This brochure provides a step-by-step guide to preventing Small Falling Objects with the latest in small falling objects prevention technologies and best industry practice.

Small falling objects pose serious hazards in the workplace. On most workplaces small objects are varied from hand held tools and equipment to small debris. Small objects are high in number and their size makes them hard to control. Even a 1kg spanner dropped from a height of 4 metres will hit the ground travelling over 30km/h.

Controlling the hazards small objects create pose a number of challenges. Without the correct controls, small falling objects can:• Cause injury and death• Damage property• Create tool damage• Damage equipment below• Lost time recovering fallen tools

Studies show that 30% of falling object incidents

arise from mechanical, technical and design

issues, whilst almost 50% occur from human error.

Workplace Safety & Health (2008) statistics show being struck by falling objects is the second most common cause of workplace fatalities in Singapore and a leading cause of workplace injuries.

In a report commissioned by the Ministry of Innovation & Employment, every year in New Zealand around 100 people die from fatal workplace injuries of which people struck by falling objects is a leading cause.

According to the Notified Fatalities Statistics Report 2009-2010, 14% of fatalities in Australian workplaces from 2004-2010 were attributed to objects falling from heights.

Sections 34-38 of the Workplace Health & Safety (WHS) Act 2011, requires employers to minimise risks where reasonably practical to employees. To help Employers comply the WHS legislation, Safe Work Australia in 2012 published the “Falling Objects Fact Sheet” that requires tools and materials to be tethered when working at heights.

According to the publication,Guidelines for the Prevention of Falls to meet the Requirement of the Health Safety in Employment Act 1992, all tools and equipment are to be attached by a cord unless another effective method is used to prevent a falling hazard. AS/NZS 4488 also requires all tools and equipment to be tethered when working at heights.

In the Code of Practice for Working Safely at Height, section 10.2.7.4 stipulates that risks of falling objects must be mitigated, small tools must be secured to the person with the use of a lanyard. The Act also requires employers not to merely follow the law but take reasonable practical steps to proactively reduce risk to Employees.

TOP CAUSES OF FALLING OBJECTS

Prior to commencing any task that requires working from heights the following steps can help identify potential small falling object hazards.

1. Look for any environmental factors such as wind, rain, drafts, heat etc.

2. Identify sources of energy that can cause falling objects for example gravity, mechanical movement, electrical, pressurised equipment and vibration.

3. Prior to starting work visually inspect the area for preexisting hazards such as debris and loose items.

4. Make sure all safety securing features are in use.5. Look for any collision or snagging hazard with fixtures

and in particular moving or rotating machinery.6. Pay special attention to corroded bolts and brackets.7. Check what controls are in place for example:

scaffolding, toe boards, barriers, netting, etc.8. Inspect all equipment and tools for damage,

attachment points, lanyards, lift buckets, ropes and tool belts.

9. Remove any loose items or equipment.

When working at heights, examples to eliminate small falling object hazards include:• Leave any tools and equipment not required for the job at

ground level.• Remove debris from the work area prior to commencing work.• If there is any energy sources in the work area, such as

mechanical rotation, if possible turn them off prior to starting the job.

• If environmental conditions pose a source of danger, such as strong winds, consider rescheduling work.

Hazards can be substituted for ones that pose a lower risk. Examples include:• Consider prefabricating

components at ground level and hoist into place.

• Investigate the possibility of substituting ladders for elevated work platforms.

PPE is only to be used as a last resort to control risks, examples include:• Hard hats and steel

capped boots.• Individual fall arrest

systems, such as harnesses, lifelines, etc. For more information refer to Managing the Risk of Falls at Workplaces, Safe Work Australia (2011).

There are a number of engineering controls to minimise risks of falling objects, examples include:• Temporary work platforms, perimeter guard rails, safety

mesh, industrial rope access systems, catch platforms, industrial safety nets, toe boards and rails. For more information refer to Managing the Risk of Falls at Workplaces, Safe Work Australia (2011).

• Tool lanyards and topped containers can also be utilised as engineering controls

When working at heights, administrative controls should be implemented, examples include:• “No Go” areas that prohibit unauthorised people from

entering areas. Permit systems can also be used to restrict access.

• Sequence work to reduce risk, for example so trades are not working above and below each other at the same time.

• Staff training, risk assessment and safe work procedures. For more information
