As industrial advance and social changes, the nature of accidents and disasters

change as well. In response to these changes, the role of fire fighters has been

extended to cover a wide variety of activities: protection of the lives and property

of citizens from accidents and disasters; first-aid to emergency victims; rescue

operations; water supply; prevention of epidemics; assistance given to the poor,

elderly citizens living alone, and the disabled.

The origins of Korea's fire services date back to 1392 (the 1st year of King Taejo,

first king of the Chosun Dynasty). At that time, the office of ‘Mubi-sa’(Office for

Weaponry Storage and Management under the Ministry of Military Affairs, or

‘Byungjo’) took charge of kindling and preserving fire as well as fighting

accidental fires when they broke out. The organization in charge changed its

name from ‘Gumhwa-dogam’(1426), to ‘Soosung Gumhwa-dogam’(1426) and to

‘Soosung Gumhwa-sa’(1481), responding to flood disasters, managing waterways,

building and repairing castles, and fighting fires. The word ‘Sobang’(fire

services) was first used in 1895 with the first modern style fire office built in

Seoul in 1922. It was the ‘Gyungsung Fire Office’. (currently the Jongro Fire

Station).

In accordance with the revision of the Fire Services Law in 1958, fire fighters were

called upon to rescue victims of natural disasters (flood, storm, and heavy snow).

With the revision of the law in 1967, fire fighters' roles were again confined to fire

fighting. In 1982, 119 Emergency Medical Team was established to administer first-

aid to emergency patients (both before and while being transported to hospitals).

119 Rescue Squad was established in 1988 to respond to accident sites at home and

abroad.

elephants similarly spray water from their nose.

Rescue personnel : The Korean traditional ‘Jin-do’dog symbolizes the courage and

loyalty of members of the 119 Rescue Squad, who rush to save people in danger as 'Jin-

do' dogs serve to protect their masters, sacrificing their own lives or searching to find

their masters even over long distances.

We call people who safeguard the safety and lives ofcitizens, fire fighters.Fire-fighting officials administer fire services with their own initiative. As fire officials are faced with anincreasing workload and limited personnel, a system for mobilizing enlisted fire personnel and those of thevolunteer fire corps has been put in place. Auxiliary fire fighters get involved in the fire services instead ofmilitary service while the volunteer fire corps is composed of ordinary, working citizens who may be called toduty in the event of a fire.

Under the belief that prevention is more important than accident management or fire suppression, a wide

variety of preventive measures have been established and implemented, using advanced inspection

equipment and facilities. These measures include heightened requirements for construction permit/approval,

fire inspections, fire precaution district, fire protection manager, designation of a hazardous materials

safety manager, and operation of self-defense fire fighting units.

This is the system whereby the permit-holder for construction of a building needs to get approval from the

chief of the fire station in the jurisdiction.

inspected in terms of fire prevention, warning systems and fire suppression, as well as the condition ofthe building under inspection.

Designation of Fire Precaution District

The mayor of a city or governor of a province can designate areas with a high risk of fire or areas

where excessive damage is expected to result from a fire as fire precaution districts, giving them special

care and attention.

○ Designated Fire Precaution Districts

For the operation of this system, specially qualified fire management supervisors are appointed after they

have received training about fire prevention and building management.

A new safety culture is now emerging.

To promote this new safety culture, it is important to provide fire

services that meet the public's expectations.

○ Classification of those handling hazardous materialsManufacturers : Places producing hazardous materials beyond their daily set volume

Agencies : Places related to fuel, sell, general treatment, storage, and/or transport of hazardous materials

Manufacturers or agencies, that store or handle hazardous materials three thousand times the setvolume, and places, that store hazardous materials 20,000 times the set volume, should have their ownfire fighting unit.

Places that store or handle beyond their set volume should get a foundation approval from the chief ofthe fire station, while places that store or handle beyond limited volume of hazardous materials shouldappoint a hazardous materials safety manager.

○ Inspections on a regular or random basisRegular inspection (self-inspection): by safety managers or by those who test the safety of tanksGeneral inspection : every year (manufacturers, and agencies more than 10 times the set volume, bysafety managers)Structural safety inspection : once every 10 years (outdoor tanks of more than 1 million tons, by thosewho test the safety of facilities or by the Korea Fire Equipment Inspection Corporation (KOFEIC)

Buildings designated as a special fire protection management area should organize self-defense fire

fighting units who are trained to fight fire, evacuate people from the scene, and report to fire stations when

fire breaks out.

