1.0 INTRODUCTION

Lidl UK appointed Acoustic Consultants Limited to provide advice on the noise and

acoustic issues for the proposed food store on Seaward Way, Minehead.

This report is based on the information and layout contained on the Lapworth

Architects Limited drawings entitled “Site Plan as Proposed” with the drawing

number 1470 03 and dated December 2014.

The author of this report is a Full Member of the Institute of Acoustics (MIOA) with a

recognised acoustic qualification and over seven years’ experience within the field of

noise and acoustics and as such meets the BREEAM definition of a suitably qualified

acoustic consultant.

The report provides noise and acoustic advice which aims to achieve the

requirements of the BREEAM 2011 credits Hea 05 and Pol 05.

This report addresses the following elements:

A) External Noise Control

B) Internal Room Acoustics

C) Plant Noise

The report has been prepared in good faith, with all reasonable skill and care, based

on information provided or available at the time of its preparation and within the

scope of work agreement with the Client. We disclaim any responsibility to the Client

and others in respect of any matters outside the scope of the above.

The relevant design criteria are set out in BREEAM 2011. The requirements of the

BREEAM 2011 credits Hea 05 and Pol 05 are as follows:

2.0 BREEAM 2011

For a retail building the development would be classed as an ‘Other’ building type.

For a building of this type there are three credits available two in Hea 05 and one in

Pol 05. The credits are outlined below:

2.1 Hea 5

First Credit

The requirements of Hea 5 Credit 1 are as follows:

Criteria: Indoor ambient noise levels comply with the “good practice”

criteria levels of BS8233:1999, Tables 5 & 6 (see additional

information section) unless otherwise stated within this table. See

also additional criteria below for sound insulation. Where the

room types below are present, the appropriate requirements for

sound insulation must also be achieved.

Credits: 1

Testing

Requirement:

A suitably qualified acoustician carries out pre-completion acoustic

testing to ensure that the relevant spaces (as built) achieve the

required performance standards. Where testing identifies that

spaces do not meet the standards, remedial works are carried out

prior to handover and occupation.

Notes: For the purposes of acoustic measurement and calculation these

spaces should be considered unoccupied. Typical, appropriate

noise levels are given in the table below (additional information

section); the list is not intended to be exhaustive.

Second Credit

The requirements of Hea 5 Credit 2 are as follows:

Achieve reverberation times compliant with Table 8 of BS8233

1999. In addition, or alternatively, if relevant to assessed building;

classrooms, seminar rooms and lecture theatres achieve

reverberation times compliant with Table 1.5 of Building

Bulletin 93

Requirement: As above

Notes:

Where the reverberation time required by the relevant standard is

not appropriate for the type of space/building assessed, the

acoustician must confirm why this is the case. In addition the

acoustician must set alternative appropriate reverberation times

and provide these to demonstrate compliance.

2.2 Pol 5

There is one credit available within Pol 5 and the credit refers to noise from a

development affecting sensitive receivers around a site. The following outlines the

requirements of Pol 05 of BREEAM 2011.

1. The credit can be awarded by default where there are or will be no noise-

sensitive areas or buildings within 800m radius of the assessed development.

2. Where there are or will be noise-sensitive areas or buildings within 800m

radius of the assessed development a noise impact assessment in compliance

with British Standard 7445:1991 has been carried out and the following noise

levels measured/determined:

a. Existing background noise levels at the nearest or most exposed

noise-sensitive development to the proposed development or at a

location where background conditions can be argued to be similar.

b. The rating noise level resulting from the new noise-source (see also

Compliance note: Compliance at the design stage).

3. The noise impact assessment must be carried out by a suitably qualified

acoustic consultant holding a recognised acoustic qualification and

membership of an appropriate professional body (see relevant definitions in

the Additional Information section).

4. The noise level from the proposed site/building, as measured in the locality

of the nearest or most exposed noise-sensitive development, is a difference

no greater than +5dB during the day (0700hrs to 2300hrs) and +3dB at night

(2300hrs to 0700hrs) compared to the back-ground noise level.

5. Where the noise source(s) from the proposed site/building is greater than

the levels described in criterion 4, measures have been installed to attenuate

the noise at its source to a level where it will comply with criterion 4.

