Welcome to Pre‐Registration Module 1 Part 1 of the Office of Developmental Programs’ Provider Applicant Orientation.  My name is Dave Maloney from The Columbus Organization. I’ll be your narrator for this webcast. 

This training is required as a part of the enrollment process to ensure that all Applicants seeking to provide services to people with an Intellectual Disability (ID) and/or Autism Spectrum Disorder (ASD) obtain a basic understanding of how the Office of Developmental Programs (ODP) works. Although this material will introduce important information and processes, it’s not a substitute for more research into the links and references provided in the course.

Introduction

Before enrollment to provide ODP services, Applicants must successfully complete:

You are here

Providers who have completed the Orientation and Qualification and are enrolled in PROMISeTM are eligible to provide services and seek reimbursement.

Before an Applicant can provide services through the Office of Developmental Programs, the provider must successfully complete the Provider Applicant Orientation. After completing the Orientation, the Applicant then enters a qualification phase. Both the Orientation and the Provider Qualification processes have multiple steps. After successfully completing Qualification, the provider must complete PROMISeTM enrollment. The acronym PROMISeTM stands for the Provider Reimbursement and Operations Management Information System in electronic format. In a later webcast, we’ll review PROMISeTM in more detail.

Only after an Applicant has successfully completed the Orientation, Qualification, and PROMISeTM enrollment are they eligible to provide services to individuals who choose them to be their provider of service. Providers who meet requirements can seek reimbursement for the services they provide. 

The course you enrolled in to access this information is the first step in completing the Provider Applicant Orientation.

Applicants intending to provide services through the Adult Autism Waiver (AAW) only: You are required to complete this module but are not required to register for a face-to face session. Complete modules 1-5 and then contact the Bureau of Support for Autism and Special Populations at 1-866-539-7689 or [email protected] for further enrollment steps.

Applicants who intend to provide services through the Intellectual Disability/Autism (ID/A) Waivers (the Consolidated, Community Living, Person/Family Directed Support) and the Adult Autism Waiver: Complete this module, pass the post-test, and continue to the next module.

Applicants who intend to provide services only through the Adult Autism Waiver (AAW) are required to complete this module but are not required to register for a face‐to‐face session. After completing modules 1‐5 (including passing the post‐tests), contact the Bureau of Support for Autism and Special Populations (BSASP) using the information on the slide for further enrollment steps. 

If you intend to provide services through the Office of Developmental Programs’ Intellectual Disability/Autism (ID/A) waivers ‐ the Consolidated, Community Living, Person/Family Directed Support (or P/FDS) ‐ and Adult Autism Waiver, you must continue with this module, pass the post‐test, and continue to the next module.

Remember that the material you are reviewing in the Pre‐Registration modules is an Orientation, not training. This is just the first step toward becoming a provider. Your next responsibilities are to complete the Pre‐Registration modules, register for and attend a face‐to‐face session, pass the post‐test, and then complete Qualification and Enrollment. 

There will be more in‐depth training available to you as a qualified and enrolled provider.

I am a professional who wants to provide a specific service such as Music Therapy or Behavior Support. I am not part of a larger agency.

As you begin, make sure you’re the right person to complete the Orientation. 

Those who are required to complete the Orientation are Chief Executive Officers and Executive Directors of prospective provider agencies. Those who wish to provide a specific service, such as music therapy or behavior support services, but are not part of a larger agency, are also required to complete the Orientation and are considered the CEO/Executive Director.

• The CEO/Executive Director must login with his/her individual MyODP login to review modules and take tests. Test attempts byothers will not be counted.

• After reviewing and passing the test, the next module will become visible. Registration for the face-to-face session is available after completing the final module.

• AAW-only providers are not required to attend a face-to-face session.

The first step is to review the material in the modules and successfully pass the test after each module. Note that the CEO or Executive Director must be logged into the MyODP website with his/her individual login. If someone other than the CEO/Executive Director logs in and completes the tests, the test attempts will not be counted.

