Wh$n a p~poBal has been adopted or rejeoted it maf not be reoonsidered
unless the Conferenoe, by a two-thirds majority of the representatives
present and. votintr, so deoides. Pemission to speak on a. motion to
reoonsider shall be aooorded only to the mover and one other supporter and
to two speakers opposing the motion, after whioh it .shall be put immediately to the vote.

The Conferenoe may invite or aimit to one or more of its meetings any

Each State represented at the Conferenoe shall have one vote.

1. Deoisions of the Conferenoe on all matters of substanoe shall be token by
a two-thirds majority of the representatives present and voting.
2. Deoisions of the Confereno( on matters of prooedure shall be taken by
