INTERNATIONAL FRATERNITY OF DELTA SIGMA PI, INC. MINUTES WESTERN PROVINCIAL COUNCIL MEETING MARCH 9, 2014 LONG BEACH, CA The Western Provincial Council Meeting of the International Fraternity of Delta Sigma Pi, Inc. was called to order according to Ritual at 9:06am on Sunday, March9,2014, by Western Provincial Vice President Patrick Bonfrisco at the Hilton Long Beach in Long Beach, CA.  Present and in person at this meeting were the following officers of the Western Province:  Patrick A. Bonfrisco  Provincial Vice President Scott Wong  Bay Area Regional Vice President Tim Beasley  Desert Mountain Regional Vice President Kelly Rabin  Northwestern Regional Vice President Joy Carroll  Pacific Coast Regional Vice President Crystal Justice  Sierra Nevada Regional Vice President Trey Hernandez  South Pacific Regional Vice President Absent officers of the Western Province were: Crystal Simmons  Rocky Mountain Regional Vice President Other positions were as follows:  Kali Jelen Chancellor Lily Nguyen Recording Secretary At this time, Bonfrisco relinquished the chair to Chancellor Jelen, who introduced Secretary Nguyen.  Nguyen then conducted the Roll Call of Delegates and announced 58 delegates present and eligible to vote.  It was moved to adopt the roll of voting delegates.  The motion was seconded and adopted.  See Addendum A. Los Angeles Alumni Chapter then moved to adopt the Agenda as presented. The motion was seconded by Alpha Nu and approved. Nu Rho moved to dispense with the reading of the minutes of the Previous Year Western Provincial Council Meeting and to approve the minutes as previously distributed. Seconded by Gamma Psi and approved. It was moved to receive the printed Official Reports as distributed to the delegates. The motion was seconded and adopted. See Addendum B.

MINUTES 

WESTERN PROVINCIAL COUNCIL MEETING MARCH 9, 2014 

LONG BEACH, CA 

The Western Provincial Council Meeting of the International Fraternity of Delta Sigma Pi, Inc. was called 

to order according to Ritual at 9:06am on Sunday, March9,2014, by Western Provincial Vice President 

Patrick Bonfrisco at the Hilton Long Beach in Long Beach, CA.  

Present and in person at this meeting were the following officers of the Western Province:

At this time, Bonfrisco relinquished the chair to Chancellor Jelen, who introduced Secretary Nguyen.  

Nguyen then conducted the Roll Call of Delegates and announced 58 delegates present and eligible to vote.  It was moved to adopt the roll of voting delegates.  The motion was seconded and adopted.  See 

Addendum A. 

Los Angeles Alumni Chapter then moved to adopt the Agenda as presented. The motion was seconded 

by Alpha Nu and approved. 

Nu Rho moved to dispense with the reading of the minutes of the Previous Year Western Provincial 

Council Meeting and to approve the minutes as previously distributed. Seconded by Gamma Psi and 

approved. 

It was moved to receive the printed Official Reports as distributed to the delegates. The motion was 

seconded and adopted. See Addendum B.

 OLD & NEW BUSINESS 

 Reviewed the votes taken since last Provincial Council Meeting: 

Crystal Simmons was elected as Rocky Mountain RVP 

 

Chancellor Jelen then noted there was no old business and moved into new business.   

 

 

Mu Chi then moved the 2014‐15 Provincial Budget.  The motion was seconded by Zeta Omega.  

 

The 2014‐2015 Provincial Budget was then adopted.   See Addendum C. 

  

 

Epsilon Pi then moved the Next Fiscal Year Provincial Community Service Initiative.  The motion was 

seconded by Gamma Pi.  

