11.4 Rationale

11.4.1 Diploma/ Certificate Courses, College of Veterinary Science, Ludhiana

(i) Postgraduate Diploma/ Certificate courses in Animal Reproductive Biotechnology (Semen & ETT)Semen handling will impart the basics of storage of

semen, semen tank management, handling semen within the tank, thawing semen and inseminating synchronized cows, besides some pointers to eliminate the cold shock to sperm. An AI Management Manual will be given to the PG diploma holders for a source of support in AI practice. The course will consist of theory and practical work with young cows. Further, the diploma will teach the most economical methods to perform embryo transfer in cattle, thereby maximizing profitability. The training will enhance the professional competence of veterinary graduates, and produce a skilled human resource for self-employment and placement in the public and private sector.

(ii) Postgraduate Diploma in Small Animal Clinical PracticeThe Interest of the public in keeping companion

animals is increasing day by day, especially in cities. Accordingly, Young veterinarians are adopting the small animal practice as their profession. Pet owners are also seeking advanced health care for their pets. The diagnosis of skin, cardiac, respiratory, and endocrine disorders require specialized training for precise diagnosis and rational treatment. So there is a need to develop diagnostic competence of the Small animal veterinary practitioners and fresh graduates. The best way is to train veterinarians as the species specialists. This course will develop proficiency

among veterinarians in diagnosis and management of various medical, surgical, gynecological disorders in dogs and cats

(iii) Postgraduate Diploma in Extension and Entrepreneurship ManagementThe Extension Education plays a vital role in

transferring knowledge and technologies to the farmers. Hence field functionaries/budding youths engaged in agricultural, livestock, and allied activities need to be refreshed in knowledge and skills of technology transfer as well as its adoption and impact. The livestock sector is an important component of the Indian economy in terms of income, employment, and equity. Livestock-based enterprises are of high importance in the rural economy that provides food, employment, and income-generating opportunities. The proposed diploma will enhance the communicational and entrepreneurial skills amongst the field functionaries so that they can better perform the extension services at the field level more efficiently and effectively to serve the farming community. This course could be useful to both the farming community to adopt the latest farming practices and to the field functionaries to formulate effective strategies and policies to serve the farming community in better ways.

(iv) Postgraduate Diploma in Feed and Fodder TechnologyThe major quantum of livestock products in the

coming years would be coming from the organized livestock industry and the smallholder systems would be part of the contract farming system. The markets would be highly competitive in terms of the cost and product specifications and this will necessitate professional management of the

livestock industry. Feeds would continue to be a major input and feed markets and safety issues would be a significant component of the livestock sector influencing the sustainability of the livestock sector. In Punjab, most of the population is depending on agriculture and animal husbandry and contributes around 13% alone in the total GDP of the state. Punjab state has more than 1000 feed manufacturers but their knowledge about feeding strategies is poor and is surviving on small and medium scale livestock farmers. With changing scenarios in the coming years it will be difficult for them to survive until and unless they either themselves get scientific knowledge or employ some technical professionals for feed mill operations. This PG diploma course will provide them knowledge banks in terms of qualified professionals to compete in the market. This diploma will prepare young skilled professionals for self-employment and placement in public and private sectors as subject matter specialists.

(v) Postgraduate Diploma in Laboratory DiagnosticsThe objective of this course is the skill development

of the life sciences graduates in various laboratory diagnostic techniques. Achieving this diploma will provide professional competency to candidates for placement as Laboratory technicians in government and private laboratories or can also be entrepreneurs and provide employment to other citizens.

(vi) Postgraduate Diploma in Poultry ScienceThe programme is intended to provide technical

knowledge and skill development in the areas of poultry production, health management, and processing. The programme also aims to develop human resource and entrepreneurial opportunities in the area of Poultry.

(vii) Postgraduate Diploma in One Health (Distance Learning Programme)One Health is the collaborative effort of multiple health

science professions, together with their related disciplines and institutions – working locally, nationally, and globally to attain optimal health for people, domestic animals, wildlife, plants, and our environment. The emerging health problems including, emerging and re-emerging zoonoses, antimicrobial resistance, food safety-related problems, and environmental pollutants pose a great risk to public health. The crucial role of One Health concept in rapid

disease detection and thereby, effective management is the need of the hour. The One Health course will act as a bridge between the professionals of various health science disciplines which in turn will support transdisciplinary information sharing and future collaborative endeavors. The present course will enhance the skills of the participants to think critically and work collaboratively across sectors. The course will help in capacity building and human resource development to counter emerging health threats effectively.

