“Exploring Philippine Wonders in Numbers: Statistics Towards Sustainable Tourism Development”
The country underwent a lot of changes over the years especially with the way people live their lives. One of the industries which has been greatly affected by these changes is tourism which is an important sector in the Philippines. The Philippines is known for its tourist spots mainly for their rich flora, fauna and captivating beauty that has attracted many tourists in and out of the country.
The Philippine Tourism Satellite Accounts (PTSA) compiled by the Philippine Statistics Authority shows that the tourism industry contributed 12.2 percent to the Philippine economy in 2017 which is 3.6 percentage points higher than that of the previous year, and that there were 5.3 million people employed in this industry for the same year. The total tourist arrivals in 2017 was recorded at 6.62 million visitors which is 11.1 percent higher than the previous year’s record of 5.96 million visitors.
Since the industry contributes significantly to the economy, there is a great need for obtaining reliable statistics on tourism in order to come up with feasible and appropriate programs and policies that will further lead to its sustainable development. Moreover, these statistics will help policymakers address challenges in the sector which pose as hindrance to its development.
In line with this, the 29th National Statistics Month has for its theme - “Exploring Philippine Wonders in Numbers: Statistics Towards Sustainable Tourism Development.” The theme reflects the relevance of statistics in achieving a sustainable and progressive tourism growth for our country. The theme emphasizes the need for statistics to identify potential tourism havens and also areas which require interventions.
The Philippine Statistical Development Program (PSDP) 2018-2023 outlines statistical activities for the tourism sector such as the establishment of a Monitoring and Evaluation (M&E) mechanism to assess the statistical activities related to tourism statistics, timely release of data from LGUs for consistency of information for generation of the number of domestic visitors, and institutionalization of Household Survey on Domestic Visitors (HSDV) for reliable Philippine Tourism Satellite Accounts (PTSA), participation in the expert group on Measuring Sustainable Tourism (MST), the conduct of exploratory work on the compilation of data on tourism investment, workshop on the generation of Tourism I-O, among others. These activities support the Philippine Development Plan (PDP) 2017-2022, AmBisyon Natin 2040, and the Sustainable Development Goals (SDGs) and are aimed at ensuring the steady generation of timely and relevant tourism-related data to boost the tourism sector and provide basis for programs that are geared towards the sustainability of Philippine tourism.

The Department of Tourism (DOT) joins the Philippine Statistics Authority (PSA) in celebrating the 29th National Statistics Month (NSM) with the theme “Exploring Philippine Wonders in Numbers: Statistics Towards Sustainable Tourism Development.”
Each year that we celebrate the NSM, we highlight the strategic role of the tourism satellite account in the continuously growing industry of tourism. It is through this tool that we cultivate the industry into a more effective economic benefactor. It is also through this instrument that we determine the performance of our tourism-centered policies, and identify which areas to build upon.
One of the strategic directions in the National Tourism Development Plan 2016-2022 is improving competitiveness. Part of the interventions to achieve this are through training and institutional development. The PSA has been a staunch partner in the conduct of research studies, statistical capacity building workshops and generation of tourism statistics.
As such, the DOT extends its support in spreading awareness to the public about the contributions of statistical data to the growth of Philippine industries, and in encouraging inter-institutional coordination in the public and private sectors.

MESSAGE
On its 29th year, the National Statistics Month (NSM) will be celebrated nationwide in
October 2018 with the theme “Exploring Philippine Wonders in Numbers:
Statistics Towards Sustainable Tourism Development.” The NSM, spearheaded by the
Philippine Statistical System (PSS) and organized by the Philippine Statistics
Authority (PSA), aims to (1) promote, enhance, and instill awareness and appreciation
of the importance and value of statistics to the different sectors of the society and
(2) elicit the cooperation and support of the general public in upgrading the quality and
standards of statistics in the country. The theme for this year’s celebration underscores the relevance of statistics in the
identification of potential tourism havens as well as areas requiring intervention. This is
very opportune as we are currently undertaking rehabilitation activities in some of our
country’s leading tourist destinations. Moreover, statistics is now very crucial in devising
effective policies and programs that may address various issues and concerns,
particularly in measuring sustainable tourism. With the use of timely and reliable statistics, we enjoin all government agencies, the
private sector, academe, the media, and the civil society to observe and promote
sustainable tourism practices in order to minimize the negative effect of our country’s
growing tourism industry particularly on the environment. Let us incessantly work
together in advocating the importance of statistics and sustainable tourism
towards the realization of the 2030 Agenda for Sustainable Development and
AmBisyon Natin 2040. On behalf of the 29th NSM Steering Committee, we would like to extend our gratitude to
all our steadfast partners for their participation and support on the various statistical
activities during the NSM. We are certain that with everyone’s valuable contribution, this

