Khallikote University (KU), the Unitary University at Berhampur in the state
of Odisha with intensive research activities, aims at imparting quality education in
several interdisciplinary professional courses. Our innovative post-graduate
curriculum, PhD Programme and action plan will motivate the learners by igniting
their analytical thinking and creativity in these professional interdisciplinary
courses which have social relevance as well as job prospect. In order to realize the
educational needs of the millennium, the University has implemented learning
management system (LMS) to facilitate 24 x 7 learning. The world is changing fast
and our next generation have to catch it up and compete with the rest of the globe
with the sincere efforts, dedication, honesty, punctuality, devotion and discipline of
our qualified faculty members.
Moreover, Khallikote University is looking forward to be an innovative
Research Intensive University of Odisha keeping the National Education Policy
(NEP) into account. Thus, our goal is to create a pool of able, skilled and
independent graduates, who will be progressive, confident and productive, and
create a new competitive world.

1. KHALLIKOTE UNIVERSITY: A BRIEF PROFILE
Khallikote University at Berhampur (KUB) is a unitary university with intensive
research activities established by Government of Odisha and recognised by the
University Grant Commission (UGC). With an aim to impart quality education in
several interdisciplinary professional courses, the University is dedicated to
innovative pedagogy, rigour in scholarship, inculcating institutional values and
international linkages.
The University was established as the first cluster University in the state of Odisha
on 30th May 2015 under Rashtriya Uchhatar Shiksha Abhiyan (RUSA) in exercise of
the powers conferred by subsections (1) and (2) of the Odisha University Act, 1989
(Odisha Act 5, 1989). Further, on 26th February, 2020, Government of Odisha in
exercise of the powers conferred by subsections (1) and (2) and clause (g) of the sub
section (3) of section 32 of the Odisha University Act, 1989 (Odisha Act 5, 1989)
altered the status of Khallikote University to a Unitary University with intensive
research activities.
1.1 Vision of the University
Khallikote University aspires to be one of the most dynamic, vibrant and research
intensive University of Odisha, responsive to the changing global trends, providing
unparallel educational opportunities for the students hailing from lower socio-
economic strata of society seeking quality education in the emerging areas of the
professional and IT savvy world.
1.2 Mission of the University
The University strives to work hard as a team with a sense of commitment towards
the educational, cultural, economic, environmental, health and social advancement
of the state of Odisha in general and southern Odisha in particular:
The University is devoted to provide quality education at master’s and
doctoral level through its own Postgraduate departments.
To meet the challenges of the knowledge era and keep pace with the
knowledge explosion in higher education, the University is committed to
inculcate and sustain quality in all the dimensions of higher education viz.

Presently, the University at its transit campus at GMax Building on NH-16, Konisi,
Berhampur, Odisha offers Post-Graduate (PG) and Doctoral Programmes through
six PG Departments:

(M.A./MSc) in Natural Resources Management and Geo-informatics, iv) Master in Library
and Information Science, v) MBA in Business Economics; vi) MBA in Tourism and Travel
Management; and vii) M.A. in Mass Communication and Media Technology], following
fulltime Doctoral (PhD) degree programmes are offered by the PG departments