3.0 NOISE MEASUREMENTS

3.1 Monitoring Equipment

Sound Pressure Levels were measured using a Class 1 Sound Level Meter with half-

inch condenser microphones using the "fast" setting. The equipment is checked

annually using a Quality System meeting the requirements of British Standard EN

ISO/IEC 17025:2005 and in accordance with British Standard EN 10012:2003 and

traceable to the National Standards. This equipment was checked and calibrated as

noted below and the certificates are available for inspection.

The measuring systems were checked for calibration before and after the tests which

gave a 0.1 drift however this drift is not significant enough to affect any of the

results.

The monitoring was carried out in clear conditions with a daytime air temperature of

about 12 degrees Centigrade and with little or no wind. These conditions are not

expected to have a significant adverse effect on the measured levels.

3.2 Monitoring Procedure

An assessment to Hea 5 requires the daytime equivalent noise levels to be

established at locations representative of the façade of the development. An

assessment for Pol 5 requires that the "Background Noise Level" typical for the area,

be established.

The monitoring locations are as follows:

A daytime road traffic noise monitoring was carried out at location ‘A’ which was

representative of the most exposed façade to road traffic noise along Seaward Way

between 17:05 hours on 17:35 hours on the 27th October 2014. Location ’A’ was 20

metres back from the edge of Seaward Way. The measured levels at this location are

used to determine the internal ambient noise levels within the sensitive rooms of

the development. The measured levels are free-field levels.

Noise monitoring was undertaken at Location ‘B’ between 23:00 hours on

18th November 2014 and finished at 00:00 hours on the 19th November 2014. Noise

monitoring was undertaken in accordance with British Standard 7445:1991. The

monitoring location ‘B’ was outside the most sensitive residential properties, to

south of the site along Hayfield Close (R1) approximately 230 metres away from the

proposed plant and delivery bay location and in a free-field position. The monitoring

location is considered representative of the most sensitive receivers around the site.

The measured levels are free-field levels.

3.3 Measured Data

3.3.1 Road Traffic Noise Levels

From the measured data the road traffic noise levels have been determined as

follows 20 metres from the road in a free-field position.

3.3.2 Baseline Background Noise Levels

The measured baseline noise levels were determined primarily by distant and local

road traffic on the surrounding highway network. There were no other significant

sources of noise at them monitoring location.

The measured data consists of the Equivalent Noise Level (LAeq (15minute)), and

Background Noise Level (LA90 (15minute)) in dB (A). The results are provided below:

The typical measured background noise level at the worse case time (night-time) is

33 dB LA90 (15 minutes) (free-field level).

4.0 HEA 05 FIRST CREDIT - INTERNAL NOISE LEVELS

4.1 Criteria

To achieve the first credit of BREEAM 2011 Hea 05 all rooms of the development

need to achieve internal ambient noise levels that comply with the “good practice”

criteria levels of British Standard 8233:1999, Tables 5 & 6. The relevant criteria

derived from Tables 5 and 6 of British Standard 8233:1999 are provided below:

This is in respect to noise from external sources outside (such as road traffic) and

building services. The main source of noise at present affecting the site is road traffic

noise from the local road network, as such a noise survey has been undertaken.

4.2 Predicted Noise Level

The development has been rationalised into two façades, the road facing façade and

rear façade. The road facing façade (Façade A) and the rear façade (Façade B). The

façade locations are as follows:

Figure 2: Façade Locations

Along Façade A the design octave band equivalent noise levels are as measured at

Location ‘A’. Along Façade B the design octave band equivalent noise levels are as

measured at Location ‘A’ with a 10 dB barrier correction due to the shielding of the

store from road traffic along Seaward Way. The octave band façade design levels

along each façade (A-B) are provided in the table below:

4.3 Building Façade Design

The building fabric construction and ventilation provisions should be designed such

that the internal noise levels do not exceed the British Standard 8233 criteria in

Table 3 above within all spaces of the development.

The following sections assess the sound insulation of the proposed building and

provide advice on the construction of the buildings to control external noise based

on the noise modelling results. It is proposed that the following building construction

elements be incorporated into the design of all external façades and roof unless

otherwise stated.

4.3.1 External Walls

The external walls comprise of 365 millimetre Fire Clay Insulated Building Blocks

(Poroton cellular block). The walls are either to be rendered with a 20 millimetre

render or alternatively clad in a metal rain screen cladding.

