I am writing to support and recommend the confirmation of Mr. Jerold W. Filush for appointment as a member of the University of Guam (UOG) Board of Regents (BOR).

Mr. Filush has expressed a desire serve the community and the University of Guam as a member of the Board of Regents. In 1974, he earned a B.S. in Business Administration and Accounting from Aquinas College in Michigan. He is a Certified Public Accountant and a Chartered Global Management Accountant, with expertise in public accounting was primarily in audit. He has been employed on Guam for over forty years primarily in the public accounting industry.

Mr. Filush has also served as a member and/or officer for several boards and civic organizations, to include the Guam Chamber of Commerce Board of Directors, Guam Society of CPAs, Rotary Club ofTumon Bay, and the Navy League of the United States - Guam Council. The longevity of his membership with these boards and organizations is indicative of his dedication and spirit of public service. Because he only works parttime within his sole proprietorship offering business accounting services, he has indicated that he has the time available to be an active and involved member of the BOR.

Mr. Filush is a respected business leader in Guam and Micronesia and demonstrates a commitment to giving back to the region. He is described as honest, ethical, smart and a man of integrity. BOARD OF REGENTS April 20, 2017

Chairman San Agustin, other honorable members of the Committee on Education, Finance and

Taxation, I am Philip J. Flores and I come here today as a private citizen to testify in favor of the

nomination of Jerold Fi lush to a six year term as a member of the University of Guam Board of

Regents.

I have known Jerry well for more than 40 years both as a friend and in a professional capacity.

Jerry was consistently leading the Peat Marwick and then Deloitte and Touche auditing teams

which dealt annually with BankPacific and our predecessor, Guam Savings.

During that time it was easy to recognize his dedication to providing thorough and accurate

financial audits. He proved himself to be smart and dedicated to excellence.

When he retired from Deloitte just about two years ago, I approached in my roles with

BankPacific to ask him to join our board of directors.

He accepted and it has proven to be one of the best business decisions I have made.

On a personal basis, I first joined having fun with Jerry when I could still roam center and he

stroke a mean line drive down the first base line.

As mentioned, that was a long time ago, when he was single, before he met and married

Monica, reared his children and started doting over his grandchildren.

In my mind he is a complete professional, a dedicated family man and a true gentleman.

l am in favor of Jerry's nomination and humbly ask you to be the same.

Chairman San Agustin: Good morning ladies and gentlemen, it is now 9 o'clock. The Committee on Education, Finance & Taxation now convenes this public hearing. Continuation proceedings by Chairman San Agustin: Now we will move to the Nominees. And looking at the nominees. Ladies and Gentlemen, the nominees are, you notice, it's like the pageant, right. And we'll start in the order as they have arrived. We have Mr. Jerold Filush, Member of University of Guam Board of Regents. And I would ask Mr. Filush, if he could please appear before the Committee-and then the next nominee, would be Mr. Mark Mendiola and then it'll be Mr. Palacios, alright? Mr. Filush, if you can, please state your name and I thank you for accepting the nominee for the Board of Regents. May God Bless you.

Jerold Filush: Is the red light, ok.ok. My name is Jerold Wayne Filush. I've given you the information. I don't know how much background you want or, if you just want me to move along with it. I'm retired now and I have the time to give to the University. If you look at the information I have provided, I have been involved in a lot of business chamber, rotary, natively, Guam. There are more business related, I organizations, and I've always been very involved in any organization that I've been in I've usually ascended to role, top role of President or Chairman or whatever it was, and it's time now that I'm retired to give back to the community and I'd like to do that as being a Regent of UoG .

Chairman San Agustin: Thank you Sir. I would like to ask the committee, Senator Wil Castro, or Senator Louise. Would you like to make any comments?

Senator Wil Castro: So on full disclosure, I just want the Chairman to know that I'm very familiar with both of his daughter and his new son-in-law. So my comments are more commendatory in nature, so, I appreciate Mr. Chairman the kind of Professionalism and experiences Mr. Filush brings to the table in terms of serving on the University's Board of Regents. I'm certain you're aware of your Fudiciary responsibility. I wanna encourage you, as a member of the committee on land and the environment to also keep in mind the growing need for educational opportunities for folks in the Natural Sciences and the Marine and Fisheries sciences and in Farming and Terrestrial sciences. Having, you're a retired accountant and having been a former accounting major, It's easy and probably a little more popular for us to look at the business side of things, or public administration degrees maybe even education degrees. But in my short experience with the government as a member of the cabinet, and now as a sitting member of this policy body, there is a major gap, in terms of being able to establish local capacity for folks who could be trained both, with the knowledge and experience, to be great stewards of our ocean and land resources and so that's a unique perspective one that I've only recently come to appreciate and as a vice chair on education, I want to encourage you also, to have those full discussions with the board as you establish financial priorities for the institution as you approve more degrees and as you set forth the strategic direction for the regions, only, for you're the granting institutions. Actually, I stand corrected. I believe now in the Northern Marianas College now grants four year degrees, certainly as a gem of this island. Thank you.

Senator Muna: Thank you Mr. Filush for contributing. There's definitely no lack of experience here in your packet that I'm looking through. I would like to review a little bit more, maybe, if I do have any other extra questions, I'd like to go ahead and just forward that to you, a little later, but I do wanna thank you very much for stepping up and definitely the education Board, the Board of Regents definitely needs you and your experience. Thank you very much.

Chairman San Agustin: Senator Espaldon. Welcome. I'd like to introduce Senator Espaldon as members of the panel. Would you like to ask Mr. Filush any questions? You feel you wanna ask, he is for a member of Board of Regents

Senator Espaldon: No, actually I look forward to his confirmation. Yes, on this matter, I think he is very qualified I just wanna thank you for accepting the nomination.

Chairman San Agustin: See Mr. Filush, you already got now four votes it looks like. You 're heading down the road, but you know, Mr. Filush, I look at your background, you're a CPA, I may even ask you to come and help us out on the tax issues, so please keep your doors open, cause I may be asking for some of your advice and your recommendations and how we're gonna move forward for Government of Guam, cause I know we're gonna be, I don't have to worry about the numbers, when I look at the budget at UoG, once you're on the board, I can actually look forward to saying , did Mr. Filush agree to this and they say yes, ok, a CPA agreed to it, then we can move forward. (Senator Castro injects, jokingly, then we'd have to pay him) Chairman San Agustin, responds, no, he's gonna be on the board, so, he's gonna be good. we don't have to pay him.
