Town of Oyster Bay, Long Island, New York

Professional Systems Engineering provided design of security, fire detection, fire pump with multiple dry-pipe fire suppression systems, and radio systems for the Town of Oyster Bay’s Hicksville New Parking Facility. The facility is a 4‑tier structure of approximately 122,000 SF per tier for a total of 488,000 SF The new structure has two levels below ground, one at grade level, and one above ground. It parks approximately 1,400 vehicles. The ground level contains offices for town officials who operate the parking garage, and contains the security control room and a security electronics equipment room. The equipment room houses the tele/data equipment, the telephone service, and Wide Area Network equipment.

The diversity of physical security assignments have included automated anti‑ballistic revolving openings, optical and physical turnstiles, fire/smoke‑rated openings, K-rated sallyports, inertial vehicle barrier systems, “SCIF” enclosures, anti‑terrorism protection, and physical fencing and attack‑rated barriers/assemblies.

With 20 years of openings, locking, and physical security consulting; here are examples:

❖ The $135 million Saint Elizabeths Hospital in Washington, DC required detention locking, egress keying, master keying systems, and key control. Full documentation, user program, training, and commissioning included high security fencing, sallyports, and gate controls.

❖ The $431 million SCI Graterford East and West near Philadelphia required detention and openings consulting including attack resistance, physical security barrier specifications/narratives, detention locks/doors/gates/sliders, and complete maximum security fencing, sallyports, and K-rated barriers.

❖ The $45 million Niagara Falls Police and Courts Facility included detention locks, openings, construction administration, and closeout.

❖ The State of New Jersey Bayside State Prison’s $2 million detention openings renovation occurred while fully occupied replaced old openings with new pneumatic sliders, cell locks, and related hardware and controls.

❖ Philadelphia Industrial Corrections Complexes 10-year pod-by-pod renovation included significant lock and detention openings upgrades to meet stricter security goals while automating all operable doors/gates to meet the highest standards.

❖ San Francisco’s $135 million Jail #3 required PSE to provide substantial documentation and commission the locking systems, openings, detention frames, hollow metal and related locks, and controls.

❖ The $75 million Clay Center for the Arts and Science in West Virginia required all our specified hardware and openings with electronic control.



Security (8th Street Heavy Maintenance Yard, New York):

This entails homeland security and communications requirements for Amtrak in regarding protection of assets through counter-crime and counter-terrorism measures. Projects included maintenance and Owner’s areas in Los Angeles, Washington, D.C., Baltimore, Wilmington, Philadelphia, and Queens. Owner area security included responsibility for review of CCTV, gates, and other physical items. Los Angeles required maintenance and storage yards to be physically secured, as well as electronically monitored with an extensive barrier system that was completed with specialized fencing.

Northeast Corridor:

Another set of projects allocated to these task order arrangements included the Northeast Corridor tunnels and bridges including Bergen and Newark. Tunnel projects included counter-terrorism assessments and actions to electronically monitor and provide sensors for the surround upon intrusion into the tunnel by “warm body” objects. Networked CCTV surveillance was also provided. Study and assessments of all card access assets were provided for 15 cities including Chicago, Wilmington Penn Station, Philadelphia 30th Street Station, New York City Penn Station, Boston, Washington, Los Angeles, and Riverside, California.

The study and assessments included a complete inventory of all card access systems, panels, connectivity, locations of the items, integration diagrams to show existing layouts, and all pertinent data bound into 15 separate binders to create as-record documentation along with all pertinent data.

The size of the project was unique from a national perspective and required a team of PSE evaluation specialists to complete and document all projects over the 2-year period.

Healthcare to perform a Site Security Study

of their Fort Washington facility

for improving the security of their

staff, visitors, and product production

alike. Professional Systems Engineering, LLC provided a site security assessment of the 109 acre McNeil Consumer Healthcare Facility. The assessment included a detailed analysis of existing perimeter security with particular attention to the vehicle entrances and the security enhancements proposed for these portals. As part of this assessment, PSE conducted site visits to survey the perimeter of the facility which included the site perimeter, building service areas, vehicle loading docks, and pedestrian access to the buildings, building perimeters, child development center, treatment/pumping station, power substation, and parking areas. In addition, an additional visit was made by the consultant prior to sunrise to observe the lighting conditions at the site entrances, parking areas, building perimeters, and the overall site. At vehicle entrance points, PSE reviewed existing entrances and access roads, as well as met with the architect’s team to review the new proposed site access, control gates, security control booth, and selected fencing.

