laguna Beach congressional state senate and assembly districts

Dear Citizens Redistricting Commission Members
As a Director and Vice President of the La Habra Heights County Water District and Past-President of the La Habra Heights Improvement Association I would like to thank you for the work you have done on the proposed State Assembly and Senate Districts for La Habra Heights in the First Draft I reviewed the districts that are being drawn by and it seems to me that the State Assembly and Senate Districts boundaries are a good fit for us but the lines drawn for our Congressional District are problematic Our interests coincide more closely with Los Angeles County cities such as La Mirada where the La Habra Heights County Water District has significant operations In addition our city councils have been very involved with Whittier La Mirada and Downey since La Habra Heights incorporated in 1978
I request that you reconsider the lines drawn for our proposed Congressional District If you could align the Congressional District more closely to the cities that were included in the State Assembly and Senate District it would make a much better working arrangement for all of us
Thank you for the work you are doing and thank you for considering my request during the public comment phase of the redistricting process

RESOLUTION NO 11-06-13-02
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT CALIFORNIA OPPOSING ANY PROPOSED REDISTRICTING PLAN THAT SPLITS THE CITY ANDOR PLACES THE CITY OUTSIDE OF THE DISTRICT INCLUDING OTHER SOUTH ORANGE COUNTY CITIES
The City Council of the City of Dana Point does hereby resolve as follows
WHEREAS on June 10 2011 the California Citizens Redistricting Commission released maps showing a proposed new redistricting for State Assembly and Senate Seat purposes and
WHEREAS the proposal divides the City of Dana Point creating two districts within its geographical boundaries and
WHEREAS the City Council is opposed to any redistricting which divides the City and
WHEREAS the City Council believes the City should be included in its entirety in the same districts for Assembly and Senate Seat purposes as the rest of what is traditionally considered to be South Orange County based upon the similarity of issues and historical working relationships the City has with such other South Orange County cities
NOW THEREFORE BE IT HEREBY RESOLVED by the City Council of the City of Dana Point as follows
SECTION 1 The Council hereby formally opposes the redistricting proposal released on June 10 2011 and any other proposal by which the City is split into multiple districts
SECTION 2 The City Council hereby formally opposes the redistricting proposal released on June 10 2011 and any other proposal by which all or any part of the City is not included the same Assembly and Senate districts as most if not all of the cities traditionally considered to comprise South Orange County are located
SECTION 3 The Mayor and City Manager andor their designees are hereby authorized to send letters and or appear at meetings and participate in such other lawful activities as they deem necessary and appropriate to advocate the above noted positions on behalf of the City

Re City of Dana Point (City) Comments on the Citizens Redistricting Commissions (Commission) First Draft of State Senate and Assembly District Maps

At its June 13 2011 meeting the Dana Point City Council (DPCC) voted unanimously to object to certain state Senate and Assembly district boundaries proposed in the Commissions first draft of the district maps (First Draft) As part of that action the DPCC also unanimously approved the attached Resolution which opposes any state Assembly or Senate redistricting plan that would (a) divide the City geographically and or (b) place the City outside of any state Senate or Assembly districts that do not include our neighboring south Orange County cities
The DPCC strongly feels that our entire city should be grouped with other south Orange County cities for state Senate and Assembly purposes because of the common issues these cities face as well as the strong working relationships and cooperative arrangements they have developed over many many years Shared issues include but are by no means limited to ocean water quality regional transportation at both the local (Orange County Transportation Authority) and state (Caltrans) levels regional land use planning and affordable housing
On behalf of the DPCC [ would strongly and respectfully request the Commission to reconsider the state Senate and Assembly district boundaries proposed in the First Draft in view of the CityS comments set forth above If J or our City Manager Doug Chotkevys can be of any further assistance or answer any questions please do not hesitate to contact us at