 

The Next Fiscal Year Provincial Community Service Initiative was then adopted.   (MS society) 

 

 

It was then moved the Location and Date of the 2016 Provincial Conference and Council Meeting. The motion was seconded.    The Listing of Preference for the 2016 Provincial Conference and Council Meeting was then adopted.  Possible locations of 2016 Provincial Conference:  

Santa Barbara, CA 

San Jose, CA 

Albuquerque, NM  

Bay Area suggested removing Santa Barbara. Reasoning:  

Too expensive (Bay Area) 

Flights are limited and pricey (North Western)  Santa Barbara was removed by majority vote  

 New suggested locations considered:  

Seattle (East Bay)  

Reno (Alpha Rho)  

Denver (Delta Phi)  

Anaheim (Orange County)  

After suggested removals and additions, left on the ballot for voting were :

Jelen then adjourned the Western Provincial Council Meeting at 9:55am after a motion by Seattle 

Alumni, Fresno second, was approved by consensus.  Bonfrisco then closed the meeting according to

Regional Vice President Reportto the Provincial Council

Name: Scott Wong Region: Bay Area Status of Region: Everything went relatively smoothly. As for CMP, the chapters that are known to excel in CMP went above and beyond in Fall; Two chapters that are historically known to trail in CMP kept up and rose to the occasion; The last chapter that has been known to make a clutch play has fumbled hard. My attention will be on them in the spring term. There was some past mistakes that uncovered itself this term at Gamma Omicron. A resolution has not been made yet, but will soon. Future Goals:

All chapters to fully submit a COMPLETE the pledge ceremony ON TIME and Correct!

Increase in awards applications. An Area Conference.

Expansion: There has been talk about an expansion in the Northern part of the Bay Area. I have not ventured out there to scope out the place. I don't necessarily plan to expand the collegiate chapters, but rather to revive the alumni chapters. Disciplinary Issues: None. Upcoming Events:

Regional Vice President Reportto the Provincial Council

Name: Timothy Beasley Region: Desert Mountain Status of Region: I believe that the region is starting to come together as a unit. We have to overcome a huge geographical divide which makes interchapter events extremely hard to plan. But brother from the different chapters are trying to make an effort to plan events together for the first time in a long time. National event attendance is at an all time high. With Gamma Psi winning National awards it has begun to motivate other chapters as well. We recently established an alumni chapter in Las Vegas which has spurred other areas to seek out information on alumni chapters as well. CMP is beginning to be a topic of positive discussion amongst chapters instead of having a negative connotation. All in all, the region is taking steps forwards instead of backwards. Accomplishments: We recently completed DD trainings for all of the new DDs within the region. We welcomed 3 new DDs to the team at the end of last semester. Those DDs have all completed the CDL videos and will be CDL certified soon. Future Goals: I would love for all of my chapters to apply for at least 2 chapter awards. I would like to see at least 1 of my chapters win at least at the Provincial awards level. I would also like to be able to visit all of my chapters in the flesh instead of via email, phone, skype by the end of this year. Expansion: Las Vegas Alumni Chapter established in Fall 2013. No colonies. Disciplinary Issues: There have not been any true discipline issues as of yet. The chapters that were previously on probation have completed the necessary steps to be removed from probation. The leadership team has tried to encourage the chapters to use the Individual Discipline policy in the correct manner to help their chapters understand the commitments of membership. Upcoming Events: Regional Initiation – Epsilon Upsilon – April 12, 2014 District Directors: Eddika Duarte – Gamma Iota, Leo Camargo – Gamma Phi, Michael Mallonee – Gamma Psi, Erika Lakey – Gamma Omega, Tim Seibert – Epsilon Upsilon, N/A – Zeta Omega Committee Members: Regional Scholastic Development & Awards Committee - Justin Cranmer, Kelly Abrams, Dan Coperich Visits: I have visited the Gamma Omega chapter a few times over the last semester. I attended the Initiation at Zeta Omega in the Fall 2013 semester. I will be meeting with the Executive Committee of the Gamma Psi chapter soon, as well as planning to attend at least a General Business Meeting and possibly an event during the Spring 2014 semester. I am planning a trip during the Spring semester to visit the Gamma Phi and Epsilon Upsilon chapters in order to see them in action as well as meet their new pledge classes. I will need to plan a trip to see Gamma Iota, however, the distance of that chapter makes it difficult and therefore harder to plan the trip on a reasonable date.

