PROPOSED LEGISLATION FOR TRACKLESS MOBILE MACHINES (TMMS)
1 The employer at every mine where trackless mobile machines is used must
take reasonable practicable measures to prevent persons been injured as a
result of:-
1.1 Collision between a pedestrian and a trackless mobile machine;
1.2 Collision between different trackless mobile machines;
1.3 Trackless mobile machines running uncontrolled;
1.4 Capsizing or overturning of any trackless mobile machine;
1.5 Objects falling onto operators/passengers of trackless mobile machines;
1.6 Operators/passengers of trackless mobile machines alight from trackless mobile machines
in the event of an emergency.
1.7 Operators/passengers injured as a result of falling out of or due to collision.
1.8 Failure of brakes.
1.9 Due to the lack of vision caused by blind spots.
1.10 The fatigue of the operator while driving a trackless mobile machine
1.11 The hazards related to Underground Battery Charging Bays
1.12 The hazards related to Diesel Refueling Bays
1.13 The dangers of gasses emanated from tyres
1.18 Safe Access of person to and from the trackless mobile machine
1.19 Machine Visibility.
1.20 Locking out of stationary trackless mobile machines
1.21 Dangers related to remote control trackless mobile machine
1.22 Dangers related to machine automation of the trackless mobile machines
1.23 Danger of using trailers
1.24 Dangers of inclines
1.25 Dangers of poor road conditions
1.26 The selection, training, appointment and licensing of trackless mobile machine operators:-

1.27 The failure to comply with pre-use inspection procedures
1.28 Suspension of pipes and cables using TMMs.
1.29. The reversing over the berm of a dump or the edge of a stockpile;
2 The measures to be taken by the employer in terms of the regulation
above must include measures to ensure that:-
2.1 Where pedestrians have to be present that these pedestrians must maintain a safe
perimeter as determined by the mine risk assessment. When pedestrians are within an
unsafe perimeter from the trackless mobile machine, warning should be given to both the
operator and pedestrians. In the event where no action is taken by either to prevent
potential interaction the brakes of the trackless mobile machines must be automatically
applied. The system must fail to safety without human intervention.
This system must not remove the control from the driver; it must only take over when the
driver does not react.
2.2 Collision between different trackless mobile machines is avoided by a warning system to
both operators and in the event where no action is taken by either operator to prevent such
collision that the brakes of both trackless mobile machines be automatically applied.
2.3 Where trackless mobile machines run uncontrolled measures must be in place that will slow
down the trackless mobile machine.
2.4 Roll over Protection for trackless mobile machines shall be provided where required as per
risk assessment.
2.5 Trackless mobile machines shall be equipped with canopies to protect operators and
passengers from falling objects.
2.6 Measures must be put in place for operators/passengers of trackless mobile machines to
alight safely during an emergency situation.
2.7 Safety belts shall be installed and used on trackless mobile machines.
2.8 Functionality of all brakes on the trackless mobile machine shall be tested and recorded
prior to putting the trackless mobile machine into operation.
2.9. Measures must be put in place where practical possible to eliminate or manage blind spots
where required to improve the operators vision.
2.10 Fatigue monitoring to be used on heavy equipment such as haulers to monitor the
condition of operators on duty.
2.11 Underground Battery Charging Bays shall be equipped with the following:-
Floors that will prevent saturation from acid spillage

ventilation
Fire fitting equipment
Ventilation interruption to the power supply connected to the battery chargers
Explosion protected lights to prevent hydrogen ignition.
Water supply for emergency acid spillage removal from persons.
2.12 Diesel Refueling bays shall be equipped with the following;-
Floors that will prevent saturation from spillage
Thru ventilation
Fire fitting equipment
Fuel leak free filling system
Lights
2.13 Tyres
When tyres are repaired on the mine by the mine or a contractor on the mine site the
following will apply
A Cage used during inflation to prevent injuries to persons
An adaptor on the hose that can be remotely released after inflating is complete
whether in the cage or on a trackless mobile machine
The dangers of gasses emanated from tyres..
The use of nitrogen in tyres
2.18 Safe Access
Trackless mobile machines must be so designed that persons required getting on and of trackless
mobile machines can do so safely without injury
2.19 Visibility.
Trackless mobile machines must be visible to pedestrians as well as for the operator to be able to
function properly
2.20 Locking out
Authorised use
Operators must be able to lock-out the source of supply on the trackless mobile machine and be in
procession of the key.
Unauthorised use
One or more competent persons doing maintenance, modifications or repairs on the same
trackless mobile machine must be able to lock out the trackless mobile machine
independently by utilising a scissors plate on the mechanism provided
Competent persons must ensure that all stored energy is released before locking out the
trackless mobile machine
2.21 Remote Control trackless mobile machines

When frequency controlled in a coal mine when supplied from a cap lamp battery the cap
lamp must comply to the SANS 1438 standard.
Locking out on the remote unit is unacceptable.
One remote unit operating two machines in one section is unacceptable
2.22 Machine automation
2.23 Trailers
o Trailer coupling and uncoupling must be able to be done safely without injury to
persons.
o Trailers must be visible underground.
o Trailers must be equipped with stop blocks.
o The fully loaded un braked trailer may not accede the tare of the towing trackless
mobile machine
2.24 Inclines
Only crawler type (cat track) trackless mobile machines may operate at an incline where
the angle to the horizontal acceeds 15 degrees.
2.25 Road conditions
The design of road ways must be such that it caters for the type of trackless mobile
machine regarding speed and weight.
2.26 The selection, training and appointment of Trackless Mobile Machine operators:-
Selection of operators
Employer to ensure that a pre-selection system is in place based on established minimum
physical and psychological criteria.
Training
Theoretical training in a training centre
Practical Training and
On the job training
Drivers licenses
Testing procedure. A competent person appointed by the responsible engineer will test the
operators after completion of training
Licensing of operators. The operator once found competent by means of assessment
against established criteria, may be issued with a license authorized by the responsible
engineer
Lapsed license

When an operator has not operated trackless mobile machines for a period of two years s/he
needs to be re trained.
License identification
An operator of any trackless mobile machine must have his or her original issued license on
their person to identify the following:-
Positive identification of person (photo)
Permissible rail bound equipment type/s
Validity period
Appointment
Operators shall be appointed in writing by their appropriate supervisor.
Such appointment shall detail their duties, responsibilities and limitations.
2.27 Pre use inspection checklist
o A mine must have a standard operating procedure for inspecting trackless mobile Machines used at the mine.
This procedure must include provision for the operator of the trackless mobile machine, to ensure that the brakes, lights and any other defined safety features are functioning properly prior to putting into operation.
Prior to putting into operation, each operator operating trackless mobile machine must have a pre-use checklist that was completed with pre-established criteria under which the TMM may or may not be put in motion
The operators supervisor must sign such pre-use checklist at least through the course of the shift.
2.28 Suspension of pipes and cables using TMMs
2.29 The reversing over the berm of a dump or the edge of a stockpile;
The reversing over the berm of a dump or the edge of a stockpile shall be prevented by (i)
supervising the trackless mobile machine to the berm or edge or alternatively (ii). By
stopping at a distance determined electronically and then automatically apply the trackless
mobile machines brakes.