An era of custom-tailored fire services

Fire services that meet the safety expectations of the public

To make the public pay extra attention to fire prevention across the country inwinter months (Nov. ~ Feb.), November is designated as the 'Special FirePrevention Month'. Every November, a variety of events and promotionalactivities take place to maximize fire prevention efforts and public awareness.

To raise public awareness regarding the importance of safety and fireprevention, the 9th of November (means '119') is designated as 'Fire ServicesDay'. To promote the day, a variety of events take place such as awardingmedals of merit, street campaigns, and contests for the best ideas in fireprevention. This year (2003), Fire Services Day marks the 41st year since thenation first celebrated Fire Services Day in 1963.

To teach young students the importance of safety from early on, Korea 119Youth Corps was organized in 1963. Its goal was to nurture healthy and brightyouths who would put what they learned about safety into practice in theireveryday lives. The development of character 'Kumi and Rang-ee' in 1998along with the operation of 119 camps and the promotion of children's firesongs have been effective in instilling a 'safety-first' approach in youngstudents.

In line with the increase of Internet users and the idea of a global village, the119 Fire Broadcasting Network was established to publicize fire prevention,rescue, and emergency medical operations over the Internet. The Network alsoserves as an open forum where people communicate information and sharequestions and answers regarding fire administration. It was established toproactively embrace changes in the future fire services environment byproviding communication channels for fire organizations throughout thecountry.

To teach the importance of safety from early on and practice safety tips ineveryday life, children's fire songs have been produced and taught tochildren since 1998. The Ministry of Government Administration and HomeAffairs published a collection of 119 fire songs and has organized a fire songsinging competition since 1998 to promote the further creation of children'sfire songs. Seventy-eight songs on CDs, cassette tapes, and videocassettesare currently in circulation.

○‘Emergency Rescue 119’- KBS

Together with KBS (public broadcasting network), the weekly program

‘Emergency Rescue 119’was planned, produced, and aired aimed at

introducing real cases of accidents and fire fighting activities. Through this

program, the general public learns the importance of accident and disaster

prevention as well as how to cope with emergencies.

○ Fire Movies ‘Siren’and ‘Libera-Me’

Assistance in the filming of movies which feature the activities or emotions of

fire fighters has improved the image of Korean fire fighters. At the same time,

through these movies, the public has awakened to the importance of lives

and the potential dangers presented by fire.

○ 119 Festival

To raise safety awareness among people and to teach them how to cope with

accidents or disasters, ‘119 Festival’is held once per year.

There are a variety of programs that, while fun, leave unforgettable memories

with the participants. Participants can experience simulated accidents,

escaping by air mats, automatic descending life line, or repelling, while

learning how to take the necessary steps amid simulated heat and smoke.

They can also look at exhibits of photos, fire equipments, fire service remains

of the past, and a collection of fire fighting vehicles.

Public Information

The 119 Emergency Call Center is the flagship of public safety,

prevention and management of many types of accidents and disasters.

Since 1935, when the automatic telephone exchange system was first introduced in Korea, '119' has been the

number for reporting the breakout of a fire. The simple and easy

to remember number, in addition to the publicity of fire

fighter's activities helped '119' become a recognized

symbol of fire services. '119', however, is not

limited to the reporting of fires. It is also

the channel through which all accidents

and disasters are reported and

managed. The number '119' is now more

a representative of fire services than the

word 'Sobang', which means fire services.

119, pronounced 'il-il-gu' in Korean, was chosen as the phone number for accident and fire reportingbecause 'il-il-gu' is the short for 'il-il-ee-gu-ham' which means 'save every one' in Korean.

The 119 Emergency Communications Center was established on the heels of the Daegu subway tragedy in

February, 2003. After much deliberation and discussion regarding public safety management, the answer

was the creation of an open and easy system of reporting places with potential dangers. The 24-hour

website http://www.119.go.kr was launched as a way of preventing future large-scale disasters.

'Soon Gwan' (official who preserved fire, taking turns) in the 17thyear of King Taejong's rule during the Chosun Dynasty (1417) is theorigin of today's Korean fire fighter.

An order for mobilization is given as soon as a 119 emergency call is received. The phrase, "Fire!