Regional Vice President Reportto the Provincial Council

Name: Kelly Rabin Region: Northwestern Status of Region: So far it has been a great first term for me as the Northwestern Region’s first RVP. We have 2 collegiate chapters who are both doing a stellar job and are leading the CMP race! Both chapters are working on building strong brotherhood in addition to holding all the required events. Attendance at national events is a financial challenge due to the travel requirements, but both chapters had impressive attendance at the Las Vegas LEAD (thanks to a lot of hours in the car) and will both be represented at Long Beach. I hope to establish a regional travel fund to support attendance at LEAD events. Seattle Alumni had a great kickoff event in October and good attendance at Sigma Upsilon’s professional event in November. They are still working on building momentum and membership, but will only grow as there are more Omicron Psi and Sigma Upsilon alumni in the area. Now that I am comfortable with the state of existing chapters, I will be turning my attention to expansion. . Accomplishments:

Established expectations and protocol as first Northwestern RVP Found DDs for both collegiate chapters Attended initiations for Omicron Psi and Sigma Upsilon (first initiation as an

installed chapter) 100% regional participation in Bucks for Brotherhood Leading the CMP race!

Future Goals:

Establish at least one new colony – this was originally a 2014 FY goal but has been delayed due to resource uncertainty

Build regional bench strength o Identify a pool of alumni leaders who can serve as committee members,

DDs, and future RVP o Encourage attendance at National Volunteer Leadership Retreat

Submission of award applications by both collegiate chapters Expansion:

Will be reaching out to Seattle University Administrator interest at WSU – Vancouver but need to research if it is actually a

different university from WSU – Pullman Seattle Alumni still in rebuilding mode

Regional Vice President Reportto the Provincial Council

Name: Joy Carroll Region: Pacific Coast Region Status of Region: Overall, the region is doing well. Two chapters Fall Exec Committees had misunderstandings/other and this resulted in two not completing their Membership Status Reports. This saddens me, but probably not as much as it saddens/maddens the Spring Exec Committees. Overall, the chapters have a 57.62% average towards Accredited Chapter. I believe there are a couple chapters who have had some difficulties with their appointed District Director. I am trying to set meetings with the new Exec to go over any concerns they may have. Most of the chapters are extremely willing to reach out to me for help whether or not they are also reaching out to their District Directors. As a new RVP, that makes me happy. Accomplishments: I’m happy to report that all my chapters, alumni chapters included have District Directors, including a more recent grad I recruited. I was able to visit every chapter at least once in the Fall. We had a wonderful Initiation and Installation of the Sigma Phi Chapter in October. We had a great Regional Initiation in November with about 250 collegiate and alumni brothers in attendance. We initiated about 120 new brothers! I started the Colony at University of La Verne! I am looking forward to partnering with Trey more to give them as much support as possible. Future Goals:

- All chapters (Alumni included) will submit at least 2 awards. - I will have more alumni who want to train to be CDL and become future District

Directors. - All chapters will have Chapter of Excellence. - At least one National Award going to one Collegiate Chapter and one Alumni

Chapter each year Expansion: University of La Verne - Lambda Beta Phi – they have a very strong executive group. Although they are in their Winter Interim Session (short session for classes), they had a meeting to discuss some of the things they plan to do and gauge the interest of the members who were able to attend. It is great that one of their Exec Committee

members is a friend of RVP Trey Hernandez so the colony has great support from both regions. Disciplinary Issues: Keep this part basic and overall. Do not list chapters individually, talk about region as a whole. Regional Vice President Reportto the Provincial Council

