SECTION 1. SHORT TITLE. 5

This Resolution may be cited as the “Reconstitution 6

and Observance of Suffrage Amendment” or “ROSA”. 7

SEC. 2. CONSTITUTIONAL AMENDMENT. 8

The following Article is put as an amendment to the 9

Constitution of the United States of America, and shall be valid for all 10

intents and purposes as part of that Constitution upon ratification by 11

the legislatures of three-fourths of the several States after it has been 12

submitted to them by the Congress: 13

“ARTICLE — 14

“The Right of citizens of the United States of America to vote 15

shall never be denied or abridged by the Congress; any of the several 16

States; any officers of those same; any other person; or any corporation 17

of persons on account of either political affiliation, or lack thereof; 18

sexual orientation; or any other attributes that have already been 19

protected in prior amendments to this Constitution.” 20

SEC. 3. ENFORCEMENT 21

Congress shall enact any and all legislation that is appropriate 22

to the enforcement of compliance with the protections recognized and 23

constituted in the above Article. 24