Mobilize!" is repeated through speakers in fire stations with the sound of a siren.

- The actual voice of the caller is played through speakers so that fire fighters understand the situation

at the accident site

- Fire fighters get to the garage where the fire engines are kept and go into action within only 30

seconds after the mobilization order is made

been displayed outside Korea's border at disaster sites such as the KAL

crash in Guam in August of 1997, the passenger plane crash in

Cambodia, and earthquakes in Turkey and Taiwan, in each event

By providing terminals and radio pagers to elderly persons living alone

and on the government assistance list, the sick and the elderly can

reach the 119 Control Center simply by pressing a button. The name

and location of the caller is automatically transmitted, alerting the

nearest 119 EMS team to go to the caller and administer medical

services, or to transfer the patient to a hospital.

Services Law in December 31, 1983. EMS personnel with certificates are ready to help

emergency patients around the clock.

Tomorrow's fire fighters are trained to proactively adapt to changes and

innovations through a variety of curricula. They master fire and disaster

management in both theory and practice to meet the safety needs of the public.

There are two main programs that teach basic knowledge and techniques: one for those who are

just beginning to study fire management and another for manager-level fire fighters.

To protect the lives and property of citizens from fires, these certificate holders develop, research, design,analyze, test, operate, construct, or evaluate fire facilities. They also teach or audit the tasks listed above.

With focus given to the prevention and early suppression of fire, professionals who have knowledge offacilities are necessary. Facility engineers design blueprints of fire facilities or supervise the constructionof facilities. At the same time they inspect facilities and equipment while training how to cope withsituations when fire breaks out.

As buildings become increasingly higher and more complex, using more underground space, the need tomanage these building more effectively has also increased. To cope with these changes in construction, the firefacility superintendent system was introduced. Fire facility superintendents inspect fire facilities includingsprinklers and hydrants, and relay the results of their inspection to the pertinent fire station. If they encounter apotential problem, they can mandate necessary corrections. They also can be designated as fire protectionmanagers for certain buildings.

There should be no distinction of responsibility when it comes to prevention.Public and private sectors come together to establish systematic andautonomous fire prevention systems.

With dreams of becoming a professional in the fire and safety field,students are learning not only skills but also the necessary mindset tobecome tomorrow's pillar for safety and fire management.

This organization is commissioned by the government to nurture capable fire fighters and managers for

fire protection management. This Association promotes and distributes new technology and information in

the field of fire management through international exchanges as well as research and studies.

The Corporation inspect fire facilities and equipments while studying the management of hazardous

materials. It also tests the fire resistance of carpets and curtains as well as the safety of facilities which

store hazardous materials.

To establish and operate efficient mutual-aid systems for

fire officials, and to help the families of fire fighters who

killed in the line of duty and those who have suffered

injury from accident management, the Association was

created in accordance with the special law (No. 4404),

which pertains to the livelihood and welfare of fire

fighters. The Association is the only organization

established for the promotion of the welfare of fire

fighters.

The Highest Customer (citizen) Satisfaction Level

A survey of 1,000 people who had used 119 fire services reported that 93.7%

said that they are satisfied with the service.

In another survey regarding 119, people responded even more positively. It was

deemed helpful in times of emergency (99.6%) and most of people said that

they trusted 119 (99.0%). When asked about the image of 119, they replied

'prompt rescue' (56.2%), 'place where they can get help' (9.2%), 'thanks' (8.1%)

and 'fire engines' (7.0%).

No.1Fire Equipment is very important and directly related to the safetyof citizens. Therefore each and every piece of equipment has to beguaranteed to work properly. For this reason, only the equipmentthat is awarded model approval can be put into the market.

This is to determine the model and type of fire equipment after examining the shape, structure, material, and

functions of a piece of equipment. The test methods themselves are examined to see if they are appropriate.

Only when equipment and test method are deemed appropriate is model approval awarded.

Inspections are performed on equipment which has been awarded model approval. After checking if the

structure and functions of the equipment are exactly the same as the description given for model approval, a

mark of 'inspected' will be issued.

If an applicant voluntarily requests a performance approval, the test will be performed on the equipment the

applicant wants to have tested.

To test the functions of fire equipment that has already been used in buildings or fire resistant products, a

test will be carried out only upon the applicant's request. The test results will then be issued.