MESSAGE
The Bangko Sentral ng Pilipinas (BSP) is one with the Philippine statistical community in
celebrating the 29th National Statistics Month (NSM).
At the BSP, we recognize the indispensable role statistics plays in supporting our
evidence-based policies to achieve our core mandates. At the same time, we are conscious of
the importance of efficiently allocating limited resources.
This year's theme, "Exploring Philippine Wonders in Numbers: Statistics for Sustainable
Tourism Development'', is remarkably distinct as it showcases the country’s natural resources
through facts and figures. Indeed, the focus on the sustainability and limitations of our country's
natural endowments is relevant, timely and a worthy endeavor. The urgency of efficiently
utilizing scarce and limited resources, and balancing environmental conservation and economic
development cannot be overstressed.
The Philippines is naturally endowed with breathtaking sights and diverse flora and
fauna. Tourism is a vital component of our economy, accounting for 12.2 percent of our country's
Gross Domestic Product (GDP) in 2017, the highest in 18 years. Domestic and inbound tourism
continues to grow through the years, paving the way for increased employment in this thriving
industry. However, to sustainably improve and develop this industry, each and every Filipino
must be empowered to work towards the rightful preservation of the environment and our natural
resources through accurate, timely, and relevant information. As we pursue economic gains, we
must not be short-sighted. We must focus on achieving gains for the long run, without waste and
without damage to our limited resources. In doing so, dependence on accurate statistics
reflecting the current situation of Philippine tourism and the state of our natural resources is key.
Such dependence will identify not just untapped market opportunities, but also challenges within
the sector of which we must be vigilant.
We, at the BSP, recognize that this annual celebration broadens the public’s
understanding of the fundamental role of statistics in nation building. We celebrate it with you all
and wish for your continued success.

The National Statistics Month In Retrospect
The National Statistics Month (NSM) was first observed in 1990 pursuant to Presidential Proclamation No. 647 signed by then President Corazon C. Aquino on September 20, 1990, Declaring the Month of October Every Year as the National Statistics Month. It was a significant milestone in the history of the Philippine Statistical System (PSS) as the proclamation gave recognition to the pivotal and crucial role of statistics in policy formulation, planning and decision making in both the government and private sectors. The annual observance of the NSM was perceived as a vital step in promoting, enhancing and instilling nationwide awareness and appreciation of the value of statistics in the different sectors of Philippine society. The NSM was further envisioned as a vehicle for insuring the support of the general public in improving and enhancing the quality and standards of statistics in the country. Since 1990, the observance of the NSM in October has become a tradition in the PSS that is widely participated by national government agencies, local government units, the academe, and private institutions. The event has progressively become a showcase of unity and cooperation among the members of the PSS in promoting their products and services as well as in recognizing emerging issues, developments and other challenges faced by the system. The celebration of the NSM has likewise been made relevant by highlighting a thematic focus in the activities undertaken
each year. The programs and activities for the celebration are drawn up by the different government departments and offices, academic and research institutions, and private sector organizations down to the local levels. The observance of the NSM features a variety of activities, such as exhibits; statistical contests; conduct of trainings, seminars, workshops, symposia, conferences; and IEC activities. Below is a retrospective glance at the past 28 years, which focuses on the themes and host agencies.

28th National Statistics Month
Presidential Proclamation No. 647
Pursuant to Presidential Proclamation No. 647, “Declaring the Month of October of Every Year as the National Statistics Month (NSM),” the Philippine Statistical System (PSS), with its partners, celebrate the NSM to: (1) promote, enhance, and instill awareness and appreciation of the importance and value of statistics to the different sectors of society; and (2) elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country. The NSM is organized by the PSS and spearheaded by the Philippine Statistics Authority (PSA).
28th NSM Theme
In October 2017, the 28th NSM carried the theme “FACTS AND FIGURES FOR THE FUTURE: Statistics for Evidence-Based Decisions Towards AmBisyon Natin 2040.” The theme highlighted the important role of reliable statistics and factual information in determining appropriate strategies in tracking our progress towards AmBisyon Natin 2040 where all Filipinos are envisioned to enjoy a matatag, maginhawa, at panatag na buhay.

PSA Memorandum Circular No. 2017-12, dated 04 September 2017 and signed by Secretary Ernesto M. Pernia of the National Economic and Development Authority (NEDA) and Undersecretary Lisa Grace S. Bersales of the PSA, enjoins all agencies of the government, local government units, academic institutions, state universities and colleges, and the private sector at the national and subnational levels to actively participate in and support the 28th NSM celebration.