Message Body Dear California Citizens Redistricting Commission
As current Mayor of the City of Fountain Valley I am writing to express our concerns with the first round draft maps released by the Commission on June 10 2011 The draft maps for the State Senate State Assembly and Congressional District show Fountain Valley moving from the current coastal districts where Fountain Valley is aligned with the City of Huntington Beach to a district that extends far inland We are very concerned about this shift in our district alignment as we would lose the homogenous representation and common interests we currently enjoy in our districts and instead we will be grouped with communities with very different issues and concerns than us Not only does the City of Fountain Valley share a border with Huntington Beach this border is almost nonexistent as you cross from one City to the next as we are so integrated sharing school districts service organizations and neighborhoods
In closing I would like to ask to you seriously reconsider the City of Fountain Valleyrsquos alignment in your second draft maps and instead align us with the coastal district and City of Huntington Beach

Re City of Dana Point (City) Comments on the Citizens Redistricting Commissions (Commission) First Draft of State Senate and Assembly District Maps

At its June 13 2011 meeting the Dana Point City Council (DPCC) voted unanimously to object to certain state Senate and Assembly district boundaries proposed in the Commissions first draft of the district maps (First Draft) As part of that action the DPCC also unanimously approved the attached Resolution which opposes any state Assembly or Senate redistricting plan that would (a) divide the City geographically and or (b) place the City outside of any state Senate or Assembly districts that do not include our neighboring south Orange County cities
The DPCC strongly feels that our entire city should be grouped with other south Orange County cities for state Senate and Assembly purposes because of the common issues these cities face as well as the strong working relationships and cooperative arrangements they have developed over many many years Shared issues include but are by no means limited to ocean water quality regional transportation at both the local (Orange County Transportation Authority) and state (Caltrans) levels regional land use planning and affordable housing

As current Mayor of the City of Fountain Valley I am writing to express our concerns with the first round draft maps released by the Commission on June 10 2011 The draft maps for the State Senate State Assembly and Congressional District show Fountain Valley moving from the current coastal districts where Fountain Valley is aligned with the City of Huntington Beach to a district that extends far inland We are very concerned about this shift in our district alignment as we would lose the homogenous representation and common interests we currently enjoy in our districts and instead we will be grouped with communities with very different issues and concerns than us Not only does the City of Fountain Valley share a border with Huntington Beach this border is almost nonexistent as you cross from one City to the next as we are so integrated sharing school districts service organizations and neighborhoods
In closing I would like to ask to you seriously reconsider the City of Fountain Valleyrsquos alignment in your second draft maps and instead align us with the coastal district and City of Huntington Beach

As a Director and Vice President of the La Habra Heights County Water District and Past-President of the La Habra Heights Improvement Association I would like to thank you for the work you have done on the proposed State Assembly and Senate Districts for La Habra Heights in the First Draft I reviewed the districts that are being drawn by and it seems to me that the State Assembly and Senate Districts boundaries are a good fit for us but the lines drawn for our Congressional District are problematic Our interests coincide more closely with Los Angeles County cities such as La Mirada where the La Habra Heights County Water District has significant operations In addition our city councils have been very involved with Whittier La Mirada and Downey since La Habra Heights incorporated in 1978
I request that you reconsider the lines drawn for our proposed Congressional District If you could align the Congressional District more closely to the cities that were included in the State Assembly and Senate District it would make a much better working arrangement for all of us

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT CALIFORNIA OPPOSING ANY PROPOSED REDISTRICTING PLAN THAT SPLITS THE CITY ANDOR PLACES THE CITY OUTSIDE OF THE DISTRICT INCLUDING OTHER SOUTH ORANGE COUNTY CITIES
The City Council of the City of Dana Point does hereby resolve as follows
WHEREAS on June 10 2011 the California Citizens Redistricting Commission released maps showing a proposed new redistricting for State Assembly and Senate Seat purposes and
WHEREAS the proposal divides the City of Dana Point creating two districts within its geographical boundaries and
WHEREAS the City Council is opposed to any redistricting which divides the City and
WHEREAS the City Council believes the City should be included in its entirety in the same districts for Assembly and Senate Seat purposes as the rest of what is traditionally considered to be South Orange County based upon the similarity of issues and historical working relationships the City has with such other South Orange County cities
NOW THEREFORE BE IT HEREBY RESOLVED by the City Council of the City of Dana Point as follows