When you have reviewed the material for all six sections and passed the test for each, you will be able to register for an available face‐to‐face session. Please note that ODP requires the CEO/Executive Director register and attend the full‐day session. 

Also note, the full‐day face‐to‐face session is NOT required for providers who intend to provide AAW only services.

Successfully pass a post-test following the face-to-face session.*

• Instructions for taking the post-test will be given to CEOs/Executive Directors at the end of the face-to-face session.

• The CEO/Executive Director must login with his/her individual MyODP account to take the test. Attempts by others will not be counted.

• Provider Applicant Orientation Certificates of Completion will be available to those who successfully complete all requirements. Instructions for next steps will be included with the Certificate.

Step 3:

* AAW-only providers do not need to attend the face-to-face session.

At the end of the face‐to‐face sessions, CEOs/Executive Directors will be given instructions on taking the post‐test. Those who successfully pass the post‐test will be awarded a Certificate for completing the Orientation. The instructor will discuss the post‐test instructions at the end of the face‐to‐face session. 

The CEO/Executive Director must login to MyODP with his or her individual account to take the post‐test. Attempts by others in the organization will not be counted.

Specific information on the post‐test following the face‐to‐face session, next steps, and actions if the provider does not pass the test will be provided at the face‐to‐face session and with the testing information on MyODP.

presentation and materials.• A link to the module test.

Materials can be viewed on a computer. The choice to print materials is yours.

It is recommended that you have a copy of the Resources and Glossary documents available as you review all modules.

Each module contains the following:

• A presentation on the specific topic.• Resource materials pertinent to the topic.• A confirmation that the CEO/Executive Director has reviewed the materials and 

wishes to proceed to the test for the module. • And a link to the test for the module, available after completing the confirmation. 

You do not need to print the presentation or any of the resource materials if you prefer to review them on your computer. 

The Resources and Glossary documents have information that’s pertinent to all modules. It’s recommended that you have them available (either saved on your computer or in print) as you review the modules.

Resources and information to prepare for the Provider Qualification phase after successfully completing the Orientation

Applicants interested in providing Residential Habilitation Services should carefully review the following:

In addition to the module and resources and the Resources and Glossary documents, there’s a list of “Getting Started” materials. These materials are provided so that you may begin to prepare for Provider Qualification. Although an Applicant will not officially enter qualification until after attending the face‐to‐face session and passing the post‐test, reviewing the materials may help you make the most of the Provider Qualification period. 

Applicants who are interested in providing residential services should carefully review information on Required Dual Diagnosis training, obtaining approval for program capacity, and licensing information. These will be discussed in later webcasts in this series.

Terms used in the modules

Introduction

Individual: A person with an Intellectual Disability (ID) and/or Autism

Applicant: An agency seeking to become qualified to provide service(s) to individuals

Enrolled refers to individuals who are able to receive services. Enrolled may also refer to a provider who has completed the qualification process

Registered may refer to:• Providers registered in ODP’s web-based system• Individuals registered with

• A county/Administrative Entity (A/E)• The Bureau of Support for Autism and Special Populations (BSASP)

As you review the modules, keep in mind how ODP uses each of these terms. 

In this presentation, the term individualmeans a person with an Intellectual Disability and/or Autism. 

The term Applicantmeans an entity or individual that is in the process of enrolling with the Department of Human Services/Office of Developmental Programs to provide services to individuals with an Intellectual Disability and/or Autism.

Enrolled may refer to an individual who is determined eligible to receive services. Enrolled may also refer to a provider who has completed the enrollment process in PROMISeTM, the system ODP providers use to electronically submit claims for services provided. 

The term Registered can mean two different things. Providers become registered in ODP’s web‐based system as part of the enrollment process. Individuals must be registered with a county/Administrative Entity or the Bureau of Support for Autism and Special Populations in order to receive services.

What services do you intend to provide?

To learn more about services, follow this path:

Keep in mind what services you want to provide. Each topic may have a somewhat different relevance based on the services you want to provide. 

• For example, if you intend to provide residential services, do you have property already? How many people do you plan to support? Are you aware of requirements regarding site location and size? 