2. ADMISSION PROCESS
2.1. Eligibility for Admission into PhD
Subject to the conditions stipulated in the PhD guidelines of Khallikote University
(available at www.kub.ac.in), the following candidates are eligible to seek
admission to the PhD programme at KUB.
i. Candidates for admission to the PhD programme shall have a Master's
Degree or a Professional Degree in a relevant area declared equivalent to the
Master’s Degree by the corresponding statutory regulatory body, with at
least 55% marks in aggregate or its equivalent grade 'B' in the UGC 7-point
grading scale (or an equivalent grade in a point scale wherever grading
system is followed) or an equivalent degree from a foreign educational
Institution accredited by an Assessment and Accreditation Agency which is
approved, recognized or authorized by an authority, established or
incorporated under a law in its home country or any other statutory
authority in that country for the purpose of assessing, accrediting or assuring
quality and standards of educational institutions.
ii. A relaxation of 5% of marks, from 55% to 50%, or an equivalent relaxation of
grade, may be allowed for those belonging to SC/ST/OBC (non-creamy
layer)/ Differently-Abled and other categories of candidates as per the
decision of the UGC from time to time, or for those who had obtained their
Master's degree prior to 19th September, 1991. The eligibility marks of 55%
(or an equivalent grade in a point scale wherever grading system is followed)
and the relaxation of 5% to the categories mentioned above are permissible
based only on the qualifying marks without including the grace mark
procedures.
iii. Candidates possessing a degree considered equivalent to MPhil Degree of an
Indian Institution, from a Foreign Educational Institution accredited by an
Assessment and Accreditation Agency which is approved, recognized or
authorized by an authority, established or incorporated under a law in its
home country or any other statutory authority in that country for the
purpose of assessing, accrediting or assuring quality and standards of
educational institutions, shall be eligible for admission to PhD programme.
2.2. Duration of the PhD Programme
i. PhD programme shall be a minimum duration of three years including
coursework and the maximum of five years.

ii. Extension beyond above limit will be governed by relevant clause at 9.4. of
PhD guidelines of Khallikote University (www.kub.ac.in).
2.3. Number of Seats for PhD Admission
i. Number of Seats (Vacancy): Admission to the PhD programme for the year
2020-21 will be undertaken for 29 doctoral seats and the department/nodal
centre wise vacancies are given as below:

Reservation: The University shall adhere to the Reservation policy as per
the norms stipulated by Govt. of Odisha from time to time (G.O.
11710/HE, Dtd.: 01/06/2015 and G.O. 10161/HE, Dtd.: 07/04/2018) [Note: In respect of PwD/Physically disabled, the candidate may be asked to appear before a
Medical Board constituted by the Chairman, PG Council. The decision of the Medical Board will
be final and binding.]

2.4. Admission Procedure
2.4.1. Entrance Test, Viva Voce and Admission
i. The eligible candidates shall be admitted to the PhD programme through an
entrance test (excluding exempted candidates as described in section 6 of
PhD Regulations) followed by the viva-voce. Candidates those exempted
from the entrance test as in section 6 of PhD Regulations (available at
www.kub.ac.in) will directly appear in the viva-voce.
ii. The qualifying marks in the entrance test shall be 50% for all categories of
candidates. The syllabus of the entrance test shall consist of Research
methodology and the subject (course wise) with equal weightage.
iii. The qualified candidates (in the Entrance test) as well as the candidates
exempted from the entrance test shall be called for viva voce to be conducted
by respective department/nodal centre in the University. The number of
entrance qualified candidates to be called for viva-voce shall be maximum of
five times of the number of seats as mentioned in the clause (i) of section 2.3.
and is based upon their performance in the entrance test. However, when the
total number of applicants is less than five times, the number may be limited
to total number of qualified applicants only. The applicants exempted from
the written test shall be considered supernumerary.
iv. The Merit List of candidates shall be prepared on the basis of academic career
and performance in the viva voce as detailed below.
Academic Career: 75% [10th or equivalent-10%, 12th or equivalent-10%;
Graduation-20%; Post Graduation: 30%; NET: 5% (JRF-
5% or NET-LS/ SRF-3%)]
and Performance in the viva voce: 25%
v. The candidates shall mention their research interest/area of
specialization/Theme of research before a duly constituted selection
committee (Preferably Departmental Research Committee).
vi. The Department/ Centre shall send intimations to the concerned candidates
for taking admission within a stipulated time frame as decided by the
competent authority of the University.
vii. The Department/ Centre shall make two lists of the candidates admitted: (i)
candidates who shall undergo the course work and (ii) candidates who shall
be exempted from the course work; and issue a notification to this effect. For
details about the course work, please refer section 3. Further, the details on
the categories of candidates exempted from course work are available in
section 5.10 of PhD Regulations of Khallikote University (available in
www.kub.ac.in).