The report recommended:

Professional Systems Engineering, LLC provided new telecom/data site backbone network infrastructure, security, fire alarm, and audio for this 35-acre historical landmark. A keen sensitivity of site surroundings was required to blend systems with animal, vegetation, and human environments in America’s first zoo.

This project was also part of the on-going effort to provide fire protection for the Zoo including installation of smoke and fire detection and alarm systems. The long-term goal was a central site-wide fire alarm monitoring system. PSE helped to form the foundation supporting the Zoo’s Master Plan calling for the rehabilitation of buildings and other support infrastructure.

PSE supports the Zoo’s mission by providing investigative reporting, program development, design, bid documentation, award review, and construction services including testing, inspection, and commissioning.

Courthouse in Columbus, Ohio. The cost for this project was $82

million. The court system serves a large county

population with over 100,000 person-visits per year. The

Courthouse will be occupied

by a variety of departments

having overlapping

security needs. The new

structure will be integrated

with the existing campus of

buildings. The security aspects

of the integration requirements include high

volume screening,

blast mitigation reviews, and digital video throughout.

Professional Systems Engineering, LLC applied two key philosophies in the design of the security systems. The first was the concept of simple operational security. The system design focused on not only providing the best level of security but also stresses a “simple to operate” and “easy to maintain system.” PSE believes that if systems are not easy to operate, these systems will not be fully implemented. The end result of a complex security system could be a breakdown in a facility’s overall level of security.

Our second key philosophy was the design of integrated systems. Modern security systems incorporate a collection of subsystems. Traditionally, these systems would each be an independent standalone system. The system provided for in this project will call for each subsystem to be interfaced in a manner which will allow the system to share information and automatically respond to events.

It is a culmination of two decades of planning and construction in the state’s capital city. The Clay Center includes a premier art museum, a first-class performing arts center featuring a performance hall, a state-of-the-art science center with two floors of exhibit space, a planetarium, a 70-mm large-format film theater, as well as virtual and hands-on educational programs.

locations on the East Coast

of the U.S., while adhering

to the high standards for

documentation and quality

control procedures.

Professional Systems Engineering provided security consulting, design, and engineering services for East Coast ports for biometric-all-weather access control project. The project’s goal was to enhance security at marine terminal locations by the implementation of an enterprise-wide access control system that will utilize the biometric data on the Transportation Worker Identification Credential (TWIC) cards issued to staff with access to secure areas.

The project included securing vehicle gates, pedestrian turnstiles, guard booths, and buildings at more than 100 terminal locations. PSE’s design utilized the existing fiber optic network infrastructure, and modified existing gates and doors as necessary to implement the access control solution. PSE provided enhanced bid documents that included single line diagrams, point to point wiring diagrams, equipment mounting details, and equipment enclosure layouts. Also provided were specifications and cost estimate.

PSE found, while reviewing the 19th JDC’s legacy systems, the courts relied on multiple single core servers. PSE presented a technology plan that employed a virtual server cluster to greatly reduce data center’s space, power, and cooling requirements.

PSE filled a unique role acting as technical liaison for the Administrative office of the Courts. PSE demonstrated a unique ability to translate the highly technical into easy to manage concepts. This helped the AOC and project architect to stay on top of the project and make informed decisions throughout the project.

Professional Systems Engineering, LLC continues to serve as the perimeter security engineer of record and commissioning partner for; perimeter security electronics and detection monitoring center, and site infrastructure design on the $6.8 million renovation for Rikers Islands West Perimeter. PSE’s involvement with the Rikers Island started with an evaluation of the contract documents related to the a previous perimeter security improvement project at the request of the NY DDC to determine if the equipment provided met contract requirements. As a result of our recommendations this initial project was expanded to include testing of the shaker devices currently used at Rikers Island and investigation of alternative perimeter security systems. The final west perimeter design includes a 1.8 miles perimeter, 1.8 miles of razor ribbon integrated detection system, with dozens of microwave zones, 1.8 miles of duct bank, 40 miles of cables, and 1500 feet of PVC coated rigid conduit.