Name: Crystal Simmons Region: Rocky Mountain Region Status of Region: The Rocky Mountain Region is operating smoothly with a widespread desire to succeed. Brother Adam Carroll will be speaking at Daniels School of Business in April, hosted by Alpha Nu. Alpha Rho has established partnerships with recruiters from Deloitte and FactSet for a new “Coffee Date” style recruitment event. Two brothers received offers from this event, one internship and one job offer. Mu Rho is working to improve professionalism and member education on roles and responsibilities. Mu Chi is focusing on improving CMP on-time submissions as well as continuing to build their relationship with the college of business that has already developed support from the Dean and faculty and staff. Nu Phi is working on continuing to build the chapter while ensuring members are educated on Fraternity policies. CMP – Alpha Rho is on track to achieve Chapter of Excellence while the other chapters are working towards Chapter of Recognition. All chapters sent at least one representative to a Fall LEAD School and are working to send at least one to the Long Beach LEAD Provincial. The Denver Alumni chapter holds monthly meetings and participates in co-sponsored events with the chapters. There was initial interest from a faculty member to reactivate the Zeta Kappa Chapter at Western State Colorado, however there has been no interest from students. Accomplishments: With coming into the RVP role late in the fall semester, I struggled building relationships with the chapters. After attending the Fall LEAD School, great relationships have been formed. I am well informed from the DD’s and the chapters. We have built a great working relationship that is continuing to improve. I am implementing calls with the DD’s and the chapter president’s to open even more lines of communication. Future Goals: By the 2015 Provincial Council Meeting, I would like to have all five chapters apply for at least two awards for the 2013-2014 year. I would also like to have had a regional meeting to conduct regional training that is more focused on regional concerns. Expansion: I will improve my communication with Dale Clark and the faculty member who is interested in reactivating Zeta Kappa to determine the level of interest. It is a focus to look into possible expansion during the 2014-2015 fiscal year.

Disciplinary Issues: There are currently no disciplinary issues. A previous incident of a pledge indicating discrimination has been clarified and corrected. Upcoming Events: Alpha Nu will be hosting the regions DSP Olympics in April. Regional Vice President Reportto the Provincial Council

Name: Crystal Justice Region: Sierra Nevada Region Status of Region: During this past semester all chapters have worked hard to ensure that they maintain CMP status. All chapters are trending to obtain Accredited level and Chapter of Recognition level, in addition five out of six chapters are trending to obtain Chapter of Excellence level in CMP. Accomplishments: We have initiated over 75 brothers within the Sierra Nevada Region last semester, holding our annual Regional Initiation in Chico in November with four chapters (Delta Pi, Epsilon Theta, Iota Phi and Lambda Mu) participating. We have formed two additional committees this year (Marketing and Community Service) and are looking forward to the accomplishments they will complete. The region has recently had a colony formed at the University of California, Merced; this is the first colony within the region in the past decade! Every chapter has a District Director, with 2 new DDs in training and interested from 3 other alumni to become DDs. Future Goals:

Have all chapters apply for awards and have all Regional Awards be awarded to chapters

UC Merced Colony be installed in the 2015-2016 School Year Re-energize Alumni Chapters within the Region Host an annual Community Service project within the region for all chapters to

participate in Work on forming a colony at CSU Stanislaus in Turlock, CA

Expansion: We just recently celebrated the formation of a colony at UC Merced in January! We are looking forward to expanding in the southern part of our region and are excited about our new colony. Disciplinary Issues: There are currently no disciplinary issues within the region. Upcoming Events: During this past semester we had Regional Initiation in Chico on November 17th and several chapters participated in Brotherhood Games in November also. We are looking forward to holding an Area Conference in the Southern Part of our region in May this year as well as Western Regional Initiation in San Francisco on April 26th. District Directors:

Regional Vice President Reportto the Provincial Council

Name: Trey Hernandez Region: South Pacific Status of Region: To date South Pacific has proven to be a healthy region. All chapters have been taken off guidance. All but the Rho Chi chapter attended Las Vegas LEAD school. There is a potential colony at CSUDH. Accomplishments: This fall semester we had our first joint initiation with three chapters, Phi, Iota Upsilon, and Rho Upsilon. Initiating just over 50 new brothers. Additionally Delta Sigma and Lambda Phi had a joint initiation. Future Goals: Joint Area conference with Pacific coast region. Expansion: Cal State Dominguez Hills is a current possibility. Also working with Joy Carroll on the La Verne expansion until we figure out what region the colony will ultimately be a part of once they are a chapter. Disciplinary Issues: Overall this semester has proven to be a healthier semester for the region, with all chapters on probationary/ guidance terms being completed. Only one chapter will be advised on pledge program compliance.