With all joints and cavities in the block fully filled with mortar we would expect this

construction to achieve the following minimum sound reduction indices:

4.3.2 Roof Construction

The roof is of a light weight construction comprising a 0.9 millimetre steel outer skin

with 250 millimetre of mineral wool compressed to 235 millimetres within the cavity

and a 0.7 millimetre inner skin all on steel purlins.

From the supplied manufacturers test data this construction is expected to achieve

the following minimum sound reduction indices:

In addition beneath the roof a sound absorbent ceiling will be installed comprising of

OWAcoustic mineral fibre ceiling tiles in a metal grid.

4.3.3 Windows & Glazed Doors

There are glazed external windows to the Shop front, staff room, managers office

and customer toilet lobby only.

Shop Floor

The proposed glazing on the shop floor comprises of a double glazed unit of

6.4 millimetre laminate glass a 16 millimetre cavity and a final layer of 6.4 millimetre

laminated glazing. This construction is expected to achieve the following sound

reduction indices:

Staff Room

The proposed glazing on to the staff room comprises of a double glazed unit. The

glazing will need to achieve the following minimum sound reduction indices:

This could be achieved with a double glazed unit of 6 millimetre glass a 12 millimetre

cavity and a final layer of 6 millimetre glazing. The supplier should verify the

performance.

4.3.4 Ventilation

All spaces of the development are to be mechanically ventilated. The ventilation

system will need to be suitably attenuated to ensure external noise is controlled.

To control external noise we would advise that the ventilation system is fitted with

an atmospheric side attenuator that achieves a sound level difference of at least

25 dB(A) outside to inside.

In addition the ventilation and air conditioning system will need to be designed to

ensure building services noise does not impact on the overall noise levels within the

spaces of the development. Noise from all building services should not exceed the

following plant noise limits within the sensitive spaces of the development:

4.4 Compliance with BREEAM

With the proposed external building façade constructions, ventilation provisions

detailed above the predicted internal noise levels are within the criteria of British

Standard 8233:1999 and as such the criteria in the First Credit of BREEAM Hea 5 is

achieved.

5.0 HEA 05 SECOND CREDIT – REVERBERATION TIME

5.1 Criteria

The second Hea 5 credit applies to the control of reverberation in areas used for

speech or performance. There is a requirement to comply with the reverberation

time limits from Table 8 of British Standard 8233.

The limits considered relevant to the proposed Lidl store are described below

(derived from Table 8 of British Standard 8233) and are dependant on the room

volume of the space. The Reverberation Time criteria is at 500 Hertz only.

5.2 Reverberation Time Control

5.2.1 Shop Floor

The space has a volume of approximately 5376 metres cubed. The proposed internal

finishes and corresponding areas are given in the table below:

It is proposed to install a suspended mineral fibre ceiling throughout the space. The

proposed ceiling is the OWAcoustic Constellation Ceiling tile.

From the data supplied by OWAcoustic the Constellation tile achieves the following

minimum sound absorption coefficients in the mid frequency octave bands:

Any alternative method of providing sound absorption on the ceiling should achieve

the minimum sound absorption coefficients and area stated above. The supplier

should verify the performance data.

With the construction and finishes stated above the predicted ‘T 500 Hz’ is within the

required <1.3 seconds.

5.2.2 Staff Room

To be advised once provided with a building layout.

5.2.3 Office

To be advised once provided with a building layout.

5.3 Compliance with BREEAM

With the proposed constructions and suitable mitigation measures the predicted

Reverberation Time are within the criteria of British Standard 8233:1999 stated

above and as such the criteria in the Second Credit of BREEAM Hea 5 is achieved.

6.0 POL 05 - PLANT NOISE

The BREEAM credit POL 05 requires noise emitted from the site to be controlled.

The main noise emitting elements consist of the building services plant.

6.1 Proposed Scheme

The proposal is for a Lidl Food Store located on the site of the vacant Aquasplash

site. The site is located off Seaward Way Minehead with a Tesco store to south,

Seaward Way to the north, Brereton Road to the south and a number of small

industrial units around the site.

The plant associated with the Lidl food Store will be located on the southern and

elevation of the store and will operate 24-hours a day according to demand.