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT CALIFORNIA OPPOSING ANY PROPOSED REDISTRICTING PLAN THAT SPLITS THE CITY ANDOR PLACES THE CITY OUTSIDE OF THE DISTRICT INCLUDING OTHER SOUTH ORANGE COUNTY CITIES
The City Council of the City of Dana Point does hereby resolve as follows
WHEREAS on June 10 2011 the California Citizens Redistricting Commission released maps showing a proposed new redistricting for State Assembly and Senate Seat purposes and
WHEREAS the proposal divides the City of Dana Point creating two districts within its geographical boundaries and
WHEREAS the City Council is opposed to any redistricting which divides the City and
WHEREAS the City Council believes the City should be included in its entirety in the same districts for Assembly and Senate Seat purposes as the rest of what is traditionally considered to be South Orange County based upon the similarity of issues and historical working relationships the City has with such other South Orange County cities
NOW THEREFORE BE IT HEREBY RESOLVED by the City Council of the City of Dana Point as follows
SECTION 1 The Council hereby formally opposes the redistricting proposal released on June 10 2011 and any other proposal by which the City is split into multiple districts
SECTION 2 The City Council hereby formally opposes the redistricting proposal released on June 10 2011 and any other proposal by which all or any part of the City is not included the same Assembly and Senate districts as most if not all of the cities traditionally considered to comprise South Orange County are located
SECTION 3 The Mayor and City Manager andor their designees are hereby authorized to send letters and or appear at meetings and participate in such other lawful activities as they deem necessary and appropriate to advocate the above noted positions on behalf of the City

At its June 13 2011 meeting the Dana Point City Council (DPCC) voted unanimously to object to certain state Senate and Assembly district boundaries proposed in the Commissions first draft of the district maps (First Draft) As part of that action the DPCC also unanimously approved the attached Resolution which opposes any state Assembly or Senate redistricting plan that would (a) divide the City geographically and or (b) place the City outside of any state Senate or Assembly districts that do not include our neighboring south Orange County cities
The DPCC strongly feels that our entire city should be grouped with other south Orange County cities for state Senate and Assembly purposes because of the common issues these cities face as well as the strong working relationships and cooperative arrangements they have developed over many many years Shared issues include but are by no means limited to ocean water quality regional transportation at both the local (Orange County Transportation Authority) and state (Caltrans) levels regional land use planning and affordable housing

As current Mayor of the City of Fountain Valley I am writing to express our concerns with the first round draft maps released by the Commission on June 10 2011 The draft maps for the State Senate State Assembly and Congressional District show Fountain Valley moving from the current coastal districts where Fountain Valley is aligned with the City of Huntington Beach to a district that extends far inland We are very concerned about this shift in our district alignment as we would lose the homogenous representation and common interests we currently enjoy in our districts and instead we will be grouped with communities with very different issues and concerns than us Not only does the City of Fountain Valley share a border with Huntington Beach this border is almost nonexistent as you cross from one City to the next as we are so integrated sharing school districts service organizations and neighborhoods

As a Director and Vice President of the La Habra Heights County Water District and Past-President of the La Habra Heights Improvement Association I would like to thank you for the work you have done on the proposed State Assembly and Senate Districts for La Habra Heights in the First Draft I reviewed the districts that are being drawn by and it seems to me that the State Assembly and Senate Districts boundaries are a good fit for us but the lines drawn for our Congressional District are problematic Our interests coincide more closely with Los Angeles County cities such as La Mirada where the La Habra Heights County Water District has significant operations In addition our city councils have been very involved with Whittier La Mirada and Downey since La Habra Heights incorporated in 1978
I request that you reconsider the lines drawn for our proposed Congressional District If you could align the Congressional District more closely to the cities that were included in the State Assembly and Senate District it would make a much better working arrangement for all of us