The multidisciplinary study will open an array of opportunities for the participants. Moreover, the concept of One Health is gaining momentum and largely advocated by global health agencies including World Health Organization (WHO), Food and Agriculture Organization (FAO) and World Organisation for Animal Health (OIE).

(viii) Postgraduate Diploma in Bovine Clinical PracticeThe number of commercial dairy farms and high

producing dairy animals is increasing in the state. Moreover, there is a growing awareness among the farmers regarding prophylaxis and the treatment of their valuable animals. Dairy farmers are seeking precise diagnosis and rational treatment of their animals. So the need of the hour is to improve the diagnostic competence of the field veterinary practitioners and fresh graduates. The best way is to train veterinarians as the species specialists. This course will develop proficiency among veterinarians in diagnosis and management of various medical, surgical, gynecological disorders in cattle and buffaloes

(ix) Postgraduate Diploma in Equine Clinical PracticeEquines serve an important role in the army, police,

racing, sports, and draft. As a result, equine breeding has gained momentum and has become a highly lucrative business in recent years. Equine disease diagnosis and management is a specialized field and most clinicians lack skills in the physical examination and diagnostic procedures. So there is a need to develop the diagnostic competence of the Equine practitioners and fresh graduates in this field. The best way is to train veterinarians as the equine species specialists. This course will develop proficiency among veterinarians in the diagnosis and management of various medical, surgical, gynaecological disorders in equines.

11.4.2 Certificate Courses, College of Fisheries, Ludhiana

(i) Certificate Course in Fish Hatchery ManagementSkilled human resource is required for achieving

optimized seed production targets in fish and shrimp hatcheries across the country. Against the national demand of 60000 million fry (seed), 39,261 million fish fry was produced by over 1700 hatcheries during 2017-18, leaving a gap of 20,739 million. Pradhan Mantri Matsya Sampada Yojna (PMMSY) launched in 2020 by Department of Fisheries (DOF), Ministry of Fisheries, Animal Husbandry and Dairying (MFAHD), Government of India (GOI), is also supporting this activity to promote self-employment among skilled aspiring candidates.

The course will provide professional competency to candidates for placement as hatchery managers or supervisors in government and private hatcheries, besides boosting entrepreneurial confidence for self-employment in fish seed production.

(ii) Certificate Course in Aquarium Sciences The ornamental fisheries sector is a fast-growing

sector with ample scope of entrepreneurship development in Punjab and other north Indian states of the Country. Presently, the sector in the region is largely dependent on supplies from coastal states like West Bengal, Maharashtra, Andhra Pradesh, Kerala, Odisha, etc. Hence, local production of potential species can serve as a much-needed filler to meet the regional demand, without long-distance transport hassles leading to stock /economic losses due to mortality.

The course will provide professional competency to candidates for placement as aquarium managers/ supervisors in government and private sector aqua-houses,

aquariums or hatcheries, besides offering skills to take up entrepreneurship as an ornamental fish breeder, ornamental fish trader, aquarium fabricator cum maintenance service provider and aquarium (fish and accessories) wholesaler/retailer.

(iii) Certificate Course in Fish Processing Technology Given the development of shrimp farming in inland

saline areas of Punjab and adjoining inland states like Haryana and Rajasthan, the demand of skilled workers in the processing industry is going to increase not only in coastal states but also in Northwestern region of the country. With every 1 ha of shrimp farming development, about 30 livelihood opportunities are generated in backward (seed, feed, medicines, etc,) and forward (harvesting, marketing, trading, processing, etc.) linkages, where processing holds a major share. As per the latest estimates, India’s total fisheries production increased to 13.75 MMT during 2018-19, with an inland sector share of 9.58 MMT (69.67%) and export earnings of about Rs. 46,589 Cr. (shrimp share – over 65%)

The course will provide professional competency to candidates for placement as processors, processing managers/supervisors in the processing industry, besides inculcating entrepreneurial skills for self-employment in processing.

(iv) Certificate Course in Aqua-Clinics With enhanced awareness about biosecurity,

sustainability, and food safety concerns, more emphasis is being given to the concept of “Aqua-Clinics’ to provide continuous utility service in health management, especially to shrimp farmers, to prevent stock loss due to disease outbreak and produce an export quality product for higher economic gains.

The course will provide professional competency to candidates for placement as a lab technician, Lab Assistant or Lab Supervisor in public or private aqua-clinics, besides offering skills to take up aqua-clinics for self-employment