2.4.2. Candidates exempted from the entrance test
A candidate who fulfils one of the following requirements is exempted from the
entrance test and may be considered for provisional admission to the PhD
programme without appearing in the entrance test. (However, the University
reserves the right to conduct separate Test for those students who are exempted
from the PhD entrance test, if required necessary)
i. A candidate who is qualified in a national level test such as UGC-NET (with
JRF)/UGC-CSIR NET (with JRF)/ DBT-JRF/ ICMR-JRF or equivalent with
research fellowship.
ii. UGC-NET/UGC-CSIR NET/SLET/GATE/ SRF (CSIR or UGC or ICMR or
ICAR or equivalent)/ Teacher fellowship holder or those candidates who
have passed M.Phil programme as per the guidelines of UGC in force for
M.Phil Programme during the time of advertisement.
iii. A NET (with JRF) qualified person, employed (regular basis) in other
university/institution/college, who is sponsored as a full-time candidate by
the said organization, with at least two years of experience and is relieved on
study leave for a period of not less than two years for pursuing PhD
programme in a Department of the University. The number of seats under
this category shall be supernumerary and it should not exceed 10% of the
total seats available in a Department/Centre.
iv. A NET (with JRF) qualified regular Faculty member of this University (KUB)
should have been relieved on study leave for a period of at least two years.

v. Candidates possessing a Degree considered equivalent to MPhil Degree of an
Indian Institution, from a Foreign Educational Institution accredited by an

vi. The PhD admission of national fellowship holders such as UGC-NET (with
JRF)/ UGC-CSIR NET (with JRF)/ DBT-JRF/ ICMR-JRF or equivalent
qualified applicants (Through national level test) shall be supernumerary to
the approved seats.

3. COURSE WORK
After having been admitted, each PhD student under category (i) of clause no (vii)
of section 2.4.1, as described earlier shall be required to undertake the prescribed
course work of this University for a minimum period of one semester in the
approved PG Department/Nodal Centre comprising of 8 to 16 credits. For further
details please refer the PhD Regulations of Khallikote University.
4. REGISTRATION FOR PhD
After the completion of requisite course work by securing a minimum GPA 6.5 and
the candidates exempted from the course work, are eligible for registration into PhD
Programme as per the time schedule as mentioned below.

5. FEES FOR ADMISSION
i. Students are required to submit the fees regularly, as applicable in the University, till the submission of PhD thesis.
ii. A fine as decided by appropriate authorities shall be charged in addition to the existing fees, if the fees are not submitted in time.
iii. Failure in deposition of fees for two consecutive years in a row shall lead to cancellation of the admission as well as registration.
iv. Fees once paid to the University shall not be refunded except the amount under refundable category. It shall be refunded to the PhD student within one year from the date of award of the PhD degree or cancellation of admission/
registration.
v. Revision in fees, if any shall be applicable from the date of its notification by the University.

5.2. Mode of Payment
All types of fees prescribed for admission must be made through
Cash/NEFT/Account Payee Cheque/Bank Draft drawn in favour of Chairman, PG
Council, Khallikote University payable at Central Bank of India, Khallicote College
Branch, Berhampur. Alternately, the candidates may make online payment through
RTGS/NEFT in favour of “The Chairman, PG Council, Khallikote University”,
payable to the Account no. 3695144745, Central Bank of India, Khallicote College
Branch (IFS Code. CBIN0283241), Berhampur, Dist- Ganjam, Odisha and submit the
copy of payment receipt to the office. The name, Exam. Ref/Roll no. and address of
the student should be written clearly on the reverse of the Bank Draft/Cheque/
RTGS or NEFT payment receipt.
6. PG DEPARTMENTS/NODAL CENTRES
6.1. Department of Biosciences and Bioinformatics
Currently, the department of Biosciences and Bioinformatics is offering the following
courses.

