PROPOSED RESIDENTIAL DEVELOPMENT, RAF DAWS HILL, HIGH WYCOMBE: INTERIM SUMMARY

1. Introduction

1.0. To inform redevelopment at the former RAF Daws Hill Strike Command site at

High Wycombe, Taylor Wimpey has commissioned Aspect Arboriculture Limited

to advise in respect of Arboricultural matters. Proposals for the site are for the

clearance of the existing built form and construction of a new residential

development with associated access roads and landscaping. To inform the

proposals Aspect has undertaken a survey of all trees with the potential to be

influenced during future redevelopment of the site.

1.1. As part of the pre-application discussions with Wycombe District Council, a 3

Stage approach has been agreed between WDC and Taylor Wimpey to agree the

extent of tree removals across the site resulting from the development of RAF

Daws Hill. A brief overview of the stages sets out the elements of this approach:

Stage 1 - Assessment of all trees associated with the site to BS5837:2012 - 'Trees

in Relation to Design, Demolition and Construction' to allow the preparation of a

detailed Tree Schedule and Tree Location Plan. Information will include

identification of individual specimens and groups, categorisation of trees in terms

of quality and value, species, height, canopy spread and extent of Root Protection

Areas (RPAs). The site is also subject to a Tree Preservation Order (TPO) details

of which will be added to the assessment.

Stage 2 - Assessment of effects as a result of tree condition and demolition. A

drawing will be prepared which illustrates the expected tree losses due to i) trees

which should be removed for reasons of sound arboricultural management

(category U), and ii) demolition of buildings and outlying planters with hard surface

removal on more than one side of the RPA. The removal of roads, footpaths and

kerb edges within RPAs and facilitation pruning, as well as trees being

compromised as a result of removing other trees, will be discussed with the tree

officer on site. The impacts shown on this drawing will not account for alterations to

existing services. The drawing will represent initial tree removals, but does not take

into account input from a demolitions expert, and is considered to add to the

justification for the overall removals required by a finalized layout.

Stage 3 – As development layout is evolved with the agreement of DC and Urban

Design Officers (taking into consideration the tree categories and removal as a

result of stages 1 and 2), undertake assessment of tree removal and tree

replacement as a function of the implementation of the layout; and preparation of a

Tree Protection Plan(s) to show the overall tree retentions across the site. The

plan will illustrate the practicable protection of trees where there is potential for

foreseeable harm or damage to occur during construction. This plan will form the

basis of discussions with the tree officer and Aspect will provide detailed

justification for tree removals shown in addition to those at Stage 2, which require

removal to accommodate the proposals.

2. Arboricultural Survey

2.0. The arboricultural survey was originally undertaken in November 2011 in

accordance with the recommendations of the British Standard for Trees in

Relation to Construction (BS 5837:2005). In order to provide an impartial

assessment, the trees were surveyed and reassessed without any direct

consideration for specific features within the proposal.

2.1. The survey was undertaken on an individual tree basis, however where

appropriate, trees have also been assessed as groups. The term ‘group’ is used

to define trees that form a cohesive arboricultural feature, i.e. aerodynamically,

visually or culturally. The assessment of individuals within groups has been

undertaken where it will be advantageous to make such a differentiation.

2.2. A revised version of the British Standard came into effect in April 2012; in order to

reflect changes and additional considerations brought about by the new guidance,

the baseline survey data was subsequently revisited and updated in May 2012.

2.3. Overall the survey relates to 856no. individual trees and 16no. groups of trees

including mature deciduous woodland to the north of the site. On balance the

majority of the existing trees occur as ornamental plantings associated with the

sites current soft landscaping arrangement and as self-set trees distributed along

the site boundaries. The location and distribution of the existing trees is

illustrated in appendix A whilst a detailed schedule of the trees is provided in

appendix B.

2.4. To make an informed decision on which trees are to be considered for retention or

removal, all of the surveyed trees have been categorised in accordance with their

existing arboricultural quality and value. The method for tree categorisation is

based on the guidance provided in BS 5837:2012 ‘Trees in Relation to Design,

Demolition and Construction’. On this bases trees considered suitable for

retention are categorised ‘A-C’, those unsuitable for retention are identified as

category ‘U’. As a rule, individual trees and groups which fulfil the criteria for

category ‘A’ are considered to be the most desirable for retention, with category

‘B’ and ‘C’ of respectively decreasing priority.