The most sensitive receiver are the residential properties, in terms of plant noise are

the three storey apartments to south of the site along Hayfield Close (R1)

approximately 230 metres away from the proposed plant location. All other

residential dwellings are either at a further distance away from the plant or shielded

from the noise by the store.

6.2 Proposed Plant

The majority of plant is to be located on the southern elevation of the store within

the delivery bay at 3 metres above the ground. The bakery chiller is located

internally with external louvers to the play enclosure; these are not considered to

provide any significant degree of sound insulation. The Refrigeration unit is located

on the western façade of the building.

The following table provides a schedule of the proposed plant along with the

individual unit sound pressure level at a given distance in a free-hemispherical field.

The noise data is taken directly from the manufacturer’s noise data as supplied by

Lidl.

Any alternative plant should have an equal or lower noise emission level (dB) in a

hemispherical free-field.

6.3 Predicted Noise Level

Plant noise levels at the nearby residential properties have been predicted based on

the plant noise levels and distance correction of a point source.

The most sensitive residential properties to the south of the site along Hayfield Close

(R1) approximately 230 metres away from the proposed plant and delivery bay

location.

The noise sources will include reflections off the building which will increase the

noise emission level by about 3 dB.

Between Receiver R1 and the plant there are a significant number of industrial units

that will shield the plant from the receivers as such we have applied a barrier

correction of 10 dB to the receivers to the south. In reality we would expect a higher

barrier attenuation to occur.

The following tables provide the corrections to the stated manufacturer’s noise

levels to determine plant noise levels at the nearby residential properties.

This results in a predicted cumulative free-field specific noise level of 13 dB

LAeq (15 minutes) at R1 which is very low.

6.4 Plant Noise Assessment

The plant will operate on a 24-hour basis according to demand. A night-time British

Standard 7445:1991 assessment has been undertaken at the sensitive receivers

around the site at the worse case time.

The predicted specific noise is 20 dB lower than the background noise level and as

such we would expect any tonality, intermittency impulsivity of the plant will not be

distinguishable at the sensitive receivers and an acoustic character correction is not

applicable in this case. The British Standard 7445:1991 assessment is as follows:

Excess of rating over background level -20 dB

This means that the plant rating noise level will be at least -20 dB below the

background noise level at the receiver R1 during worse case time and as such it is

indication that noise from the plant will be of a low impact on the noise sensitive

receivers in the area and the BREEAM Pol 5 criteria is achieved.

7.0 LIMITATIONS

The report limits itself to addressing solely on the noise control and acoustic aspects

as included in this report. We provide advice only in relation to noise and acoustics.

The report has been prepared in good faith, with all reasonable skill and care, based

on information provided or available at the time of its preparation and within the

scope of work agreement with the Client. We disclaim any responsibility to the Client

and others in respect of any matters outside the scope of the above.

The report is provided for the sole use of the named Client and is confidential to

them and their professional advisors. No responsibility is accepted to other parties.

It should be noted that noise predictions are based on the current information as we

understand it and on the performances noted in this report. Any modification to

these parameters can alter the predicted level. All predictions are in any event

subject to a degree of tolerance of normally plus or minus three decibels. If this

tolerance is not acceptable, then it would be necessary to consider further

measures.

8.0 SUMMARY AND CONCLUSIONS

Lidl UK appointed Acoustic Consultants Limited to provide advice on the noise and

acoustic issues for the proposed food store at Seaward Way, Minehead.

The proposed development comprises of Lidl food Store. The store will consist of a

retail area, warehouse, welfare area and office.

The brief was to undertake internal ambient noise levels and reverberation time

calculations and also plant noise calculations to determine compliance with BREEAM

2011 credits Hea 5 and Pol 5.

With the proposed external building façade constructions, ventilation provisions

detailed above the predicted internal noise levels are within the criteria of British

Standard 8233:1999 and as such the criteria in the First Credit of BREEAM Hea 5 is

achieved.

With the proposed constructions and suitable mitigation measures the predicted

Reverberation Time are within the criteria of British Standard 8233:1999 and as such

the criteria in the Second Credit of BREEAM Hea 5 is achieved.

With the proposed plant the predicted rating noise levels are within the

BREEAM Pol 5 criteria and the credit can be achieved.