* Do you have a background in supporting people with an Intellectual Disability or Autism? 

* Keep in mind that reimbursement is based on claims and comes after services are delivered. Do you have the resources ‐ financial and staffing ‐ to sustain your agency during the qualification and enrollment process, while waiting for referral of individuals who choose your services? Do you have the resources for start‐up of services without payment advances? 

* Are you aware of the steps necessary to set up your own business?

* Do you need to learn more about federal and state requirements related to the following:* The regulations governing the sites where services you intend to provide may occur* Staff qualifications* Licensing* The responsibility of protection from harm and reporting and management of incidents

* Are you aware of the waiver services provided in the ODP system?

Many of these topics will be discussed in the Pre‐Registration modules and in the face‐to‐face training. The information will help you to put questions like these in the context of the services you intend to provide. 

At various places in the presentation, you will see the question “What does this mean to you as a prospective provider?” This question is an opportunity to reflect on what the information means for you as a prospective provider and how to be successful in providing services. 

As you review information, continue to assess how your plans and intentions will fit within the ODP system. People with ID and/or Autism and their families and ODP expect quality services and stability. When people experience too many changes in providers, in staff, or location, it’s difficult to develop trust in the ODP system. Not understanding and appreciating the impact of frequent changes or failure to

The ODP Service System and ODP Mission, Vision, and Values

The first topic is the ODP Service System and ODP’s Mission, Vision, and Values. This section provides an overview of people who receive ODP services, the types of services provided, the structure of the ODP system and how providers stay connected and informed about ODP’s requirements and communications. Keep in mind that this is a broad view and specific topics will be discussed in more detail in subsequent modules.

The ODP System In Pennsylvania

The Office of Developmental Programs intends that all Applicants wanting to provide waiver services for individuals with an Intellectual

Disability and/or Autism understand the ODP system prior to starting

services.

The Applicant Orientation is required for any new agency seeking approval to provide services under the Consolidated, Community Living, Person Family Directed Support, or P/FDS, and Adult Autism Waiver (AAW.) There is more information about the Waivers in a subsequent module. 

Those Applicants who plan to enroll in the Adult Autism Waiver only are required to complete the first5 modules, but not the face‐to‐face training.

The ODP system requires quality management of services and quality management of the administrative and financial actions of an agency. When a provider hires staff, the provider is responsible to assure the staff qualifications, their training, and the correct provision of services. TheODP service system is very dependent on providers to deliver services with the same quality that would meet your own expectations if you were receiving services.

The ODP System In Pennsylvania

One measure to determine the quality of your services is your own feelings of whether the services are something you would expect for yourself. Would you want to live in this residential setting? Are the staff working with individuals people you would welcome into your own home?  

This logic could be applied to most services, and you could ask yourself: “If this service was being provided to me or one of my family members, would I be satisfied with the quality of the service? What if I think I would not want to live there or not be satisfied with the quality of the service?” 

As a provider, you will be held accountable for the actions of your staff. You cannot rely on reading reports. You need first‐hand experience with the services you provide. What are some steps that you think you could take as a provider to ensure provision of quality services and measure the success of services you provide?

The ODP System In Pennsylvania

The ODP system is committed to providing opportunities to individuals for quality, integrated, and community-based services.

Waiver: Medical Assistance services provided in home and community-based settings.

Services include:• Services in an individual’s home or local community.• Non-residential services including employment, job support and facility based

day services.• Residential services in group homes and Life Sharing settings where an

individual lives with others in a family setting.• Transportation.• Therapies.

1981: Congress allows states to shift Medical Assistance resources from institutions to community-based settings.

In 1981, in response to a lawsuit by a young woman named Katie Beckett who had turned 21 and was no longer entitled to receive services in the community, Congress amended the Medical Assistance program to permit states to shift their Medical Assistance resources from institutional settings to more integrated community‐based settings. Congress gave states flexibility to create programs known as “waivers.” Each state submits its waiver plans to the federal Centers for Medicaid and Medicare Services, or CMS, for approval. Seeking federal approval represents ODP’s commitment regarding what services will be available and requirements of providers. 

