Lessons Learned: Designing PRSPs

Ownership• official commitment• understanding of PRSP principles• links to existing planning and budget processes• location and horizontal links between Government agencies

Prioritization and costing (MTEF) Importance of data collection and analysis Civil society (Parliaments), donor coordination,

“South-South” leaning Monitoring and evaluation plans

PRSP Process in the Western Balkans

Issues and Challenges: General Continuity through broader

ownership and political process Resourcing: external (IFI, EU and

other donors) and reforms of the budget process

Regional: synergies with SAA Monitoring and Evaluation

Role of M&E in PRSP

Poverty Measurement and Diagnostics

Strengthening national capacity in poverty measurement and diagnostics; provides baseline for monitoring and evaluating the outcomes of the PRSP.

Evaluation

Strengthening national capacity to carry out both ex-ante (PSIA) and ex-post evaluation of the poverty and social impact of projects, programs, and policies.

Better Data Collection and Dissemination Strategy

Supports all of the above, via specific tools, techniques and procedures

Monitoring

Strengthening the monitoring systems, follow established indicators of progress and development identified initially with reference to baseline