The department is determined to evolve as one of the best in providing quality
education and training through it qualified and dedicated faculty members, and the
state of the art laboratory facility. We strongly believe that healthy professional
academic atmosphere can be produced through training and skill development,
scientific discussion and sharing novel ideas. Thus, the students can exploit the
knowledge by actively participating in journal clubs, seminars and industry-academia
visits in addition to class room and laboratory based learning, where they can stay
updated with the progress in current day research and industry. Overall, the courses
are designed to motivate the students to prepare for a brighter career in research,
academia, and industries dealing with basic bioscience, agriculture, healthcare, and
bioprocess technology. Recently, this department was awarded with the ‘Centre of
Excellence on Bioprospecting of Ethno-pharmaceutical of Southern Odisha’ by
OHEPEE, Govt. of Odisha through World Bank funding scheme (IDP-OHEPEE). This
Centre will carry out intensive research activities on medicinal plants in Southern
Odisha and their potential in delivering various bio-active compounds for therapeutics
usage. The centre will also attempt an industrial scale bioprospecting for translating the
research on Lab-to-Industry mode.

6.2. Department of Natural Resources Management and Geo-informatics
Currently, the department of Natural Resources Management and Geo-informatics is
offering the courses:
i) MA/MSc in Natural Resources Management and Geo-Informatics (24 seats)
ii) PhD in Natural Resource Management, Environmental Science, Geo-
informatics (06 seats for AY 2021).
These programmes are designed for in-depth studies in natural resource and their
conservation, environmental science and associated tools, and acquisition of skills
in geoinformatics and geospatial technologies which are essential to contribute for
sustainable solution to most pressing real-world challenges in managing the natural

resources and emerging environmental problems. The main focus of the course is
‘translating’ natural resource science within areas of the world’s highly vulnerable
regions into ‘science for policy and decision making’ products, advice and services.
These programmes enable students to conceptualize the ideas of natural resources
in rich and diverse ways, contemporary environmental issues and also sound
knowledge on computational and analytical foundation of Geo-informatics and
modelling. Application of geospatial technology on natural resources management
are to be done through hands-on exercises, workshops and four week intensive
summer internship and also a semester long major project. There will be flexible
option of choosing choice base credits from other departments to build research
interest of their domain. The uniqueness of programme lies in integrating Geo-
informatics technique in sciences based decisions making of natural resources
management and habitat conservation in implementing sustainable development
goals and positioning the country towards meeting its global commitments and
targets. This department strives to prepare critical masses for sustainable
management of natural resources with geo-information and earth observation tools.

6.3. Department of Library and Information Science
Currently, the department of Library and Information Science is offering the courses:
i) Masters in Library and Information Science (24 seats for AY 202-21),
ii) PhD in Library and Information Science (03 seats for AY 2020-21).
The department prepares students in building a strong foundation in Library and
Information Science (LIS) and enables them to handle the modern day libraries and
information centers effectively. These programmes are intended to provide a library
and information technology-oriented curriculum that focuses on the practices,
design, and development of information systems, databases & repositories to solve
real-world problems. The students are expected to be able to take significant roles in
planning, organizing, managing, designing, configuring and implementing systems
using state-of-the-art technologies within organizations. In addition, the course
essentially includes cataloguing and classification, collection development and
management, information systems and technology, research methods, bibliometrics,
preservation of information resources, reference and information sources and
services, database management, digital library, e-learning and knowledge
management, etc. It also teaches students to determine the best technical solution
and effectively utilize technology to add value to the field.

Laying of Foundation Stone of Khallikote University at Palur Hills
Government of Odisha has allotted a piece of land at Pallur hills on the outskirts of
Berhampur city for the permanent campus of Khallikote University. Recently, on
01st July 2020, the foundation stone was laid by His Excellency, Prof. Ganeshi Lal,
Honourable Chancellor of Khallikote University and Governor of Odisha, through
video conferencing, for the construction of Academic Block, Student Hostel,
Auditorium, etc.

How to reach Khallikote University
The transit campus of Khallikote University is located at GMax Building on NH-16,
in Kanisi, Berhampur. The campus is around 12 km from Berhampur city centre and
is well connected through various modes of transportation. Regular city buses ply
from Berhampur bus stand to Konisi Junction, from where the present university
campus is just around 400 mtrs away. Alternatively, one can hire an auto rickshaw
or a taxi to reach the campus.