The types of services provided through Pennsylvania’s approved Medicaid Waivers are listed on the slide.

Whom Do We Serve?

Individuals with an Intellectual Disability and/or Autism who have been determined programmatically and financially eligible.

More information about eligibility for services is available on the Pennsylvania Department of Human Services website: www.dhs.pa.gov.

ODP supports over 30,000 people in the community with waiver funds. Individuals’ services can be in their own homes, their family homes, group homes, and in day programs or at work. 

In order to receive services from ODP, an individual must meet eligibility requirements, including a diagnosis of Intellectual Disability and/or Autism. As an ODP provider, this means that you may only receive state or federal funds for ODP services provided to individuals who have been determined to meet eligibility requirements. Eligibility determination is completed by the Administrative Entity (AE) where the individual lives or by the Bureau of Support for Autism and Special Populations (BSASP).

The system relies on collaboration and partnership among stakeholders. 

The Office of Developmental Programs is a program office within the Pennsylvania Department of Human Services, or DHS and has the responsibility to ensure services for individuals with an Intellectual Disabilityand/or Autism meet state and federal requirements. ODP upholds the system’s values, administers funding, develops policies and procedures, and monitors implementation. 

The Centers for Medicare and Medicaid Services, or CMS, is the federal agency that grants authority to states to provide waiver services and earn federal financial participation in the payment for services.

There are 48 County Programs that act as ODP’s delegate or representative by serving as Administrative Entities (AEs) for the Consolidated, Community Living, and P/FDS Waiver Programs in accordance with an Operating Agreement with ODP. The Bureau of Support for Autism and Special Populations (BSASP) manages the Adult Autism Waiver Program.

Qualified and willing providers are authorized by AEs and/or BSASP to deliver services. Providers deliver needed services to individuals as specified in the Individual Support Plan, or ISP. Providers serve as part of the individual’s team by helping to develop and update the ISP. 

Each waiver recipient chooses a Supports Coordination Organization, or SCO, and is assigned a Supports Coordinator, or SC. Supports Coordination services include location, coordination, and monitoring of services. The SC facilitates the development of the ISP with the individual’s team. The SC helps the individual choose a willing and qualified provider. The SC also monitors services provided to the individual at the provider site or at other locations where services are provided.

Advocates provide assistance to individuals and families who request or need their help. They serve as members of an individual’s team and collaborate with system partners to help ensure quality services. Advocates may visit individuals at provider service sites and can review provider records with consent. There are many local and statewide advocacy organizations in Pennsylvania.

ODP also supports eight Health Care Quality Units, or HCQUs, throughout the state that provide health care support through technical assistance and training to individuals, families, and provider staff, including direct support professionals.

Who Are We?

The Office of Developmental Programs (ODP) is the

state office designated to administer and oversee

services to individuals with Intellectual Disability (ID)

and/or Autism.

ODP delegates authority to County/Administrative

Entities (AEs). AEs are ODP’s delegates for assuring that

federal and state requirements are met within their

jurisdiction. BSASP has authority for oversight of Adult

Autism Waiver services.

ODP has the final authority and responsibility for the home and community‐based waivers. ODP must also demonstrate that it has systems and procedures in place to monitor and improve performance. ODP delegates authority to Administrative Entities (AEs) through an Operating Agreement signed by both parties. The Bureau of Support for Autism and Special Populations is responsible for oversight of the Adult Autism Waiver.

The Department of Human Services (DHS) is the umbrella agency over the Office of Developmental Programs and other program offices. The Office of Developmental Programs’ Deputy Secretary and his or her executive staff’s offices are in Harrisburg. ODP includes the Bureau of Support for Autism and Special Populations (BSASP). 

As of August 21, 2017, Teresa Miller was named the Secretary of the Department of Human Services. 

There are four Regional ODP Offices in Pittsburgh, Harrisburg, Scranton and Philadelphia. BSASP has three regional offices in Pittsburgh, Harrisburg, and Philadelphia.

