Introduction

Charles County currently provides curbside

recycling collection services, through a private

contractor, to an estimated 30,000 residences within

the County’s Development District. In contrast,

Solid Waste collection is contracted directly by

residents and/or home-owners from private haulers

or is self-hauled to one of the County’s drop-off

centers.

In an effort to create Standardized

Collection Services and Price

Efficiencies

• The County wishes to contract with a single private

hauler for collection of Solid Waste from single-family

and multi-family residences in multiple neighborhoods

encompassing an estimated 6,483 customers located

within a portion of the County’s development district.

• All of these customers currently receive curbside

recycling services via the County’s curbside recycling

contract. A recent update to the Charles County Solid

Waste Management Plan has accommodated the

Work on this project.

CONTRACTOR FRANCHISED SOLID WASTE COLLECTION

AND DELIVERY OF MSW TO COUNTY LANDFILL

• The RFP is soliciting Proposals for a private contractor to

collect and haul Solid Waste from eight (8) MSW Residential

Collection Districts

• All Solid Waste collected under the Service Agreement must

be brought to the Charles County Landfill for disposal.

• It is intended that each dwelling receive Solid Waste

collection once weekly (on Monday, Tuesday, Thursday or

Friday)

• Upon delivery of wastes to the Landfill, the Contractor will

pay no tipping fee for the material collected from MSW

Residential Collection Districts; the County will provide

disposal free-of-charge to the Contractor and bill the

homeowner’s directly for this garbage service.

• Source-separated motor oil, certain scrap metal,

household hazardous waste, tires, textiles, and

batteries will be handled separately by the County at

the County Convenience Centers located throughout

the County.

• The curbside collection of Recyclable Materials and

Yard Wastes within these eight (8) MSW Residential

Collection Districts are not the subject of this RFP, and

will remain the responsibility of a third-party private

contractor currently under separate contract to the

County.

Rights to Carbon Credits

• The RFP is being drafted such that the

County would reserve the right to any and all

Carbon Credits, Green House Gas

reductions, and/or compensation or other

benefits that may be derived there-from as a

result of services provided by any

Contractors or all Contractors pursuant to this

RFP.

Solid Waste Collection Container(s)

• A 95 gallon waste collection wheeled cart

would be provided for each of the residence

collection points within the MSW Residential

Collection Districts.

• These containers will be provided at the

expense of the Contractor who will also be

responsible for maintaining an inventory of no

less than an average of 200 containers at

their business facility. The Contractor would

be responsible for delivery of the Containers

to each residence within the MSW

Public Awareness Program

• The County and the Contractor shall jointly develop

and implement a public awareness program designed

to accomplish the following:

• Geared to enhance the public’s knowledge of the

existence of the County’s MSW collection program and

the collection schedule and the benefits of participating

in the County’s MSW collection program.

• As a part of this public awareness program, the County

would:

– Use reasonable effort to inform residents of the existence of the

County’s program and the MSW collection schedules within the

eight (8) communities.

– Use reasonable efforts to enforce the rules and regulations

relating to the materials to be collected from the residents.

Public Awareness Program

(continued)

• As part of this public awareness program, the

Contractor shall:

– Cooperate with the County in its efforts to promote the goals of

this program. This can include joint advertising campaigns and

community outreach programs such as the County fair and

Potomac River Watershed Cleanup.

– Allocate funds to promote the goals of this public awareness

program. The Contractor shall make available (no less than

$xxxx per year) in promotional materials or services to enhance

the public awareness program. The Contractor will provide

copies of invoices to the Coordinator verifying expenditures.

– At no time distribute promotional or educational material to

residential units within the MSW Residential Collection Districts

without the express direction of the Coordinator.

Suggested Period of the

Service Agreement

• The period of the Service Agreement shall be for

five (5) years beginning on or about January 1,

2010 and shall end on December 31, 2014 with

an option for two (2) one-year extensions upon

the mutual consent of the County and the

Contractor.

• The County would reserve the right to terminate

the Services Agreement upon thirty (30) days

notice in the event of Contractor default under

the specifications set out in the RFP.

Ownership of Containers

• If the County cancels the Service Agreement for

Termination for Convenience or Non-appropriation of

funds prior to its expiration date, the County would buy

out the Solid Waste Collection Containers on the basis

of 5-year straight line depreciation based on the unit

price set forth in Form E of the Contractor’s Proposal

(e.g., after three years of the five year term, the

remaining 40 percent of the price shown on Form E).

• If the Service Agreement runs full term, the County

shall be given title to all the Solid Waste Collection

Containers, as-is and where-is, at no additional

charge.