RESOLUTION NO 11-06-13-02
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT CALIFORNIA OPPOSING ANY PROPOSED REDISTRICTING PLAN THAT SPLITS THE CITY ANDOR PLACES THE CITY OUTSIDE OF THE DISTRICT INCLUDING OTHER SOUTH ORANGE COUNTY CITIES
The City Council of the City of Dana Point does hereby resolve as follows
WHEREAS on June 10 2011 the California Citizens Redistricting Commission released maps showing a proposed new redistricting for State Assembly and Senate Seat purposes and
WHEREAS the proposal divides the City of Dana Point creating two districts within its geographical boundaries and
WHEREAS the City Council is opposed to any redistricting which divides the City and
WHEREAS the City Council believes the City should be included in its entirety in the same districts for Assembly and Senate Seat purposes as the rest of what is traditionally considered to be South Orange County based upon the similarity of issues and historical working relationships the City has with such other South Orange County cities
NOW THEREFORE BE IT HEREBY RESOLVED by the City Council of the City of Dana Point as follows
SECTION 1 The Council hereby formally opposes the redistricting proposal released on June 10 2011 and any other proposal by which the City is split into multiple districts
SECTION 2 The City Council hereby formally opposes the redistricting proposal released on June 10 2011 and any other proposal by which all or any part of the City is not included the same Assembly and Senate districts as most if not all of the cities traditionally considered to comprise South Orange County are located
SECTION 3 The Mayor and City Manager andor their designees are hereby authorized to send letters and or appear at meetings and participate in such other lawful activities as they deem necessary and appropriate to advocate the above noted positions on behalf of the City

Re City of Dana Point (City) Comments on the Citizens Redistricting Commissions (Commission) First Draft of State Senate and Assembly District Maps

At its June 13 2011 meeting the Dana Point City Council (DPCC) voted unanimously to object to certain state Senate and Assembly district boundaries proposed in the Commissions first draft of the district maps (First Draft) As part of that action the DPCC also unanimously approved the attached Resolution which opposes any state Assembly or Senate redistricting plan that would (a) divide the City geographically and or (b) place the City outside of any state Senate or Assembly districts that do not include our neighboring south Orange County cities
The DPCC strongly feels that our entire city should be grouped with other south Orange County cities for state Senate and Assembly purposes because of the common issues these cities face as well as the strong working relationships and cooperative arrangements they have developed over many many years Shared issues include but are by no means limited to ocean water quality regional transportation at both the local (Orange County Transportation Authority) and state (Caltrans) levels regional land use planning and affordable housing

Message Body Dear California Citizens Redistricting Commission
As current Mayor of the City of Fountain Valley I am writing to express our concerns with the first round draft maps released by the Commission on June 10 2011 The draft maps for the State Senate State Assembly and Congressional District show Fountain Valley moving from the current coastal districts where Fountain Valley is aligned with the City of Huntington Beach to a district that extends far inland We are very concerned about this shift in our district alignment as we would lose the homogenous representation and common interests we currently enjoy in our districts and instead we will be grouped with communities with very different issues and concerns than us Not only does the City of Fountain Valley share a border with Huntington Beach this border is almost nonexistent as you cross from one City to the next as we are so integrated sharing school districts service organizations and neighborhoods
In closing I would like to ask to you seriously reconsider the City of Fountain Valleyrsquos alignment in your second draft maps and instead align us with the coastal district and City of Huntington Beach

Dear Citizens Redistricting Commission Members
As a Director and Vice President of the La Habra Heights County Water District and Past-President of the La Habra Heights Improvement Association I would like to thank you for the work you have done on the proposed State Assembly and Senate Districts for La Habra Heights in the First Draft I reviewed the districts that are being drawn by and it seems to me that the State Assembly and Senate Districts boundaries are a good fit for us but the lines drawn for our Congressional District are problematic Our interests coincide more closely with Los Angeles County cities such as La Mirada where the La Habra Heights County Water District has significant operations In addition our city councils have been very involved with Whittier La Mirada and Downey since La Habra Heights incorporated in 1978
I request that you reconsider the lines drawn for our proposed Congressional District If you could align the Congressional District more closely to the cities that were included in the State Assembly and Senate District it would make a much better working arrangement for all of us
Thank you for the work you are doing and thank you for considering my request during the public comment phase of the redistricting process