The other DHS program offices, Children & Youth, Mental Health & Substance Abuse, and Long Term Living provide an array of children’s and adult services.

Who Are We - ODP Organizational Structure

There are 67 counties in PA and 48 county or county joinders in the ODP system. A county joinder is a multi‐county entity where two or more counties join together to administer their human services programs. 

Examples of county‐joinders are:• In the Central Region ‐ York/Adams County. • In the Northeast Region ‐ Lackawanna/Susquehanna• In the Western Region ‐ Forest/Warren

Each ODP Regional Office oversees the counties and Administrative Entities within that region. The Provider Enrollment Lead for Bureau of Support for Autism and Special Populations oversees all Adult Autism Waiver Providers statewide. Keep this map in mind and note your county and Region, based upon where you will initially serve waiver participants.

ODP is responsible to:• Manage the waiver program to assure compliance with federal and state 

requirements. 

• Process applications within the Department of Human Services to finalize enrollment in PROMISe™.

• Establish the waiver capacity in each AE. Each AE has a limit on the number of participants that can enroll into a waiver, and that number is determined by ODP. Capacity for the AAW is managed by BSASP.

• Establish standardized policies and practices that are implemented locally such as Monitoring of Providers and Provider Qualification.

Administrative Entities’ waiver responsibilities are included in the Administrative Entity Operating Agreement. They include:

• Determining eligibility of individuals applying for waiver services.

• Determining whether a provider Applicant meets the qualification requirements.

• Establishing priorities for waiver enrollment.

• Authorizing services in an individual’s ISP.

BSASP determines individual eligibility and authorizes services provided through the Adult Autism Waiver.

HCSIS, PROMISe™ & EIM

Providers have access to

• HCSIS: Home and Community Services Information System

• SSD: Service & Supports Directory

• ISP: Individual Support Plan

• LMS: Learning Management System (LMS)

• Service Authorizations

• EIM: Enterprise Incident Management System

• PROMISeTM: Provider Reimbursement Operations Management Information System in electronic format

The Home and Community Services Information System, or HCSIS, is an online, web‐based, password‐secured system that stores a lot of information including: demographic information, provider organizations, service and location data for services provided under ODP, and other program offices in the Department of Human Services. HCSIS has secure access for providers. Information providers can access includes:

• Service and Supports Directory

• ISPs for individuals providers support

• Service authorizations

• The Learning Management System, or LMS. The LMS has many online resources available. Other training resources will be discussed in further modules.

The second online system is the Enterprise Incident Management or EIM system. EIM is a platform that began in December 2015. The EIM system is used for Incident Management and reporting and tracking of incidents.

The third system is called PROMISe™. PROMISe™ stands for Provider Reimbursement Operations Management Information System in electronic format. PROMISe™ is the payment system for Medicaid and all waiver services. We’ll discuss PROMISe™ further in this presentation.

It’s your obligation to stay informed. Earlier, you read that the ODP system is not stagnantand changes can come rapidly. As a provider, you will need to be aware if and how the changes affect you, your employees, and/or the people you serve. 

Some of the ways to stay informed include:

ODP ‘s listserv email notification system to stakeholders about important information. It’s important that you sign up for the listserv after enrollment and that your contact information is accurate and updated regularly. In order to sign up for the ODP listservs, email a request to the address on the screen. Note, this is an action you should take after PROMISeTM enrollment. 

The MyODP Website, which you used to access this information, is accessed online and password protected. Once you have accessed the site, it contains a lot of resources for Applicants and enrolled providers. Included on this site are trainings on topics of interest to all providers.

There are local and statewide provider associations throughout the state. You should explore whether joining an association is beneficial to your needs. 

ODP often sponsors and co‐sponsors conferences and public meetings. Other conferences and meetings sponsored by agencies, counties, provider associations, colleges, and universities are frequently available to you and your staff. Typically, these are places to learn about best practices in the state and nationally and from speakers with special expertise.