A total of 273 participants from various government agencies, international organizations, private sector, media, and academe attended the 28th NSM Opening Ceremony which was held at the Edsa Shangri-La Hotel, Mandaluyong City, on 02 October 2017. The 28th NSM Opening Ceremony, hosted by the NEDA, aimed to:
• continue the awareness campaign of AmBisyon Natin 2040 and its link to the Philippine Development Plan (PDP) 2017-2022, among government agencies, the academe, media, and the private sector;
• promote strategies towards developing a society that is smart and innovative, using current technology and information; and
• encourage the youth more to formulate solutions to society’s everyday problems in the near and short-term.
With its main objective to showcase the significance of official statistics in the advocacy of news integrity, innovation, creativity, and intellect of Filipinos, one of the highlights of the ceremony is the discussion on the “Importance of Official Statistics in Data Journalism” by Mr. John Nery of the Philippine Daily Inquirer. He emphasized in his presentation the three elements of fake news, i.e., “1) a deliberate act of fabrication or manipulation, 2) disguised to look, sound, feel like the news, and 3) designed to deceive.”

Formally opening the 28th NSM Opening Ceremony, Undersecretary Bersales and Secretary Pernia delivered the welcome remarks and keynote speech, respectively. They both underscored the vital role of statistics in tracking the country’s progress towards the achievement of the long-term vision, AmBisyon Natin 2040.

during the discussion on the “Importance of
Official Statistics in Data Journalism.”
After the presentation of the NCCA, two (2) parallel breakout sessions were held
simultaneously, as follows:
Session 1 emphasized the importance of the relationship of academic teachings and
evidence-based public policy solutions. Session 2, meanwhile, discussed the responsibility of
Filipinos in spreading intellectual discussions online and utilization of available information and
statistical resources.

27th NSM Awards
The annual NSM Awards has been part of NSM celebrations since 2002. The Awards serves
as an instrument to recognize and provide incentives for the outstanding participation of
agencies, regional offices, and private entities in NSM celebrations, and to further encourage
them to be more active in their participation in future NSM celebrations.

NSM - 11
A total of 1,328 NSM activities were conducted nationwide in 2017. This is 10.2% higher than
the 1,193 NSM activities held during the 27th NSM celebration in 2016.
Information, Education, and Communication (IEC)-
related activities (e.g., hanging of streamers,
TV/radio guesting, motorcade) comprised 52% of
the total 28th NSM activities, while 22.6% were
seminars/fora/trainings, 16.3% were contests, and
9.1% were comprised of exhibits.
Among the 17 regions in the country, Region VI had the most number of activities with 168
activities, followed by MIMAROPA with 141 activities, and CAR with 107 activities.
From 2016 to 2017, Regions I, III, Region IV-A, MIMAROPA, V, VI, XI, Caraga, and ARMM
posted increases in the number of NSM activities conducted during NSM. Among these
regions, Region III had the highest rate of increase at 93.4%, followed by Regions V and VI,
at 84.1% and 72.6%, respectively. Though ARMM had an increase in the number of activities
conducted from 2016 to 2017, they had the lowest number of activities conducted in 2017 with
only 7 activities.
On the other hand, Region IX posted the largest drop at 88.9%, from 81 in 2016 to 9 in 2017,
in the number of activities they conducted.

2nd PSA Says
The PSA Says is patterned after the gameshow “Family Feud” with questions derived from
the results of PSA censuses and surveys. The 2nd PSA Says was held right after the
28th NSM Opening Ceremony on 02 October 2017. Each of the four (4) participating groups
was comprised of representatives from various government agencies and academe.
The 1st placer, comprised of representatives from the Department of Justice (DOJ),
UPLB Institute of Statistics (INSTAT), and various colleges and universities, received
PhP 10,000.00. The 2nd placer received PhP 5,000.00 and a consolation prize of
PhP 2,500.00, was given to the 3rd and 4th placers.
1st PSS Bowling Tournament
The 1st PSS Bowling Tournament was held at the SM Bowling Center, SM Megamall,
Mandaluyong City, on 26 October 2017. There were 63 participants from PSA, NEDA, DENR,
Senate Economic Planning Office (SEPO), Tariff Commission (TC), Department of National
Defense (DND), Philippine Statistical Research and Training Institute (PSRTI), and DICT.
There were eight (8) teams that competed in the first round. Each team included an NSM
Steering Committee member and/or one director. After two (2) rounds, the top three scorers,
who received cash prizes and trophies, were awarded as the first, second, and third place, as
follows:

The 28th NSM Closing Ceremony was held on
27 October 2017 at the Bangko Sentral ng
Pilipinas (BSP) Assembly Hall, BSP Complex, Manila,
and was attended by 333 participants.
Since 2001, it has been hosted by the BSP and is
highlighted by the BSP-DepEd Oratorical Contest.
For 2017, the oratorical contest, which was
participated in by Grade 10 students, adopted the
theme “Figures for the Future: Realizing AmBisyon
Natin 2040 Through Statistics”.