Please find attached my statement that our city -Fountain Valley-does not share a Community of Interest with the City of Santa Ana
We do however share a Community of Interest with the City of Huntington Beach for the following reasons
1) We share the same Orange County Sanitation District

At its June 13 2011 meeting the Dana Point City Council (DPCC) voted unanimously to object to certain state Senate and Assembly district boundaries proposed in the Commissions first draft of the district maps (First Draft) As part of that action the DPCC also unanimously approved the attached Resolution which opposes any state Assembly or Senate redistricting plan that would (a) divide the City geographically and or (b) place the City outside of any state Senate or Assembly districts that do not include our neighboring south Orange County cities
The DPCC strongly feels that our entire city should be grouped with other south Orange County cities for state Senate and Assembly purposes because of the common issues these cities face as well as the strong working relationships and cooperative arrangements they have developed over many many years Shared issues include but are by no means limited to ocean water quality regional transportation at both the local (Orange County Transportation Authority) and state (Caltrans) levels regional land use planning and affordable housing

As current Mayor of the City of Fountain Valley I am writing to express our concerns with the first round draft maps released by the Commission on June 10 2011 The draft maps for the State Senate State Assembly and Congressional District show Fountain Valley moving from the current coastal districts where Fountain Valley is aligned with the City of Huntington Beach to a district that extends far inland We are very concerned about this shift in our district alignment as we would lose the homogenous representation and common interests we currently enjoy in our districts and instead we will be grouped with communities with very different issues and concerns than us Not only does the City of Fountain Valley share a border with Huntington Beach this border is almost nonexistent as you cross from one City to the next as we are so integrated sharing school districts service organizations and neighborhoods
In closing I would like to ask to you seriously reconsider the City of Fountain Valleyrsquos alignment in your second draft maps and instead align us with the coastal district and City of Huntington Beach

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT CALIFORNIA OPPOSING ANY PROPOSED REDISTRICTING PLAN THAT SPLITS THE CITY ANDOR PLACES THE CITY OUTSIDE OF THE DISTRICT INCLUDING OTHER SOUTH ORANGE COUNTY CITIES
The City Council of the City of Dana Point does hereby resolve as follows
WHEREAS on June 10 2011 the California Citizens Redistricting Commission released maps showing a proposed new redistricting for State Assembly and Senate Seat purposes and
WHEREAS the proposal divides the City of Dana Point creating two districts within its geographical boundaries and
WHEREAS the City Council is opposed to any redistricting which divides the City and
WHEREAS the City Council believes the City should be included in its entirety in the same districts for Assembly and Senate Seat purposes as the rest of what is traditionally considered to be South Orange County based upon the similarity of issues and historical working relationships the City has with such other South Orange County cities
NOW THEREFORE BE IT HEREBY RESOLVED by the City Council of the City of Dana Point as follows
SECTION 1 The Council hereby formally opposes the redistricting proposal released on June 10 2011 and any other proposal by which the City is split into multiple districts
SECTION 2 The City Council hereby formally opposes the redistricting proposal released on June 10 2011 and any other proposal by which all or any part of the City is not included the same Assembly and Senate districts as most if not all of the cities traditionally considered to comprise South Orange County are located

Re City of Dana Point (City) Comments on the Citizens Redistricting Commissions (Commission) First Draft of State Senate and Assembly District Maps