2.5. Overall the survey has identified 8no.individual category ‘A’ trees, 58no. individual

category ‘B’ trees and 742no. individual category ‘C’ trees. A further

48no.individual trees fulfil the requirement for category ‘U’ under the new

standard, these trees are of such reduced potential that their early loss is

anticipated in the existing context.

2.6. Where trees occur in numbers or small groups, such that they attract a higher

collective rating than they otherwise would as individuals this has been

acknowledged. On this basis an additional 8no. collections of trees warrant

category ‘A’ status, and 15no. groups achieve a collective category ‘B’ rating

(refer to appendix A and B for details).

3. Statutory Designations

3.0. In the context of proposed development of the site, Wycombe District Council

confirmed Tree Preservation Order No 21:2010 on the majority of the existing

trees. Confirmation of the TPO serves to deter damage or clearance of trees,

irrespective of their existing quality or value (except where dead or dying) prior to

receiving planning permission. The TPO also seeks to enforce protection of

retained trees during future demolition and construction.

4. Design Considerations

4.0. During the design process it is necessary to consider the constraints posed by the

trees including statutory protection and the influence, and requirements, of their

above and below ground structures.

4.1. To afford protection to below ground structures and rooting environment, the

minimum soil area in m2 which should be left undisturbed around retained trees

has been calculated; these areas are called Root Protection Areas (RPAs). The

protection of the RPA during demolition and construction is considered a priority

to ensure a trees future vitality. To protect above ground structures,

consideration is given during design to crown clearance, spread and predicted

unmaintained growth.

4.2. Detailed site design will be balanced with the constraints posed by existing trees

and will reference tree location, current size, future requirements, root network

and available soil volume. Consideration is also given to our opinion of the

quality and value of the trees and their tolerance to disturbance based on species,

age, condition and presence of surrounding trees, structures and services. Care

will also be taken to avoid recommendations for misplaced tree retention that may

result in post-completion demands for removal or pruning works.

5. Constraints/Impacts (current work)

5.0. The constraints that existing trees pose to during design will be dictated by the

degree of tree retention achieved during demolition of the existing site. Assessing

the impact of demolition is consequently the first stage in determining the overall

impact to the exiting tree stock.

5.1. Our assessment to date relates to the demolition of the site’s existing above

ground structures within their own footprint. Where it is not practicable to protect

the RPAs and canopies of adjacent trees, and/or where the impact is likely to

result in significant detriment, affected trees are recommended for justified

removal. Category ‘U trees are exempt from this assessment on the basis of

their anticipated early loss in the existing context.

5.2. In respect of the above, it is our current opinion that demolition will incur the

clearance of: 1no. category ‘A’ tree, 8no. category ‘B’ trees and 278 category ‘C’

trees. The extent of this impact is illustrated in appendix C.

5.3. It is reasonable to assume that the number of trees to be removed will increase

once an assessment has been made in respect of redundant subterranean

services, in particular removal of the site’s district heating system and mains

sewer network.

6. Interim Recommendations

6.0. Our BS 5837 survey is considered to provide balanced judgment and identification

of appropriate trees for retention, integration and protection during demolition and

construction.

6.1. Aside from any TPO or ecological constraints, it is our opinion that tree losses

during demolition are unavoidable. Our current recommendations for tree removal

are considered to be justified and represent trees that (in our opinion) cannot be

justifiably retained or effectively protected during demolition.

6.2. Throughout our current assessment emphasis has been placed on the retention of

the sites principal trees, collections of more established internal groups and the

integrity of the site boundaries (as illustrated within appendix C).

6.3. It will be necessary to prepare a tree protection plan to demonstrate confident tree

retention during demolition of the existing site. On arrival at a fixed layout for

submission, it will be necessary to prepare a second plan to facilitate in the

practicable protection of existing trees where there is potential for foreseeable

harm or damage to occur during construction.

6.4. Although subject to details for tree protection measures, integration of principal

tree cover will form an underlying objective within our future assessment of a

proposed scheme.