At its June 13 2011 meeting the Dana Point City Council (DPCC) voted unanimously to object to certain state Senate and Assembly district boundaries proposed in the Commissions first draft of the district maps (First Draft) As part of that action the DPCC also unanimously approved the attached Resolution which opposes any state Assembly or Senate redistricting plan that would (a) divide the City geographically and or (b) place the City outside of any state Senate or Assembly districts that do not include our neighboring south Orange County cities
The DPCC strongly feels that our entire city should be grouped with other south Orange County cities for state Senate and Assembly purposes because of the common issues these cities face as well as the strong working relationships and cooperative arrangements they have developed over many many years Shared issues include but are by no means limited to ocean water quality regional transportation at both the local (Orange County Transportation Authority) and state (Caltrans) levels regional land use planning and affordable housing

Message Body Dear California Citizens Redistricting Commission
As current Mayor of the City of Fountain Valley I am writing to express our concerns with the first round draft maps released by the Commission on June 10 2011 The draft maps for the State Senate State Assembly and Congressional District show Fountain Valley moving from the current coastal districts where Fountain Valley is aligned with the City of Huntington Beach to a district that extends far inland We are very concerned about this shift in our district alignment as we would lose the homogenous representation and common interests we currently enjoy in our districts and instead we will be grouped with communities with very different issues and concerns than us Not only does the City of Fountain Valley share a border with Huntington Beach this border is almost nonexistent as you cross from one City to the next as we are so integrated sharing school districts service organizations and neighborhoods
In closing I would like to ask to you seriously reconsider the City of Fountain Valleyrsquos alignment in your second draft maps and instead align us with the coastal district and City of Huntington Beach

RESOLUTION NO 11-06-13-02
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT CALIFORNIA OPPOSING ANY PROPOSED REDISTRICTING PLAN THAT SPLITS THE CITY ANDOR PLACES THE CITY OUTSIDE OF THE DISTRICT INCLUDING OTHER SOUTH ORANGE COUNTY CITIES
The City Council of the City of Dana Point does hereby resolve as follows
WHEREAS on June 10 2011 the California Citizens Redistricting Commission released maps showing a proposed new redistricting for State Assembly and Senate Seat purposes and
WHEREAS the proposal divides the City of Dana Point creating two districts within its geographical boundaries and
WHEREAS the City Council is opposed to any redistricting which divides the City and
WHEREAS the City Council believes the City should be included in its entirety in the same districts for Assembly and Senate Seat purposes as the rest of what is traditionally considered to be South Orange County based upon the similarity of issues and historical working relationships the City has with such other South Orange County cities
NOW THEREFORE BE IT HEREBY RESOLVED by the City Council of the City of Dana Point as follows
SECTION 1 The Council hereby formally opposes the redistricting proposal released on June 10 2011 and any other proposal by which the City is split into multiple districts
SECTION 2 The City Council hereby formally opposes the redistricting proposal released on June 10 2011 and any other proposal by which all or any part of the City is not included the same Assembly and Senate districts as most if not all of the cities traditionally considered to comprise South Orange County are located
SECTION 3 The Mayor and City Manager andor their designees are hereby authorized to send letters and or appear at meetings and participate in such other lawful activities as they deem necessary and appropriate to advocate the above noted positions on behalf of the City

Message Body Dear California Citizens Redistricting Commission
As current Mayor of the City of Fountain Valley I am writing to express our concerns with the first round draft maps released by the Commission on June 10 2011 The draft maps for the State Senate State Assembly and Congressional District show Fountain Valley moving from the current coastal districts where Fountain Valley is aligned with the City of Huntington Beach to a district that extends far inland We are very concerned about this shift in our district alignment as we would lose the homogenous representation and common interests we currently enjoy in our districts and instead we will be grouped with communities with very different issues and concerns than us Not only does the City of Fountain Valley share a border with Huntington Beach this border is almost nonexistent as you cross from one City to the next as we are so integrated sharing school districts service organizations and neighborhoods
In closing I would like to ask to you seriously reconsider the City of Fountain Valleyrsquos alignment in your second draft maps and instead align us with the coastal district and City of Huntington Beach
